Van Persie denies being offered Arsenal contract before Manchester United transfer - Goal Posted: 21 Apr 2020 11:34 PM PDT ![]() Robin van Persie says he wasn't offered a new contract at Arsenal before making his sensational transfer to Manchester United. The Netherlands striker gave up the captaincy with the Gunners in 2012 to join the Red Devils in a £24 million ($29m) deal. Van Persie went on to win the Premier League title with United the following season - and spent three campaigns at Old Trafford. With his move to Manchester seen as a betrayal by Arsenal fans, Van Persie insisted he wasn't handed a new deal to stay in London, but conceded he regrets the way he departed. "It was not only between me and Arsene Wenger, there was more happening with Ivan [Gazidis] of course and the way he behaved and the way he handled the whole situation," Van Persie told The High Performance Podcast. "If I look back at that whole situation, I have to look at myself as well, where I could have done better or could have done something differently. That open letter... I shouldn't have done that. "In such a delicate, difficult situation of making a transfer after spending so much time at Arsenal, to make a decision to write an open letter to tell my truth in two pages was impossible. "And partly it was the fact that Arsenal did not offer me a new deal. So if I look back at that, I should have done that better. "I can promise you on my kids, if someone comes with proof that Arsenal offered me a deal, I will give you a million [pounds] now, today." When Van Persie was deciding his future at the end of the 2011-12 campaign, the Gunners hadn't won the league title since 2004 - a statistic that still remains today. He says he offered up suggestions on how the club could improve going forward, but they weren't well received by then Arsenal chief Ivan Gazidis. "It was Arsenal's decision not to offer me a deal and that is up to them. After many conversations it became clear that we had different ideas about the club," Van Persie said. "I had seven points where I thought Arsenal could improve and in my opinion those seven points they should start dealing with them straight away to be able to compete with the best teams. "It doesn't really matter what points they are, what matters is that Ivan decided that he didn't agree with one single point of those seven points – which is fair enough. "So taking that information on board, Arsenal doesn't offer me a deal, they didn't agree with my views – which were only to help, and honest views of how the club should move forward – that is a very clear message." Trump says US greencard suspension to last 60 days - FRANCE 24 English Posted: 21 Apr 2020 11:02 PM PDT Issued on: President Donald Trump said Tuesday he was suspending immigration for green card seekers for 60 days, arguing the controversial move would help Americans find work again after coronavirus caused a surge in unemployment. Advertising Trump told reporters at the White House the suspension would come into force through an executive order that he would likely sign on Wednesday as he offered the first details about a vague announcement he made Monday night on Twitter. Addressing an issue key to his conservative base as the country is ravaged by the coronavirus pandemic, with more than 43,000 people dead in the US, Trump said his move would help Americans who have lost their jobs during the ongoing shutdown. "By pausing immigration, it will help put unemployed Americans first in line for jobs as America reopens," Trump said at his daily pandemic briefing. "This pause will be in effect for 60 days," he told reporters, adding that he would decide on any extension or changes "based on economic conditions at the time." FRANCE 24's Gorjestani in Washington: 'Trump wants to protect the American worker' The Republican president said the order would "only apply to individuals seeking a permanent residency -- in other words, those receiving green cards." "It will not apply to those entering on a temporary basis," he added. The US Citizenship and Immigration Services (USCIS) granted lawful permanent residence to around 577,000 individuals in 2019. Trump said there would be exemptions that his administration would detail before the order is signed. "We'll sign it most likely tomorrow. Being drawn now and tonight, and it's something we have to have in this country," he added. According to US officials who spoke on condition of anonymity to The Wall Street Journal before Trump spoke, the eventual executive order could include exceptions for farm and health care workers. The US government issued 462,000 visas in fiscal 2019, according to official data -- a major drop from the 617,000 visas granted in 2016 under Trump's predecessor Barack Obama. Any executive order on immigration will likely spark court action to reverse it, and has already raised hackles among Trump's Democratic opponents. Before Trump's briefing, Texas lawmaker Joaquin Castro slammed what he called "an attempt to divert attention away from Trump's failure to stop the spread of the coronavirus and save lives." In a tweet, Castro accused Trump of "an authoritarian-like move to take advantage of a crisis and advance his anti-immigrant agenda." The Supreme Court has in recent months offered several significant victories to the Trump administration in cases relating to immigration. A month ago, the high court allowed the federal government to maintain a policy that will send more than 60,000 asylum seekers back to Mexico. The "Remain in Mexico" policy unveiled in December 2018 and implemented a month later calls for non-Mexican asylum seekers who attempt to enter the US via that country to stay there while their cases are being decided. Hawaii's Thunderstorm Artis weathers knockout on NBC's 'The Voice' - Honolulu Star-Advertiser Posted: 21 Apr 2020 10:34 PM PDT Hawaii's Thunderstorm Artis weathers knockout on NBC's 'The Voice' - Honolulu Star-Advertiser Mahalo for supporting Honolulu Star-Advertiser. Enjoy this free story! Fans of Hawaii's charismatic Thunderstorm Artis momentarily mourned Monday evening as team coach John Legend chose Mandi Castillo over him in a Knockout Round on the NBC singing competition reality show "The Voice." Knockout Rounds pit two members of the same team against each other with the winner being chosen by their team's celebrity coach. Castillo had played it safe and sung "Stand by Me," the ever-popular "oldie" originally recorded in 1961 by Ben E. King. Artis, accompanying himself on acoustic guitar, presented his version of "Preach," Legend's hit from last year. "I have this reputation of being hard on people who do my songs, but I love the version you chose to do because it sounded so right for your voice, so, great work," Legend said to Artis moments before announcing his decision. Legend continued on to describe Castillo as "flawless," and, making a decision that he described as "genuinely tough for me," named Castillo as the winner who would go to the next round as a member of Team Legend. Seconds later, celebrity coach Nick Jonas saved Artis from elimination by "stealing" him for Team Jonas. Jonas' "steal" was the latest twist in what has already been an intense few months for the soft-spoken, Haleiwa-born islander. It was just two weeks ago that Artis won a Battle Round competition on the show. And amid all the excitement, Artis married his girlfriend, Faith McMaster, on Good Friday. "(Being on 'The Voice') has been way more than I expected," Artis said while discussing the show in a recent phone call. "I went in with an idea of what I thought I was going to be in, and it's been so much more amazing. Both the challenges and the opportunities, and the caliber of people that you're able to work with. It is so surreal." "The biggest thing I've learned is 'Be Teachable.' I've worked with a lot of really cool artists doing the show, and I think being teachable is important. If you think you know it all, you're going to lose in the first round. You've got to go in with a humbleness and be ready to work." Artis and his older brother, Ron Artis II, who also currently lives in California, will be sharing their talents from home on Saturday, when Jack Johnson hosts "Kokua Festival 2020 — Live From Home," a benefit for the Kokua Hawai'i Foundation. The event, which will be livestreamed online starting at noon, celebrates the 50th anniversary of Earth Day. Ben Harper, G. Love, Ziggy Marley, Lukas Nelson and Na Hoku Hanohano Award-winners Paula Fuga, Kawika Kahiapo, John Cruz and Anuhea are also scheduled to perform. ——— For more information, visit kokuafestival.com. 2020-04-22 01:57:54Z https://www.staradvertiser.com/2020/04/21/features/hawaiis-thunderstorm-artis-weathers-knockout-on-nbcs-the-voice/ |

After denial, Indonesia sees mounting coronavirus deaths - Devdiscourse Posted: 21 Apr 2020 08:32 PM PDT ![]() While Indonesia's neighbors scrambled early this year to try to contain the spread of the coronavirus, the government of the world's fourth most populous nation insisted that everything was fine. In speeches, Indonesia's health minister, Terawan Agus Putranto, told his country's people that they shouldn't fear the virus, even as tens of thousands around the world were being infected. Rather than focus on creating social distancing guidelines or ramping up testing, Putranto credited Indonesian "immunity" and the strength of prayer for the country's lack of any infections. He dismissed as "insulting" a report by Harvard University researchers that said Indonesia must have elected not to report its cases. Meanwhile, Indonesia's southern neighbor Australia and some fellow Southeast Asian countries such as Singapore were quick out of the gate to address the crisis, taking actions as early as the end of January that included containment and tracing measures. Indonesia, on the other hand, did not even confirm its first case of the virus until early March. As of Monday, the nation had reported at least 6,760 infections including 590 deaths from COVID-19, the disease caused by the virus, more fatalities than any Asian country other than China. Indonesian President Joko Widodo acknowledged last month that the government had chosen to keep the public misinformed about the state of the coronavirus in the country. "Indeed, we did not deliver certain information to the public because we did not want to stir panic," he said. Suspicion over the lack of cases in Indonesia began to grow when a Chinese tourist who had traveled from Wuhan the central Chinese city where the pandemic started late last year to the Indonesian resort island of Bali tested positive for the coronavirus when he returned to China in early February. Indonesian authorities, however, immediately played down the incident, with Defense Minister Muhammad Mahfud declaring, "The coronavirus does not exist in Indonesia." Widodo, perhaps spurred by a desire for economic growth, promoted Putranto's theories, ignoring the likelihood that the vast archipelago nation had virus cases. The world's fourth most populous nation now has the highest number of recorded fatalities from the COVID-19 disease in Asia after China, and testing for the viral infection remains among the lowest in the region. less In this April 14, 2020, photo, a man paints a coffin prepared for victims of the new coronavirus in Jakarta, Indonesia. Meanwhile, Indonesia's southern neighbor Australia and some fellow Southeast Asian countries such as Singapore were quick to address the crisis, taking action as early as late January that included containment and tracing measures. Indonesia did not even confirm its first case of the virus until early March. As of Tuesday, the nation had reported at least 7,135 infections — including 616 deaths. That's more COVID-19 fatalities than all other Asian counties except China. Indonesian President Joko Widodo acknowledged last month that the government chose to keep the public misinformed about the state of the coronavirus in the country. "Indeed, we did not deliver certain information to the public because we did not want to stir panic," he said. Suspicion over the lack of cases in Indonesia grew when a Chinese tourist who had traveled to the Indonesia resort island of Bali from Wuhan — the central Chinese city where the pandemic started late last year — tested positive for the coronavirus when he returned to China in early February. Indonesian authorities played down the event, with Defense Minister Muhammad Mahfud declaring, "The coronavirus does not exist in Indonesia." Widodo, perhaps spurred by a desire for economic growth, promoted Putranto's theories, ignoring the likelihood that the vast archipelago nation had virus cases. But there was public skepticism, especially after local media reported cases of Indonesian patients dying after suffering pneumonia-like symptoms. The government's apparent lack of transparency caused many Indonesians to seek information on their own about social distancing. Some quarantined themselves. Pandu Riono, an epidemiology expert at the University of Indonesia, estimated that the country had cases of the virus as early as January that went undetected because of limited testing capabilities. The turning point came when the government announced the country's two first cases on March 2. Dozens more infections were confirmed within weeks, prompting Widodo's administration to order nationwide social distancing and the suspension of all nonessential activities. For many Indonesians, it was too little, too late. "This outbreak affected my life worse than a tsunami," said Risti Ameliana, a resident of Jakarta, Indonesia's capital. "But falling trust in government makes it harder, as this is a global pandemic." Widodo's scramble to curb the virus after a late start caused confusion among his government ministers in issuing regulations, said Bivitri Susanti, a law and political analyst from Indonesia's Jentera School of Law. "Jokowi was too slow in leading the war against this pandemic crisis," she said, using Widodo's popular nickname. "Instead, he showed his weak leadership." Widodo on March 13 appointed the National Disaster Mitigation Agency's head, Doni Monardo, to lead the COVID-19 national task force and allowed more labs to test for the coronavirus. He also has instructed his ministers and the task force to be transparent with the public. Testing remains a major problem. Since the first cases were confirmed, Indonesia has conducted fewer than 50,000 tests — or just 180 per 1 million people, according to government spokesman Achmad Yurianto. At least 37 labs have been equipped so far for coronavirus testing, according to Monardo, less than half the government's goal of 78 labs that can conduct 10,000 tests daily. Monardo said Indonesia is also faces shortages of essential medical supplies, including personal protective equipment for health care workers. The shortages have contributed to the deaths of at least 32 doctors and 12 nurses, he said. Widodo on Monday ordered all governors, district chiefs and mayors to intensify the tracking and isolation of people exposed to the virus. "The government cannot work alone," Widodo said. Widodo declared a state of "health emergency" earlier this month, allowing local leaders to impose enforceable restrictions to contain the virus across the sprawling nation of more than 260 million people and 17,000 islands. The government also has created funding options to raise 1,000 trillion rupiah ($62 billion) to finance a record stimulus package to protect the economy from recession. As of March, it had raised 24% of the financing for the fiscal shortfall by issuing debt, Finance Minister Sri Mulyani Indrawati said. Yet worries loom over how the virus could spread in Indonesia, the world's most populous Muslim country, during Ramadan, the monthlong Islamic holiday that begins this week when millions of Indonesians traditionally return to their hometowns to visit relatives. There's a chance Indonesia "will face an explosion of coronavirus cases that could infect 1 million people after Ramadan" unless the government takes stricter measures, said Riono, the epidemiology expert. Widodo on Tuesday announced that the government would ban all people from returning to their hometowns next month to celebrate Eid, which marks the end of the dawn-to-sunset fasting during Ramadan. Widodo, however, has ruled out a complete lockdown of the country, citing Indonesian's cultural characteristics, iunique demography and potential crippling economic damage. Instead, he opted for large-scale social distancing restrictions. That put him at odds with Jakarta Gov. Anies Baswedan, a political rival who has been seeking tougher restrictions amid growing concerns about undetected cases in the capital and its metropolitan area, home to 30 million people. Jakarta has become the epicenter of the outbreak in Indonesia, confirming at least 3,260 cases as of Tuesday, including 298 deaths. The central government finally relented to Baswedan's request for enforceable restrictions earlier this month, with several other regions of the country quickly following. ____ Associated Press writers Victoria Milko and Edna Tarigan contributed to this report. Indonesia bans traditional Ramadan exodus to rein in coronavirus - Reuters India Posted: 21 Apr 2020 07:32 PM PDT JAKARTA (Reuters) - Indonesia will ban its traditional annual exodus by people streaming out of cities at the end of the Muslim fasting month of Ramadan, as the Southeast Asian nation looks to curb the spread of coronavirus, President Joko Widodo said on Tuesday. Indonesian people queue to get free food without social distancing amid the coronavirus disease (COVID-19) outbreak in Bogor, Indonesia, April 20, 2020 in this photo taken by Antara Foto. Antara Foto/Yulius Satria Wijaya/ via REUTERS Indonesia's tally of 616 virus deaths is the highest in East Asia after China, but Widodo had previously resisted a ban, seeking instead to persuade people to stay put. But health experts had warned that allowing millions in the world's biggest Muslim-majority country to travel to homes in towns and villages over Ramadan, which starts this week, could accelerate the spread of the disease. "I have taken the decision that we will ban 'mudik,'" Widodo told a cabinet meeting, using the Indonesian term for the journey. "That is why the relevant preparation needs to be done." He cited an online survey by the transport ministry that showed 24% of respondents insistent on joining the exodus. Last year, about 19.5 million people in the archipelago of more than 260 million people made the journey, the government says, and Widodo added that 7% of Indonesians had already set out this year. The ban takes effect on Friday, with restricted access to Jakarta, the capital, and cities grappling with virus outbreaks, said Luhut Pandjaitan, the coordinating minister of maritime and investment affairs. "BETTER LATE THAN NEVER"Ganjar Pranowo, the governor of Central Java, welcomed the ban, but added that more than 500,000 people had already arrived in his province. "It's better late than never," he told Reuters. In a study last week, researchers at the University of Indonesia's public health faculty warned that if the exodus home were permitted, it could lead to a million infections by July on the most populous island of Java, home to Jakarta. Without the exodus, that figure could be cut to 750,000 cases, the researchers said. However, the ban was not too late, as the outflow was expected during Ramadan, which starts later this week, said Pandu Riono, one of the researchers. Preventing people's travel would be tough, given their "fatigue from being locked up" by the extensive curbs, said Jeje Zaenudin, deputy chairman of the mainstream Islamic Union. The world's fourth most populous country has recorded 7,135 virus infections for southeast Asia's second highest tally after the neighbouring city state of Singapore, though some estimates put the figure far higher. Trump’s move to ban immigration draws criticism amid coronavirus pandemic - TRT World Posted: 21 Apr 2020 06:32 PM PDT ![]() Travel restrictions were already in place effectively stopping new arrivals so critics of the US leader say the move is more a message to his base.US President Donald Trump has signed a new executive order suspending all immigration into the US temporarily because of the coronavirus pandemic. The move comes amid what was already an effective cessation of entry into the US because of fears over the spread of the Covid-19, with airlines halting international flights and the border officials halting entry for everyone but US nationals and residents. "In light of the attack from the Invisible Enemy, as well as the need to protect the jobs of our GREAT American Citizens, I will be signing an Executive Order to temporarily suspend immigration into the United States!" Trump said in a statement published by the White House. While the statement is not clear on what happens to those on immigrant visas set to expire in the coming weeks and months, the White House has previously extended the visas of non-immigrant workers currently in the US. The mention of the need to protect jobs however, falls into line with Trump's pre-pandemic election campaign rhetoric, in which he urged fellow US politicians to back his attempts to cut down on immigration. Trump's latest statement comes as 22 million US residents have been made unemployed in just three weeks due to pandemic-related lockdowns with millions more set to be added to that total in the coming weeks. It also comes during an election year with the US electorate's opinion of Trump's handling of the pandemic likely to influence the outcome of the vote. The US is the worst hit country in the world for coronavirus cases and deaths with 793,000 cases and over 42,000 deaths at the time of publication on April 21. Partisan split Many Democrat opponents of the president have therefore railed against his latest policy decision for being more motivated by political ideology than safety concerns. "Immigration has nearly stopped and the US has far more cases than any other country," said Democrat congressman Don Beyer, adding: "This is just xenophobic scapegoating." Fellow Democrat Joaquin Castro said: "This action is not only an attempt to divert attention away from Trump's failure to stop the spread of the coronavirus and save lives, but an authoritarian-like move to take advantage of a crisis and advance his anti-immigrant agenda. We must come together to reject his division." While Trump supporters, such as Students for Trump co-founder Ryan Fournier, encouraged the president to formalise the measure so that it applies after the pandemic too. "This is a perfect opportunity for President Trump to strengthen and fix our broken immigration system," Fournier wrote.
Economic concerns While approval ratings for Trump's handling of the crisis lie at about the 45 percent region, largely along partisan lines, researchers have found decreasing faith in the economy among ordinary Americans. Unemployment rates stood at 4.7 percent upon Trump's accession to the White House in January 2017, slowly dropping to around 3.5 percent just before the US started taking measures to mitigate the spread of the virus in February 2020. The figure for March 2020 was 4.4 percent with a further rise certain for April. The US like other countries hit by the coronavirus pandemic is facing long term financial instability as businesses suffer from lack of spending during the lockdown.

Eredivisie to end season as prime minister Rutte bans professional football until September - Goal Posted: 21 Apr 2020 06:04 PM PDT ![]() The Dutch Football Federation (KNVB) has said it intends to end the 2019-20 Eredivisie season after Netherlands prime minister Mark Rutte announced on Tuesday that all professional football is banned until September 1 due to the coronavirus pandemic. The Dutch top flight has been suspended since early March, with nine games remaining and Ajax ahead of AZ at the top of the table on goal difference. Though many leagues across Europe are considering a return in the summer with games behind closed doors, Rutte said at a press conference that even matches with no fans will not happen until autumn at the earliest. A ban on events subject to licensing was previously in place until June 1, and Rutte has now confirmed the extension of that ban through September. That meant that in addition to professional football, a pair of popular festivals in the Netherlands were also cancelled. "We will certainly not be able to handle the risks in the coming months, and we want to provide organizers with clarity. That means no Pinkpop, Zwarte Cross and no paid professional football either. That is irritating, but we will have to make that sacrifice," Rutte said. In response to Rutte's announcement, the KNVB released a statement saying it intends to end the Eredivisie season and will consult with UEFA to determine how to resolve the competition. "That the events requiring a permit remain prohibited until September 1 creates clarity," the statement read. "Until then, no professional football can be played, even without an audience. "As a result, the board of professional football intends not to continue playing the 19/20 league. Based on the government's decision today, the KNVB will consult with UEFA, after which a decision will be made. On Friday, the clubs and other parties involved will meet to discuss the consequences." Several Eredivisie clubs have recently expressed their support for ending the season, including AZ, Ajax and PSV among others. Should the season end it would be up to the KNVB to determine how the competition is resolved. The entire season could potentially be voided, or the KNVB could decide to award Ajax the title based on their current position atop the Eredivisie table. In addition, European places and promotion and relegation will have to be sorted out. Former Netherlands national team manager Louis van Gaal recently hit out at Ajax, saying the club was looking to take advantage of the coronavirus uncertainty to secure the title. Trump wishes Kim Jong Un well following reports that North Korean leader is ill - CNBC Posted: 21 Apr 2020 05:32 PM PDT ![]() President Donald Trump on Tuesday wished North Korean leader Kim Jong Un "good luck" following reports suggesting Kim could be incapacitated following a cardiovascular surgery. "These are reports that came out, and we don't know," Trump said at a White House press briefing when asked what he knew about Kim's condition. "I've had a very good relationship with him. I wouldn't -- I can only say this, I wish him well, because if he is in the kind of condition that the reports say, that's a very serious condition, as you know," Trump said. "But I wish him well." The president added: "I've said it and I've said it many times, if somebody else were in this position right now we would be at war with North Korea ... So I just have to say to Kim Jong Un, I wish him very, you know, good luck." Speculation about Kim's health first arose after his absence from the April 15 anniversary birthday celebration of North Korea's founding father Kim Il Sung, the grandfather of Kim Jong Un. Daily NK, a South Korean newspaper that focuses its coverage on North Korea, said late Monday that Kim on April 12 received a cardiovascular procedure at Hyangsan Hospital. The outlet also reported that Kim was recovering in a villa near the hospital. NBC News, citing American officials, reported early Tuesday that Kim recently had cardiovascular surgery. Some of those officials said intelligence suggests Kim could be incapacitated. NBC's report seemed to contradict South Korea's presidential office, which told the outlet that Kim "is currently touring provincial areas with his close aides and we do not detect evidences to support speculation about his ill health." Trump said at the briefing Tuesday night that "nobody's confirmed" the "very serious" reports about Kim's health. The president said his relationship with Kim has been "very good," which has been to the benefit of the U.S. "That's not a bad thing, that's a good thing," Trump said. "I'd like to see him be well and we will see how he does. Again, I don't know if the reports are true." President Donald Trump shakes hands with North Korean leader Kim Jong Un as they meet at the demilitarized zone separating the two Koreas, in Panmunjom, South Korea, June 30, 2019. KCNA via Reuters Asked if he knew who the heir apparent to Kim would be, Trump said, "I don't want to ask him that. I have asked him that but it's not my purpose to tell you that." Kim Jong Un was put forward as the "Great Successor" in 2009 and was made a four-star general the following year. His father, Kim Jong Il, died in 2011 and was believed to be about 70 years old at the time of his death. As planned, Kim took over and was probably around 28 years old. While little is known about the North Korean leader and his immediate family, Kim is believed to be about 36 years old and is married to a woman named Ri Sol Ju. The North Korean leader could have three children, one of them is a girl named Kim Ju Ae. Under Kim, the reclusive state has conducted its most powerful nuclear test, launched its first-ever intercontinental ballistic missile and threatened to send missiles into the waters near Guam, a U.S. territory. North Korea is the only nation known to have tested nuclear weapons this century. Since 2011, Kim has launched more than 100 missiles and conducted four nuclear weapons tests, which is more than his father, Kim Jong Il, and grandfather, Kim Il Sung, launched over a 27-year period. Trump says immigration order will apply only to green cards and will last 60 days - CNN Posted: 21 Apr 2020 05:32 PM PDT Spelling out details of the measure for the first time since tweeting late Monday he would "temporarily suspend immigration into the United States," Trump announced something short of a full halt on immigration amid the coronavirus pandemic. Instead, he said the provision would amount to a 60-day pause only on people seeking permanent resident status in the United States. Trump said the executive order is being written now and he is likely to sign it on Wednesday. He said he would review the executive order at the end of that period and decide if it should be renewed. Trump suggested there will be economic effects of the order, indicating it would "protect American workers," and noted that it will have certain exemptions. "By pausing immigration, we'll help put unemployed Americans first in line for jobs as America reopens," Trump said. "It would be wrong and unjust for Americans laid off by the virus to be replaced with new immigrant labor flown in from abroad. We must first take care of the American workers." Details on exemptions, he later said, might come "tonight or tomorrow." An administration official with knowledge of the process told CNN the order only addresses green cards because the temporary work visa portion is more complicated and needs more time to sort out, particularly given the fact that many of those currently in the US on work visas are working in industries related to the pandemic, from workers at food processing plants to health care workers. Ahead of Trump's briefing on Tuesday, details of the plan were murky and some White House aides said there wasn't a great deal of clarity on how the order would come together. A person familiar with the matter said administration officials began working around the middle of last week on an executive order that would restrict immigration after Trump raised the matter privately with aides. Even before Trump provided more specific details about his move, his reelection campaign and allies were already touting and defending the executive order, reflecting the political underpinnings of Trump's late-night announcement on Monday. The move -- which could prove largely symbolic, given the restrictions on immigration already in place due to the coronavirus pandemic -- allows Trump and his campaign to play directly to his base on the issue of immigration, which the President believes won him the 2016 election and he hopes to use again in 2020. But it also stands to affect tens of thousands of people waiting to immigrate to the US, some of whom may be family members of US citizens. Approximately 459,000 foreign national new arrivals to the US became green card holders in 2019, down 13% from 2018 arrivals, according to statistics from the Department of Homeland Security. Trump's vague announcement late Monday came as a surprise to officials who scrambled to finalize the order on Tuesday morning There was "a lot of hype, but no real change to the current practice in place," said a US official, who added that most work visas and green card applications have been on hold due to coronavirus restrictions. Over the course of recent weeks, the Trump administration has made more than a dozen changes to the US immigration system, citing the coronavirus pandemic -- largely cutting off immigration to the country. Refugee resettlement has been put on hold, visa offices are largely closed, citizenship ceremonies aren't happening, and the administration is swiftly removing migrants, including children arrested at the border, among a slew of other changes. Administration officials began working on an executive order to further restrict immigration last week, according to a person familiar with the matter. But some of its provisions were still being fleshed out when Trump tweeted about it late Monday. Facing criticism over his administration's response to the coronavirus, Trump had been impatient to announce the order, a person familiar with the matter said. Trump's principal adviser on immigration, Stephen Miller, was involved in the discussions over the past several days, according to people familiar with the matter. Miller has long acted as a main internal advocate for limits on immigration through executive action. Immigration hardliners, who have urged the administration to reduce the flow of immigration to the US, heralded Trump's decision. "With tens of millions of Americans who want to work full-time unable to do so, most immigration at this moment makes no sense, and the President appears to be moving in the right direction to curtail it," said Roy Beck, founder and president of Numbers USA, which advocates for reduced immigration. Immigrant advocates pushed back. Andrea Flores, deputy policy director of the American Civil Liberties Union's Equality Division, slammed the anticipated order in a statement, saying, "Unfortunately, President Trump seems more interested in fanning anti-immigrant flames than in saving lives. We cannot allow President Trump to exploit this pandemic to advance his racism and xenophobia." Immigrants are on the frontlines of the coronavirus pandemic, making up a significant part of the workforce in many jobs that are key to fighting the virus and keeping the country afloat, according to a recent analysis by the Migration Policy Institute. The administration has acknowledged the need for workers in some industries. Last week, the administration said it was temporarily amending visa requirements for foreign workers. The change is designed to help US agricultural employers who rely on foreign workers. Qualified employers who are concerned workers will be unable to enter the US due to travel restrictions can employ those already in the US with a certain visa status. Among the reasons listed by the Department of Homeland Security and Department of Agriculture for the temporary rule change is protecting the nation's food supply chain. Administration officials advised agricultural groups that seasonal farm workers wouldn't be affected. This story has been updated with additional developments Tuesday.
