Effects of Coronavirus Begin Echoing Far From Wuhan Epicenter - The New York Times

Posted: 25 Jan 2020 11:59 PM PST

WUHAN, China — The repercussions from a mysterious virus that has sickened hundreds of people began reverberating far from its epicenter in central China on Saturday, as Hong Kong closed its schools for several weeks, Beijing began restricting buses in and out of the capital, and the country's travel association suspended Chinese tour groups heading overseas.

The new measures, coming on top of previous travel restrictions that had effectively penned in tens of millions of people in Hubei, the province at the heart of the outbreak, are certain to further dampen celebrations of the Lunar New Year, which began on Saturday.

They came, too, as China's top leader, Xi Jinping, who had said little publicly about the crisis despite growing criticism of the response, pledged Saturday that officials would "stand at the front line to safeguard social stability."

The illness linked to the virus has killed at least 56 people and sickened more than 1,300 in China, according to official reports. Cases have been confirmed in all but one of China's provinces and autonomous regions, as well as in at least 11 other countries as the virus has spread to Europe, the United States Australia and, most recently, Canada.

Among the newest victims in China was a 62-year-old ear, nose and throat specialist, who died on Saturday, according to state news media. It was unclear whether the doctor, who had retired last year, had treated patients with the disease.

And officials in the southern city of Hechi said on Saturday that a 2-year-old girl suffering from the coronavirus had been admitted to a hospital, becoming the youngest person known to be infected.

In a sign of how the coronavirus has shaken China, Mr. Xi convened a meeting of Communist Party leaders on Saturday to try to stem the outbreak.

"We're sure to be able to win in this battle to beat the epidemic," said Mr. Xi, according to a summary of his remarks by state media, offering some of his most extensive remarks to date on the crisis.

Mr. Xi called for stronger efforts to provide medicine and other supplies to affected areas. Shortages have angered doctors and medical workers, particularly in Wuhan, the Hubei provincial capital where the outbreak began. Hospitals have issued pleas for donated supplies.

Party leaders also directed railway stations, airports and ports to step up measures to deter the spread of the virus, through ventilation, disinfection and body temperature checks.

Chinese officials announced later Saturday that more than 1,200 medical personnel would be sent to Wuhan and over 10,000 beds in 24 local hospitals would be requisitioned for treating confirmed and suspected cases of the virus.

But the official response so far has drawn stinging rebukes on social media, where people are questioning whether the authorities are accurately reporting the number of cases or doing enough to rein in the outbreak. In particular, people have denounced the perceived indifference of local, provincial and even national authorities.

"Where is that person? He is not on the front line," one user wrote on Weibo, a Twitter-like platform, in an apparent reference to Mr. Xi.

State media has maintained a steady drumbeat of positive news about the outbreak, praising the sacrifices of responders and everyday people. But there was little doubt the disease had derailed celebrations of the Lunar New Year, the country's biggest holiday and busiest travel period.

Travel constraints imposed earlier in Wuhan and 12 nearby cities have effectively penned in 35 million people. Wuhan tightened its restrictions further on Saturday, with a ban on most vehicle traffic in the city center.

The restrictions began spreading far beyond Wuhan, too: In Beijing, the city government said it would halt all inter-province buses beginning on Sunday, effectively limiting road travel into the capital.

The association of China's travel agencies said that it would suspend all tour groups and the sale of flight and hotel packages for citizens headed overseas, starting on Monday. Groups already on their trips were allowed to continue, with the directive that travelers' health be closely monitored.

The move to cut off group tours could have a ripple effect across countries that depend on Chinese tourists. While China is now home to an increasingly sophisticated population ready to hit the tourist routes by themselves, a large number of Chinese do not feel comfortable traveling abroad unless they are with a group.

New measures were also imposed in Hong Kong, where its leader, Carrie Lam, declared a health emergency. Five coronavirus patients connected to Wuhan are being treated in Hong Kong, and more than 100 others are suspected of having the viral pneumonia.

Lunar New Year celebrations are being canceled in Hong Kong, schools will be closed until mid-February and the Hong Kong Marathon has been called off. The city is also suspending flights and train services to Wuhan.

A study by the medical journal The Lancet, published on Friday, raised new concerns that people infected with the coronavirus might be able to spread it even if they do not have flu-like symptoms.

Researchers studied a family in the Chinese city of Shenzhen, five of whom had traveled to Wuhan and two of whom had come in contact with an infected relative in a hospital there. Testing conducted after the family flew home found that six members had the coronavirus, including one who had not gone to Wuhan.

One infected family member, a child, had no symptoms, suggesting that people with the virus might be spreading it without knowing that they have it, the study found.

"It shows this new coronavirus is able to transfer between person to person, in a hospital setting, a family home setting, and also in an intercity setting," Yuen Kwok-yung, an author of the study, said in an interview. "This is exactly what makes this new disease difficult to control."

The United States Embassy said on Saturday that all American employees at its consulate in Wuhan have been ordered to leave. The United States government is arranging a charter flight to evacuate American diplomats and citizens on Sunday, according to a person familiar with the plan.

For people in the United States with close ties to China, the outbreak has brought worry, disappointment and scrutiny. Some Chinese-Americans have had their Lunar New Year plans waylaid, as travel schedules for the coming week and beyond are interrupted.

Chinese-Americans have scrambled, though, to send aid to their friends and family in China.

Sean Shi, of Issaquah, Wash., said he shipped several boxes of masks to China in a friend's luggage, hoping that they could reach friends in the Wuhan area. Later in the day, Mr. Shi was back at a hardware store, buying another 46 masks for some of his former peers at Wuhan University.

"We understand it's a tough situation over there — the panic, the shortage of equipment," Mr. Shi said. "We just realized the situation is very serious — more serious than we thought."

Christopher Buckley reported from Wuhan, and Tiffany May from Hong Kong. Reporting was contributed by Steven Lee Myers, Vivian Wang, Raymond Zhong, Carlos Tejada, Rick Gladstone, Mike Baker, Jeffrey E. Singer and Elian Peltier. Yiwei Wang and Claire Fu contributed research.

Restricted Hong Kong racing to go ahead - 7NEWS.com.au

Posted: 25 Jan 2020 09:29 PM PST

One of Hong Kong's biggest race meetings will go ahead with extreme restrictions on attendance because of coronavirus.

Monday's Chinese New Year meeting at Sha Tin normally attracts more than 100,000 patrons but will be limited to those with previous bookings, around 8000, as well as staff and participants.

The outbreak of the deadly Wuhan coronavirus has spread from China to other parts of the world including Australia.

"The club has carefully reviewed arrangements for Chinese New Year Raceday, taking account of community views as well as the interests of customers and employees," the HKJC said in a statement.

"We are particularly aware that Chinese New Year Raceday is a very important part of community life during the Chinese New Year holidays, providing racing and betting entertainment to around one million racing fans.

"The cancellation of the Chinese New Year Raceday would therefore not only impact those who choose to visit the racecourses but all those who stay at home or elsewhere to enjoy the races on TV or via other platforms.

"... the club has decided that Chinese New Year Raceday should go ahead, but with a reduced attendance and with measures in place to strengthen hygiene protection.

"On the day, apart from essential parties such as horse owners, trainers, jockeys, club officials and stewards etc., only those customers who already have a prior reservation at racecourse restaurants will be admitted. Patrons who wish to cancel their bookings will be given full refund.

"Other racecourse facilities such as betting halls, media halls and digital zone will be closed. This means that approximately 8,000 customers will attend the race meeting, these customers being distributed in 54 restaurants and boxes spread across two racecourses.

"According to medical experts, the level of health risk is not higher than visiting restaurants in shopping malls. All customers will receive temperature screening before entry and will be advised to wear medical masks.

"In consequence of this arrangement, the number of part-time employees working at the racecourses will be reduced from 11,000 to 3,000. Like all staff working on the day, these will receive temperature screening before entry and will be advised to wear medical masks."

The club said the protocols would remain in place for future meetings while the crisis was ongoing.

'If you want to put a tax on people, go ahead': Lagarde and Mnuchin clash over energy transition - CNBC

Posted: 25 Jan 2020 07:59 PM PST

From left to right, Zhu Min, deputy managing director of the International Monetary Fund (IMF), Haruhiko Kuroda, governor of the Bank of Japan (BOJ), Christine Lagarde, president of the European Central Bank (ECB), Steven Mnuchin, U.S. Treasury secretary, Olaf Scholz, Germany's finance minister, and Kristalina Georgieva, managing director of the International Monetary Fund (IMF), attend a panel session on the closing day of the World Economic Forum (WEF) in Davos, Switzerland, on Friday, Jan. 24, 2020.

Bloomberg

The president of the European Central Bank, Christine Lagarde, and U.S. Treasury Secretary Steven Mnuchin laid bare their stark differences over how the world should transition to cleaner energy sources.

The corporate world's role in protecting the environment has been a central theme of this year's World Economic Forum in Davos, Switzerland.

Speaking on a panel Friday as the event drew to a close, Lagarde told the audience that central banks needed to lead the economic modeling of how changes to the environment should be costed and mitigated.

Lagarde said banks, accountants, companies and ratings agencies would need to move away from quarterly and medium-term forecasts and start thinking in terms of 30 years out.

Responding to the new ECB president directly, Mnuchin said he didn't think forecasting the cost of protecting the environment was possible.

"Christine, I think you can have a lot of people and model it, but I just don't want to kid ourselves. I think there is no way we can possibly model what these risks are over the next 30 years with a level of certainty, given what I think is the changes in technology along the way," he said.

Lagarde responded directly, suggesting that long-term modeling would help press firms to understand the cost and process of switching to new, and less carbon intensive, energy sources.

"If we can push companies into the direction of actually anticipating the transition, pricing it, and making sure that they move to cleaner and cleaner energy uses, then it helps," she said.

Interpreting that as a direct cost to a business, Mnuchin responded sharply.

"I don't think we know how to price these things," he said, adding that the current pricing of future greener energy sources was being inflated.

"So, I think we are overestimating the cost. So, if you want to put a tax on people, go ahead and put a carbon tax. That is a tax on hard-working people. I personally think the costs are going to be much lower 10 years from now — because of technology — than we think they are today," he said.

Earlier, Mnuchin contended that the U.S. had become much more efficient through carbon technology and the use of energy, but named China and India as countries which needed to offer "significant improvement in terms of environmental issues."

Louise Linton sides with Greta Thunberg after husband Steve Mnuchin takes jab at climate crisis activist - CNN

Posted: 25 Jan 2020 06:29 PM PST

Mnuchin was dismissive of the 17-year-old Swedish climate activist at the World Economic Forum in Davos, Switzerland, and said Thunberg should go study economics in college before weighing in on US policies and how they relate to the climate crisis.
A post on Linton's verified Instagram account, which has since been deleted, reads, "I stand with Greta on this issue. (I don't have a degree in economics either) We need to drastically reduce our use of fossil fuels. Keep up the fight @gretathunberg."
CNN has reached out to Linton about the deleted post and the Treasury Department for comment from Mnuchin.
Linton has kept a relatively low profile since a controversy in 2017 where she apologized after sustained backlash for a now-deleted Instagram post touting her wealth and her subsequent reply belittling a commenter.
Linton's support of Thunberg stands in stark contrast to comments made by her husband days prior.
In Davos, a reporter asked Mnuchin, "Greta Thunberg has called for a public and private sector divestment from fossil fuel companies. Does that pose a threat to US economic growth?"
"Is she the chief economist, or who is she? I'm confused," Mnuchin replied. "It's a joke. After she goes and studies economics in college she can come back and explain that to us."
Thunberg, who also spoke at the World Economic Forum in Davos, responded on Twitter, "My gap year ends in August, but it doesn't take a college degree in economics to realise that our remaining 1,5° carbon budget and ongoing fossil fuel subsidies and investments don't add up."
"So either you tell us how to achieve this mitigation or explain to future generations and those already affected by the climate emergency why we should abandon our climate commitments," Thunberg wrote.
Thunberg became the youngest individual to be named Time magazine's Person of the Year in December after inspiring climate protesters worldwide. She gained international attention for condemning world leaders for not doing enough to combat the global climate crisis in a viral speech she made at the UN Climate Action Summit in September.
Thunberg has also been a target of President Donald Trump, who has mocked the teen activist on Twitter.
Trump's dismantling of environmental regulations unwinds 50 years of protections
Trump attacked climate activists as "perennial prophets of doom" at the World Economic Forum, where the agenda was focused on tackling the climate crisis. Trump's remarks underscored the chasm between his view on the climate crisis and the overwhelming scientific consensus driving the rest of the developed world to action.
The Trump administration has rolled back key environmental regulations, and Trump withdrew from the Paris climate accord, a landmark effort to reduce global greenhouse gas emissions.

84-year-old woman wins Spain's best new actress prize - DW (English)

Posted: 25 Jan 2020 05:16 PM PST

Feisty ex-photographer Benedicta Sanchez led an unconventional life before becoming Spain's hottest new cinema star. Octogenarian actresses triumphed and broke records at the 2020 Goya Awards, Spain's top cinema prizes.

Benedicta Sanchez, 84, won Spain's top cinematic prize for best new actress on Saturday, becoming the oldest woman to win the category.

The Goya Awards, the equivalent of Spain's Oscars, took place in the southern Spanish city of Malaga.

Sanchez said she had not expected to take home the Goya trophy in her category

Sanchez, who was competing against three younger actresses, reacted to the award's announcement by raising her eyebrows and glancing to the side in an expression of near disbelief.

In her acceptance speech, Sanchez — a Spaniard with no formal acting training — said, "Life hands you surprises, and this is a very big one in my long existence."

Only actors without prior screen experience are eligible to win the best new actress category.

The tweet from the official Goya Awards account showing her speech quickly went viral.

Sanchez won for her role in the film "O que arde" ("Fire Will Come") by French-born Spanish film director Oliver Laxe's. In the movie, she plays the mother of a convicted pyromaniac who returns to her small rural village in the mountains of Galicia in northwestern Spain. The film won a Jury Prize at the Cannes 2019 film festival.

At the Cannes festival, Sanchez became a sensation on the red carpet when she danced a muñeira, a traditional dance of Galicia, the region where she was born and her current home.

From Galicia to Brazil and back

Sanchez was born in the small northwestern municipality of O Corgo in 1935. After marrying at age 17, she and her then-husband emigrated to Brazil, where she worked in a bar and a bookshop before becoming a photographer. A lifelong vegetarian, alpinist and world traveler, she returned to Spain in 1979 after separating from her husband.

After living in the south of Spain, she eventually returned to her birth region of Galicia. It was there that her daughter encouraged her to join a local theater troupe and to eventually audition for the role of the mother in Laxe's film.

Sanchez won for her role in the small release hit film 'Fire Will Come,' directed by Oliver Laxe and set in Galicia

"They were looking for a woman older than 65, and I had this feeling that they would pick her," Sanchez's daughter Emma told the Spanish magazine Hola! about getting her mother to audition for the part.

"She was also getting people to laugh … she made the script her own," she added.

Sanchez earned cheers and applause from the award ceremony audience on Saturday when, toward the end of her Goya acceptance speech, she said, "Help me! Tell me things so I can say them and not fall silent."

Record-breaking evening for octogenarians

While Sanchez is the oldest best new actress winner, the oldest person to have been nominated was 93-year-old Antonia Guzman in 2015.

Another octogenarian actress joined the record-breaking ranks during Saturday's award ceremony: Barcelona-born Julieta Serrano, 87, won best supporting actress for her role in Pedro Almodovar's "Dolor y Gloria" ("Pain and Glory"), becoming not only the oldest winner in the category — but also the oldest-ever recipient of a Goya, according to Spanish Vanity Fair. Sanchez held that record from her win on Saturday until Serrano's nod later in the ceremony.

Unlike Sanchez, Serrano is a well-established professional actress who has featured in many Almodovar films, as well as works by some of Spain's other most famous directors. Serrano had been nominated twice for the Goya Awards prior to her win on Saturday night.

Senior Bowl 2020: Which players made biggest impressions in Mobile this week? - AL.com

Posted: 25 Jan 2020 04:58 PM PST

The 2020 Reese's Senior Bowl is in the books, which means we've concluded the first part of the three-tier NFL draft process. More than 110 of the country's top college football players were in Mobile this week, practicing in front of and speaking with representatives of every pro team.

So who made the biggest impressions during Senior Bowl 2020 week? With the caveat that it's very difficult for a player to hurt his stock at the Senior Bowl, here are a few of the players who shined in Mobile (listed in alphabetical order):

Mike Kittrell/AL.com

1. Chase Claypool, WR, Notre Dame

Senior Bowl officials made a conscious effort to beef up the receiver corps this year, and the 6-foot-4, 229-pound Claypool had a great week. He excelled on jump balls against smaller defensive back and could develop into an excellent red-zone threat at the next level.

2. Marlon Davidson, DL, Auburn

Davidson made it through just one day of practice before sustaining a foot injury, but showed enough that there was some first-round buzz on him by week's end. His ability to play multiple positions and propensity to block field goals and extra points are more points in his favor.

3. Justin Herbert, QB, Oregon

Herbert has all the measurables and can make all the throws, but NFL types had questions about his leadership ability coming into Senior Bowl week. He apparently passed those tests with flying colors, and could work his way from a solid mid-first-rounder to perhaps a Top 10 pick in the draft.

4. K.J. Hill, WR, Ohio State

The Ohio State contingent as a whole performed well in Mobile this week, as you might expect with the way Urban Meyer recruited in Columbus. One of the standouts was Hill, who excelled as a slot receiver and made one of the "wow" plays of the week with a one-handed grab on Thursday.

5. Jalen Hurts, QB, Oklahoma

Hurts was the star of Senior Bowl week for obvious reasons, but then went out and did well enough in practice to be named one of the players of the week. He's likely a developmental quarterback and not an immediate starter at the next level, but people thought the same thing about Dak Prescott a few years ago.

6. Josh Jones, OL, Houston

There were some bigger names than Jones in this year's Senior Bowl, but it would be hard to find someone who has been more universally praised throughout the week. The 6-foot-7, 310-pound tackle handled all comers with aplomb during one-on-one drills, and could find his way into the first round come draft day.

7. Javon Kinlaw, DL, South Carolina

Kinlaw shut things down after Wednesday of Senior Bowl week, but did nothing before then to discount the idea that he was the most-talented and NFL-ready player in Mobile. Teams always reach for quarterbacks in the draft (thus pushing players at other positions down), but based on merit, Kinlaw's a surefire Top 10 pick.

8. Terrell Lewis, LB, Alabama

Lewis' tape and production were excellent during his career at Alabama, but he had trouble staying on the field due to a litany of injuries. He's probably a first-rounder on talent, but the more extensive medical exams at the NFL combine with go a long way toward determining how high he goes in the draft.

9. Jordan Love, QB, Utah State

LSU's Joe Burrow appears to be a lock to go No. 1 overall in the draft, and Alabama's Tua Tagovailoa should be the No. 2 QB off the board assuming his hip is healthy by draft day. But Love had a good-enough week in Mobile that he should at least give teams something to think about for the third quarterback taken.

10. Lamical Perine, RB, Florida

Given the nature of how practices are run (not a ton of contact work and a very quick whistle), it's difficult to evaluate running backs during Senior Bowl week. But local product Perine showed that he was the best player at his position in Mobile. He's not only a tough runner, but a gifted receiver out of the backfield, which only helps his draft stock.
