Underworld star Kate, 46, was pictured in LA last week holding hands with Canadian grungy singer Goody Grace. Goody, 22, has shared photographs with his 97,000 Instagram followers of him puffing on suspicious-looking home-rolled cigarettes. One 2018 snap shows him in front of cannabis plants in a US state where smoking the drug is not against the law. He added a caption: "High in California (legally)." Oxford-educated Kate has insisted she avoids any stimulants. Last June, she wrongly accused daughter Lily, 21, of taking cocaine after dreaming it. There is a discrepancy between official figures and IDI's estimate, as official data did not include deaths of patients suspected to have coronavirus but still awaiting tests. "Those who were yet to be confirmed with COVID-19 were also reported by hospitals as death by coronavirus," IDI chairman Daeng Faqih told local media on Saturday. Indonesia's health ministry was not immediately available for comment. Even with the official figure, Indonesia has reported more coronavirus deaths than any Asian country except China. Indonesia's health ministry on Saturday reported 325 new coronavirus cases, taking the total number of infections in the world's fourth most populous country to 6248. University of Indonesia's public health faculty has warned that there could be more than 140,000 deaths and 1.5 million cases across Indonesia by May unless the government takes tougher action. Photo: Alex Brandon, APWASHINGTON (AP) — Over the past week, President Donald Trump was pretender to a throne that doesn't exist as he claimed king-like powers over the coronavirus pandemic response and Congress. He also denied praising China's openness in the pandemic, when he's on record doing so repeatedly, and claimed far more Chinese than Americans are dying from COVID-19 when the numbers show the opposite. A look at his recent rhetoric and its relationship with reality. CHINA vs. US TRUMP: "China has just announced a doubling in the number of their deaths from the Invisible Enemy. It is far higher than that and far higher than the U.S., not even close!" — tweet Friday. THE FACTS: It's the reverse, more than 4,600 recorded deaths in China compared with more than 36,000 in the United States. And the notion that China can overtake the U.S. in a final accounting of the dead is a long shot right now. Even with the upward revision Friday of Chinese deaths — which was not a doubling, as Trump claimed — the recorded U.S. death toll is about seven times higher than China's, according to the count by Johns Hopkins University as of Friday night. And China has more than four times more people. The full picture is not known in either country. Trump routinely manipulates information to make the U.S response to the coronavirus pandemic look better than it is. China's secretive leadership obscured the severity of the crisis for crucial weeks, and its numbers remain in question. As well, deaths from the virus have not been fully reported in either country because the pandemic is still raging in the U.S. and still being accounted for in China. But for China to surpass the U.S. in this count, it would have to be underreporting deaths by the tens of thousands, and deaths in the U.S. would have to nosedive from the current trend and projections. ___ EXECUTIVE AUTHORITY TRUMP: "Some in the Fake News Media are saying that it is the Governors decision to open up the states, not that of the President of the United States & the Federal Government. Let it be fully understood that this is incorrect ... It is the decision of the President." — tweets Monday. TRUMP, asked about his level of authority to reopen the country: "I have the ultimate authority.... They can't do anything without the approval of the president of the United States." — news briefing Monday. THE FACTS: The federal government did not close down the country and won't be reopening it. Restrictions on public gatherings, workplaces, mobility, store operations, schools and more were ordered by states and communities, not Washington. The federal government has imposed border controls; otherwise its social distancing actions are mostly recommendations, not mandates. The Federal Emergency Management Agency, knocking down a series of false rumors about the coronavirus, makes clear that "states and cities are responsible for announcing curfews, shelters in place, or other restrictions and safety measures." Trump has argued that states and communities imposed restrictions because he let them and that he can overrule their decisions. Constitutional experts disagree. "The president can un-declare his national emergency declarations, which freed up federal funds and provided assistance to state and local governments," said Walter Dellinger, a former acting U.S. solicitor general. "But he has no federal statutory or constitutional power to override steps taken by governors and mayors under state law. He has never understood that he lacks a general power to rule by decree." The federal government does have broad constitutional authority over states on things that cross state lines and involve the entire nation, such as regulating interstate commerce and immigration, levying taxes or declaring war. What Trump is proposing, however, is different. He is wading into states' sharply defined powers to protect public health. Asked what authority he had to make such an assertion of presidential power, Trump promised earlier in the week that he would provide a legal memorandum supporting his view. By Thursday, he hadn't and he told governors that day they could reopen states when they deem appropriate. ___ TRUMP: "If the House will not agree to that adjournment, I will exercise my constitutional authority to adjourn both chambers of Congress." — news briefing Wednesday. THE FACTS: His power to adjourn Congress is highly questionable. The Constitution does not spell out a unilateral power for the president to adjourn Congress. It states only that he can decide on adjournment if there is a dispute over that matter between the House and Senate. Such a disagreement does not exist, nor is it likely to arise. Constitutional scholar Jonathan Turley said on Twitter the Constitution gives a president authority in "extraordinary occasions" to convene or adjourn Congress. But, he said, "This power has never been used and should not be used now." Trump is unhappy that Congress has refused to fully adjourn during most breaks. Because Congress is still formally in session, Trump can't circumvent Congress and unilaterally put his nominees for various positions to work in the jobs he wants them to have. Lawmakers also used the tactic of holding off on adjournment to thwart some of President Barack Obama's nominees. Doug Andres, a spokesman for Senate Majority Leader Mitch McConnell, R-Ky., said McConnell will find ways to confirm nominees essential to the pandemic response but Senate rules will require that the Democratic leader, Sen. Chuck Schumer of New York, give consent to move forward on them. ___ WORLD HEALTH ORGANIZATION TRUMP, explaining in part why he is freezing money to the World Health Organization: "The WHO willingly took China's assurances to face value, and they took it just at face value and defended the actions of the Chinese government, even praising China for its so-called transparency. I don't think so." — news briefing Tuesday. TRUMP, asked about his past praise of China: "I don't talk about China's transparency." — news briefing Tuesday. THE FACTS: He did praise China's transparency as well as its overall performance in the pandemic. While it's true that WHO Director-General Tedros Adhanom Ghebreyesus complimented China's response, Trump early on similarly took China's assurances at face value. In a CNBC interview on Jan. 22, Trump was asked if he trusted information from China about the coronavirus. "I do," Trump said. "I have a great relationship with President Xi." Two days later, he was even more effusive. "China has been working very hard to contain the Coronavirus," he tweeted. "The United States greatly appreciates their efforts and transparency. It will all work out well. ...I want to thank President Xi!" Trump kept up the compliments when asked several times in February about whether data from China can be trusted,. He called Xi "extremely capable" and said he's "doing a very good job with a very, very tough situation." Such praise faded as the pandemic hit hard in the U.S. and the federal response stumbled. The time was ripe for scapegoats. It also become clearer that China had not been forthcoming at the start. On March 21, Trump said of his earlier remarks: "China was transparent at that time, but when we saw what happened, they could have been transparent much earlier than they were." In any event, his denial that he ever praised China's openness is false. ___ TRADE TRUMP: "China has paid us nothing in your last administration, nothing in any previous administration. They paid us tens of billions of dollars because of what we've done. And the trade deal we have, they have to give us $250 billion in purchases. ...We're taking in billions of dollars for China — from China. They never paid us 10 cents." — news briefing Tuesday. THE FACTS: A familiar assertion, false to the core. It's false to say the U.S. never collected a dime in tariffs on Chinese goods before he took action. They are simply higher in some cases than they were before. It's also wrong to suggest that the tariffs are being paid by China. Tariff money coming into the treasury is mainly from U.S. businesses and consumers, not from China. Tariffs are primarily if not entirely a tax paid domestically. ___ TRUMP, on the World Trade Organization: "We're winning a lot of lawsuits right now that we never won before in the past. We're winning a lot of money that we never won in the past. That's with the World Trade." — news briefing Wednesday. THE FACTS: He is wildly wrong to suggest that the U.S. was bound to lose disputes taken to the trade organization before him. The U.S. has always had a high success rate when it pursues cases against other countries at the WTO. In 2017, trade analyst Daniel Ikenson of the libertarian Cato Institute found that the U.S. won 91% of the cases it took to the Geneva-based trade monitor. As Ikenson noted, countries bringing complaints to the organization tend to win because they don't bother going to the WTO in the first place if they don't have a strong case. ___ DRUG TREATMENTS TRUMP, on the malaria drug hydroxychloroquine: "We have millions of doses that we bought, and many people are using it all over the country. And just recently, a friend of mine told me he got better because of the use of that — that drug. So, who knows? ...It's a lot of good things that are happening with it." — news briefing Monday. THE FACTS: He continues to make unverified claims about a drug that can have serious side effects and may not work. The drug has not been proven as a treatment for COVID-19, and Trump's own health experts say more studies are needed to know whether it's safe and effective to use. The president has been talking up hydroxychloroquine, a drug long used to treat malaria, rheumatoid arthritis and lupus, after very small preliminary studies suggested it might help prevent coronavirus from entering cells and possibly help patients clear the virus sooner. Doctors can already prescribe the malaria drug to patients with COVID-19, a practice known as off-label prescribing. The Food and Drug Administration has allowed the drugs into the national stockpile, but only for narrowly defined purposes as studies continue on whether they are effective and safe enough to be approved for wider use by people sick with the coronavirus. The drug has major potential side effects, especially for the heart, and large studies are underway. The FDA says people should not take it without a prescription and emphasizes that the malaria drugs being explored "are not FDA-approved for treatment of COVID-19." The American Medical Association, the American Pharmacists Association and the American Society of Health-System Pharmacists in a joint statement warned against "prophylactically prescribing medications currently identified as potential treatments for COVID-19." That means prescribing a medicine for the purpose of warding off a disease or preventing its spread. The Federal Aviation Administration on Tuesday barred pilots from taking hydroxychloroquine and closely related chloroquine within 48 hours of flying. The safety agency cites the "wide variety of dosages" and lack of standards around using the drugs to treat the coronavirus in deciding that any pilots who take them must wait before flying. ___ TRAVEL RESTRICTIONS TRUMP, on imposing restrictions on travel from China: "I saved tens of thousands, maybe hundreds of thousands of lives, by doing that." — news briefing Monday. TRUMP: "And if we didn't close our border early — very early, long before the kind of dates you're talking about — we would have had thousands and probably hundreds of thousands more death." — news briefing Tuesday. THE FACTS: Trump has no standing to boast about saving thousands, tens of thousands or hundreds of thousands of lives because he imposed travel restrictions on China when he did. The impact hasn't been quantified. While Dr. Anthony Fauci of the National Institutes of Health has praised the travel restrictions on China for slowing the virus, public health officials don't know the effect of them. The move left plenty of gaps in containment. Trump's order in late January did not fully "close" the U.S. off to China, as he asserts. It temporarily barred entry by foreign nationals who had traveled in China within the previous 14 days, with exceptions for the immediate family of U.S. citizens and permanent residents. Americans returning from China were allowed back after enhanced screening at select ports of entry and for 14 days afterward. But screenings can miss people who don't yet show symptoms of COVID-19. While symptoms often appear within five days or six days of exposure, the incubation period is 14 days. A recent study from the journal Science found China's internal crackdown modestly delayed the spread of the virus. It cast doubt that travel restrictions elsewhere will do much compared with other preventive measures, citing in part the likelihood that a large number of people exposed to the virus had already been traveling internationally without being detected. Posted: 18 Apr 2020 10:09 PM PDT Broadway Star Nick Cordero to Have Leg Amputated Due to Coronavirus Complications - Yahoo Singapore News Nick Cordero, who originated the role of Sonny in the 2016 Broadway production of "A Bronx Tale: A Musical," is set to have his right leg amputated due to complications stemming from his ongoing battle with COVID-19, his wife Amanda Kloots said on Saturday. Cordero has been sedated and in the intensive care unit for 18 days while sick from the novel coronavirus. He was hospitalized late last month after showing symptoms of COVID-19. "We got some difficult news yesterday. Basically, we've had difficulties in his right leg with clotting and getting blood down to his toes and it just isn't happening with surgery and everything," Kloots said in an Instagram story on Saturday. "They had him on blood thinners for the clotting and unfortunately the blood thinners were causing some other issues — blood pressure and some internal bleeding in his intestines — so we took him off of blood thinners, but that again was going to cause some clotting in the right leg. So the right leg will be amputated today." Kloots said in an April 11 Instagram story, according to People: "He lost consciousness, he lost his pulse and they had to resuscitate him. It was very scary. They had a very hard time getting him back." The couple has a 10-month-old son together. Kloots has been giving regular updates on Nick Cordero's situation and on Thursday indicated she was unsure "if he'll be able to walk again" because of the "blood flow issues." Cordero made his Broadway debut in 2012 in the long-running musical hit "Rock of Ages" before earning a Tony nomination in 2014 for the short-lived musical based on Woody Allen's "Bullets Over Broadway" in the role of an arts-loving gangster played by Chazz Palminteri on film. Fox News reported on Wednesday that the virus originated in a Wuhan laboratory as part of China's effort to demonstrate the capability of its efforts in identifying and combating viruses. Trump has said his government is seeking to determine whether the virus emanated from a laboratory in China. "A lot of strange things are happening but there is a lot of investigation going on. And we're going to find out," Trump told reporters at the White House. Trump also cast doubt on China's death toll, which was revised up on Friday. Dr. Deborah Birx Calls China's Low Coronavirus Death Rate 'Unrealistic' - Newsweek Posted: 18 Apr 2020 07:44 PM PDT President Donald Trump was not the only member of his administration's Coronavirus Task Force on Saturday to question China's very low death rate from the COVID-19 pandemic. His task force response coordinator had questions, even calling China's rate "basically unrealistic." Dr. Deborah Birx, the White House coronavirus response coordinator, displayed a graph that shows the mortality rates of countries around the world, and China is at the bottom with the lowest rate. Belgium tops the list with a 45.2 percent mortality rate, with the United States close to the bottom at an 11.24 percent rate. Then there's China, with an asterisk next to its name, with 0.33 percent. Birx explained why China was on the chart, saying the country where coronavirus originated should have also been transparent when first dealing with the virus that became a global pandemic. "I put China on there so you could see how basically unrealistic this could be," Birx said. "When highly-developed health care delivery systems of the United Kingdom and France and Belgium, Italy and Spain with extraordinary doctors and nurses and equipment, have case mortality rates [percentages] in the 20s and up to 45 in Belgium, which has an extraordinary competent health care delivery system and then China at point-33." The coronavirus, first detected in Wuhan, China in late 2019, now has cases that have topped 2.3 million worldwide, with nearly 160,000 deaths around the globe by April 18. Spain's PM to seek longer but more flexible lockdown - Reuters Posted: 18 Apr 2020 07:14 PM PDT MADRID (Reuters) - Spain's Prime Minister Pedro Sanchez said on Saturday he would ask parliament for a 15-day extension until May 9 of the lockdown imposed in one of the world's worst coronavirus' outbreaks, but said the restrictions would be more flexible. "We have left behind the most extreme moments," Sanchez said at a press briefing. But he added: "These achievements are still insufficient and above all fragile. We cannot put them at risk with hasty solutions". Spain's death toll from the coronavirus rose at a slower pace on Saturday but surpassed 20,000 fatalities, the Health Ministry said. It increased by 565 deaths, down from 585 on Friday, while the number of coronavirus cases rose to 191,726 from 188,068. Spain began this week to ease a strict lockdown imposed on March 14 by opening up some sectors of the economy, including manufacturing. But most people are still confined to their homes except for essential outings such as food shopping, and not even children are allowed out for exercise. The country with the third highest coronavirus death toll will move slowly, carefully and progressively towards the "new normality", Sanchez said. But he warned it would be a complex task and that the economic consequences of the outbreak will be "very negative". Asked if citizens would be able to have regular summer holidays, the Socialist leader said he hoped so but that he could not give an answer, signalling the uncertainty on the scope of any de-escalation phase. As he seeks a third parliamentary extension of the state of emergency, the next lockdown phase could start being "asymmetric" on April 27, meaning it could be more relaxed for some regions or groups, Sanchez said, without specifying. For instance, children would be allowed out of their homes though it would be "limited and subject to conditions to avoid contagion," Sanchez said. The prime minister plans to define the criteria in coming days, including in a meeting on Sunday with Spain's 17 regional leaders. Despite stressing an improvement in the figures and defending his government's measures, Sanchez said Western countries "reacted late" to the virus' outbreak. He also admitted Spain could not initially provide all the protective equipment needed for its health workers. The health ministry plans to announce an order on Sunday to control and fix the prices of masks for citizens, Sanchez said. NUMBER OF DEATHSHealth emergency chief Fernando Simon earlier said he hoped to see soon a steeper decrease in the number of coronavirus deaths. Simon said he expected a significant rise in registered coronavirus cases as the number of quick tests conducted has doubled in the past three weeks, but stressed that the tests have shown a lower infection rate among citizens. Spain's labour minister Yolanda Diaz said on Friday her department was planning a two-phased economic resumption, the first for productive sectors up to the summer and a second for tourism and leisure which would last until the end of the year. But any final decision would depend on health authorities, her office said in a statement. "We continue to see a number of positive signs that the virus has passed its peak," Trump told reporters at a daily briefing. Some state governors have warned, however, that they will not act prematurely to reopen their economies until there is more testing. Texas Gov. Greg Abbott said on Friday that some retailers will be able to resume "to go" services, or pickup and delivery, and that restrictions on elective surgeries would be eased. State parks will reopen on Monday for visitors wearing face masks, with social distancing required, The Dallas Morning News reported. Gov. Phil Scott of Vermont announced that in certain low-contact professional services industries, firms could bring two people each back to work, starting Monday. Property management and construction firms can also operate with two-person crews, per the governor's order, according to the VT Digger. Montana Gov. Their ship, the Costa Deliziosa, heads to ports in Spain and Italy, two of the countries most devastated by the coronavirus outbreak. Costa Crociere, an Italian cruise company, said Saturday that the Deliziosa, which set sail from Venice in early January with 1,831 passengers, has reached the western Mediterranean, with no cases of COVID-19 aboard. The Deliziosa, a nearly 1,000-foot vessel, will disembark 168 Spanish passengers early next week at the port of Barcelona, Spain, the company said. Then the Deliziosa will head to its final destination, Genoa, Italy, where it is expected to disembark the remaining passengers, Italians and those of other nationalities, on Wednesday. A company spokesman said a passenger left the ship earlier in the week in Marsala, Sicily, for health issues and had a COVID-19 test, which was negative. Authorities have steadily tightened a partial lockdown imposed on March 14, shuttering offices, closing schools and ordering people to stay mostly at home. The measures have battered Israel's economy, forced many businesses to close and sent unemployment above 25%. The event usually attracts a big crowd to Falcon Stadium, which has a maximum capacity of more than 46,000. But this year, the pandemic forced the academy to close it to visitors and limit it to 30 minutes. Still, the ceremony will feature its signature dramatic demonstration by the Air Force Thunderbirds. An increase of 3,783 cases in the last 24 hours also pushed Turkey's confirmed tally within a few hundred of China, where the novel coronavirus first emerged. Koca said 121 more people have died, taking the death toll to 1,890. A total of 1,822 people have recovered from coronavirus so far, and the number of tests carried out over the past 24 hours came to 40,520, the minister said. The death toll had risen by 575 on Friday, up from 525 the day before, with 3,493 new cases recorded. The daily tallies of deaths and cases extend the broadly stable situation in place over the last 13 days. This plateau is down considerably from peaks reached around the end of March, but the downtrend has not proceeded as fast as was hoped in a country that has been in lockdown for almost six weeks. Saturday's number of deaths marked the lowest daily rise since last Sunday, when it stood at 431. The total death toll since the outbreak came to light on Feb. 21 rose to 23,227, the second highest in the world after that of the United States. Gavin Newsom said California, in partnership with the motel chain, has secured about 16,000 hotel and motel rooms to house people in the homeless community amid the coronavirus outbreak. "Now, we have the capacity that exceeds our original goal," Newsom said on Saturday. Except, that wasn't the state's original target. A few weeks earlier, at a March 21 press conference, the governor established a much more ambitious one: 51,000 rooms. Then, on April 3, Newsom announced Project Roomkey, which aimed to secure 15,000 hotel and motel rooms for people experiencing homelessness. The state said it would be reimbursed by the Federal Emergency Management Agency for up to 75 percent of the costs, including money spent on meals and wraparound services. The governor's office told CapRadio that the administration scaled back its initial hotel room target as models showed a reduced number of projected coronavirus cases in California. Only a few days before Newsom set the goal of 51,000 rooms, he said about 26 million Californians could contract the coronavirus. The projections reflected a worst case scenario without mitigation efforts. With social distancing and shelter-in-place orders, the state has slowly started to flatten the curve of projected cases — and as a result, the administration reassessed its goal for procuring hotel rooms. Newsom spokesperson Nathan Click said the administration would continue to procure hotel rooms beyond its target of 15,000. "It's a step-by-step approach," he said. "We're focused on getting to that 15,000. And once we do, we'll look at the next steps." Reassessing The GoalNewsom's office did not answer questions about how it arrived at the 15,000 room target, or why the goal had been reduced while efforts to procure other assets — such as hospital beds and personal protective equipment — had not been similarly scaled back. The state has secured nearly 11,000 hotel and motel rooms, and so far over 4,200 homeless individuals have been housed. The state has also entered into a master agreement with Motel 6, making available an additional 5,000 rooms around the state. County and city governments would need to take steps to bring those rooms online. The rooms are prioritized for people who test positive for the virus, have had exposure to it or are at increased risk due to age or pre-existing health complications. The rooms provide a more stable environment to isolate. Homelessness advocates expressed confusion and frustration about the revelation that Newsom had drastically reduced the hotel room goal. "We really don't know the extent to which the homeless population has been infected," said Noel Kammermann, executive director of Loaves and Fishes in Sacramento. "It doesn't seem like the time to be shifting the goal on that." He added: "Without widely testing people, how do we know what our need is?" California, like other states, has struggled to ramp up testing availability and turnaround. For homeless populations, testing resources can be scarce — until an outbreak. Sacramento County said Friday that it could not conclusively report the number of positive cases in the county's homeless population. Slow Progress In SacramentoNewsom gave a shout-out to multiple counties on Saturday, including Santa Clara, Yolo, Ventura and Los Angeles. "They've simply done more than all of the other counties to really support this effort," he said. Sacramento County was not among those mentioned. The county, in coordination with the city of Sacramento, previously said it had secured around 200 hotel and motel rooms, with the goal of reaching about 800. Officials say they would work to acquire more rooms if needed. So far, the county has placed 32 "households" in motel rooms, according to a press release sent late Friday. The release does not specify the definition of "households." But according to past interviews with Sacramento County officials, it appears to mean a group of individuals experiencing homelessness who have consistent contact with each other due to living in close proximity. Out of the 60 trailers supplied by the state, which arrived in Sacramento in early April, three have been filled. Another two referrals are pending. The trailers are intended for at-risk people to self-isolate. ![]() Four households declined a referral to motel rooms or trailers, and 23 were "ineligible," according to the county press release. Progress has been slow in Sacramento, compared to other counties — including ones with fewer people experiencing homelessness. Ventura County's homeless population is less than 1,800, but the county has moved about 250 people into motel rooms. Sacramento County's population, by comparison, is over 5,500, with about 70 percent living unsheltered. "Considering we have thousands on the streets, 32 [households in hotel rooms] is a pretty poor number," Kammermann of Loaves and Fishes said. "That's unacceptable. We have to be doing a better job." First mobile COVID-19 testing site coming to Marin - Marin Independent Journal Posted: 18 Apr 2020 06:22 PM PDT ![]() A Bay Area clinic network plans to set up the first mobile COVID-19 testing site in Marin this month to perform rapid tests with same-day results. Carbon Health is set to open a mobile testing site at the Novato Fair Shopping Center at Diablo Avenue and Redwood Boulevard in Novato from 9 a.m. to 5 p.m. April 29. "Our testing is more broadly available to not only people with symptoms, but also to people who are at-risk of exposure such as essential workers," Carbon Health spokeswoman Carly Sylvester wrote in an email. "Those with COVID-19 symptoms or believe they are at-risk for exposure will need to go to carbonhealth.com and schedule an appointment to have a Carbon Health provider order a test. Scheduling is essential to avoid overcrowding and maintain safety protocols on-site." The Novato pop-up clinic is one of several destinations Carbon Health is stopping at this month, beginning with the Stonestown Galleria in San Francisco, open through Monday. Carbon Health will be using Abbott's rapid COVID-19 tests. Results being provided to patients through the Carbon Health app on the same day, Sylvester said. Patients will not be able to wait onsite for results due to health safety concerns. How many tests will be available is unclear. Sylvester did not respond to inquiries about the number of tests. The tests are covered under most insurance plans, but if not, or if a patient is uninsured, the test fee is $65, Sylvester wrote. Marin County Public Health Officer Matt Willis said the county recognizes the need to increase COVID-19 testing capacity statewide as well as in the county. The challenge has been being able to obtain the supplies needed to perform the tests. "When an opportunity for this comes for more widespread testing, we recognize that that will help us get a better sense of the incidents of COVID-19," Willis said. That said, should Carbon Health determine a patient has tested positive for COVID-19, he said the public health department needs to know so that it can begin contact tracing. Some testing sites may not have the electronic laboratory reporting infrastructure needed to do this, Willis said. Testing individuals who do not show symptoms of COVID-19 also presents challenges, Willis said. There is a high false negative rate for COVID-19 tests — about 20% — in which patients test negative for the virus, but actually are infected, Willis said. "That can be even higher if someone isn't having symptoms," Willis said. "If you're going to get tested without symptoms, all that does is it tells you is your status at that point. It doesn't tell you your status a week from now." Given the limited testing capacity, "the widespread testing of people who are not having symptoms isn't a luxury we can't afford at this point," Willis said. "If it was a mistake, a mistake is a mistake," Trump said in response to a reporter's question. "But if they were knowingly responsible, yeah, I mean, then sure there should be consequences." Trump has offered no evidence that the Chinese were responsible for the pandemic, but did say that a U.S. investigation into the outbreak is ongoing. Trump also voiced doubts on the death rate being reported by Chinese officials. At one point, when Dr. Deborah Birx, the White House coronavirus response coordinator, was presenting charts comparing the U.S. mortality rate to that of other countries, Trump interrupted. "Does anybody really believe this number?" Trump said, referring to China's reported mortality rate of 0.33 per 100,000 people. Birx responded that she had included China on the chart to show how "unrealistic" those numbers were. The U.S. mortality rate is 11.24 per 100,000, which Birx said is half to a third of other countries. Belgium led the world with 45.2 fatalities per 100,000, followed by Spain with 42.81, and then Italy with 37.64. As Birx moved to the next slide, Trump asked her to go back to the mortality chart, where he then expressed incredulity about Iran's reported mortality of 6.06 out of 100,000. "The United States has produced dramatically better health outcomes than any other country, with the possible exception of Germany," Trump had said at the start of the briefing. Trump also defended a Friday tweet urging the people of Virginia to "LIBERATE" and protect their Second Amendment rights. Trump said that Democratic Gov. Ralph Northam, who last week signed into law a slate of gun control bills, was trying to chip away at the right to bear arms. "Where does it all stop?" Trump said. The briefing came as activists were holding protests over social-distancing restrictions in states across the country with stay-at-home orders, calling for a reopening of the economy. It was a rare outing for Pence. Both he and Trump have skipped most travel, including campaign events, as health experts recommend that Americans avoid travel and gatherings to stem the virus' spread. Trump said Friday he planned to deliver a commencement speech to the graduating class at the U.S. Military Academy at West Point, saying that he assumed there would be social distancing. In Canada, Prime Minister Justin Trudeau announced Saturday that the border with the United States would remain closed for nonessential travel for another 30 days. "This is an important decision and one that will keep people on both sides of the border safe," Trudeau said. The restrictions took effect March 21.
