South Korea Disputes Report Saying He Is - The New York Times Posted: 20 Apr 2020 11:32 PM PDT ![]() SEOUL, South Korea — South Korean officials on Tuesday disputed a news report that North Korea's leader, Kim Jong-un, was receiving treatment after undergoing heart surgery. Daily NK, a Seoul-based website that relies on anonymous sources inside North Korea to report on the isolated country, said late Monday that Mr. Kim received a cardiovascular procedure at Hyangsan Hospital, a clinic dedicated to treating the Kim family, on April 12. The website said Mr. Kim was recuperating at a villa near the hospital, which is on the foothill of Mount Mohyang, north of Pyongyang, the North Korean capital. Most of the doctors called in from Pyongyang to treat Mr. Kim returned to the capital a week later because Mr. Kim had recovered enough, the report said, quoting an anonymous source in North Korea. Officially, the South Korean government said it had no comment. But government and parliamentary officials in Seoul privately questioned the veracity of the Daily NK report. The office of President Moon Jae-in of South Korea had "nothing to confirm" about the Daily NK report, said Mr. Moon's spokesman, Kang Min-seok. Mr. Kang added that South Korea "has so far detected no special signs inside North Korea," a stock phrase the South has often used to cast doubt on unsubstantiated news reports on North Korea. Yonhap, South Korea's national news agency, quoted an unnamed senior government official in Seoul as calling the Daily NK report "not true." A member of the intelligence committee of the South's National Assembly said that the government's main spy agency also questioned the report. Mr. Kim last appeared publicly in the North's state media on April 11, when he presided over a meeting of the Politburo of the ruling Workers' Party. | Posted: 20 Apr 2020 11:32 PM PDT ![]() Researchers for the Centers for Disease Control and Prevention tasked to the World Health Organization headquarters in Geneva fed real-time information to the White House as the coronavirus outbreak began in China at the end of 2019, according to The Washington Post. Citing unnamed U.S. and international officials, the Post reported that high-level health officials appointed by President Donald Trump "consulted regularly" with their WHO counterparts. The Department of Health and Human Services, which oversees the CDC, confirmed that it had 17 staff members, 16 of them from the CDC, at WHO headquarters in January as part of a regular rotation. HHS spokeswoman Caitlin Oakley said in a statement that they were "working on a variety of programs, including COVID-19 and Ebola." Oakley, who called the Post report "misleading," stressed that not all of the U.S. researchers were working on the coronavirus and that they "had no role in decisions made by WHO leaders." The Post report did not claim all the CDC staffers were researching COVID-19, nor that they were involved in the United Nations health agency's decisions.
Oakley objected to the Post's claim that its reporting "undercuts President Trump's assertion about the WHO's failure to communicate the extent of the threat." "Just because you have Americans embedded in WHO providing technical assistance does not change the information you are getting from WHO leadership," Oakley said. "We have learned now that WHO information was incorrect and relied too heavily on China." Oakley faulted the WHO for not getting boots on the ground in China until mid-February and for "blindly" accepting the information relayed by Chinese officials. When asked about the Post report Monday, Michael Ryan, executive director of the WHO Health Emergencies Program, said he was not aware of "any specific communications between U.S. government officials who are based here at WHO with ourselves and the White House." He said he was "sure there were many warnings because WHO itself was clearly putting out information on this event since the very beginning." Ryan said he would be "shocked" if there had not been "some science-based discussions going on around the implications" of the coronavirus among the researchers working at WHO when the outbreak began. Ryan praised the researchers from U.S. agencies who worked with the WHO, saying he had "served in the front lines with some of the finest scientists that I have ever met." "We are hugely grateful for their contribution and the major contribution that U.S. embedded government officials have played since the very beginning of this outbreak," Ryan said. Last week, Trump announced he was cutting off funding of the WHO because he felt the organization did not respond quickly enough to the outbreak and did not share the information it obtained with the United States. The United States is by far the organization's largest contributor, giving about $400 million for 2018-2019, according to the WHO website. "So much death has been caused by their mistakes," Trump said last week. He said his administration planned to investigate the organization's "severe" mismanagement of the response. Oakley said that even though China "stalled for weeks" on allowing international health experts into the country, "the WHO never criticized them for the delay and even praised China for its 'transparency.' " She cited Ryan, who said Jan. 29, "We've seen no obvious lack of transparency." Around that time, Trump also said he thought China was being upfront about the outbreak. "China has been working very hard to contain the Coronavirus. The United States greatly appreciates their efforts and transparency," Trump tweeted Jan. 24. "It will all work out well. In particular, on behalf of the American People, I want to thank President Xi!" Though health experts agree the WHO has its problems, they decried the decision to cut its funding amid a pandemic that has killed more than 168,000 people. Last week, Trump repeated his criticism of the WHO during a call with leaders from the Group of Seven nations. Even as Trump denounced the WHO, several leaders defended the organization and said its work was critical to the fight against the virus. "There is a need for international coordination, and the WHO is an important part of that collaboration and coordination," Canadian Prime Minister Justin Trudeau said. "We recognize that there have been questions asked, but at the same time, it is really important that we stay coordinated as we move through this." French President Emmanuel Macron expressed his support for the WHO and said the organization must play a "central role" as part of an "ambitious and coordinated international response" to the virus crisis. German Foreign Minister Heiko Maas said cutting funding for the WHO was like "throwing the pilot out of the plane." Maas said the international health agency is the "backbone" in the battle to stop the coronavirus, "and that's why it makes no sense at all to question the functioning and significance of the WHO now." On Sunday, ABC News "This Week" host George Stephanopoulos asked Deborah Birx, the White House coronavirus response coordinator, if she thought it was fair to blame the WHO for the outbreak if CDC officials were getting the same information as the U.N. agency. Birx stressed the need for high levels of transparency during a pandemic, saying it was better to "over-communicate" and share "even the small nuances." She indicated the responsibility was more with China, saying, "It's always the first country that gets exposed to the pandemic that has a higher moral obligation on communicating, on transparency because all the other countries around the world are making decisions on that. "When we get through this as a global community, we can figure out really what has to happen for first alerts and transparency," Birx said. The 22-year-old's tragic death was announced by the Russian Premier League club via statement and their social media accounts on Sunday. Samokhvalov had been training at his property to keep fit with Russia's government imposing restrictions around football clubs' training sessions due to the Covid-19 pandemic. "On April 20, defender Innokenty Samokhvalov died, " the statement from Lokomotiv said. "The footballer became ill during an individual training session. Details of the tragedy are being clarified. "Samokhvalov left a wife and a son. FC Lokomotiv is shocked by what happened. This is a huge sorrow for our family." The club also tweeted: "Kesha was a kind, helpful person and a good friend. We are truly shocked by what happened and express our sincere condolences to his family and friends." Samokhvalov was yet to make a senior appearance for Lokomotiv since joining the club in 2015 and had been playing for their reserve team Kazanka in the third tier of Russian football. LaVine made some good, obvious choices but we're going to have to edit his lineup a little bit and take him out (sorry, Zach). Point guard: Derrick Rose The Bulls selected Rose with the first overall pick in the 2008 draft after winning the draft lottery. Derrick was already Chicago's favorite son after having a legendary high school career at Simeon Academy. Now, Rose was ready to take the NBA world by storm in his hometown and boy did he ever. During his rookie season with the Bulls, Rose averaged 16.8 points and 6.3 assists en route to winning the Rookie of the Year Award and guiding Chicago to the playoffs. Rose scored 36 points in his playoff debut against the Boston Celtics, tying Hall of Famer Kareem Abdul-Jabbar's NBA record for most points scored by a rookie in a postseason debut. Oh, and he also racked up 11 assists in that game. During his second season in Chicago, Rose put up 20.8 points and 6.0 assists. By making the All-Star team, Rose became the first Bulls player since some guy named Michael Jordan to make an All-Star team. Rose's third season in the NBA was historic. He averaged 25.0 points, 4.1 rebounds and 7.7 assists that campaign, winning the MVP award. Rose was only 22 and he's still the youngest player in NBA history to win the MVP. Shooting guard: Michael Jordan Where do we even begin with His Airness? Jordan is not only the best Bulls guard ever, but he's also the greatest player of all-time. Jordan finished his Bulls career with averages of 31.5 points, 6.3 rebounds and 5.4 assists. He won six championships and six Finals MVPs. MJ also won five regular-season MVPs, 10 scoring titles, the 1988 Defensive Player of the Year and the 1985 Rookie of the Year Award. "For those who were concerned and couldn't get to their doctor, or couldn't, or just had some concerns of some symptoms that they had, this gave them the opportunity to do it," Gonzalez-Dippel said. She doesn't know if they will be doing more mobile testing in the future. "I hope that we will, that we can have a little bit more time to let our residents know," Gonzalez-Dippel said. According to the governor's office, the Texas National Guard mobile testing team has the capacity to test 150 people per day. However, his tweet provided no additional information on whether the suspension would include all countries or how it would potentially handle visitors with work and other visas. "In light of the attack from the Invisible Enemy, as well as the need to protect the jobs of our GREAT American Citizens," Trump wrote in the tweet, "I will be signing an Executive Order to temporarily suspend immigration into the United States!" Trump's pledge follows the March closures of the Mexican and Canadian borders to all nonessential travel, although trade is still allowed. On March 11, the U.S. also barred the entry of all foreign nationals who had visited China, Iran or any of the following European countries: Austria, Belgium, Czech Republic, Denmark, Estonia, Finland, France, Germany, Greece, Hungary, Iceland, Italy, Latvia, Liechtenstein, Lithuania, Luxembourg, Malta, Netherlands, Norway, Poland, Portugal, Slovakia, Slovenia, Spain, Sweden and Switzerland. | Posted: 20 Apr 2020 09:05 PM PDT ![]() Signals Research Group (SRG) set out to conduct a benchmark study of T-Mobile's 5G New Radio (NR) network in and around the Minneapolis-St. Paul market and uncovered some problematic interoperability issues along the way. It appears to be literally along the way because SRG founder Mike Thelander said he started noticing the problem in the more rural areas while traveling from Independence, Minnesota, on the way to Minneapolis, where it became less pronounced. Specifically, the interoperability issue appeared to occur between a Qualcomm chipset and the infrastructure, which in this case was supplied by Nokia. SRG used test equipment from Accuver America and Spirent Communications in its study, along with the OnePlus McLaren and the Samsung Galaxy Note 10 Plus. Fierce reached out to T-Mobile and Qualcomm for this story and did not hear back with comment or explanation. Nokia provided the following statement: "Nokia has not received any customer complaints about network issues in Minneapolis/St. Paul, nor in any additional areas where we provide T-Mobile's 5G network. Additionally, the alleged issue has not been reported in any of our other customer networks. With the information at hand, we are led to believe this is likely an issue on the devices that were utilized for the test." Exacerbating the problem? Thelander described receiving error messages while testing and depending on the severity of the occurrence, the network either limited the number of LTE and/or 5G NR network resources, known as resource blocks, it assigned to the smartphone, or the network severely limited the number of allocated resource blocks for both radio bearers. "The first scenario led to reduced data speeds for one or both radio bearers. In some cases, the resultant data speeds were still reasonably good so a typical consumer would never know. In the second scenario, the smartphone's data speed was at or near 0 Mbps. In some of our initial testing, we even had to reboot the phone to resolve the problem," Thelander wrote in a report last week summarizing the study. While his tests typically put extraordinary stress on a network, it stands to reason that some consumers with 5G phones would notice it, but it's unknown how many people are using 5G phones on T-Mobile's network in a given market today. Plus, if they're just syncing email, it might not be noticeable. "I may have exacerbated the problem by the types of testing I'm doing" while moving around from cell to cell, Thelander told Fierce. But if a consumer were downloading a movie from Netflix or a big app from Google Play, "that's very similar to what I do," he said. "It's not as obvious as a dropped call, but if you all of a sudden aren't getting any data … the consumer should notice that," he said. "When you're getting no throughput, it doesn't take a rocket scientist to know that something's not working right." T-Mobile uses infrastructure from both Nokia and Ericsson for its LTE and 5G deployments. In the report, SRG wrote that the interoperability issue appears to be a somewhat recent occurrence, perhaps coinciding with the introduction of new vendor software releases. It is also an issue that could include Ericsson infrastructure, although "we do not believe the problem is nearly as dramatic as we observed in our Minnesota testing." And Prime Minister Jacinda Ardern has taken bold steps, putting the country under a strict lockdown in late March, when only about 100 people had tested positive for the new virus. Her motto: "Go hard and go early." New Zealand has so far avoided a widespread outbreak, and new cases have dwindled from a peak of about 90 per day in early April to just five on Tuesday, leaving the goal tantalizingly close. Only 13 people have died so far, and Ardern has been personally briefed on each death. "We have the opportunity to do something no other country has achieved: elimination of the virus," Ardern told reporters last week. "But it will continue to need a team of 5 million behind it." Petousis-Harris said the country had managed to avoid the confusion and half-measures that have hampered the response in many other places. "New Zealand got everything right," she said. "Decisive action, with strong leadership and very clear communications to everybody." Ardern on Monday announced the country would stay in lockdown for another week before slightly easing some work restrictions to help restart the economy. Most of the social restrictions will remain in place. She also tried to temper expectations of her goal, saying elimination didn't mean that new cases wouldn't arise in the future but they would be stamped out immediately. New cases are likely when New Zealand eventually reopens its borders, but questions remain about how well prepared the health system is to implement effective contact tracing should a widespread outbreak occur. Petousis-Harris pointed to problems last year when the country failed to contain a measles outbreak. Even if New Zealand does purge itself of the virus, the effects will linger. Before the outbreak, tourism was booming. About 4 million people visited each year, drawn by stunning scenery and the lure of adventure sports. The industry employed more than 300,000 people and accounted for about 10% of New Zealand's entire economy. "It's been devastating. No question at all," said Stephen England-Hall, the chief executive of Tourism New Zealand, a promotional agency. "No one can really plan to go from 100% to zero in three days." A study by the Organisation for Economic Co-operation and Development found that because of its reliance on tourism, New Zealand's economy could initially be one of the hardest-hit by the coronavirus among developed nations. The government, which came into the crisis with its books in relatively good shape, has been handing out billions of dollars in temporary wage subsidies to try and prevent mass unemployment. More than half the nation's workforce has suddenly become reliant on government handouts. Still, most people appear to support Ardern's strict lockdown, under which schools are closed and people working nonessential jobs can leave home only for groceries or exercise. Google mobility data indicates there has been high compliance. Many have found creative ways to cope, like 28-year-old personal trainer Jessee James. Instead of meeting her clients in gyms or at their homes, she's been leading virtual sessions over Zoom and FaceTime. Some of her clients are using cans of beans instead of dumbbells, or laundry baskets instead of sandbags. Many want to talk more about their feelings, like the business owner who needed to lay off employees or the client with emotional issues who needs encouragement. "Normally they would just talk to the people around them," James said. "It's been quite different." One of the most symbolic casualties of the outbreak has been Air New Zealand. The airline had been a source of pride for many as it expanded internationally and won industry awards. In a series of frank updates, Chief Executive Greg Foran described how the carrier had reduced flights by 95% and would need to cut its workforce by at least 3,750. One person who doesn't yet know if he will retain his job with the airline is 27-year-old pilot Scott Beatson. He and partner Bella Ashworth, who just finished law school, bought a house earlier this year, and they're both now worried about their futures. "It's quite sad," Beatson said. "Just before the lockdown, I was talking with a baggage loader and a check-in person, and everyone took such pride in the company." An eager fisherman and hiker, Beatson has taken to camping in his backyard while stuck at home. Like many around the country, he's been tuning into some of the daily briefings given by Ardern and Ashley Bloomfield, the director-general of health. An unassuming official who spent a year working at the World Health Organization in Geneva, Bloomfield's calm and reassuring presence has turned him into an unlikely heartthrob. Singer Maxwell Apse wrote a song about Bloomfield that has been viewed more than 75,000 times on YouTube. "If I had one wish, I would make it this: I'd be in your bubble," go the lyrics. When New Zealand does come out of its bubble, the path forward remains unclear. It will need to continue relying on its traditional strength in farming to sell things abroad like dairy products, kiwifruit and wine. Some have suggested the country could first reopen its borders to Australia, which has also been successful in flattening its virus curve. England-Hall, the tourism executive, said New Zealand will look to first rebuild the domestic tourism market. He said being virus-free could eventually become a selling point abroad for the country. The conundrum is that to stay virus-free, New Zealand may need to continue its current requirement that new arrivals spend two weeks in quarantine. Given that the average tourist in the past has stayed for about 11 days, it seems an insurmountable obstacle. Ever the optimist, England-Hall foresees a new type of tourism product in which wealthy people could be pampered during a quarantine period — a kind of isolation spa. But with travel curtailed, some worry that New Zealand could revert to a more insular version of itself, before cheap flights allowed its citizens to roam the world, and foreigners to visit. Morning Sentinel file photo The council will consider eliminating trash pickup at mobile home parks, as a proposal is pending before the Planning Board to add 65 more lots to the Village Green mobile home park off West River Road. A memo to the mayor and councilors from City Manager Michael Roy and Public Works Director Mark Turner, dated March 3, says that, with the proposal before the Planning Board, now may be an opportune time to re-examine the intent of the city's solid waste ordinance. "The question is whether such service is a violation of the city's solid waste ordinance because it is providing trash and recycling pickup for a commercial operation," the memo says. The city's ordinance says single-family homes and apartment buildings with four or fewer units are eligible for trash collection, but mobile home parks, which are commercial operations, are not mentioned in the ordinance. Roy and Turner contend that mobile home parks are private communities with their own utilities, private roads and maintenance services. Waterville now collects trash at Countryside and Punky Meadows mobile home parks, which have 118 and 51 units, respectively, off West River Road, as well as Pooler's Park Way, with 30 units, off Grove Street. In 2014 when the pay-as-you-throw trash disposal program was instituted in the city, Village Green decided to discontinue with city trash collection there and use dumpsters instead. L/A Properties, of Lewiston, owns Countryside, Punky Meadows and Pooler's Park Way and recently bought Village Green and wants to add 65 more lots to that park. L/A Properties has requested the city resume trash collection at Village Green — which would add the trash of 140 more homes — but Roy and Turner contend the city's trash and recycling truck is at or near capacity now. It stops at an average of 900 homes, municipal buildings and schools daily, they say. They say that with a conservative average of 25 pounds of trash per household, those 140 more units would add another 1.75 tons per week, at a disposal cost of about $6,000 a year. Trash disposal for mobile home parks costs the city nearly $15,000 a year, according to Roy and Turner's memo. "While not a substantial amount, the real issue that must be raised and brought forward is the fact that a private commercial enterprise is receiving a publicly funded service," it says. In other matters, councilors are scheduled to consider referring to the Planning Board for public hearing and recommendation a request to create a new solar farm zone in which the only permitted use would be solar farms. Additionally, they will be asked to amend the city's zoning map. Kevin Violette of Holmes Farm Associates is requesting that the council rezone part of a property on County Road from Rural Residential to Solar Farm District to allow a solar farm to be constructed there. The council plans to consider taking a final vote to approve a municipal partnership agreement with the state to add a left-hand turn lane from Main Street to Waterville Commons Drive for motorists traveling north on Main Street. The city would contribute half of the $60,000 cost for the project. Councilors also will be asked to take a final vote to approve an amendment to the public safety ordinance that would add a new section with a fee schedule for emergency medical services. The amendment is needed because the fire department plans to start a backup ambulance service. The fee schedule would become effective May 1. The council will consider authorizing Roy to advertise, for sale, three single-family homes the city acquired through non-payment of taxes. The homes are at 3 Abbott St., 4 Union Place and 70 Violette Ave. The assessed value of the Violette Avenue property, which the city describes as in poor condition, is $75,400; the assessed value of the Abbott Street home, which is in very poor condition, is $71,000; and that of the Union Place house, which is in good condition, is $76,300. Councilors also plan to consider amending the city's personnel ordinance to add language changes.
