FCC tries to bury finding that Verizon and T-Mobile exaggerated 4G coverage - Ars Technica

Verizon, T-Mobile, and US Cellular exaggerated their 4G coverage in official filings to the Federal Communications Commission, an FCC investigation found. But FCC officials confirmed that Chairman Ajit Pai does not plan to punish the three carriers in any way. Instead, the FCC intends to issue an enforcement advisory to the broader industry, reminding carriers "of the penalties associated with filings that violate federal law."

"Overstating mobile broadband coverage misleads the public and can misallocate our limited universal service funds, and thus it must be met with meaningful consequences," FCC staff said in an investigative report released today.

But there won't be any meaningful consequences for Verizon, T-Mobile, and US Cellular. "Based upon the totality of the circumstances, the investigation did not find a sufficiently clear violation of the MF-II [Mobility Fund Phase II] data collection requirements that warranted enforcement action," an FCC spokesperson told Ars via email.

In a call with reporters, a senior FCC official said that commission staff was unable to determine whether the carriers' exaggerations were deliberate. The official said that the investigation did not establish a clear violation of a specific rule. The FCC official said that maps submitted by carriers were based on industry-standard propagation models and that the FCC's own tests made it clear that those industry models do not reflect on-the-ground experience.

FCC officials conducted drive tests to determine whether the providers' reported coverage matched reality. The FCC staff report said:

Only 62.3 percent of staff drive tests achieved at least the minimum download speed predicted by the coverage maps—with US Cellular achieving that speed in only 45.0 percent of such tests, T-Mobile in 63.2 percent of tests, and Verizon in 64.3 percent of tests. Similarly, staff stationary tests showed that each provider achieved sufficient download speeds meeting the minimum cell edge probability in fewer than half of all test locations (20 of 42 locations). In addition, staff was unable to obtain any 4G LTE signal for 38 percent of drive tests on US Cellular's network, 21.3 percent of drive tests on T-Mobile's network, and 16.2 percent of drive tests on Verizon's network, despite each provider reporting coverage in the relevant area.

FCC buries news

The FCC in 2017 required carriers to file maps and data indicating their 4G LTE coverage in order to help the commission determine which rural areas should get $4.5 billion in Mobility Fund money over 10 years. But small, rural carriers pointed out that big carriers exaggerated their coverage, potentially preventing those small carriers from getting funding to improve connectivity in areas that lack good service. The small carriers' complaints triggered an FCC investigation in December 2018.

The FCC's announcement of that investigation's findings today came in an odd manner that seemed designed to minimize the amount of attention it gets. A finding that some of the biggest wireless carriers in the US exaggerated mobile broadband coverage is certainly important enough to be mentioned in the headline of an FCC announcement.

Instead, Pai's office announced the issuance of the investigative report in the third paragraph of a press release titled, "Chairman Pai announces plan to launch $9 billion 5G fund for rural America." Pai's press release referred generally to carriers overstating coverage, but it did not name any of the specific carriers that did so.

Pai's office also held a press call with reporters in which FCC officials focused almost entirely on the new 5G fund rather than the carriers' inaccurate filings. As a result, early news coverage of the announcement focused more on the 5G fund than on the carriers' misdeeds.

The two announcements are related, as the FCC said it will try to improve the accuracy of data collection for the 5G fund, which will replace the old Mobility Fund plan. The 5G fund will supply $9 billion to carriers over 10 years, while the Mobility Fund would have distributed $4.5 billion over 10 years for 4G coverage. The money comes from the Universal Service Fund, which is paid for by Americans through fees on their phone bills.

New data-collection system recommended

FCC officials didn't voluntarily bring up the topic of whether Verizon, T-Mobile, and US Cellular will be punished for exaggerating coverage. But FCC officials confirmed that Pai does not intend to take enforcement action in response to a question from a reporter during the press call and in response to a question from Ars via email.

But Pai does agree with all of the recommendations FCC staff made in its report, including the recommendation to issue an enforcement advisory to the industry, a senior FCC official said. While the FCC said it found no evidence of a violation of Mobility Fund rules, the commission has yet to determine whether carriers violated rules in the separate Form 477 data-collection program.

FCC staff recommended the following:

[T]he Commission should analyze and verify the technical mapping data submitted in the most recent Form 477 filings of Verizon, US Cellular, and T-Mobile to determine whether they meet the Form 477 requirements. Staff recommends that the Commission assemble a team with the requisite expertise and resources to audit the accuracy of mobile broadband coverage maps submitted to the Commission. The Commission should further consider seeking appropriations from Congress to carry out drive testing, as appropriate. While Form 477 currently affords providers significant discretion in determining the extent of their mobile broadband coverage, this discretion does not encompass reporting inaccurate mobile coverage across extended areas in which consumers cannot receive any wireless signal whatsoever.

FCC staff also recommended that the commission terminate the "challenge process" that resulted in small carriers pointing out errors in big carriers' maps.

"The MF-II coverage maps submitted by several providers are not a sufficiently reliable or accurate basis upon which to complete the challenge process as it was designed. The MF-II Challenge Process was designed to resolve coverage disputes regarding generally reliable maps; it was not designed to correct generally overstated coverage maps," the staff report said.

The FCC should come up with a better system to replace the challenge process, FCC staff said:

Mobile broadband coverage data specifications should include, among other parameters, minimum reference signal received power (RSRP) and/or minimum downlink and uplink speeds, standard cell loading factors and cell edge coverage probabilities, maximum terrain and clutter bin sizes, and standard fading statistics. Providers should be required to submit actual on-the-ground evidence of network performance (e.g., speed test measurement samplings, including targeted drive test and stationary test data) that validate the propagation model used to generate the coverage maps. The Commission should consider requiring that providers assume the minimum values for any additional parameters that would be necessary to accurately determine the area where a handset should achieve download and upload speeds no less than the minimum throughput requirement for any modeling that includes such a requirement.

Exaggerated coverage has been a problem both for mobile and home broadband, as Form 477 rules have long allowed each ISP to count an entire census block as served even if it can serve just one home in the block. The FCC voted in August to finally collect more accurate data, with a new requirement that home Internet providers give the FCC geospatial maps of where they provide service instead of merely reporting which census blocks they offer service in.

Defeated Mourinho heaps praise on goal scorer Rashford - RTE.ie

Jose Mourinho conceded his former club Manchester United had deserved their 2-1 Premier League victory over his new team Tottenham Hotspur on Wednesday and hailed the performance of Marcus Rashford.

Mourinho took over as Spurs manager last month, nearly a year after he was fired by United.

"I think they deserved the victory by their first half. We didn't start well at all," said Mourinho, whose side fell behind to a seventh-minute goal from Rashford.

"I think for the first 30 minutes they were the best team, and I think because of that, for this strong 30 minutes where we were not there, and also because of the way we conceded the second goal, I think they deserved to win," he added.

Mourinho noted that Ole Gunnar Solskjaer's side, held by Aston Villa and Sheffield United in their last two league games, had delivered their best displays against the top-rated teams.

"United results against the best teams this season have been good. Chelsea, Liverpool, Leicester," he said.

"For the way they play it is easier for them. They are not afraid to have a defensive approach. It is easier for them against better teams, against teams who want more of the ball," he added.

The Portuguese, sacked by United after two and a half seasons in charge, had plenty of praise for his former forward Rashford.

"When he plays from the left he is really dangerous and I knew that and gave the players the best information about it. His first goal is a typical Rashford goal coming on the inside. Our boys knew that clearly," he said.

Solskjaer was unsurprisingly even more fulsome in his praise of the 22-year-old England international, who delivered a performance of real quality.

"It's the best he's had under me. He was mature, strong against good Premier League players," the Norwegian said.

"It's like he was back on the playground or in the back garden. We want them to have fun, there's nothing dangerous out there - just 75,00 people, wanting to see the best," he said.

With some questioning Solskjaer after the club's worst start to a season since 1988-89, the win which moved United up to sixth, was a major boost.

"The three points are massive for us. We've had too many draws this season and given too many points away from winning positions," Solskjaer said.

"We've made decisions that we had to and we're looking to build this club to be better again and I can't think short-term when I'm trying to do that," he said.

"When we turn the corner and win three or four games on the run, they will get that Man United feeling again."

Hockey fans may have seen this kind of glitch before in a video game, but one strange play in Tuesday's game between the Carolina Hurricanes and Boston Bruins has many wondering if they have ever seen a "goal" like this before at the NHL level.

When Hurricanes defenseman Jaccob Slavin sent a backhand shot on-net with 2:09 left in the middle frame, the puck entered the net — but not in the conventional way.

The rubber disk made its way through the netting itself, broke through the twine and sent Twitter ablaze in the process. The call on the ice was initially ruled a goal, but instant replay quickly revealed what really happened.

The Carolina Hurricanes were not thrilled but used the opportunity to get in on the recent "gonna tell my kids" internet trend.

The Boston Bruins didn't seem to mind — after all, the game remained tied.

And the rest of Twitter followed suit, adding their thoughts on the odd play.

The net was tended to at the intermission by the best in the business so nobody could "score" again this way.

The score between the Hurricanes and Bruins remained 0-0 after two periods.

Irish viral video star bringing weekly themed comedy show to Dublin - Lovin Dublin

A brand new night of comedy is coming to Dublin.

You may or may not have heard of Richy Sheehy but you've almost certainly seen him. He's the man behind Kevin Murphy, Cork's biggest Liverpool fan.

Channeling Kevin, Richy went viral a couple of years ago with his take on The Archies' Sugar, Sugar that paid tribute to Liverpool's attacking triumvirate of Mohamed Salah, Sadio Mane and Roberto Firmino.

The parody was viewed millions of times and Richy (as Kevin) ended up appearing on Soccer AM to provide a live rendition of the tune.

Not content to rest on his viral stardom, Richy continues to perform stand-up comedy around the country and further afield.

And now he's setting up his own weekly themed comedy show in Dublin.

Having taken his Tree Fiddy show to Amsterdam, Edinburgh and his native Cork, Richy is bringing the show to the Irish capital and its debut is set for Doyle's Bar on Thursday, December 5.

Headlining this Thursday is the hilarious Shane Clifford with support from the likes of Show Me The Funny winner Mark O'Keeffe, Sinead Walsh and Kerz.

The theme of each week's show is typically decided a day or two before the gig and the comedians are asked to write gags on that specific topic, which is usually in the news that week. The performer of the best joke on the night takes home a slick Tree Fiddy medal.

Richy told Lovin Dublin: "I enjoy running shows like this and love the challenge. These nights were successful in Amsterdam and most recently at this year's Edinburgh Fringe Festival and they're something different.

"Comics have fun writing for it and the audience is always engaged as the theme is usually a current trending issue. It makes the night unique as you get 'in the moment' jokes which are usually the highlight.

"The common theme amongst acts ties the night together nicely and no two nights are ever the same."

Thursday's show, which begins at 8pm (doors 7.30pm), is free although it's recommended you pre-book your seat on EventBrite to avoid disappointment.

EDMONTON, Alberta (AP) — The Ottawa Senators didn't have to wait long to make up for a tough loss one night earlier.

Tyler Ennis had a goal and two assists as the Senators beat the Edmonton Oilers 5-2 on Wednesday night.

Artem Anisimov, Connor Brown, Anthony Duclair and Vladislav Namestnikov also scored to help the Senators snap a five-game losing streak, including a 5-2 loss at Vancouver on Tuesday night. Craig Anderson, returning from a lower-body injury, stopped 24 shots.

"We've been good on back-to-back in the second game for whatever reason this season," Ennis said. "We knew it wasn't good enough in Vancouver. We still didn't come out with our best in the first, but we stuck with it and got the win."

Jujhar Khaira and Oscar Klefbom had goals for the Oilers, losers of three of their last four. Mikko Koskinen gave up three goals on 12 shots before leaving in the second period. Mike Smith finished with 11 saves.

"We just stopped playing the right way, and cheated for offence," Oilers forward Leon Draisaitl said. "It doesn't really matter who you play, if you play that way you're not going to win many games."

Edmonton started the scoring with just under six minutes to play in the first period. Draisaitl made a nice backhand feed in front to Khaira, who scored his sixth of the season. Ottawa challenged the play, believing Sam Gagner was offside, but the goal was confirmed.

The Senators surged into the lead with two goals 12 seconds apart early in the second period.

Ottawa tied it shortly after a power play expired when Anisimov tucked a shot from in tight past Koskinen at 5:15. Then Brown beat Koskinen through the legs with a wrist shot for his first goal in 17 games at 5:27.

Ottawa made it 3-1 on a nice pass from Brown through to Ennis, who scored his eighth of the season with 8:18 remaining in the middle period. The goal chased Koskinen and brought on Smith.

"We needed to man up. We were in the midst of a five-game losing streak and I didn't think it was a great effort, but back-to-back that's a good hockey game," Senators coach D.J. Smith said. "We scored on our chances in the second period and it gave us some life."

Klefbom beat Anderson on a long power-play shot with 2:23 left to pull the Oilers within one.

The Senators made it 4-2 just 90 seconds into the third as Duclair picked up a wide shot behind the net and tucked it into the net for his 11th.

Ottawa kept the pressure on and was rewarded again with 8:13 left as Namestnikov was left alone in front to score his seventh.

USC's new water polo coach has same goal: winning a title - Los Angeles Times

Marko Pintaric has spent more than half his life in the USC water polo program, first as a player on the school's first national championship team and then on the coaching staff for 18 seasons, the last three as co-head coach.

It was more an internship than a career. Whenever Jovan Vavic, who guided the Trojans to 10 national championships, stepped down, Pintaric would take over. No one ever said that. But everybody knew it.

"Johan and myself, we had those conversations," Pintaric said. "That was my goal, to take over."

He just never expected it to happen the way it did, with his dream job coming in the middle of a nightmare. Vavic, who helped recruit Pintaric to USC, was fired in March after being accused of signing two recruits who had never played competitive water polo in exchange for $250,000 from the students' parents. Vavic pleaded not guilty but Pintaric was named his interim replacement just the same, becoming USC's first new water polo coach in 24 years.

And nine months later he has the defending national champions on the verge of a 15th consecutive appearance in the NCAA title game.

The second-ranked Trojans (14-5) meet Bucknell (23-8) in a quarterfinal Thursday in Stockton with the winner advancing to a Saturday semifinal against No. 1 Stanford. Fourth-ranked Pepperdine (24-7) faces UC Davis (16-7) in another quarterfinal with the winner playing Pacific on Saturday. This is the Waves' 13th NCAA tournament appearance but their first since 1997, when they beat USC in overtime to win their only national title.

For Pintaric, 43, who lost the interim tag three weeks before the season opener when he was also put in charge of USC's women's team, the road back to the NCAA tournament has tested both his stamina and his organizational abilities.

Under Vavic, USC had as many as six coaches for its two water polo teams. Now there are three.

"There were periods where we were sleeping only four or five hours," Pintaric said. "The whole staff. All of us. Everybody stepped up.

"[But] there's a lot of stuff we couldn't do. So we just had to prioritize."

That didn't work so well at first, with USC dropping two of its first seven games, then losing two more in October. The Trojans hadn't lost more than four games in a season since 2015.

"We just needed time as a team to adjust and to find ourselves," Pintaric said. "Where we would be in, let's say, the spring, beginning of the summer, we were not there in August or September."

The team still hasn't caught up.

"It's still not smooth," said Pintaric, who came to USC from Croatia. "We try to do this day in and day out, and only [we] kind of understand the full picture, the full situation.

"What our athletes went through, it's unprecedented and this will be really, for them to prove to everybody that, you know, they're there when it counts most."

Through it all the players never lost faith in the man they call Pinta. Although the school never asked the team whom it wanted to play for, co-captain Marin Dasic hand-delivered a letter, signed by everyone on the roster, to then-athletic director Lynn Swann, asking him to keep Pintaric and assistant Casey Moon.

"It was as shock, obviously. No one expected it," Dasic said of Vavic's firing. "But at the same time I think we reacted really good as a team and we stuck together.

"We really wanted Pinta. He's dedicated to this work. He works his ass off. And he wants to win. He wants to continue doing the same thing that we did with Jovan."

Dasic, a senior driver who is second on the team with 39 goals, said that continuity was important at a time when USC looked wounded and vulnerable.

"It's been different. Definitely it's been a change," said Dasic who, like Pintaric, came to USC from Croatia. "But we stick to the same system, same working habits. We do everything as we did before because that's how Pinta has been taught. Many people doubted us.

"But here we are, 15th year in a row again in the NCAAs."

For most programs that would be victory enough. For USC, it's just the first step. Next comes making it to the final Sunday for the 16th time in 17 years. And even that won't be enough.

"People say, 'Oh that's good. You're runner-up'," Dasic said. "I don't think that's for us. Honestly if we think, 'Oh second place is good as well.' Uh-uh."

Given what it's taken to get here, he said, only a championship will suffice.

"If we win," Dasic continued "this is going to be the most special championship in USC water polo history. And that's the greatest motivation for all of us."

Jose Mourinho is a more natural fit in the Manchester United away dugout but hopes of returning to Old Trafford with a win soon made way for mental (and physical) anguish in his first defeat as Tottenham manager

He tried to make out it wasn't about him but it was always going to be about him. It usually is with Jose Mourinho.

'I'm not a villain, I'm not an enemy but I am the coach that is trying to win against Manchester United,' he said before his first return to Old Trafford as Tottenham manager two weeks short of the anniversary of his sacking here.

Possibly. But Mourinho was never going to be anything but a central character in this production.

From the moment the Tottenham coach pulled up outside Old Trafford, all eyes were going to be on him.

It arrived in good time at 6.04pm. Mourinho, who once got off the United bus and walked to a Champions League game against Juventus here, knows not to trust the Manchester traffic.

He was one of the first down the steps and automatically extended a hand as he entered his old workplace. Once inside, there were smiles and high-fives for the security staff, some of whom haven't forgotten that he hardly gave them a second look during his two-and-a-half years in charge of United.

They, like the rest of us, don't expect the humility and bonhomie to last very long.

Mourinho lingered around the mouth of the tunnel for a while before kick-off and then tried to make a low-profile entrance, conspicuous only by the steward in a hi-viz vest and TV camera crew that accompanied him every step of the way.

The United fans who had lauded him through the window of the Sky Sports studio here before a recent home game against Liverpool seemed rather indifferent to his presence.

They appreciated what he did for their club but Mourinho was always a slightly awkward fit as United manager, albeit a perfect riposte to Manchester City's appointment of Pep Guardiola in 2016.

The sight of him in the away dugout, in charge of a London team, seemed more natural as he stationed himself on the touchline for most of the game.

Having taking up his usual position, there are many things the 56-year-old would have wanted last night. A win? Definitely. A bit of love? Perhaps. But not a physio surely.

It almost came to that in the 13th minute when Harry Winks sent Dan James flying off the pitch with a sliding tackle and the United man crashed into Mourinho, colliding with right leg.

The Spurs boss hobbled around his technical area wincing in pain, but had recovered sufficiently to rush out the dugout when Dele Alli equalised six minutes before half-time – just as he had when Marcus Rashford struck early on.

There was a flash of frustration when Moussa Sissoko conceded a penalty early in the second half as Mourinho spun around to vent at his coaching stuff, but merely resignation when Rashford scored from the spot.

Jurgen Klopp was thrilled that his makeshift Liverpool side picked up a 5-2 win over Everton in the Premier League, but was not so impressed with his side's decision-making which caused them to concede.

It was ultimately a comfortable victory for the league leaders after they went ahead just six minutes into the contest through Divock Origi and remained ahead for the rest of the contest.

However, there were slightly nervy moments as Michael Keane pegged the score back to 2-1 and then Richarlison headed home just before half-time to make it 4-2.

Klopp was not impressed with how his team allowed the Brazilian to score as the second ticked away before the break, and said they must learn to be a bit more streetwise.

'From time-to-time we were a bit rusty in defending because they were really direct there were a lot of second ball situations. When there was a second ball they had a good set-up for that.

'It's all good until 4-1 but at 4-2 I didn't like too much because injury time is three minutes, there's two minutes on the clock and we start playing an offensive pass.

'It makes not much sense but we have to learn

'We can learn and we have to improve and it's what we will do, so it's all good.'

The German made five changes for the game against the Toffees as he rested Mohamed Salah, Roberto Firmino and Jordan Henderson while Alisson Becker was suspended, with Alex Oxlade-Chamberlain dropping to the bench and Fabinho remained out injured.

Klopp said he simply has to respect his squad players by giving them a chance in the first team every now and again, and it clearly worked against their local rivals.

'A lot of great football moments in that game,' continued the German.

'We made five changes, I had to show respect of the boys, what they do in training and all that stuff.

'I speak a lot of the quality of the squad so have to show it from time to time.'

SEA Games 2019: Vietnam vs Thailand live stream, updates, when and where to watch - FOX Sports Asia

Vietnam will take on Thailand in an all-important men's football tournament match of the 2019 SEA Games at the Binan Football Stadium in Philippines on Thursday.

Vietnam and Thailand are vying for a spot in the semifinals of the SEA Games 2019 from Group B along with Indonesia. Vietnam lead the group with 12 points while Indonesia are second with nine point and a goal difference of +11 just above Thailand who have the same number of points but a goal difference of +10.

This makes up for an exciting final matchday in the group with the Golden Dragons needing only a draw to ensure qualification.

As many as 11 ASEAN nations are fighting each other to finish on the podium in the men's football tournament in this year's Southeast Asian Games hosted by the Philippines.

The competing nations have been split into two groups during a group stage draw with hosts Philippines, Malaysia, Myanmar, Cambodia and Timor-Leste making up Group A while Thailand, Indonesia, Vietnam, Laos, Singapore and Brunei Darussalam featuring in Group B.

Top two teams from each group will qualify for the knockout stages with the semifinals scheduled for December 7 and the third-place play-off and final to be played on December 10. The Rizal Memorial Stadium, the City of Imus Grandstand and the Binan Football Stadium will host the matches in the tournament.

When to watch?

The SEA Games 2019 men's football match between Vietnam and Thailand will take place on December 5, 2019 and kicks off at 4 PM HKT.

The Binan Football Stadium in Philippines will play host to the game.

Jose Mourinho admitted that Tottenham were guilty of complacency as he suffered defeat on his return to Manchester United after Dele Alli accused his teammates of 'arrogance'.

Mourinho told his players not to be fooled by United's poor form after his old club failed to beat Bournemouth, Sheffield United and Aston Villa in recent weeks.

But after scoring in a 2-1 defeat at Old Trafford, Alli admitted they failed to heed their manager's warning.

'We know what we had to do,' said Alli. 'We had to match their energy. We lost the game not by them outplaying us – just attitude.

'We weren't hungry enough and we were slow to every second ball, losing 50-50s.

'Maybe it was a little bit of arrogance and overconfidence. You have to have confidence and arrogance in games like this, but have to use it in the right way.

'You want to win for the new manager at his old place. We have to learn from this.'

Told about the England midfielder's comments Mourinho confirmed that he had warned his players what to expect, drawing on his experience of United playing better against the bigger teams because they can counter-attack.

'Normally they come from bad results against smaller teams so when they face the big teams people think it's going to be more difficult for them. It's not more difficult for them because the responsibilities change and they feel comfortable in this style of play.

'It's the best he's had under me,' said the United boss. 'It's like he was back in the playground or in the back garden. We want them to have fun. There's nothing dangerous out there, just 75,00 people wanting to see the best (of them).

'The three points are massive for us. When we turn the corner and win three or four games on the run, they will get that Man United feeling again.'

The Red Devils eased the pressure on the under-fire Norwegian by beating Spurs on Jose Mourinho's return to Old Trafford, and McTominay was dominant in midfield to help his side pick up a valuable three points.

Scottish international McTominay had been out with an ankle injury for the last month but returned to the starting line up to boost Solskjaer's ranks, and provided a new energy for the team to frustrate Spurs.

And Solskjaer was keen to stress the importance of the 22-year-old, saying he would find it difficult to drop the star after his 'top class' display.  

'You can almost say he [McTominay] is undroppable at the moment,' he said after the game. 'I wasn't gonna try to push him through for this game. The physical presence he gives us, the leadership he gives us in midfield also releases Fred.

United have not been able to call upon midfielder Paul Pogba, who has been out since September, but Solskjaer was relieved to have McTominay back in contention and he praised his natural fitness to slot back in despite a lack of game time since he returned to training.

His dynamism was crucial for United as he made three interceptions, two tackles and ten ball recoveries - a performance Solskjaer hailed as 'top class', saying his attitude was exactly what he looks for in a Manchester United player.  

'He was absolutely top class, you didn't expect anything else, because see a boy doing everything right every single day in training, and he prepares properly and they're the boys you wanna have in the team.

FCC tries to bury finding that Verizon and T-Mobile exaggerated 4G coverage - Ars Technica

Verizon, T-Mobile, and US Cellular exaggerated their 4G coverage in official filings to the Federal Communications Commission, an FCC investigation found. But FCC officials confirmed that Chairman Ajit Pai does not plan to punish the three carriers in any way. Instead, the FCC intends to issue an enforcement advisory to the broader industry, reminding carriers "of the penalties associated with filings that violate federal law."

"Overstating mobile broadband coverage misleads the public and can misallocate our limited universal service funds, and thus it must be met with meaningful consequences," FCC staff said in an investigative report released today.

But there won't be any meaningful consequences for Verizon, T-Mobile, and US Cellular. "Based upon the totality of the circumstances, the investigation did not find a sufficiently clear violation of the MF-II [Mobility Fund Phase II] data collection requirements that warranted enforcement action," an FCC spokesperson told Ars via email.

In a call with reporters, a senior FCC official said that commission staff was unable to determine whether the carriers' exaggerations were deliberate. The official said that the investigation did not establish a clear violation of a specific rule. The FCC official said that maps submitted by carriers were based on industry-standard propagation models and that the FCC's own tests made it clear that those industry models do not reflect on-the-ground experience.

FCC officials conducted drive tests to determine whether the providers' reported coverage matched reality. The FCC staff report said:

Only 62.3 percent of staff drive tests achieved at least the minimum download speed predicted by the coverage maps—with US Cellular achieving that speed in only 45.0 percent of such tests, T-Mobile in 63.2 percent of tests, and Verizon in 64.3 percent of tests. Similarly, staff stationary tests showed that each provider achieved sufficient download speeds meeting the minimum cell edge probability in fewer than half of all test locations (20 of 42 locations). In addition, staff was unable to obtain any 4G LTE signal for 38 percent of drive tests on US Cellular's network, 21.3 percent of drive tests on T-Mobile's network, and 16.2 percent of drive tests on Verizon's network, despite each provider reporting coverage in the relevant area.

FCC buries news

The FCC in 2017 required carriers to file maps and data indicating their 4G LTE coverage in order to help the commission determine which rural areas should get $4.5 billion in Mobility Fund money over 10 years. But small, rural carriers pointed out that big carriers exaggerated their coverage, potentially preventing those small carriers from getting funding to improve connectivity in areas that lack good service. The small carriers' complaints triggered an FCC investigation in December 2018.

The FCC's announcement of that investigation's findings today came in an odd manner that seemed designed to minimize the amount of attention it gets. A finding that some of the biggest wireless carriers in the US exaggerated mobile broadband coverage is certainly important enough to be mentioned in the headline of an FCC announcement.

Instead, Pai's office announced the issuance of the investigative report in the third paragraph of a press release titled, "Chairman Pai announces plan to launch $9 billion 5G fund for rural America." Pai's press release referred generally to carriers overstating coverage, but it did not name any of the specific carriers that did so.

Pai's office also held a press call with reporters in which FCC officials focused almost entirely on the new 5G fund rather than the carriers' inaccurate filings. As a result, early news coverage of the announcement focused more on the 5G fund than on the carriers' misdeeds.

The two announcements are related, as the FCC said it will try to improve the accuracy of data collection for the 5G fund, which will replace the old Mobility Fund plan. The 5G fund will supply $9 billion to carriers over 10 years, while the Mobility Fund would have distributed $4.5 billion over 10 years for 4G coverage. The money comes from the Universal Service Fund, which is paid for by Americans through fees on their phone bills.

New data-collection system recommended

FCC officials didn't voluntarily bring up the topic of whether Verizon, T-Mobile, and US Cellular will be punished for exaggerating coverage. But FCC officials confirmed that Pai does not intend to take enforcement action in response to a question from a reporter during the press call and in response to a question from Ars via email.

But Pai does agree with all of the recommendations FCC staff made in its report, including the recommendation to issue an enforcement advisory to the industry, a senior FCC official said. While the FCC said it found no evidence of a violation of Mobility Fund rules, the commission has yet to determine whether carriers violated rules in the separate Form 477 data-collection program.

FCC staff recommended the following:

[T]he Commission should analyze and verify the technical mapping data submitted in the most recent Form 477 filings of Verizon, US Cellular, and T-Mobile to determine whether they meet the Form 477 requirements. Staff recommends that the Commission assemble a team with the requisite expertise and resources to audit the accuracy of mobile broadband coverage maps submitted to the Commission. The Commission should further consider seeking appropriations from Congress to carry out drive testing, as appropriate. While Form 477 currently affords providers significant discretion in determining the extent of their mobile broadband coverage, this discretion does not encompass reporting inaccurate mobile coverage across extended areas in which consumers cannot receive any wireless signal whatsoever.

FCC staff also recommended that the commission terminate the "challenge process" that resulted in small carriers pointing out errors in big carriers' maps.

"The MF-II coverage maps submitted by several providers are not a sufficiently reliable or accurate basis upon which to complete the challenge process as it was designed. The MF-II Challenge Process was designed to resolve coverage disputes regarding generally reliable maps; it was not designed to correct generally overstated coverage maps," the staff report said.

The FCC should come up with a better system to replace the challenge process, FCC staff said:

Mobile broadband coverage data specifications should include, among other parameters, minimum reference signal received power (RSRP) and/or minimum downlink and uplink speeds, standard cell loading factors and cell edge coverage probabilities, maximum terrain and clutter bin sizes, and standard fading statistics. Providers should be required to submit actual on-the-ground evidence of network performance (e.g., speed test measurement samplings, including targeted drive test and stationary test data) that validate the propagation model used to generate the coverage maps. The Commission should consider requiring that providers assume the minimum values for any additional parameters that would be necessary to accurately determine the area where a handset should achieve download and upload speeds no less than the minimum throughput requirement for any modeling that includes such a requirement.

Exaggerated coverage has been a problem both for mobile and home broadband, as Form 477 rules have long allowed each ISP to count an entire census block as served even if it can serve just one home in the block. The FCC voted in August to finally collect more accurate data, with a new requirement that home Internet providers give the FCC geospatial maps of where they provide service instead of merely reporting which census blocks they offer service in.

T-Mobile rolls out 5G with statewide coverage but only modest speed increases - St. Paul Pioneer Press

The T-Mobile wireless carrier this week switched on next-generation "5G" cellular-data service across the state, a move meant to speed up online access for its smartphone users Minnesota-wide.

But T-Mobile subscribers will need to keep their expectations in check. As with 5G announcements from other U.S. carriers in recent months, T-Mobile's new data service has a few gotchas.

The good news: It should work just about anywhere in the state. T-Mobile claims its 5G network will cover about 200 million people around the country — including the vast majority of Minnesotans. The carrier said it covers more than 1 million square miles, and about 5,000 U.S. cities and towns — including nearly 300 in this state.

T-Mobile is offering 5G at no extra cost — that is, on par with users of its 4G LTE service in places where 5G is not yet operational.

But here's the bad news: Users shouldn't expect to see dramatically faster speeds compared to LTE, at least for the moment. Speed increases of about 20 percent should be typical in Minnesota, according to T-Mobile spokesman Steven Carlson.

This assumes subscribers are using the right kinds of phones — and that's another gotcha, for now. Only two T-Mobile phones are compatible with the 5G network. And neither model — the Galaxy Note 10 Plus 5G and the OnePlus 7T Pro 5G McLaren — will be available for purchase until Friday.

Phone selection looks to improve next year, when more than a dozen additional 5G-compatible models are due to be released, Carlson said.

NO 5G PARADISE YET

"5G" refers to the fifth-generation of cellular-wireless service in this country, but it is not a single technology — It's a hodgepodge of them. A variety of 5G technologies offered up by the big-four wireless carriers — AT&T, Sprint and Verizon along with T-Mobile — have received endless hype.

But, for now, none is able to offer 5G nirvana: blazingly fast speeds across great distances with signals that aren't easily blocked by building walls or tree branches.

Verizon, the only other carrier to offer 5G in Minnesota for now, has speed going for it. It's "highband" 5G signal — called mmWave — has performance often comparable to residential broadband. But mmWave range is limited, and is readily disrupted by physical obstacles.

For now, Verizon's 5G service is limited to portions of Minneapolis and St. Paul, with light-pole antennas placed closely together to compensate for the poor signal range and difficulty penetrating foliage and manmade structures. The service is operational in more than a dozen other cities, with more on the way.

T-Mobile's "lowband" service is better able to cover wide swaths of territory, which makes it suitable for rural service, and has less trouble penetrating house walls for those who have had difficulty getting an indoor signal. T-Mobile can credibly claim it has the first nationwide 5G network. But it's slower.

T-Mobile also has been deploying mmWave, but only in a handful of U.S. cities that don't yet include the Twin Cities.

AT&T, meanwhile, said it plans to deploy nationwide 5G via lowband tech, along with highband mmWave for dense urban areas.

'LAYER CAKE' STRATEGY

As part of what Carlson calls a "layer cake" strategy, T-Mobile also plans to deploy a kind of "midband" 5G service that is a compromise — faster than T-Mobile's lowband offering and with better range than highband mmWave.

But, for T-Mobile to offer midband service, its pending merger with Sprint needs to go through — Sprint currently has that technology, and T-Mobile does not. Minnesota is among a number of U.S. states that have voiced opposition to the T-Mobile-Sprint merger.

What average consumers should infer from all of this: 5G isn't quite ready for prime time. Top hardware maker Apple does not even offer an iPhone model with any kind of 5G — though that's rumored to be on its to-do list for 2020.

But, looking a few years down the road, 5G appears poised to revolutionize cellular-wireless service — if and when carriers figure out how to offer a compelling blend of coverage and performance across the country.

Two events will occur this month that promise to have a major impact on mobile phone service for years to come, and Attorney General Josh Shapiro has an opportunity to choose whether Pennsylvania will embrace the coming changes or fight the changes like a Luddite.

The two events will occur on December 6 and 9. On December 6, T-Mobile, which is finalizing its merger with Sprint, will launch the first phase of its 5G service nationally. Notice the word "nationally." The other major carriers' 5G launches pale by comparison. Verizon is in about 20 cities with 5G, and only in portions of those cities, none of which is in Pennsylvania. Verizon seems to have forgotten its Bell Atlantic roots. Cities as small as Sioux Falls and Little Rock have Verizon 5G, but not Philadelphia or Pittsburgh, each of which is more than five times as large. In some cases, 5G will be made available only to business customers.

T-Mobile's December 6 launch, by contrast, will cover more than half of the entire U.S. population: an estimated 200 million persons. Its coverage in Pennsylvania will be spotty at first, as is all the early 5G coverage from all the mobile carriers, but the initial T-Mobile footprint is so much larger than Verizon's that it bodes well for future coverage, especially in Pennsylvania's rural areas. T-Mobile uses lower frequencies that have longer range wave propagation, an important factor in covering rural areas.

T-Mobile's rollout will also include several other features that will benefit consumers in Pennsylvania, as well as first responders. The company will offer $15 monthly plans for 5G service, lower than any competitor pricing. T-Mobile has also announced free 5G wireless service for all law enforcement and first responders. This free service will be a great benefit to those brave men and women who serve our communities, allowing them to do their jobs more effectively and benefiting all of those who they serve and protect.

This case is being brought by the politically ambitious Attorney General of New York, Letitia James, and has been joined by 17 other state AGs, including Pennsylvania's AG Josh Shapiro. These state AGs have sued to stop the merger, despite its approval by the Department of Justice and the Federal Communication Commission. The list of state opponents has shrunk by four in recent weeks, with the subtraction of Texas, Nevada, Colorado, and Mississippi.

Pennsylvania would be wise to do the same while there is still time. The merger would result in three strong and aggressive competitors. Blocking the merger, in contrast, could easily result in only two major carriers, Verizon and AT&T, if Sprint and T-Mobile are unable to raise enough capital to fund 5G expansion as smaller, separate companies. A Verizon-AT&T duopoly should be of much greater concern than the emergence of three roughly equal-size competitors, along with a fourth government-mandated competitor employing satellite technology (one already agreed-upon element in the T-Mobile-Sprint settlement with the Justice Department).

Pennsylvania has a solid but diminishing opportunity to ensure the new merged company prioritizes our state for full 5G service. The time to exercise that leverage is now. Attorney General Shapiro should negotiate Pennsylvania's timely withdrawal from the New York AG's suit against the T-Mobile-Sprint merger.

 ネット上でステマ疑惑が指摘され始めた4日朝、一部の漫画家らは試写会に招待されて描いたPR漫画であることを釈明するツイートを行っていた。同社は「レビュー漫画の掲載を依頼した漫画家らに、該当する投稿が広告であると明記するよう求めた」という。
