The Latvian authorities have revealed that entry rules will tighten for almost all European countries, as positive cases have spiked in the last weeks.
According to the risk assessment published by the Latvian Centre for Disease Prevention and Control, there are only three territories left on the country’s safe travel list as even the Baltic countries, including Latvia, which has the highest number of COVID-19 positive cases registered in the last 14 days, are considered as high-risk countries, SchengenVisaInfo.com reports.
Currently, the safe travel list includes Spain (44.3 positive cases), Malta (36.7) and the Vatican, which has had no positive cases for the last 14-days. Arrivals from these countries that are unvaccinated or unrecovered have to take a test before reaching Latvia.
The green category also consists of third countries like Qatar, South Korea, Columbia, Bahrain, Argentina, Peru, New Zealand, Namibia, United Arab Emirates, Kuwait, Rwanda, Saudi Arabia, Hong Kong, Taiwan and Macau.
Although no country is considered as very high risk, the following countries are included in the high risk or orange category and travelling there is not recommended:
- Latvia
- Estonia
- Lithuania
- Slovenia
- Croatia
- Slovakia
- Romania
- Bulgaria
- Austria
- Ireland
- Belgium
- Czechia
- Netherlands
- Greece
- Hungary
- Luxembourg
- Denmark
- Iceland
- Germany
- Lichtenstein
- Poland
- Switzerland
- Norway
- Cyprus
- San Marino
- Andorra
- Monaco
- Finland
- France
- Sweden
- Portugal
- Italy
All these countries have a 14-day cumulative number of COVID-19 cases per 100,000 inhabitants that exceeds the rate of 75. Moreover, entry rules for the high-risk countries include the following:
- Take a PCR pre-departure test (72 hours before arrival) or antigen test (48 hours before entry)
- Undergo entry quarantine for ten days
- Take another test upon arrival

Third countries on the orange list include the United Kingdom, Singapore, Ukraine, Jordan, Chile, Australia, Canada and Uruguay.
“Persons who have been vaccinated against Covid-19 and have completed fourteen days after completion of a full vaccination course with vaccines registered by the European Medicines Agency or an equivalent regulator or recognized by the World Health Organization,” the Latvian authorities explain also noting that a full vaccination is considered as such only after 14 days from the final vaccination date have passed.
Furthermore, those who have been previously infected with COVID-19 and can present medical proof are exempted from entry quarantine, including all holders of the EU Digital COVID-19 Certificate and other equivalent documents.
According to the World Health Organisation (WHO), Latvia has reported 1,888 positive cases in the last 24 hours, in addition to 28 deaths related to COVID-19. Data from the recent hours anticipates that 230,569 positive cases have been reported in Latvia since the pandemic, and 3,472 people have died from the virus.
