Mobile data not working on your Android smartphone? Here's what to do - AndroidPIT Posted: 30 Jan 2020 10:46 PM PST During those moments in everyday life where we are without Wi-Fi, and where we need access to the Internet at all costs to simply use our favorite apps, it is essential that mobile data (or cellular data) works properly. If not, it's a tragedy! Here are a whole bunch of tips, from the most obvious to the most technical, to try to solve the problem. Shortcuts:It may seem silly to remind you of this basic rule, but most problems encountered on a smartphone can be solved this way. It is therefore important to specify that the first reflex to have when a bug occurs, whatever it is, since it does not only concern the problem related to mobile data, is to turn your smartphone off and on again. The problem may be related to Google applications. Follow the steps below to see if everything returns to normal.
The APN constitutes all the connection information relating to a given network, according to an operator. Not all phones offer the same path to access the APN settings, but they are usually found in the "Mobile Data", "Wireless Controls" or "Wireless & Networks" sections. Go to any menu variant you find and search for the names of the access points. Then press the menu icon and select "Restore Default Settings". Most phones allow users to disable the use of data for specific applications. If, for some reason, the applications are on "Wi-Fi only", you will need to go to "Data Usage" in the "Settings" application and search for applications with limited data access. It is up to you to make the settings to allow the data to be used for these applications. If after checking the first four options the problem persists, it may be network related. Resetting the network settings to factory default settings may be the answer to this problem. Go to your "Settings" and go to the "Backup and Reset" section. Select "Reset Network Settings" and follow the instructions. If the problem is still not solved, we advise you to opt for a more radical solution by resetting the factory settings. This will erase all data from your phone and return all settings to the factory default settings. Your phone will be good as new. Software-wise, it will look exactly the same as the first day you turned it on. This solves just about every software problem you might encounter. It is, therefore, the best solution, but it should be used as a last resort due to the deletion of all data. Resetting to factory settings is specific to each phone (or almost), but you can find our guide no how to do it at the link below. If all of the above steps have failed we advise you to seek professional help by contacting your phone manufacturer, your operator or possibly Google. Posted: 30 Jan 2020 08:40 PM PST Chinese authorities reported more than 40 deaths Thursday, all of them in Hubei, the province at the center of the outbreak of which Wuhan is the capital, bringing the total death toll to 213, with almost 10,000 cases confirmed worldwide. As of Thursday night, there were more than 9,600 coronavirus cases confirmed in China, authorities said, an increase of almost 2,000 from the previous day. That surpasses the 2003 severe acute respiratory syndrome (SARS) outbreak that began in southern China, which infected 8,098 people worldwide, killing 774. More than 20 countries and territories outside of mainland China have confirmed cases of the virus -- spanning Asia, Europe, North America and the Middle East -- as India, Italy and the Philippines reported their first cases on Thursday. "The main reason for this declaration is not because of what is happening in China, but because of what is happening in other countries," WHO Director-General Tedros Adhanom Ghebreyesus said on Thursday. "Our greatest concern is the potential for the virus to spread to countries with weaker health systems, and which are ill-prepared to deal with it." The decision by the WHO has prompted governments to upgrade their own response to the virus, with the US State Department raising its travel advisory for China to it's highest level: Do not travel. The WHO defines a public health emergency of international concern as "an extraordinary event" that constitutes a "public health risk to other States through the international spread of disease," and "to potentially require a coordinated international response." Previous emergencies have included Ebola, Zika and H1N1. Ghebreyesus, who met this week with Chinese President Xi Jinping, said the WHO "continues to have confidence in China's capacity to control the outbreak." "We would have seen many more cases outside China by now -- and probably deaths -- if it were not for the government's efforts," he added. Much of China goes back to work on Monday, after the Lunar New Year holiday was extended in an attempt to rein in the virus. The fear now -- as tens of millions of people travel across the country and cities return to usual business -- is that new self-sustaining epidemic spots will rear up. Many schools and universities across the country will remain closed for much of next week. Evacuation and spreadAs Wuhan and much of Hubei remains on lockdown in a bid to contain the virus, many countries have begun extracting their citizens from the city. A charter plane carrying more than 350 South Koreans landed at Gimpo International Airport near Seoul on Friday, following flights organized by the US and Japan to evacuate their citizens. Multiple other governments, including the UK, Australia, New Zealand and Canada are still arranging flights. Meanwhile, more cases of the virus have been reported worldwide. Singapore confirmed three additional cases Thursday, bringing the total number of confirmed infections in the city to 13. Health officials said all 13 cases are in a stable condition and "most are improving." They also advised citizens to "defer all travel to Hubei Province and all non-essential travel to mainland China." The Singapore government said it will distribute four masks each to 1.3 million households in the city from Saturday. Other Asian territories, particularly Hong Kong, have struggled to maintain supply of masks, with many stores running out following an initial rush by residents to stock up. More than 120 infections with the virus -- but no deaths -- have been reported outside mainland China. Italy has confirmed two cases of coronavirus, Italian Prime Minister Giuseppe Conte said at a news conference in Rome on Thursday. The individuals affected are two Chinese tourists who arrived in Rome a couple of days ago, Conte said. Earlier on Thursday, around 6,000 people were kept on board a cruise ship docked at a coastal town northwest of Rome after two passengers were suspected of having the virus. They eventually tested negative, Italian health ministry officials said. Two of China's neighbors have instituted emergency measures to try and stop the virus spreading there. Russia said it was closing its border in the Far East, and limiting rail services from all of China from January 31. Meanwhile, North Korea declared a state of emergency and said it was instituting a "hygienic and anti-epidemic" response. Facing a long quarantineMuch of Hubei has been under effective quarantine for weeks now, with almost every city facing travel restrictions in a province home to nearly 60 million people. Wuhan has been completely locked down, with residents cooped up in their homes and the streets abandoned. Foreigners being airlifted out of the city are also facing up to two weeks of mandatory or voluntary quarantine once they land in their home countries. However, this has sparked controversy in some countries, especially in Australia, where a plan to house evacuees in a former detention center for migrants on Christmas Island has generated no small amount of negative publicity . Public broadcaster ABC spoke to some Australians in Wuhan who said they would rather remain in the city than face two weeks on what has been described by some opposition lawmakers as a "leper camp," even as Canberra defended its decision as the only place capable of quarantining hundreds of people. At March Air Reserve Base in Southern California, where US evacuees were flown earlier this week, one man said he was willing to remain under quarantine "as long as I need." Jarred Evans said that the US Centers for Disease Control told evacuees that the initial 72-hour quarantine that was suggested "is really not enough time, but you know, they're not obligated to keep us here." "You're not obligated to leave (when the 72 hours are up), so they're saying that the best thing for you, your people, your family and the community is to stay as long as possible," Evans said. After flying out of near-freezing temperatures in Wuhan, Evans said he and the other passengers were spending time outdoors enjoying the sunny, 22 degrees Celsius (72F) weather. "We're all still taking major precautions. So it's not like we're around here hugging each other and shaking hands and things like that," Evans said. "We're wearing our masks ... But honestly, you know, everyone is enjoying themselves because what we experienced, what we've seen, is very serious, you know, people are dying. So when you see that and think about things like that, try to take as much appreciation of what is in front of you." What happens next?Speaking on Friday, China's Foreign Ministry said the country had full "confidence and capability" in winning the fight against the virus. "Since the outbreak of the novel coronavirus epidemic, the Chinese government has been taking the most comprehensive and rigorous prevention and control measures with a high sense of responsibility for people's health," said ministry spokeswoman Hua Chunying in a statement. "Many of these measures go well beyond the requirements of the International Health Regulations. We have full confidence and capability to win this fight against the epidemic." China has taken major measures to try and contain the epidemic, locking much of Hubei down, partially closing the border with Hong Kong and extending the Lunar New Year holiday, all of which could have a severe drain on the country's economy, already vulnerable due to the US-China trade war. With most people due to go back to work on Monday, it remains unclear whether more measures will be announced, and if not, how this will influence the spread of the virus. Health experts previously estimated that the number of cases could be far higher than currently confirmed. Researchers at Imperial College London have estimated that at least 4,000 people were infected in Wuhan by January 18, almost a week before the lockdown began. Their model suggests a low national figure of 20,000 infections by the end of the month, potentially as high as 100,000. Speaking to state media Tuesday, Zhong Nanshan, one of China's leading respiratory experts and a hero of the 2003 fight against SARS, said he expected the peak to come in up to 10 days. "It is very difficult to definitely estimate when the outbreak reaches its peak. But I think in one week or about 10 days, it will reach the climax and then there will be no large-scale increases," Zhong said. If more restrictive measures are announced before the end of the holiday on Monday, the question will be instead how long the country can bear such economic punishment, and how much individual people -- many of them already stretched financially due to holiday celebrations -- can go without returning to work. Photo: Courtesy Twentieth Century Fox The 2002 race for Best Actress started out as Sissy Spacek's to lose. The 1980 Best Actress winner for Coal Miner's Daughter had been earning acclaim since January of 2001 for the Sundance Film Festival hit In the Bedroom. Backed by a Miramax Oscar campaign that had landed the film seven nominations, including Best Picture, Spacek's case looked strong. Doubly so after a win at the Golden Globes. But building momentum as a late-breaking contender was Halle Berry for a little seen movie that sneaked into theaters at the very end of the year, Monster's Ball. Playing a grieving single mother, Berry's performance was full of big moments and high-intensity scenes, and it seemed like voters were noticing; she upset Spacek at the SAG Awards. She was also gathering heat for the potential history-making aspect of her win: She'd be the first black Best Actress victor ever (with Denzel Washington poised to win Best Actor, and the only previous black Best Actor winner, Sidney Poitier, set to receive an honorary Oscar, too). Of course, with two neck-and-neck contenders splitting the traditionally stodgy voting body, conditions are always ripe for an insurgent third party. Enter Nicole Kidman, whose performance in the Best Picture–nominated Moulin Rouge was winning raves even from skeptics. Having emerged from her high-profile divorce from Tom Cruise, she was offering up some of the best acting in her career. In fact, she was campaigning for two lead roles this year: Moulin Rouge and the terrifically creepy The Others. For the bulk of her relationship with Cruise, Kidman was seen very much as a girlfriend or wife first and an actress second. Her critical breakthrough came with 1995's To Die For (she won a Golden Globe, but received no Oscar nomination), and there was more than gossip behind the idea that Eyes Wide Shut could nab her that first Oscar nod. But Stanley Kubrick's death — and a media frenzy around Cruise and Kidman's nudity and sex scenes — overshadowed any ensuing Academy talk. Come 2002, after avoiding splitting her own votes in the nomination phase, Kidman seemingly settled into a comfortable third-place position in the Best Actress race with Moulin Rouge. But she was certainly popular enough to capitalize on a split-vote scenario between Spacek and Berry. What if the breeze blew just slightly different in Hollywood that season? Our last foray into fantasy-casting alternative timelines for the Academy Awards got us thinking. Here's what you might expect from the mirror universe where Kidman won the Oscar in 2002: 1. Nicole Kidman wins Best Actress for her performance in Moulin Rouge,presented by the previous year's Best Actor winner Russell Crowe, Nicole's good friend and fellow Aussie. Meanwhile, Halle Berry's historic Best Actress win for Monster's Ball never happens, and the focus on the fact that the Academy has never awarded a black woman in this category becomes even more intense. 2. With Kidman having just won her Oscar, the 2003 Best Actress race goes to Renée Zellweger for Chicago. The urgency to award Kidman two years in a row isn't there, so the awards priorities shift. Kidman campaigns for her role in The Hours in Supporting, and Meryl Streep gets the benefit of the film's sole lead-actress push. Both are nominated (Julianne Moore is not). Meanwhile, Renée Zellweger's SAG win for Chicago proves to be a good omen, and she takes home Best Actress (with Catherine Zeta-Jones still triumphing, too), proving that alternative Oscar timelines really do favor Actress/Supporting Actress winners from the same film. 3. With Zellweger having just won her Oscar, the 2003 Best Supporting Race goes to Keisha Castle-Hughes. After campaigning all season (fraudulently, but still) as a supporting actress, Whale Rider star Keisha Castle-Hughes was surprisingly nominated in lead actress come nomination time. In this alternate timeline, though, Renée Zellweger doesn't have two years' worth of Oscar momentum making her Cold Mountain win an inevitability. Instead, the backlash hits, and the reviews for her are savage. She's never a factor in Best Supporting Actress, and with a vacuum in the category, Newmarket Films campaigns ceaselessly for Castle-Hughes, and she takes it all the way to the podium. 4. Beyoncé Knowles wins a Golden Globe (and gets an Oscar nomination) for Dreamgirls. The temperature around the Oscars is heated, what with audiences realizing once again that we're long overdue for some kind of forward movement when it comes to recognizing performances from black actresses. Dreamgirls becomes a contender not just for Jennifer Hudson in Supporting Actress but for the film's female lead, one Beyoncé Knowles. Bey storms past Meryl Streep's The Devil Wears Prada performance to take the Golden Globe for Best Actress in a Musical/Comedy. A couple weeks later, Beyoncé gets her first nomination as Best Actress in a leading role, and she's the heavy favorite to make history and win Best Actress. 5. Helen Mirren (The Queen) upsets Beyoncé for 2006 Best Actress. Goddamn it, Oscars! Never underestimate the Academy's fondness for British monarchs or Helen Mirren. Okay, so at this point everybody just goes completely bananas. The Beyhive is incensed. There are dozens upon dozens of editorials. I won't even get into what Kanye West does. 6. Oscar spends the next decade making it up to the Beyhive. Having been burned by the Oscars race, Bey pivots hard back to her music, but at every turn, attempts are made to get her to write a song for a movie. At the last minute, she's brought on to write additional lyrics for the breakout song from a Best Picture contender and also sing lead vocals, bumping out the previously lined-up vocalist, Nicole Scherzinger. So when "Jai Ho" wins Best Original Song at the 2008 Oscars, Beyoncé joins A.R. Rahman onstage and accepts her first Oscar. Her second Oscar comes when she (and not Sam Smith) is asked to sing the Bond theme for Spectre, and after a thrilling Oscar campaign against Lady Gaga's "Til It Happens to You," Bey triumphs yet again. However, the Best Actress front remains noticeably white. 7. Halle Berry emerges with a 2010 indie that catches on and wins Best Actress for Frankie & Alice. Stick with me on this! Nearly a decade after her unforgettable Oscars snub, Halle Berry takes the lead role on another small indie that sneaks into theaters at the end of the year, this time playing a stripper with dissociative identity disorder. In our timeline, Frankie & Alice got a qualifying theatrical run and was nominated for a 2010 Golden Globe, but then never got properly released and sat on a shelf until 2014. In this timeline, however, Berry once again amasses the kind of momentum she did for Monster's Ball, and Frankie & Alice gets a proper release. Berry rides the wave all the way to the Academy Awards and bests an all-time-great Best Actress field, including Natalie Portman in Black Swan, to take the Oscar. This time, her hyperventilating acceptance speech includes Beyoncé's name. 8. Natalie Portman wins Best Actress for 2016's Jackie. That Black Swan snub gives Portman crazy "She's overdue!" energy going into the Best Actress race, and while Portman's performance was polarizing and Jackie had its detractors, the narrative is just way too strong for Emma Stone's performance in La La Land to compete. 9. The La La Land/Moonlight fake-out in Best Picture never happens. As you'll recall, the reason Faye Dunaway announced La La Land incorrectly as the Best Picture winner was that she and Warren Beatty were handed a duplicate envelope for Best Actress. Faye saw La La Land on the card, read it, and it was Oscar infamy from there. In this timeline, Portman wins for Jackie, which wasn't even a Best Picture nominee. This time, both Warren and Faye look askance when their presentation turn arrives, and they demand to speak to a producer. After an awkward and seemingly endless delay, where time most certainly stood still for Barry Jenkins, Damien Chazelle, and a whole lot of people, the correct envelope is found, and Moonlight is declared the winner. 10. Emma Stone wins Best Actress for 2018's The Favourite. Having lost Best Actress for her La La Land performance, Stone entered the 2018 Oscars race with her third nomination in five years. And since her "overdue" momentum was building, Fox Searchlight saw her as their strongest contender for Best Actress (it helps that Stone's character actually is the most central of its three main actresses). In a head-to-head with Glenn Close, the latter doesn't stand a chance, and Stone sweeps the Globes, SAG, and heads right up to the Oscar stage with ease. Meanwhile, Olivia Colman is nominated in Best Supporting Actress alongside Rachel Weisz, and they split The Favourite's votes between them, never really challenging Regina King, who still wins her Oscar. (Olivia still gets to star in The Crown, though.) That's quite the mirror universe. State Department elevates China travel advisory to 'Do Not Travel' due to coronavirus - CNN Posted: 30 Jan 2020 07:10 PM PST "Do not travel to China due to novel coronavirus first identified in Wuhan, China," the Level 4 alert states, noting that the World Health Organization declared the coronavirus a public health emergency of international concern earlier that day. "Travelers should be prepared for travel restrictions to be put into effect with little or no advance notice. Commercial carriers have reduced or suspended routes to and from China," the alert notes The news comes after the US Centers for Disease Control and Prevention announced on Thursday that the husband of an Illinois woman with Wuhan coronavirus is now infected with the illness -- the first confirmed case of person-to-person transmission in the United States. The number of cases of the virus, which has killed at least 213 people, shot up to more than 8,100 in mainland China alone by Thursday evening. While the virus originated in the Chinese city of Wuhan in December, there are now more than 100 cases in 20 other countries and territories spanning Asia, North America, Europe and the Middle East. India and the Philippines were the latest countries to confirm the virus had reached their shores. The department has increasingly looked to dissuade American travel to China in recent weeks in response to the outbreak. It raised the travel advisory on Monday from Level 2: Exercise Increased Caution to Level 3: Reconsider Travel due to the virus. Last week, the department raised the advisory to China's Hubei Province -- of which Wuhan is the provincial capital -- to Level 4. The State Department has authorized the departure of non-emergency US government employees at its embassy in Beijing, as well as those working at consulates in Chengdu, Guangzhou, Shanghai and Shenyang as concerns over the coronavirus continued to spread, a department spokesperson said. The decision was made "out of an abundance of caution related to logistical disruptions stemming from restricted transportation and availability of appropriate health care related to the novel coronavirus," the spokesperson said in the written statement. They added that consular services at both the US Embassy in Beijing as well as consulates across China will continue "as resources allow." The virus' spread has placed nearly 60 million people under partial or full lockdown in Chinese cities for a week. The UK, US, Japan and several other countries are working to fly their citizens out of Wuhan, the epicenter of the novel coronavirus outbreak in Hubei province. Who will start in goal for the Caps Sunday? Here's why it matters - NBCSports.com Posted: 30 Jan 2020 06:06 PM PST ARLINGTON, Va. -- Ilya Samsonov has had a dazzling rookie season thus far with a 15-2-1 record, a .927 save percentage and 2.07 GAA. Between the Capitals' two goalies, it is inarguable that Samsonov has outplayed incumbent starter Braden Holtby thus far who, after last night's loss, now has a 19-10-4 record with a .896 save percentage and 3.11 GAA. Yet, coming out of the all-star break, Todd Reirden immediately went back to Holtby, giving him each of the first two starts suggesting that Holtby remains the team's No. 1...for now. Said Reirden after practice on Tuesday, it's all part of the plan. "I plan on Braden playing against Nashville and I plan on Samsonov playing against Ottawa," Reirden said. "That's the plan right now." The fact that Samsonov will get the start Friday against the Ottawa Senators will look like a reaction to Holtby's poor showing in Wednesday's 5-4 loss, but it actually was what Reirden had planned going into the week. Despite his stellar play, Samsonov has started only 16 of the Caps' 51 games. Holtby has started 35. That ratio, however, will almost certainly be much closer down the final stretch of the season. When asked if Samsonov had earned more starts with his play prior to the all-star break, Reirden said, "That's where I would say things are headed in that direction for sure." And that brings us to Sunday. On Sunday, the Caps will host their archrivals, the Pittsburgh Penguins, in the first matchup between these two teams this season. Washington currently leads the Metropolitan Division with 73 points. Pittsburgh sits in second with 67. The division will very likely come down to these two teams making Sunday's game the most important game perhaps of the season thus far. So who will get the start? It has been clear since the start of the season that the team has tried to ease Samsonov into the NHL as much as possible and that makes sense. He is only 22 and the most games he has played in a single season is 37. Even with Holtby's struggles this season, the Caps still sit in first place in the standings so there has not been any real pressure to force Samsonov into more games. But Sunday's game matters. Starting Holtby after the all-star break seemed like a clear indication that Holtby remains the team's No. 1, but Reirden also said his plan for the goalies is determined on a game-by-game basis. "Take each day, that's definitely how I do it," he said, "And we do it as a staff is coming up with what we feel is the right plan and you have a plan going into the week, but we make adjustments given the prior game." Holtby had a good game on Monday against Montreal. Wednesday, however, was a poor showing as he gave up five goals on 24 shots. The turning point of the game was an errant pass by Holtby that turned into the shorthanded, game-tying goal from Ryan Johansen. So what happens if Samsonov is lights out on Friday? In the first half of the season, the Caps could afford to be patient with Samsonov. There was no reason to force him into more games and it made perfect sense to ease him in. With just 31 games remaining in the regular season, however, and with four games against Pittsburgh on the horizon, we have reached the point in the season where games really start to matter and where a team like Washington, secure in its playoff position, can start thinking about the postseason. One of the goals in the final part of the season can and should be getting Holtby back into form, but a decision also needs to be made over who gives the team the best chance to win on any given night going into the playoffs and, right now, that player certainly appears to be Samsonov. With that in mind, Sunday's game could be very telling. With division implications on the line against archrival Pittsburgh and with the postseason starting to draw near, Reirden needs to decide who his No. 1 goalie is for when the games really matter. 'Gringo' mariachi singer with surprisingly 'angelic' voice goes viral - New York Post Posted: 30 Jan 2020 04:50 PM PST When Keith Moore starts singing mariachi, jaws drop and audience members audibly gasp. That's because he's a 6-foot-2, 200-pound, blond white guy singing mariachi music. And every time he opens his mouth it's like a "Voice" blind audition in real life. "If it's the first time people hear me sing, they usually turn and look at their friends like they are not expecting it," Moore, 27, tells The Post. "If it is someone who is [Latinx] or familiar with that culture, they're usually confused at first." Now, after his head-turning vibrato was discovered on social media by Barstool and ESPN personalities, he's gained almost 25,000 Instagram followers in just one week. But up until last week, singing was just a hobby for Moore, who lives in the Bay Area and teaches middle school. He grew up listening to his parents blasting the Beach Boys in their Utah home. He began singing as a young child and fell in love with the iconic music of Italian opera singer Andrea Bocelli and Mexican singer Vicente Fernández — whose styles, Moore says, are more alike than you'd expect. "There's real emotion in the songs," says Moore, who learned to speak Spanish during a two-year volunteer mission in Costa Rica. "Of course, it's two different genres, but I feel like if you can sing one you can kind of also do the other." He came to love performing karaoke and joining mariachi bands playing on the streets or in restaurants. When he performs with street performers in Latin America, passers-by give him high-fives. Explaining Houston's Sky-High Roadway 'Death-Goal' - Streetsblog New York Posted: 30 Jan 2020 04:36 PM PST
Call it Blurred Vision Zero. Houston's municipal planning organization recently announced its annual roadway safety targets, which included a goal not to exceed 728 deaths on area roads in 2020. The only problem? That "goal" is 29 more people than the number who died on H-Town roads in 2019. So if the Houston region meets its safety "goal" for next year, many more people will die next year. An increasing number of roadway deaths isn't acceptable in any sane universe — and the fact that a supposed Vision Zero city like Houston can announce that target with a straight face calls into question the very way we use safety targets in transportation planning. It's past time for the feds to start requiring that communities set real safety goals that aggressively seek to end roadway deaths — and cut road funding when they don't meet them. Space City, of course, isn't the only place that makes a mockery of safety targets: As Streetsblog reported last week, a third of states are setting sky-high death "targets," too — and eight of them hit their grisly "goals" in 2018. So to more effectively demand a higher bar around the nation, let's look at why, exactly, Houston's "death goal" is so high: A Bad Federal Formula Houston's death goal came about, in part, because the Council that set it followed a guideline supplied by the Federal Highway Administration. That formula is a bit of doozy: communities are advised, in essence, to look up their average annual roadway fatalities based on the last five years of data, and do no worse than that number. Considering that roadway deaths are on the rise in states and regions across the US, it doesn't take a mathematician to see how such a formula wouldn't result in the kind of ambitious safety goals our communities should be striving for. Houston, for its part, at least tried to do a little better than the formula: the council's 728-person death goal actually seeks to beat the five-year trend line by two percent. But things are so bad in that corner of Texas that doing that still results in number that would have more people die on their streets than in 2019. Houston regularly ranks towards the top of the list of major cities with the most dangerous roads in the country. "I'm no longer going to say that this is a safety target; I'm going to say that this is safety forecast, because that's really what it is," said Alan Clark, director of Transportation Planning for the Houston-Galveston Area Council, which sets the safety target. "It's our way of telling the public where we expect to be the next year relative to the five-year trend line. But it doesn't mean we're happy about that." He's not the only one. Other Houston-area transportation leaders who weren't involved in setting the safety target are urging the council to set goals consistent with their Vision Zero plans. "My suggestion was, 'OK, if we had 699 deaths last year, and we want VZ by 2030, and we've got 10 years to get there, so let's divide that number by 10 and be aggressive about reducing deaths by at least that much next year,'" said Jeff Weatherford, the deputy director of Houston Public Works. Regardless of the methodology, it'd be great if planners had a formula readily at their disposal that would help them set a real target, rather than just measure how bad things already are. No Required Formula = No Safety Accountability Here's the thing, though: communities don't have to use the anemic guidelines that the Highway Administration already provides. They could pick a goal more consistent with Vision Zero — or if they wanted, they could choose to set the bar even lower on their efforts to end fatalities than Texas did. A 2012 bill called "The Moving Ahead for Progress in the 21st Century Act" declared that states did have to report some annual safety goals to Washington to qualify for road funding, but they could choose to set those targets however they wished — even if the safety "goal" would mean more people would die on their streets. The agency would even provide a formula that could validate their apathy towards their roadway users' lives in the eyes of the public. Municipal planning organizations like the one that set the abominable 728-death safety "goal" in Houston aren't required by the federal government to submit safety targets to Washington at all (though Houston was required to submit a goal to state authorities under Texas law). The city's main transportation planner Stephan Gage blamed the feds for telling local authorities "how we do the math." But that's not true: Texas officials chose to require Lone Star State municipalities to use a toothless federal formula that generated a deplorable non-goal for roadway safety — and then have cities knock down that number by a nominal two percent. "The idea that regional planning organizations are constrained from setting aggressive road safety goals by the federal government is not only ridiculous, it's disqualifying," said Transportation for America Director Beth Osborne. Undoubtedly, the feds should mandate a formula that would require all states, regions and cities to set safety targets that would reduce roadway deaths. But right now, they don't do that. No Penalty For Carnage On the Streets So what happens if Houston leaders (or leaders in Texas, or in your city or state) are forced to tell their superiors that they didn't hit their target for improving safety? Nothing at all — and that's a big part of why these outrageous "death goals" persist. You read that right: whether roads are running red with blood or cities achieve their Vision Zero goal, states still get their designated road funding every year. And there's no federal law requiring state leaders to withhold funds from cities that fail to make streets safer, either. "I could understand [the safety target set by the Council] if, basically, the feds were tying our safety performance to actual funding," said Weatherford. "But right now, there's no penalty for us. If we put in 699 or 728 or zero, it wouldn't impact our funding." There's a precedent for tying federal road funding to state road safety. A 2005 federal transportation bill gave states $500 million for creating and enforcing primary seatbelt laws. "If our funding hadn't been tied to that, we never would have achieved what we did there," said Clark, the Houston area transportation planning director. Whether we reward communities that take specific safety measures or punish ones that fail to meet meaningful death reduction targets, adding some real consequences to our safety targeting process is critical. And if Houston is serious about getting to Vision Zero, leaders should start using every tool available to them to get there. But that's something we're looking at going forward," Filner said. Artis—Naples is the last of the "Big Three" indoor entertainment venues in Southwest Florida to initiate restrictions. Hertz Arena in Estero began limiting bags for size or transparency in January 2019. Theirs is the most restrictive, with bags or purses required to be no larger than 6½ by 4½ inches, about the size of an outstretched hand. It's said to be a ten-episode series from publisher Shueisha and Tomorrow Studios, the studio also working on Netflix's forthcoming Cowboy Bebop show. Steven Maeda (The X-Files, Lost) is reportedly the showrunner as well as writer and executive producer, with Matt Owens (Luke Cage, Agents of SHIELD) also writing and executive-producing. Further executive producer credits go to One Piece creator Eiichiro Oda and Tomorrow Studios' Marty Adelstein and Becky Clements. Plans for the series were first announced in 2017, though Netflix wasn't on board at that point.
