Posted: 12 Mar 2020 11:26 PM PDT ![]() OTTAWA — Prime Minister Justin Trudeau will remain in isolation for the next two weeks after Sophie Grégoire Trudeau, his wife, tested positive for the new coronavirus, his office said in a statement on Thursday. Ms. Grégoire Trudeau became mildly ill on Wednesday and physicians tested her for the virus after she developed a low fever which has since passed. The couple voluntarily isolated themselves on Thursday. Last week, Ms. Grégoire Trudeau attended a charity event in Britain with her daughter, Ella-Grace, and Margaret Trudeau, the prime minister's mother. She was part of a panel with Julia Gillard, the former Australian prime minister, and posed for a photograph in a small group that included Lewis Hamilton, the Formula One driver. The statement said that while Mr. Trudeau showed no signs of illness, physicians recommended that he remain in isolation as a precautionary measure. Because he has no symptoms, Mr. Trudeau will not be tested for now and, according to the statement, doctors do not believe that anyone with whom he has been in contact is in danger. While he was absent from the House of Commons on Wednesday, Mr. Trudeau nevertheless carried on with his duties by telephone and computer. A Friday meeting with provincial leaders that will likely be dominated by the coronavirus situation has been turned into a conference call. Canada currently has relatively few cases, just 138. But Mr. Trudeau is among many government officials who have been affected one way or another by the virus. In Italy, which remains under a nationwide lockdown because of the virus, Nicola Zingaretti, the leader of the governing coalition's Democratic Party, said he has tested positive and some members of that country's Parliament have been quarantined. In Britain Nadine Dorries, a health minister, has also come down with the contagion. Several members of Iran's senior leadership, including the deputy health minister, have also been found to have Covid-19, the disease caused by the virus. A senior Brazilian government official who visited Mar-a-Lago days ago, and was in proximity to President Trump and Vice President Mike Pence, has tested positive for the coronavirus, Brazil's government confirmed on Thursday. Some members of Mr. Trudeau's cabinet are in precautionary isolation as is Jagmeet Singh, the leader of Canada's New Democratic Party. Among the tasks Mr. Trudeau fulfilled from home were calls about the health crisis with President Trump, Prime Minister Giuseppe Conte of Italy and Prime Minister Boris Johnson of Britain. If Mr. Trudeau does fall ill and is unable to work, his cabinet must choose an acting prime minister. The role will most likely be fulfilled by Chrystia Freeland, the deputy prime minister. Gatherings of more than 500 people should be cancelled from Monday - Shepparton News Posted: 12 Mar 2020 11:26 PM PDT All non-essential gatherings of more than 500 people should be cancelled from Monday following advice from Australia's chief medical officer Brendan Murphy. Prof Murphy recommended to the nation's leaders all gatherings of more than 500 people should be banned to limit the spread of coronavirus. Following Prof Murphy's advice, Prime Minister Scott Morrison said the gathering cancellation would start on Monday. "That, of course, doesn't include schools. It doesn't include university lectures. It doesn't mean people getting on public transport or going to airports or things of that nature," Mr Morrison told reporters. A new national cabinet made up of the prime minister, premiers and chief ministers will meet on Sunday to decide how to put in place arrangements to cope with this. Mr Morrison said the advice from Monday was part of a stepped response. "We are not of great concern right now in terms of where those gatherings might be today, but in the weeks ahead, this will change," he said. Chief Medical Officer Brendan Murphy said his advice was very much only around non-essential events. He said the current evidence was that community transmission of the coronavirus was not widespread in Australia. "But all international evidence suggests that if you have some community transmission, the way in which it can be spread more rapidly is in very large events," he said. "You might only have one or two people at a very large event who might be carrying the virus, and the chance of it being spread at those large events accelerates the rate of progression of this virus." Australians are being told to reconsider their need to travel overseas unless it is essential. The Council of Australian Governments was given the advice during a meeting in western Sydney on Friday, where Prime Minister Scott Morrison, premiers and chief ministers have been considering how best to respond to the health crisis. To help combat the coronavirus pandemic, The Church of Jesus Christ of Latter-day Saints is suspending public gatherings of church members worldwide "until further notice," the Utah-based faith said in a statement Thursday. That means canceling all Sunday services and midweek activities for more than 30,000 congregations across the globe, not just in the faith's Beehive State headquarters. The sweeping move extends beyond the recommendation of Utah Gov. Gary Herbert, who earlier in the day called for an end to all gatherings — including houses of worship — in his state of more than 100 people for at least two weeks. Other religious leaders in the state responded accordingly — even as Christian churches prepare for Holy Week next month and their most sacred holiday, Easter. "Catholic school facilities will close," Solis said, "and instruction to students will be provided remotely." The clergy's "overarching concern was for the safety and well-being of the people," Hayashi said. "We are devising ways to serve the spiritual needs of our people, especially those who are isolated." The cleric encouraged his priests to reach out to provide groceries to those in need, to continue telephone contact so no one feels abandoned, and to remain in the churches in case people came there to pray or meditate. "Our primary moral motivation," Hayashi said, "is the primacy of love for the neighbor." The bishop himself has to "self-quarantine for two weeks because of a developing dry cough," he said in a Facebook message. "I took the COVID-19 test, but results will not be back until tomorrow." As of Thursday, Hayashi said, he "feels fine and is not alarmed." The mandatory five daily prayers and Friday afternoon prayer will continue at the Utah Islamic Center in Sandy, said Imam Shuaib Din, but Muslims do not have to go to the mosque to do them. Services at Christ United Methodist Church in east Salt Lake City will continue this weekend, with livestreaming available to attendees who prefer to do that, said the Rev. Rusty Butler, noting that a total of about 250 people participate in three services each Sunday. "It's a fluid situation, and we will reevaluate for next week." The Rev. Oscar T. Moses, the new pastor at Salt Lake City's Calvary Baptist Church, said the congregational leaders planned to meet Thursday evening to decide whether to cancel Sunday services, which attract more than 100 each week. As for Utah's predominant faith, The Church of Jesus Christ of Latter-day Saints announced in a news release that "beginning immediately, all public gatherings of church members are being temporarily suspended worldwide until further notice." That includes stake conferences, leadership conferences and other large gatherings; all public worship services, including sacrament meetings; and local congregational activities of branches, wards and regional stakes. Local Latter-day Saint leaders, where possible, should meet "via technology," the governing First Presidency and Quorum of the Twelve Apostles said. "Bishops should counsel with their stake president to determine how to make the sacrament [Communion] available at least once a month." "We encourage members in their ministering efforts to care for one another. We should follow the Savior's example to bless and lift others," they said in their release Thursday. "We bear our witness of the Lord's love during this time of uncertainty. He will bless you to find joy as you do your best to live the gospel of Jesus Christ in every circumstance." The church also has been adding to its list of closed temples for weeks now. More than a dozen are shut down, but scores more remain open in Utah and around the world. Unlike regular meetinghouses, these temples, which often involve more than 100 people in religious rituals that require hand touching, are seen as "Houses of the Lord," places where devout Latter-day Saints take part in their faith's most sacred ordinances, including eternal marriage. GOP House Minority Leader Kevin McCarthy of Bakersfield is facing calls this week to apologize for and delete a tweet in which he called the novel coronavirus "the Chinese coronavirus," a description some say is racist and xenaphobic. COVID-19, the disease caused by the new coronavirus, was first identified in Wuhan, the capital of China's Hubei province. It has since spread to more than 100 countries and affects all races and ethnicities. With controversy around his tweet growing, McCarthy said on Tuesday he stands by his description, adding "Democrats are trying to score political points by calling Republicans racist." PolitiFact California examined McCarthy's statement, the reaction to it and what some say are its potentially dangerous consequences. What Did Rep. Kevin McCarthy Say? McCarthy sent out his tweet March 8 linking to a U.S. Centers for Disease Control website on the coronavirus.
What Was The Reaction? Some lawmakers, including members of the Congressional Asian Pacific American Caucus [CAPAC], labeled it disrespectful and threatening. "Your words are so hurtful. We may be of different parties but people depend on all of us to be compassionate & effective leaders. Asian Americans - from kids to seniors are getting attacked bc of this exact type of rhetoric. Do better - please - i implore you. Lives are at stake," Rep. Grace Meng, a Democrat from New York responded on Twitter. House Speaker Nancy Pelosi tweeted that "bigoted statements which spread misinformation and blame Asians and the Asian American community" for coronavirus "make us all less safe." She called on McCarthy to "delete this tweet and apologize immediately." This is not the first time lawmakers have raised similar concerns. CAPAC sent a letter to every member of Congress last month asking them "not to stoke xenophobia or spread misinformation," about the novel coronavirus, according to the group's press release. Rep. Judy Chu, D-Los Angeles, for example, urged McCarthy to "listen to the advice of actual experts and only refer to COVID-19 by its official names." The group's letter cited "the rise in racial prejudice and violent attacks against Asian Americans in the aftermath of the COVID-19 outbreak." Following McCarthy's tweet, this week leaders from CAPAC —, along with the Congressional Hispanic Caucus, Congressional Black Caucus, Congressional Native American Caucus, and Congressional Progressive Caucus — all called on the congressman to apologize. They also urged GOP Rep. Paul Gosar of Arizona to apologize for calling the virus the "Wuhan Virus." How Did McCarthy Respond To The Backlash? McCarthy responded to the criticism with another tweet on March 10. "Here we go again.→ Democrats are trying to score political points by calling Republicans racist. Coronavirus is a China-born disease—made worse by a Communist Party that rejected America's help to contain it. Which is why Dems & media called it "Chinese coronavirus" for weeks." To support his last claim, McCarthy showed images of news headlines from The Washington Post and The New York Times that included the phrase "Chinese Coronavirus" or "Wuhan Coronavirus." The headlines did, in fact, include those phrases. The Times articles, however, are from January, before some news outlets moved away from the terms over concerns about the stigma they carry. The Post article is from late February and no longer includes the description. McCarthy also pointed to a hearing on Feb. 5 by a Democratic-controlled House subcommittee, titled: The Wuhan Coronavirus: Assessing the Outbreak, the Response, and Regional Implications. McCarthy has issued subsequent tweets about the novel coronavirus, without describing it as "the Chinese coronavirus." 'The Virus Can Affect All People' Sacramento State professor of Ethnic Studies Timothy Fong said McCarthy's words, if the congressman does not disavow them, have the potential to perpetuate hostility against Asian Americans. "I can see why people are calling for an apology," Fong said. "There's a great amount of fear, anxiety and concern around the coronavirus. It really is a time for us to support one another and not divide people. The virus can affect all people, not just one group." Some defended McCarthy's statement, saying viruses are named after their location of origin, pointing to the Spanish flu and West Nile virus. But while the Spanish flu, which killed 50 million people a century ago, was first reported by a national Spanish newspaper, it "didn't originate in Spain .... Even today, experts aren't certain where the outbreak originated," according to an article by NPR's Science Friday. Meanwhile, the West Nile Virus was named after a district in Uganda where it was first isolated in 1937, according to a World Health Organization fact sheet. Fong, the ethic studies professor, said political leaders who label the novel coronavirus "the Chinese coronavirus" ignore past stereotypes and hostility against Asian Americans. "It's dangerous when they don't recognize the problem it creates." Earlier this month, NPR documented some of the anti-Asian discrimination that has followed the spread of the virus. The World Health Organization warns against naming new diseases for geographic locations, including countries, the San Francisco Chronicle reported. According to WHO guidelines, the advice is intended, in part, to "avoid causing offense to any cultural, social, national, regional, professional or ethnic groups." Earlier this week, the Centers for Disease Control and Prevention's director, Robert Redfield, told a House committee that referring to the virus as the "Chinese coronavirus" is inappropriate. Philippine president orders virus lockdown of capital - Malay Mail Posted: 12 Mar 2020 08:56 PM PDT ![]() MANILA, March 13 — Philippine President Rodrigo Duterte announced plans Thursday for a sweeping lockdown of the capital's 12 million people, including a halt to domestic travel, in a bid to contain the deadly new coronavirus. Though the nation has detected a fraction of the cases seen in hotspots such as China and Italy, officials hope to arrest the spread before it takes firm root in Manila's densely packed neighbourhoods. During a nationally televised address, Duterte also announced a month of school closures, ban on mass gatherings and a prohibition on the entry of foreigners from places where the contagion is spreading. "It's a lockdown," said the president, a popular leader locally but notorious internationally for his deadly drug crackdown. "It's just a matter of protecting and defending you from Covid-19. That's about it." It was not immediately clear when all the measures would take effect but Duterte said the prohibition on domestic sea, air and land traffic in and out of Manila would start Sunday. The Philippines' tally of cases has risen from 24 to 52 since Monday and four of its five virus-related deaths were reported this week. Cases globally now stand at more than 125,000 and 4,600 deaths, most of which have been in China. Duterte's heavy-handed move comes after the World Health Organisation urged countries to take action, saying the outbreak is a "controllable pandemic". Quezon City Mayor not keen on imposing city-wide lockdown amid COVID-19 threat - CNN Philippines Posted: 12 Mar 2020 08:26 PM PDT Metro Manila (CNN Philippines, March 13) — Quezon City Mayor Joy Belmote is against the possible imposition of a city-wide lockdown, which will restrict travel of its 3 million residents. In an interview with CNN Philippines, Belmonte said she will appeal a portion of President Rodrigo Duterte's declaration of a community quarantine. In the resolution issued on Thursday, a city-wide quarantine is "advised" when there are at least two positive coronavirus cases belonging to different barangays in the same city; there are six confirmed coronavirus disease or COVID-19 cases in Quezon City. She said it is unrealistic to impose a lockdown on the largest city in Metro Manila. "I think I will probably appeal this to the DILG... I think it's a little bit unreasonable to lockdown our city if only two barangays would exhibit two cases from different households," she said. The local executive said the city government will craft guidelines on how to lessen the number of people unnecessarily going around the city. "We are encouraged to stay at home as much as possible, we are encouraged to work from the house if we can. The city government will be crafting guidelines to that effect to lessen the number of people going to city halls because of course that constitutes greatly to the probable spread of the virus. We are working for a four-day work week for many of our employees," she said. The Interior Department said Metro Manila cities, municipality should consult first with the inter-agency task force and the Health Department before implementing a city- or municipality-wide quarantine. Over 12 million people living in Metro Manila would not be allowed in and out of the country's economic and political center by land, local air travel and local sea travel from midnight of March 15 until April 14 as the region is placed under community quarantine. This is part of the recommendations of the Inter-agency Task Force on Emerging Infectious Diseases approved by Duterte during their meeting before his address. Should Trump Copy China's Aggressive Coronavirus Strategy? - Newsweek Posted: 12 Mar 2020 07:26 PM PDT Coronavirus cases are increasing exponentially in the global West, prompting travel restrictions, emergency financial measures and even national lockdowns. But in China—where the outbreak began last December—health authorities have claimed that the outbreak has peaked and that the number of daily new cases is now falling. China was criticized for a lackluster response to the initial outbreak, suppressing whistleblowers and allegedly under-reporting the number and severity of cases. But in recent weeks Beijing has overseen an aggressive response, quarantining millions of people, ramping up medical services and expanding testing. How much of the slowdown is due to these measures is unclear, but other nations will be taking note. The U.S. is still in the early stages, with Americans watching the virus wreak havoc in Asia and increasingly Europe—where Italy has been effectively placed under total lockdown. There are currently 1,321 confirmed cases in the U.S. with 38 deaths, according to Johns Hopkins University. At least eight people have recovered. The Statista infographic below shows that the virus has spread nationwide. ![]() President Donald Trump initially dismissed the outbreak as a "hoax," but appears to have recognized its severity as federal and state officials ramp up preparations. But could the U.S. emulate some of the aggressive Chinese strategies if the situation worsens? Mass quarantinesChina quarantined 16 entire cities to stop the outbreak, locking down 46 million people. This included the city of Wuhan where the virus originated, plus surrounding Hubei province. Trump could do something similar but would face huge domestic opposition, with citizens likely to protest loss of freedoms and their lawmakers likely to back them. Irwin Redlener, the director of Columbia University's National Centre for Disaster Preparedness, told the BBC he thought the likelihood of this is "extremely, extremely small" and such measures would essentially amount to martial law. But a limited action has already been taken, with the New York city of New Rochelle placed in a one-mile "containment zone" on Tuesday—with the help of the National Guard—after a spate of infections. Michael Head, senior research fellow at the U.K.'s University of Southampton, told Newsweek that the evidence to date suggests "that quarantining does have an impact on at the very least slowing down the spread of the disease, which then gives you a chance to get on top of it." A rapid increase in cases threatens to overwhelm finite hospital resources, resulting in lack of care for those in need and a higher number of fatalities. This appears to be part of the problem in Italy, where medical staff are reporting being overwhelmed by cases. Head also warned there will be "societal consequences" for those under quarantine. Mental health will be undermined by fear and isolation and in China there have been reports of increased rates of domestic violence among home-bound families. As to whether mass quarantines would be feasible, Head replied: "Watch this space—it's not a clear 'yes' or 'no' answer." Travel restrictionsChina grounded a portion of domestic flights and many international flights in a bid to stop the disease. Trump has already introduced international flight restrictions for China, Iran and now the European Union. Domestic U.S. carriers are also already cutting the number of flights due to a lack of demand. Mass quarantines would force new travel restrictions on people going in and out of towns, cities or states where outbreaks are focused. Closing schools and canceling eventsSchools and colleges in some parts of China were closed for fear of students spreading coronavirus. In any nation, such a step puts additional burdens on families who will have to find childcare—if indeed the parents are still going to work themselves. Some children rely on school meals and may go hungry if schools are closed, and parents unable to go to work could lose out on earnings. The U.S. could also follow suit and cancel large events. The NBA has already announced it has suspended the ongoing season and the Coachella music festival has been postponed to October. Other public event organizers may take similar measures. New hospitalsChinese authorities began building makeshift hospitals to deal with the surge in coronavirus patients that threatened to overwhelm established medical centers. In Wuhan, two hospitals with 2,600 beds were built in just over a week. Other public spaces were transformed into medical centers to deal with the overflow. Amesh Adalja, a senior scholar at the Johns Hopkins Center for Health Security, told Newsweek there is "some capacity" for alternative care sites in the U.S. "Maybe some of the more milder individuals who may not need full hospitalization that could be repurposed at maybe at nursing homes or other types of facilities," he suggested, or "mobile medical units that the government has that could be deployed as necessary." "But I think a lot of it is going to be creative use of space in hospitals, trying to convert areas that are not used for patient care to patient care, to places where patient care can occur," he explained. Chinese hospitals also delayed elective surgeries to divert resources to coronavirus and moved a significant number of services online to keep non-infected people away from medical centers. Adalja said that the U.S. has "the ability to really use telemedicine resources because those have increasingly been proliferating around the United States. So that's one thing that can easily be done." Tests were made free and more widely available. One of the major criticism of the U.S. response is the lack of tests and the strict guidelines on using them, resulting in the virus spreading unchecked across the country for weeks. The Trump administration has said more tests are coming, but significant damage has already been done. Extra medical teamsChina called in medical volunteers to work in Wuhan, some of whom ended up becoming infected. Adalja said the U.S. has "many different types of healthcare providers" that can assist in the response, though noted that most of them "have day jobs and those day jobs are going to involve a lot of work dealing with this coronavirus," meaning they can only offer limited hours. "I think that what they'll do is try and call up people that are part of the Medical Reserve Corps and local communities," Adalja explained. "But I'm worried that many of those people already have full-time jobs," he continued, noting "you can't just train up somebody to be a doctor or a physician assistant or a nurse practitioner. That takes a long time." "I think that we're going to have to deal with a lot of doctors that maybe a lot of healthcare providers that are overworked," he warned. Officials will have to fight to keep medical staff healthy. In every badly affected country, physicians and nurses have been among those infected and killed, further constricting the supply of trained professionals. Duterte to address nation tonight amid COVID-19 pandemic - CNN Philippines Posted: 12 Mar 2020 06:26 PM PDT Metro Manila (CNN Philippines, March 12) — Local stocks took another nosedive on Thursday morning, settling below the 6,000 level as the novel coronavirus disease is now characterized as a pandemic. The World Health Organization made the announcement on Thursday dawn (Manila time) as the disease, officially called COVID-19, gained a foothold in every continent except Antartica. There are now more than 126,000 infected people and over 4,600 deaths worldwide due to COVID-19, according to the Johns Hopkins University's global tracker. The Department of Health confirmed 16 new cases of the disease on Wednesday. This brings the total number of cases in the country to 49 as of March 11. The benchmark Philippine Stock Exchange index tumbled by 9.71 percent to 5,736.27, diving further into bear territory. This was bigger than the plunge seen on Monday, marking the deepest decline since October 2008 or the era of the Global Financial Crisis. The bleeding was so bad that the local bourse had to trigger 15-minute trading halt which lasted until 3:08 p.m., just minutes before the closing bell, as shares dipped by 10.33 percent to as low as 5,697.13. The PSE said this was only the second time in history when the so-called "circuit breaker" was tapped, the first being on October 27, 2008 when the emergency tool was only a month old. "In theory, the circuit breaker was intended to provide breathing space for traders during critical situations, such as this afternoon. It should ease some selling pressure today but unfortunately, the situation outside the market that contributed to the drop continues to unfold," said Rens Cruz, senior equity analyst at Regina Capital. "It might take more than a few minutes to completely curb the heavy selling in the market right now," Cruz added, noting that the Philippines continues to report additional COVID-19 cases and there are concerns over a possible lockdown in Metro Manila or key cities hounding the public. All indices fell for the entire trading session, with mining and oil companies hurt the most with a 12.76 percent drop. Property companies followed with a 10.82 percent crash, as well as banks and financial firms with a 10.12 percent slide. Other stock markets in the region also slid, but the PSEi's crash is wider compared to its neighbors. A market analyst said the slide is "not yet over," as uncertainty and fear over the disease continued to spook market players. "You have fear, you're now in mega fear," BDO chief market strategist Jonathan Ravelas said in an interview, pointing out that investors may have dumped local shares upon seeing a difference in the response of local authorities compared to China, the United States, and Europe in containing the disease. Southern Philippines Medical Center in Mindanao, Vicente Sotto Medical Center in Visayas, Philippine General Hospital in Manila as well as The Medical City in Pasig City have agreed to be testing sites for the University of the Philippines National Institutes of Health's field study, Dr. Raul Destura, inventor of the detection kit, said in a briefing Thursday. Destura said he will also reach out to Baguio General Hospital if it could participate in the clinical trial. The scientist said the facilities were chosen based on their areas of expertise. The field validation study, which may be completed within two to three weeks, is one of the two pre-conditions set by the Food and Drug Administration for the kit to become commercially available. A total of 1,000 kits will be divided among the site validators, Destura said. All test results will be validated by a quality control officer and approved by a pathologist. Results will be released though email or they could be delivered to the institution which requested the test. Initial diagnostic test results will then be sent to the Philippine Genome Center of the University of the Philippines so it could further confirm or refute the presence of COVID-19. Right now, the Research Institute for Tropical Medicine has to process every test, but the demand for testing does not match its capacity. The RITM can conduct tests on 300 nasal and throat swabs a day, but the demand is around 600 to 700, according to the Department of Health. A patient will have to undergo tests at least three times. Aside from the confirmatory test, a COVID-19 patient must be tested twice before being discharged from the hospital. The new kit is six times cheaper at P1,320 per test than the current kit imported by RITM, which costs P8,500 each. The DOH has said it wants to purchase around 40,000 test kits. The new senior leadership team revealed today in an SEC filing combines T-Mobile and Sprint executives, with some employees continuing in their current roles and others taking over new positions. T-Mobile, based in Bellevue, Wash., and Sprint, based in Overland Park, Kan., announced plans to merge in April 2018. The $26.5 billion deal passed a significant hurdle this week when California's attorney general announced a settlement with the companies following a legal battle. The New T-Mobile will be led by current T-Mobile COO and president Mike Sievert, who will take over for John Legere as CEO on May 1. "To create this future, we need to bring together the BEST of BOTH T-Mobile and Sprint – the best of our people and cultures," Legere and Sievert wrote in a letter to employees, which you can read below. "We also need to think differently about how we operate as a much larger company, without leaving behind the fast-paced entrepreneurial style that got us here." Braxton Carter, who was previously reported to leave after the merger was complete, will stay on as the company's chief financial officer. Abdul Saad, previously SVP of technology at T-Mobile, will be promoted to the CTO seat, reporting to 20-year T-Mobile vet Neville Ray, president of technology. As GeekWire previously reported, David Carey, executive vice president of corporate services at T-Mobile, will depart in April.
