The countries receiving the grants are among the IMF's "poorest and most vulnerable members." They are: Afghanistan, Benin, Burkina Faso, Central African Republic, Chad, Comoros, Democratic Republic of Congo, The Gambia, Guinea, Guinea-Bissau, Haiti, Liberia, Madagascar, Malawi, Mali, Mozambique, Nepal, Niger, Rwanda, São Tomé and Príncipe, Sierra Leone, Solomon Islands, Tajikistan, Togo and Yemen. The funds will be used "to cover their IMF debt obligations for an initial phase over the next six months and will help them channel more of their scarce financial resources towards vital emergency medical and other relief efforts," Georgieva said. The IMF trust responsible for the funds can provide $500 million in "grant-based debt service relief." In her statement, Georgieva urged donors "to help us replenish the Trust's resources and boost further our ability to provide additional debt service relief for a full two years to our poorest member countries." Posted: 14 Apr 2020 01:07 AM PDT Call it the pandemic pas de deux — that little dance pedestrians perform when they approach each other on a narrow Toronto sidewalk to ensure they don't pass too close. But keeping your distance during the COVID-19 outbreak isn't always easy. To demonstrate just how little space pedestrians have, two local advocates with the Toronto Public Space Committee filmed themselves going for a stroll in a "social-distancing machine" — a hoop made of pipes and old bicycle tubes that forces people to stay the recommended two metres away. The demonstration clearly resonated with Torontonians: By Monday evening, just a few hours after artist and writer Daniel Rotsztain posted it to Twitter, the video showing his collaborator Bobby Gabba bumping into obstacles and forcing fellow pedestrians into the street through Kensington Market and down Yonge Street was approaching 200,000 views. "While we're trying to maintain a safe distance, it's literally impossible to do with the infrastructure we have," explained Rotsztain, who filmed the experiment. Crowding on Toronto sidewalks has become a touchy subject as advocates like Gabba and Rotsztain argue the city should close some traffic lanes to give pedestrians room to spread out during the pandemic. The city has already rejected that proposal, and an idea Mayor John Tory briefly floated Monday — to make some sidewalks one-way — also raised ire before he dropped it as unsupported by Toronto health officials. Meanwhile, the city's top doctor has sought to assure citizens that despite social distancing recommendations residents remain at low risk of catching the virus from someone they pass on the street. Rotsztain said he thinks the video struck a chord with so many people because the advice to keep two metres away from others is on everyone's mind as they move about the city these days — he also suspects people just need a bit of comedic relief. "People are feeling moody and anxious and we wanted to do something that was a bit humorous and exaggerated," he said. For his part, Gabba said he felt like "kind of a jerk" that people had to get into the street to avoid the distancing machine, but many passersby were on board with the project. "Most people on the street thought it was funny," he said. While Rotsztain and Gabba made their point with humour, some public health experts are taking a more conventional approach. On Monday, Ryerson University epidemiologists Anne Harris and Linda Rothman sent an open letter to Mayor Tory and Toronto Medical Officer of Health Dr. Eileen de Villa asking them to "reconsider closing lanes of motor vehicle traffic, or parking lanes, for Toronto residents who rely on sidewalks and bicycles for their essential transportation." They cited statistics that show 13 per cent of trips citywide rely on walking or cycling. The number rises to 41 per cent downtown, and goes even higher if public transit trips that require walking are factored in. Harris and Rothman wrote they're worried Torontonians "relying on sidewalks for essential transportation are forced to either ignore (two-metre) distancing rules or step into live traffic lanes to give distance." In an interview, Harris said Toronto's refusal to follow suit seems to ignore the fact that many people have no way to make essential trips like going to the grocery store except by walking. "I am concerned that we might have an implicit, not necessarily conscious bias, that sees active transportation like walking, bicycling, or other use of sidewalks, as something people do for recreation," she said. "And then we think of motor vehicles as grownups with places to be." De Villa responded Monday with a letter of her own, reiterating the city's position that the most effective way to fight COVID-19 is to encourage people to stay home, and warning that closing lanes to car traffic could have the opposite effect. "We do not want to inadvertently encourage people to leave their homes through opening streets, which could result in higher pedestrian demand and social gathering," she said. City officials have also said that the signage and enforcement required to safely block lanes to car traffic would divert municipal resources from where they're most needed. In a television interview Monday morning, Mayor Tory said he was open to a proposal to tackle pedestrian congestion by implementing one-way sidewalks. The idea would be to direct pedestrians travelling in the same direction to stay on the same side of the street, with northbound walkers confined to the east side and southbound walkers on the west side, for instance. But at the city's daily COVID-19 news conference Monday afternoon the mayor said municipal public health experts weren't recommending that option. "Rather we will continue to rely on people to accommodate each other, which I think they're doing," he said. Although the city is cracking down on people gathering in outdoor spaces like parks and public squares, de Villa told reporters that pedestrians passing close to each other on the sidewalk don't pose a significant health risk. She said that's because the virus that causes COVID-19 is mostly transmitted through close contact with an infected person's respiratory secretions, which are spread through coughing, sneezing, and speaking. "The risk when you actually pass somebody in an open-air environment, and if it's quick, is considered low. We can't say zero, there is no such thing as an absolute zero. Immobile had scored an incredible 27 Serie A goals this season when the campaign was suspended due to the coronavirus pandemic. With 12 games left to play, Immobile is nearing Higuain's record of 36 goals in a single Serie A season, set with Napoli in 2015-16. Following that season, Higuain completed a €90 million transfer to Juventus, but has not led Serie A in scoring since. Immobile, meanwhile, was joint-top scorer in 2017-18, and has a six-goal lead over Juventus star Cristiano Ronaldo in the goalscoring charts. "Shark Tank for Songwriters," returned for its second season this Monday, it could have been mistaken for some sort of cross-network "Where Are they Now?" reality show reunion special. In one corner, we had Ryan Innes from The Voice Season 4. And then there was Tim Halperin, an early fan favorite from American Idol Season 10. And helping Halperin was none other than Hayley Orrantia, whom most viewers probably know as Erica from the hit sitcom The Goldbergs, but whose first-ever television appearance was on Season 1 of The X Factor USA, when she was part of the Paula Abdul-mentored country girl group Lakoda Rayne. Skeptics who might have thought that Orrantia's cameo was a stunt casting should know that she and Halperin go way back: In 2012, one year after they both were booted off their respective TV talent shows, they dueted on the holiday single "I'll Be Home for Christmas." They've collaborated a couple other times since then, so when this week's celebrity Songland guests, Lady Antebellum, requested that Halperin transform his song submission into a duet, his friendship with Orrantia was the Christmas gift that kept on giving. But first, here's a little primer how Songland works, for those who didn't catch the first season of the unique and refreshingly drama-free musical competition created by the Eurythmics' Dave Stewart: On each self-contained episode, aspiring songsmiths perform their unreleased compositions for a panel of pros and one guest superstar artist. Contestants then advance to a one-on-one round, during which they are each paired up with a panelist (series regulars Ryan Tedder, Ester Dean, and Shane McAnally) to have their songs reworked. And at the end of the evening, the guest superstar selects one tune to record — and release immediately on Apple Music through BMG. This week, Lady Antebellum came to Songland in search of a summer single and "something a little different musically, to push us." Halperin, whose American Idol past was of course not mentioned, arrived with a midtempo track called "Losing You," which Tedder thought sounded like more of a rock record — but as Lady Antebellum's Charles Kelley noted, the trio is "unapologetically a pop-county band," so they were intrigued. Though McAnally, whose unstoppable record includes writing smash after country smash for everyone from Kacey Musgraves to Lady Antebellum themselves, thought Halperin's song "sounded like a hit," the Lady A folks thought the lyrics were a bit trite and light. I agreed — there needed to be more desperation and yearning in a song about an uncontrollably unraveling relationship. Check out the original below: The band's Dave Haywood felt a song with a "chord progression that's cyclical around this minor chord" should feel heavier, and after testing out some of their famous three-part harmonies right on the spot — which was already an improvement on "Losing You" — frontwoman Hillary Scott proclaimed, "We've gotta make this a duet!" That's when Halperin was assigned to workshop with Tedder, and that's where Orrantia came in. When Tim and Hayley returned to the set to sing the reworked version, Scott said she broke out in "full-body goosebumps" and raved, "You countrified it so much!" But the Idol and X Factor album had competition from The Voice's Innes. His soulful ballad "Long Way Home" definitely had some weight to it — maybe too much weight, considering that Lady A had said they wanted something summery. The band also noted that this song didn't really have much of a chorus — which, of course, was a big problem. But Dean, who eventually became Innes's mentor, positively swooned for that "sometimes the heart takes the long way home" line, so she pumped up the tempo, "took it out of the singer-songwriter realm," and then took the track back to Scott, Kelley, and Haywood. The new and much improved version felt comfortable and classic, but it still felt more like Innes's song than Lady Antebellum's. "His entire heart is in every note," said Scott. Compare and contrast both versions below: In the end, though, the trio went with Madeline Merlo's "I'll Drink to That," which became "Champagne Night" once McAnally was done with it. I don't think they made the right choice. Sure, it had that anthemic summer-singalong vibe. (Haywood said the "groove was killer.") And yes, McAnally did a bang-up job of boosting the reggae beat, adding some pedal steel, and ridding the original version of Merlo's most cringe-y lyrical clichés. ("In the country world, we've heard this," he told her. "And if you use the sounds that are on current country radio, then you're already behind.") Compare and contrast both versions below: But Lady Antebellum really soar when they harmonize on passionate ballads, and the bachelorette-party-ready "Champagne Night" seemed way too clubby and Coyote Ugly for them. However, Scott said the song felt "so in the fiber of who I am as an artist," and Haywood was already envisioning selling Lady A sweatshirts with the lyrical catchphrase "Doubles or Bubbles," so it was a sealed deal. The episode ended with a feel-good, mid-pandemic, social-distancing fan video of for Lady Antebellum's official recorded version of "Champagne Night," which is now available for downloading and streaming. But I do hope that Halperin and Orrantia release their own version of "Losing You," which in my opinion was the episode's strongest entry. In the meantime, keep tuning in this Songland season, as diverse artists like Boyz II Men, Florida Georgia Line, Luis Fonsi, H.E.R., Martina McBride, Julia Michaels, Ben Platt, Bebe Rexha, and Innes's former Voice coach, Usher, appear on the show looking for their next big hit.

India's Modi extends nationwide coronavirus lockdown until May 3 - CNN Posted: 13 Apr 2020 11:12 PM PDT Speaking in a televised address on Tuesday, Modi said it was vital that the virus is prevented from impacting parts of the country that remain unaffected. "My request to all my countrymen is that coronavirus will not be allowed to spread across new areas at any cost," said Modi, who wore a scarf covering his mouth and nose which he removed before speaking. "We have to be very careful about hotspots. We will have to keep a close watch on the places that are expected to become hotspots." The "complete" 21-day lockdown for India's 1.3 billion people came into force at the end of the day on March 24 and was set to expire on Tuesday, April 14. Since the lockdown was enforced, only essential services have been operational. Those include water, electricity, health services, fire services, grocery stores and municipal services. All regular shops, commercial establishments, factories, workshops, offices, markets and places of worship have been closed and interstate buses and metros have been suspended. Construction activity was also halted during this period. "Until May 3, all of us will have to remain in lockdown. During this time, we have to follow the same discipline as we have been doing," Modi said. Prior to Modi's address, several Indian states had ordered extended lockdowns until April 30, in an attempt to stop the virus from spreading. Those included Maharashtra, the center of the worst outbreak in the country. While the lockdown measures will continue, Modi said that some states and districts that have shown to have avoided an outbreak "could be allowed to resume important activities but with conditions." "Until April 20, all districts, neighborhoods and states will be closely monitored to see how strictly they are implementing the rules." Modi said. The Prime Minister did not offer any specifics but said "detailed guidelines" will be issued by the government on Wednesday. India is the world's second most populous country and the fifth biggest economy, but there are fears that the country's health systems would not be able to cope with a major outbreak. The country has reported 10,363 coronavirus cases, including at least 339 deaths, according to the Ministry of Health on Tuesday. In his speech, Modi thanked citizens for adhering to the lockdown restrictions over the past three weeks. "You have faced difficulties to save yourself and the nation," Modi said. "I understand the great difficulties you are facing regarding food, the lack of movement. Some had to stay away from their families. You are fulfilling duties as disciplined soldiers for the sake of the nation." He said that India had made efforts to ensure major outbreaks -- such as those seen in Europe or the United States -- did not spread in the country. "Today, the pandemic is global. Compared to other countries, India has made efforts to prevent infection here," Modi said. "India didn't wait for the problem to escalate. Health Minister Adrian Dix says a group of protesters calling for an end to physical distancing restrictions are "attempting to promote themselves" and are promoting "marginal views." Dix was responding to a viral video showing a group of about 12 to 15 people gathering closely together on a Vancouver street over the weekend in an attempt to protest measures put in place by the province. "Vancouverites aren't drinking the Kool-aid," Dan Dicks said in the video. Dicks posted the video on Sunday and has been viewed more than 2.2 million times by Monday evening. Dix says a vast majority of British Columbians are following the rules and this is an example of a few people seeking attention. "I think we've seen, in the past number of weeks, one or two examples of people behaving very badly," Dix said. "That may be inevitable in these times that people are attempting to, essentially, promote themselves — what I think is genuinely, if you look in any depth at their other views … marginal views." Indonesia president says to rapidly expand coronavirus testing - WIBQ Posted: 13 Apr 2020 08:12 PM PDT By Tom Allard and Stanley Widianto JAKARTA (Reuters) - President Joko Widodo said Indonesian will be able to conduct more than 10,000 polymerase chain reaction (PCR) tests a day for the new coronavirus after criticism of its testing rates. Widodo told foreign media on Monday that Indonesia had sourced new PCR kits from Switzerland and its extra testing capability would be on stream by next week, with plans to expand testing to 78 labs. The world's fourth most populous nation has one of the lowest testing rates for the coronavirus, drawing criticism from the World Health Organisation and public health experts. As of Monday morning, Indonesia had tested 27,000 people, a tenfold increase in the past three weeks but still only about one test for every 10,000 people. That figure is below India and most other Southeast Asian countries according to analysis by the Our World in Data website. Australia has tested 140 people per 10,000. "We were very serious about testing from the beginning. But we didn't know what kits we needed," Widodo told reporters. Indonesia imported some 500,000 rapid test kits in mid-March, but a lack of accuracy meant those found positive had to be re-tested by the PCR method. Of those tested in Indonesia, 4,557 or about 15% have been found to be infected. Of those found to be infected, almost 9%, or 399 people, have died. Covid-19 has infected more than 1,918,855 people around the world and killed at least 119,588 people, according to data compiled by Johns Hopkins University. Hopkins' data previously showed that the cases had passed two million, which the university attributed to an "anomaly in Florida data for Okaloosa that drove a spike from 19,985 to 123,019." JHU has since corrected the data. Worldwide coronavirus cases reached one million and the global death toll surpassed 50,000 on April 2. The world knew almost nothing about the virus in December, when reports of a new coronavirus started to surface in Wuhan, China. Since then, it has spread to nearly every country in the world, disrupting daily life for millions under lockdown measures meant to curb the virus' rapid spread. Even as the spread of the virus appears to be slowing in several hard-hit countries, including Italy, Spain and the U.S., the WHO on Monday warned against lifting restrictions meant to curb the spread of the virus too early. Alexandria Ocasio-Cortez, D-N.Y., a staunch Sanders supporter and former campaign surrogate, said she had never spoken to Biden directly, but expressed a willingness potentially to campaign alongside him, depending on the direction that his campaign would take. Ocasio-Cortez, who has criticized Biden in the past, said she planned to support the presumptive nominee in the general election but added that his campaign needed to address concerns by the party's left wing. Though she told the publication she did not want to be "divisive," she said the process of unifying the party should not be easy, and made a distinction between supporting Biden and offering a full endorsement of his campaign. Widodo told foreign media on Monday that Indonesia had sourced new PCR kits from Switzerland and its extra testing capability would be on stream by next week, with plans to expand testing to 78 labs. The world's fourth most populous nation has one of the lowest testing rates for the coronavirus, drawing criticism from the World Health Organisation and public health experts. As of Monday morning, Indonesia had tested 27,000 people, a tenfold increase in the past three weeks but still only about one test for every 10,000 people. That figure is below India and most other Southeast Asian countries according to analysis by the Our World in Data website. Australia has tested 140 people per 10,000. "We were very serious about testing from the beginning. But we didn't know what kits we needed," Widodo told reporters. Indonesia imported some 500,000 rapid test kits in mid-March, but a lack of accuracy meant those found positive had to be re-tested by the PCR method. Of those tested in Indonesia, 4,557 or about 15% have been found to be infected. Of those found to be infected, almost 9%, or 399 people, have died. Widodo rejected criticism that he favoured economic considerations over public health, saying the government had been focused on the coronavirus since January. He said his administration had calibrated the introduction of social distancing and travel restrictions to ensure it minimised the cost to the poor and prospects of civil unrest. The government announced $24.9 billion stimulus package last month that included social welfare benefits for up to 10 million households, as well as food assistance and electricity discounts and waivers. "We have a few clips that we're just going to put up," Trump told reporters in the White House briefing room Monday evening before starting the reel. "I think you'll find them interesting." The president said he would answer questions after the video ended. "But most importantly, we're going to get back onto the reason we're here, which is the success we're having," Trump added. What followed was a nearly four-minute video, made up of news clips promoting or defending the president's actions and complete with dramatic music, graphics and visual effects. It offered perhaps the clearest example yet of Trump using the daily briefings to tout what he describes as his successes, rather than merely inform the public about the deadly pandemic. He said White House staff produced the video. Critics have accused the president of abusing the briefings, which are carried on most major TV networks, by treating them as de facto campaign events. They say he has tried to replace the boisterous rallies he has been forced to cancel during the public health crisis. The U.S. has the highest number of reported Covid-19 cases of any country in the world, as well as the highest number of deaths from the disease. More than 577,300 people in the U.S. are infected and at least 23,232 have died, according to data from Johns Hopkins University. The Maryland university has been at the forefront of COVID-19 tracking with its hugely popular worldwide map of the pandemic. Now the school's public health experts say opening up America will require "a robust and comprehensive" contact tracing system. Such an approach could cost $3.6 billion, the researchers estimate. That means hiring public health professionals who can cage the spread of the lung-destroying virus by staying on top of every new positive test — something Gov. Charlie Baker proposed earlier this month. "It is estimated that each infected person can, on average, infect 2 to 3 others. This means that if 1 person spreads the virus to 3 others, that first positive case can turn into more than 59,000 cases in 10 rounds of infections," Johns Hopkins researchers wrote Monday in a paper on contact tracing in the U.S. Similar approaches have worked for AIDS, other sexually transmitted diseases, measles, tuberculosis and Ebola. That will take a small army of public health workers — "100,000, paid or volunteer, contact tracers to assist with this large-scale effort," the researchers state. That's similar to what Baker proposed April 3 when he announced the public-private Community Tracing Collaborative that will use 1,000 COVID-19 detectives to track down new cases. It's the first of its kind in the U.S. Johns Hopkins researchers said Massachusetts is on the right path. "If we take the Massachusetts approach and apply it across the country, that will mean about 50,000 additional contact investigators are needed in the United States. However, it is likely that many more will be necessary," the researchers say. They add Baker's "multi-agency and multisectoral coordinated approach can serve as an example to other states."
