NEW DELHI: Following two back to back cases of Air India pilots-in-command inviting friends over to the flight deck, Directorate General of Civil Aviation (DGCA) chief Vikram Dev Dutt on Friday issued an advisory to airlines to check this practice. He has warned airlines of strict action in cases of violations. For instance, licences of all four pilots on these two AI pilots have been suspended for upto a year and the airline was fined in one case for not reporting the same in time.
"Instances of unauthorised entry into the aircraft cockpit have been reported to DGCA in the recent past, wherein persons having no authority or purpose, were permitted entry into the cockpit.Such an unauthorised presence in the cockpit is likely to distract the attention of cockpit crew from their sensitive functions and can lead to errors which may jeopardize the safety of the aircraft operations," theDGCA advisory says.
"All the heads of operations are hereby advised to sensitize their pilots and cabin crew members to strictly follow (rules) and prevent any unauthorised entry in the cockpit through appropriate means. Any non-compliance of the applicable regulation, dealing with unauthorised cockpit entry shall be dealt with strictly and may also invite stringent enforcement action," it adds.The DGCA had suspended the pilot licences of the pilot-in-command (PIC) and the first officer for one year and a month, respectively, for allowing the unauthorised entry of a non crew member on an Air India Chandigarh-Leh flight on June 3. The captain had invited a female friend, an Indian Air Force pilot, while operating the flight to the critical high altitude destination.
This was the second time in just over three months that AI pilots were facing the heat for inviting a female friend into the flight deck while operating a flight. On February 27, 2023, the pilots had invited a friend into the cockpit while operating a Dubai-Delhi flight.
In this case, the DGCA had suspended the pilot-in-command's flying licence for three months and fined Air India Rs 30 lakh for not taking prompt action.
Air India MD & CEO Campbell Wilson had last Friday clearly said while one must learn from mistakes, "repeats indicate that we are not adequately doing so whether due to complacency, carelessness or some other factor."
"... you may have read about the license suspension our regulator handed to two of our colleagues for not adhering to sterile cockpit regulations. The one-year suspension is long but, given that this is the second such incident in a relatively short space of time, it is quite understandable. Our industry operates with a 'just culture' mindset that recognises genuine mistakes happen and that they are opportunities from which to learn and improve. But learn and improve we must, and repeats indicate that we are not adequately doing so whether due to complacency, carelessness or some other factor. The rules and regulations exist for a reason, and we expect them to be followed. The strong action taken by DGCA should serve as a reinforcement, not that one should be needed, that it is incumbent on us all to keep elevating our game," Wilson had said last week.
"The person(s) authorised for entry into the cockpit and occupy the jump seat, wherever provided in aircraft registered in India during the flight, have been specified in the Aeronautical Information Circular (AIC) 17 of 2019, which stipulates that only the crew members, an officer of the Civil Aviation Department, an officer of India Meteorological Department, an officer of the Ministry of Civil Aviation of the rank of Joint Secretary and above, an employee of the aircraft operator, officials of the airline, any flight crew member of the aircraft operator or a duly authorized representative of the manufacturer of the aircraft can be authorized for entry into the cockpit. Any one so authorized to enter the cockpit shall comply with the requirement of CAR Section 5 Series F Part III regarding pre- flight and post-flight BA test, as the case may be," DGCA's Friday advisory says.
