VCG | Visual China Group | Getty Images Hong Kong has been engulfed in anti-government protests for months, but the city's capital markets have remained an important gateway between China and the world, according to an industry association. That's despite China ramping up efforts to open up its financial sector to foreign investors, said Mark Austen, chief executive at Asia Securities Industry and Financial Markets Association, or Asifma. China has recently announced its plans to scrap limits on foreign stakes and quotas for foreign securities investment. "China needs to move from an over reliance on bank lending to one where they have a dynamic, liquid capital market to fund their economic growth going forward," Austen told CNBC's "Squawk Box Asia" on Friday. "But we still see Hong Kong as being that conduit to enter and exit China in the medium term because it's really the only option that exists for China to connect to the outside world," he added. Hong Kong's edge over China lies in its openness to foreign investors and "strong rule of law," which are important to maintain, said Austen. That appeal is evident in Chinese tech giant Alibaba's recent Hong Kong listing, which attracted strong demand from investors, he noted. Alibaba's secondary listing — the world's largest offering so far this year — came at a time when business sentiment in Hong Kong has taken a hit amid the protests, which at times involved violent clashes between protesters and the police. "In spite of what's going on in Hong Kong at the moment, Alibaba has proven that the market (in Hong Kong) is still stable, it's still liquid," said Austen. Still, China's opening up is a trend that looks set to continue, but the extent and pace depend on financial stability in the country, said Michael Taylor, chief credit officer for Asia Pacific at Moody's Investors Service. "I think the commitment is very strong. The authorities have shown their willingness to open up markets," he told CNBC's "Street Signs Asia" on Friday. "Obviously, that's subject to other policy constraints that they have. One of the overarching objectives is to maintain stability. So, any opening up is going to be subject to its impact in terms of overall financial stability." Chris McGrath | Getty Images News | Getty Images China warned the United States on Thursday that it would take "firm counter measures" in response to U.S. legislation backing anti-government protesters in Hong Kong, and said attempts to interfere in the Chinese-ruled city were doomed to fail. U.S. President Donald Trump on Wednesday signed into law congressional legislation which supported the protesters, despite angry objections from Beijing, with which he is seeking a deal to end a damaging trade war. Protesters in Hong Kong responded by staging a "Thanksgiving" rally, with thousands, some draped in U.S. flags, gathering in the heart of the city. "The rationale for us having this rally is to show our gratitude and thank the U.S Congress and also President Trump for passing the bill," said 23-year-old Sunny Cheung, a member of the student group that lobbied for the legislation. "We are really grateful about that and we really appreciate the effort made by Americans who support Hong Kong, who stand with Hong Kong, who do not choose to side with Beijing," he said, urging other countries to pass similar legislation. The law requires the State Department to certify, at least annually, that Hong Kong is autonomous enough to justify favorable U.S. trading terms that have helped it become a world financial center. It also threatens sanctions for human rights violations. The Chinese foreign ministry said the United States would shoulder the consequences of China's countermeasures if it continued to "act arbitrarily" in regards to Hong Kong. Chinese Vice Foreign Minister Le Yucheng summoned U.S. Ambassador Terry Branstad and demanded that Washington immediately stop interfering in China's domestic affairs. Hong Kong's Beijing-backed government said the legislation sent the wrong signal to demonstrators and "clearly interfered" with the city's internal affairs. China is considering barring the drafters of the legislation, whose U.S. Senate sponsor is Florida Republican Marco Rubio, from entering mainland China as well as Hong Kong and Macau, Hu Xijin, the editor of China's Global Times tabloid, said on Twitter. 'Sinister intentions'More than 5,800 people have been arrested since the unrest broke out in June over a proposal to allow extraditions to mainland China, the numbers grew in October and November as violence escalated. Demonstrators are angry at police violence and what they see as Chinese meddling in freedoms promised to Hong Kong when it returned to Chinese rule in 1997, such as an independent judiciary. China says it is committed to the "one country, two systems" formula put in place at the handover, and blames foreign forces for fomenting the unrest, an allegation it repeated in response to the U.S. law. "This so-called legislation will only strengthen the resolve of the Chinese people, including the Hong Kong people, and raise awareness of the sinister intentions and hegemonic nature of the U.S.," the foreign ministry said. "The U.S. plot is doomed." Foreign ministry spokesman Geng Shuang declined to comment on any countermeasures planned by Beijing. "You better stay tuned, and follow up on this," he said. "What will come will come." Gao Feng, a spokesman for China's commerce ministry, did not comment directly on whether the law would affect trade talks, saying there were no new details of their progress to disclose. Some analysts say any move to end Hong Kong's special treatment could harm the United States, which has benefited from business-friendly conditions in the territory. Lull in violenceAnti-government protests have roiled the former British colony for six months, at times forcing businesses, government, schools and even the international airport to close. Hong Kong has enjoyed a rare lull in violence over the past week, with local elections on Sunday delivering a landslide victory to pro-democracy candidates. Prominent activists Joshua Wong and Denise Ho addressed the rally on Thursday night, thanking front line protesters for the passage of the bill. Crowds sang the protest anthem "Glory to Hong Kong," waving their phone torches. Several hundred people also gathered outside the Polytechnic University, which police entered after a nearly two-week siege. "The situation in Poly U is still a disaster," said 30-year-old Ng, dressed in black and wearing a surgical mask. "We are out to show we will never forget the Poly U incident." About 1,100 people were arrested last week. It was unclear whether any protesters remained on campus as about 100 plainclothes police moved in on Thursday morning to collect evidence and remove dangerous items such as petrol bombs. Police said they found more than 3,000 Molotov cocktails and hundreds of bottles of corrosive liquids. "The operation is going to finish today," said Assistant Commissioner of Police (Operations) Chow Yat-ming. He urged any remaining protesters to seek medical treatment, saying arrests were not a priority, though police were seen brushing Molotov cocktails for fingerprints earlier in the day. | Flamengo in talks with Atletico's Costa as Gabigol replacement - Goal.com Posted: 28 Nov 2019 06:21 PM PST Flamengo have opened discussions with Atletico Madrid forward Diego Costa after identifying him as their first-choice replacement for Gabriel Barbosa, Goal understands. Barbosa, known as Gabigol, scored 31 goals in 38 games for the Brazilian club as they won a league and Copa Libertadores double, including two goals in the Libertadores final. On loan from Inter, Flamengo are hoping to be able to sign Gabigol on a permanent deal, but former Chelsea man Costa is their preferred back-up if a deal cannot be struck. Goal has learned that negotiations have already begun, using 34-year-old left-back Filipe Luis – a team-mate of Costa's at both Chelsea and Atletico – as an intermediary. Costa has not played club football in Brazil since leaving Sau Paulo-based Barcelona-SP as a youngster in 2006. He has spoken in the past of dreaming of returning to play in his nation of birth, and has indicated a willingness to play for Flamengo. Luis, too, has already spoken about his desire to link up with Costa again.
 In an interview with the Copa Libertadores' official website, Luis said: "He is the ideal player for Flamengo, with his style of play. The fans would take to him quickly, and I hope to be here to live this dream with him. It would be very cool." Costa rejoined Atletico from Chelsea in the summer of 2018, but has struggled to replicate his old goalscoring form and has scored only seven goals in La Liga since then. His current contract runs until June 2021, and Atletico would be willing to negotiate a sale. They value him somewhere around the €20-30 million mark. He recently underwent injury on a herniated disc, which could see him out of action for as long as 12 weeks, but Diego Simeone no longer sees him as an irreplaceable member of his starting eleven anyway. Inter, meanwhile, are believed to be demanding around €35m for the on-loan Gabigol, a figure which would put him out of reach for Flamengo as a permanent option. After working his way back into the international fold with Brazil, he is likely to be a wanted man in the coming months and is believed to be keen on a return to Europe having failed to make an impact with Inter or Benfica. | ‘The Soupman’ is bringing a mobile shower and good intentions to homeless people - The Boston Globe Posted: 28 Nov 2019 05:32 PM PST Advertisement "They really seem to come out of this brighter," said Kim Meszar of Bridgewater, who works part time helping run the shower. "It's just wonderful to be able to help."  The rolling shower is the brainchild of Peter Kelleher, whose relentless drive to help the homeless was sparked by tragedy: the 59-year-old Bridgewater man lost his son, Travis, who died at 32 of an opioid overdose in 2016 while living on the streets of Bangor. At the time, Kelleher was running a dog-sitting service from his house, and recalled the moment he decided to channel his grief over his son's death into something more positive. "I was sitting in my backyard, doing my doggie day care, crying," Kelleher said. "I have to do something. I have to do something to honor my son who was out in the streets." He started with a relatively straightforward plan: serving hot meals to the homeless, first in nearby Brockton. His signature hamburger soup earned him the nickname "The Soupman." Over time he attracted volunteers and donors, and expanded his operation to include backpacks with supplies such as gloves, protein bars, and toiletries. He also started a nonprofit, Support the Soupman, with the goal of expanding services to other New England communities. Advertisement "I think sometimes people give you money just to get away from you," said Kelleher. "Because I'm persistent . . . and I think that has a lot to do with where we are." That persistence was on display in Brockton, when Kelleher took a phone call from a business owner who had just decided to donate to his charity. "God love you! I love you!" Kelleher yelled into his cellphone, loud enough to be heard over the thrum of the generator powering the trailer. Emotional displays are part of Kelleher's personality. When he laughs, it's loud and hard. When he talks about his son Travis, which is often, his voice tends to crack. The idea for the mobile shower came one day when Kelleher and another volunteer were helping homeless people. " 'Where are they taking a shower?' " Kelleher recalled asking his colleague. "He didn't have an answer. I didn't have an answer." The mobile shower was custom-made for $50,000 by Comforts of Home, an Illinois-based maker of "specialty trailer solutions." Inside, the white glossy plastic showers look very much like smaller versions of bathrooms found in well-kept budget hotels. Volunteers hose them down after every use, the diluted bleach giving the trailer that vague indoor-pool smell. The showers require a hookup to city water and sewage, which Brockton allows via a fire hydrant and street drain. The sides of the trailer are speckled with the logos of sponsors, while the back is adorned with a giant airbrushed mural of Travis embracing his father, while Kelleher's rock-steady support dog Koji looks on. Advertisement Every Monday morning, Kelleher hooks up the trailer to his pickup and — with Koji beside him — drives to Brockton; he goes to Taunton and Pawtucket, R.I., every week, as well. Pawtucket Mayor Donald L. Grebien praised Kelleher's nonprofit as "the integral piece of a team effort to aid the underprivileged homeless community in our city," adding he wants to find a permanent location for the trailer. "The Soupman's energy and desire to help those in need is second to none," Grebien said in a statement. In Brockton, Kelleher has found his niche acting as an alternative for the homeless who would prefer not to use the showers at the downtown shelter Mainspring House, which served an average of 134 people a night in the 2019 fiscal year. "For somebody that may be struggling with PTSD, somebody that may be struggling with severe mental health issues, the shelter can be a very hard environment," said John Yazwinski, whose organization runs Mainspring and a second shelter in Quincy. Kelleher has been trying to bring his showers to Boston, which has a significantly larger homeless population, but has so far been unable to persuade City Hall to back him. He spent weeks trying to get someone in the Walsh administration to talk to him, he said. He did finally recently meet with Marty Martinez, the city's chief of Health and Human Services, who Kelleher said seemed open and expressed an interest in sending someone out to see the trailer in action. Advertisement But Kelleher overall seemed discouraged by the reception in Boston, recalling one city official who he said scolded him for trying to give aid that didn't address the root causes of homelessness, calling his mobile shower "a Band-Aid." "What do you do if someone's bleeding? You put a Band-Aid on them," Kelleher said. "It is what it is. I'm not going to keep pushing. I've got other cities that want me."  A spokeswoman for the Walsh administration declined to say if the city would permit Kelleher to operate his mobile shower, saying only that Boston runs facilities with "wraparound services" that address more aspects of homelessness than just hygiene. "All of our services are designed to serve the whole individual, meeting their basic needs and providing them with comfort and support services so they can live a dignified and fulfilling life," the spokeswoman said in a statement. Other agencies that help the homeless also noted that showers alone are not enough. "I recognize that there are certain people who just aren't coming in, " said Karen LaFrazia, chief executive of St. Francis House shelter in downtown Boston. "So the value of [Kelleher's showers] would be if it wasn't just bringing a shower to somebody, but it acted in a way to engage people to come inside." Advertisement But Kelly Turley of the Massachusetts Coalition for the Homeless questioned why Boston wouldn't embrace Kelleher's offer, given how much need there is to serve the homeless. "There isn't enough access to resources and shelters to meet basic hygiene needs," Turley said, "So there is, I would say, an unmet need, and also a need for people who are experiencing homelessness to have autonomy to be able to choose where and when [they] access resources and services." For the homeless themselves, such as 60-year-old Richard Malone, a hot shower can be a small respite from the harsh life on the street. Malone is sitting on a log in the parking lot in Brockton, a few yards from Kelleher's mobile trailer, tugging on a new pair of Champion sneakers. Kelleher comes over to check on Malone occasionally, gently goading him to use the showers. Eventually, he does, emerging with a satisfied sigh, his damp gray hair drying in the breeze, his face a little brighter than before. While the bills are aimed at preserving Hong Kong's rights and autonomy, one of them actually contains provisions that could end up hurting the economies of the U.S., China and Hong Kong. Trumps signed two bills on Wednesday pertaining to Hong Kong: One involves an annual review of the city's autonomy from China; the another bars the sale of munitions to Hong Kong police, such as tear gas and rubber bullets. It is the first bill — the Hong Kong Human Rights and Democracy Act of 2019 — that could lead to the removal of the so-called special status that Hong Kong currently enjoys, and that could hurt the Chinese territory's economic prospects and businesses that operate there. Hong Kong, a former British colony that returned to Chinese rule in 1997, has seen widespread demonstrations since June, some of which have led to violent clashes between protesters and the police. The protests were initially sparked by a proposed law that would have allowed extradition to mainland China, but the unrest later morphed into broader anti-government demonstrations that include demands such as greater democracy and universal suffrage. The two U.S. bills come amid widespread criticism of heavy-handed treatment of protesters by the Hong Kong police and government, which Beijing supports. Protecting Hong KongThe Hong Kong Human Rights and Democracy Act of 2019 include the following provisions:
The bill was touted by Congress as a way to deter Beijing's influence and interference in Hong Kong's internal affairs. But many analysts have said it's largely "symbolic" in nature. "I think it's (a) significant but symbolic step," Ben Bland, director of the Southeast Asia Project at Australian think tank Lowy Institute, said last week before Congress passed the two bills. "It's really important for the Hong Kong democracy movement. Many people on the streets have been calling for the U.S. to signal its support and to signal its dissatisfaction with what the Chinese government has been doing in Hong Kong over the last few years: Squeezing the city's freedom and autonomy," he told CNBC's "Squawk Box Asia." Losing special statusAs a special administrative region of China, Hong Kong is governed under the "one country, two systems" principle. Under that structure, Hong Kong is given self-governing power, a largely separate legal and economic framework from China, and various freedoms including limited election rights. Such a system underpins Hong Kong's status as a global financial and business center, especially as a middleman between China and the world. The city's autonomy from China is also a reason why the U.S. treats it differently from other Chinese cities. For example, elevated U.S. tariffs imposed on China in the trade war don't apply to Hong Kong. Hong Kong's importance to the Chinese economy is disproportionate to its size. Tianlei Huang Peterson Institute for International Economics Losing that special treatment would damage the city's economy, and its repercussions could potentially feed through the global financial system. To be sure, the Hong Kong Human Rights and Democracy Act of 2019 by itself doesn't mandate the removal of the territory's special status if the U.S. finds that Hong Kong is not sufficiently autonomous from China. The revocation has to come from Trump through an executive order, or Congress via the United States-Hong Kong Policy Act of 1992, which spells out Washington's special treatment of the city. Nevertheless, analysts said Washington is not likely to go so far as to revoke the city's special status, given the economic stake the U.S. has in Hong Kong. US interests in Hong KongOne reason why Washington wouldn't cancel Hong Kong's special status is the tight trade and financial relationship between the two, observers said. On its website, the State Department said that more than 1,300 American firms operate in Hong Kong, of which 300 base their Asian regional operations there. Nearly all major U.S. financial firms have a presence there. On trade, Hong Kong has been a major destination for U.S. legal and accounting services, according to the State Department. Last year, the U.S.'s largest goods trade surplus worldwide — at $31.1 billion — was with Hong Kong, the State Department said. Many of those relationships were built on Hong Kong's trusted position as a relatively safe place to access China — the world's second-largest economy with much untapped business opportunities. The American Chamber of Commerce in Hong Kong has said that anything that changes the status of the city would have "a chilling effect" on U.S. trade and investment in the city, reported Reuters. Hong Kong's importance to ChinaHong Kong's economic growth contribution to China has diminished through the years, but the city has remained an important financial center for mainland businesses. Given its openness to foreign investors, Hong Kong has for years been the place where mainland Chinese companies raise funds through listing on the Hong Kong stock market and issuing bonds. Hong Kong's role as the China's financial arm for the rest of the world has helped mainland China in keeping its financial sector insulated ... French investment bank Natixis In recent years, Hong Kong has become the gateway for foreign investors to buy Chinese financial assets through the stock and bond connect programs. The city is also one of the few places where the Chinese yuan is traded outside the mainland, facilitating the internationalization of the currency. "Hong Kong's role as the China's financial arm for the rest of the world has helped mainland China in keeping its financial sector insulated without suffering the negative consequences of such isolation, i.e. limited access to finance or difficult access to assets in the rest of the world," French investment bank Natixis wrote in an August report. In addition, Hong Kong is China's "most important springboard" for foreign direct investment, the Natixis report said. Much of China's outward investments are channeled through Hong Kong "due to the trust of Chinese and foreign firms on Hong Kong's institutional framework," the bank said. In all, "Hong Kong's importance to the Chinese economy is disproportionate to its size," Tianlei Huang, a research analyst at the Peterson Institute for International Economics think tank, wrote in a July report. "Beijing must know that preserving Hong Kong's unique economy means more than allowing free enterprise. It entails a strong and unwavering commitment to its rule of law, the key to Hong Kong's economic success," he added. | Hong Kong unrest leaves gaping hole in business plans - Nikkei Asian Review Posted: 28 Nov 2019 04:50 PM PST  GUANGZHOU/HONG KONG -- A wide swath of businesses in Hong Kong are suffering blows to earnings from pro-democracy protests, forcing some to change strategies in the face of no clear end to the unrest. Drugstore operator Sa Sa International Holdings made a surprise announcement to analysts on Nov. 21 that it would close 30 locations across Hong Kong, about a quarter of its presence in the city. About 7.5 million people live in Hong Kong. But much of the city's economy has been propped up by Chinese tourists in recent years. About 80% of the roughly 65 million visitors to Hong Kong came from the mainland in 2018. Sa Sa's stores rely heavily on mainlanders visiting Hong Kong to shop, but their numbers have been sinking since July as the protests drag on. The company logged a net loss of 36.5 million Hong Kong dollars ($4.66 million) for the April-September half, its first time in the red for the period since the Asian financial crisis in 1998. Meanwhile, Cathay Pacific Airways announced Nov. 14 that it will delay receiving four Airbus aircraft from the planned 2020. Passengers decreased on the year for the third month in October and are not expected to recover for some time. "It is unusual for an airline to defer new aircraft at this time, when demand for travel is growing across the world," an industry insider said. Overall, visitors to Hong Kong plunged 39% on the year in August and 34% in September -- the biggest drops since May 2003, during the outbreak of severe acute respiratory syndrome, or SARS. Occupancy at the iconic Peninsula Hong Kong fell as low as 35% in the July-September quarter. Average room rates sank 11% on the year to HK$4,857, with revenue per room halving to a record low of HK$1,692. With mainland traffic down more than 30% this summer, Hong Kong retail sales dropped by a 20-year record of 23% on the year in August. Chow Tai Fook Jewellery Group -- one of the world's top jewelry sellers, with many fans among mainlanders -- suffered a 42% plunge in sales at existing stores in Hong Kong and Macao for the July-September quarter. Clothing seller Esprit Holdings suffered a 15% drop in July-September revenue. Hong Kong Disneyland's operating income fell by $55 million that quarter, an almost 10% dent to the full-year tally. For certain businesses, the harm has been physical. Demonstrators damaged 59, or about 60%, of shops run by Best Mart 360 Holdings, perceived by some as leaning closely toward Beijing. Starbucks and Genki Sushi locations were vandalized after a daughter of a co-founder of operating company Maxim's Group criticized the protests.
