Doughty's overtime goal gives Kings 4-3 win over Blackhawks - USA TODAY

Posted: 03 Nov 2019 12:04 AM PDT

LOS ANGELES (AP) — Drew Doughty scored with 16.6 remaining in overtime and the Los Angeles Kings beat the Chicago Blackhawks 4-3 on Saturday night.

Michael Amadio, Kyle Clifford and Matt Roy also scored for the Kings, who snapped a four-game losing streak. Jack Campbell made 24 saves.

David Kampf had a goal and Dominik Kubalik scored on the power play for the Blackhawks, who are 1-4-2 in their past seven games. Corey Crawford made 40 saves.

Crawford stopped the initial shot during a 2-on-1 break late in overtime, but the puck trickled free from under the Blackhawks goalie. Doughty was able to tap in the loose puck for his fourth goal of the season.

Amadio got to the back post to backhand in a pass by Dustin Brown at 12:37 of the third to put the Kings up 3-2. Jonathan Toews tied it at 3-3 with a wrist shot from the left circle with 1:39 remaining.

The Kings went up 2-0 early in the first period on goals by Clifford at 2:50 and Roy at 4:29. The Blackhawks cut it to 2-1 on a power-play goal by Kubalik at 8:25. Kampf tied it at 2-all when Campbell misplayed the puck under pressure from Kubalik, giving Kampf a shot into an open net for his second goal of the season at 17:23.

Crawford came out of the game and went back to the dressing room after Roy's goal, but returned with 10:13 left in the period. Crawford had taken a puck to the mask on a shot by Kings defenseman Kurtis MacDermid at 2:41.

NOTES: Brown had two assists. . Blackhawks D Adam Boqvist, the No. 8 overall pick in the 2018 draft, made his NHL debut. . Kubalik's goal ended an 0-for-21 drought on the power play dating to Oct. 18 against Columbus.

'Alarming' testimony from Boeing CEO on 737 Max worries American Airlines flight attendants and pilots - The Dallas Morning News

Posted: 02 Nov 2019 11:07 PM PDT

The unions for American Airlines' flight attendants and pilots say they are worried about the safety of the 737 Max after "alarming" testimony from Boeing's CEO before Congress this week.

The flight attendants' union chief, Lori Bassani, said she has concerns about "serious breakdowns in the supervision of the Boeing 737 Max" after hearing Dennis Muilenburg testify.

The Association of Professional Flight Attendants, which represents 28,000 workers at American Airlines, sent a letter to Muilenburg on Thursday with her worries and is joining a growing group of critical workers who could soon have to fly on the beleaguered 737 Max.

"The 28,000 flight attendants working for American Airlines refuse to walk onto a plane that may not be safe and are calling for the highest possible safety standards to avoid another tragedy," Bassani said in the letter. "Our lives are not for sale."

Dennis Tajer, a spokesman for the Allied Pilots Association that represents American Airlines pilots, said Muilenburg's testimony was concerning to those flying planes, too.

"There were areas that were alarming and another crack on the fragile glass of this company," said Tajer, a 737 Max captain for American Airlines. "It's clear that the certification system failed. It failed for Boeing and it failed for the FAA."

Tajer also took issue with Muilenburg's comments that training is only needed for pilots to fly the airplane, not to diagnose problems. Boeing employees lobbied the Federal Aviation Administration to remove mentions of the MCAS system from pilot training manuals. The MCAS is a software program meant to compensate for engine size and design changes on the 737 model.

Muilenburg said "sometimes less information in the manual is more safe," Tajer said. "He's wrong on that."

The Allied Pilots Association wants information on the 737 Max recertification in a quicker fashion from Boeing and the FAA, Tajer said.

In nearly eight hours of testimony before both chambers of Congress, Muilenburg said the company made mistakes in designing the Max's troubled MCAS system, which is blamed for crashes that took 346 lives in Indonesia and Ethiopia.

Boeing's leader took heat over when the plane maker knew about problems with MCAS. In the Lion Air and Ethiopian Airlines crashes, the system malfunctioned due to a bad sensor.

Rep. Richard Blumenthal, D-Conn., displays an email exchange between former Boeing test pilot Mark Forkner and test pilot Patrik Gustavsson he questions Boeing Company President and Chief Executive Officer Dennis Muilenburg before a Senate Committee on Commerce, Science, and Transportation hearing on 'Aviation Safety and the Future of Boeing's 737 MAX' on Capitol Hill in Washington, Tuesday, Oct. 29, 2019. (AP Photo/Andrew Harnik)

Fort Worth-based American is the second-largest U.S. owner of Boeing 737 Max jets with 24. Dallas-based Southwest is the largest worldwide with 34. Both airlines have reported hundreds of cancellations and nearly $1 billion in losses due to the grounding of the 737 Max.

American has said that it is putting its pilots at the front of its "return to service" committee for the Max and that it will rely on the endorsement of the pilots to ensure the flying public that the aircraft is safe to fly again.

"APA and APFA play a vital role in the return of the Max," said American spokesman Ross Feinstein. "We continue to work closely with both unions throughout the recertification process."

American has taken the 737 Max off its schedules until Jan. 16. Southwest doesn't think it will fly until at least Feb. 8, although Southwest CEO Gary Kelly has expressed skepticism that it will be ready to fly then.

American crew members are not the only employees concerned about the 737 Max returning to the skies. The Southwest Airlines Pilots Association is suing Boeing for more than $100 million in damages.

A spokesman for Boeing said Muilenburg has received the flight attendants union's letter and will respond soon.

"We are committed to providing flight attendants, pilots and our airline customers the information they need so we can re-earn their trust and that of the traveling public that counts on them," spokesman Gordon Johndroe said. "We continue to work on updates to the Max as it goes through a rigorous oversight process for certification by the FAA."

Johndroe said Boeing has invited flight attendants to 737 Max simulator sessions. Southwest flight attendants were at a session in the spring, he said, and Boeing will invite American attendants to a session soon.

China says ready to work with ASEAN for South China Sea peace - The Province

Posted: 02 Nov 2019 10:57 PM PDT

BANGKOK — China is ready to work with Southeast Asian countries for long term peace and stability in the South China Sea, Chinese premier Li Keqiang said on Sunday after meeting leaders from the Association of Southeast Asian Nations (ASEAN).

China's sweeping maritime claims in the South China Sea are rejected by several members of ASEAN, which have competing claims in the busy waterway.

At the summit in Bangkok, Li cited progress on a long-awaited South China Sea code of conduct, due for completion within three years.

"We are willing to work with ASEAN, under the consensus that had been reached, to sustain long term peace and stability in the South China Sea, according to the timetable set for three years," Li said in a statement.

A legally binding code has long been a goal for ASEAN members sparring over what they see as China's disregard of sovereign rights and its obstruction of their energy exploration and fishing. (Reporting by Liz Lee; Writing by Matthew Tostevin; Editing by Simon Cameron-Moore)

Pulisic scores again for Chelsea, stays red-hot in Prem - NBCSports.com

Posted: 02 Nov 2019 09:54 PM PDT

Liverpool held serve with Manchester City on Saturday, as the English Premier League's top two sides came back from trailing positions to win.

The league-leading Reds beat Aston Villa 2-1 at Villa Park, while the Cityzens' 2-1 home win over lowly Southampton moved them four points back of first place just eight days before the clubs' titanic top-of-the-table clash at Anfield.

Manchester City right back Kyle Walker scored the 86th-minute winner Saturday at the Etihad, volleying Alex McCarthy's punched clearance into the net to send City supporters into a frenzy.

Sadio Mané did him one better, though, scoring off Trent Alexander-Arnold's 94th-minute corner to preserve Liverpool's undefeated season.

Liverpool's win maintained the Reds' eight-point advantage over City atop the table, but both sides were in danger of dropping points Saturday.

City trailed 1-0 thanks to goalkeeper Ederson spilling a save directly into the path of Southampton's James Ward-Prowse in the 13th minute, but Walker got the defending champions back into the match. He assisted on Sergio Aguero's 70th-minute equalizer, setting up the Argentine strike for City's first shot on target all match.

Meanwhile, Liverpool fell behind in the 21st minute Saturday following Trézéguet's finish at the back post. John McGinn whipped in a gorgeous free kick, and the Egyptian winger needed just one touch to finish.

VAR upheld Villa's advantage, and the video assistant controversially ruled against Liverpool later in the first half. Roberto Firmino was flagged offside before appearing to equalize, and VAR upheld the onfield ruling.

Replays indicated that Firmino was barely offside ... if we're being charitable.

Andy Robertson proved Rasheed Wallace's maxim true in the 87th minute, heading in Mané's wonderful cross at the back post.

Though Liverpool will have legitimate gripes with the offside' ruling, a concerning trend continued for the Reds. Saturday's match was Liverpool's third straight in the Premier League in which they trailed at halftime, and the Champions League title-holders narrowly avoided losses to Manchester United (1-1 draw) and Tottenham Hotspur (2-1 win) in the previous two weeks.

Both Liverpool and City will want to improve ahead of next Sunday's massive match, but turning halftime deficits into three points is what separates title-winners from mere contenders. Saturday's comebacks reiterated that both clubs have that ability in spades.

3 Takeaways From 2 Days of Tense Boeing Congressional Hearings - NPR

Posted: 02 Nov 2019 08:52 PM PDT

Boeing Company President and Chief Executive Officer Dennis Muilenburg, right, and Boeing Commercial Airplanes Vice President and Chief Engineer John Hamilton faced intense questioning about what the company knew and when. Andrew Harnik/AP hide caption

One year to the day after first of two horrific crashes of its best selling 737 Max commercial jet, Boeing's CEO finally took public questions about whether the company downplayed safety concerns, hid design flaws from regulators and tried to cover up its mistakes and missteps this week. CEO Dennis Muilenburg endured close to nine hours of often intense grilling over two days of Congressional hearings on Boeing's role in the 737 Max crashes in Indonesia last October and in Ethiopia, with some victims' family members in the crashes in attendance. And while Muilenburg admitted to mistakes in the design and development of the plane, and how the company has handled the aftermath, many of his answers left lawmakers and others unsatisfied.

First a recap of what caused the crashes:

On Oct. 29, 2018, Lion Air flight #610 took off from the international airport in Jakarta bound for Pinang and almost immediately experienced trouble. In their final report on the crash released last week, Indonesian investigators say a new automated flight control system on the plane called MCAS activated based on erroneous data from a faulty sensor. MCAS forcefully and repeatedly pitched the nose of the plane down, while the pilots, who didn't even know the system existed, struggled to regain control. Ultimately, they lost the battle and the plane nose-dived into the Java Sea, killing all 189 people on board.

Less than five months later, Ethiopian Airlines 737 MAX experienced the same problem. Despite taking emergency actions recommended by Boeing, the pilots still could not regain control and the plane spiraled down, crashing in a field, killing all 157 people on board.

Since the two deadly crashes, investigators have discovered that Boeing withheld important information about the MCAS system from pilots and regulators and that the FAA oversight was sorely lacking as the agency relied heavily on designated Boeing employees during the plane's certification process.

The goal of the congressional hearings was to shed more light on Boeing's flawed design of the MAX and to put a crucial question to the top executives at the company - What did you know about flaws in the MCAS system and when did you know it?

Here are three new things we learned during the two days of hearings about what Boeing knew and when:

1) Boeing Knew MCAS Had a Problematic Single Point of Failure Two Years Before Max Was Cleared To Fly:

It appears that one of the most glaring missteps in the design of the new flight control system was relying on information from just a single angle of attack (AoA) sensor for MCAS to activate. AoA sensors are small vanes on the nose of the plane that measure the pitch of the aircraft as moves into the headwind. If the the AoA senses that plane is pitched up too high, MCAS will automatically and repeatedly force the nose of the plane down. And that's exactly what happened to both planes that crashed, except the sensor was wrong. Indonesian investigators found a Lion Air maintenance crew installed a new, but faulty AoA sensor the day before the doomed flight, and failed to recalibrate it and test it.

Experts say relying on just one sensor for a safety critical system is unheard of in aviation engineering.

The House Transportation Committee released a redacted email during Wednesday's hearing showing Boeing knew this was a potential problem back in 2015, two years before the plane was cleared to fly by the FAA and three years before the first Max plane crash, as one engineer raised concerns about relying on just one sensor to trigger the system, writing "Are we vulnerable to single AOA sensor failures with the MCAS implementation or is there some checking that occurs?"

Despite the concern, Boeing decided to stay with the single-sensor design, with no backup to prevent MCAS from forcing the plane into a nose dive.

Asked if he received the email and if he responded to it, Boeing's chief engineer for airplanes, John Hamilton, told the committee he only recently became aware of it. And he insisted the message shows that the culture at Boeing has not become one that puts profits over safety but encourages employees to speak up.

"I think it highlights our engineers do raise questions, in an open culture. They question things," Hamilton said, adding the company "followed our thorough process," in addressing such concerns before the chair of the committee, Oregon Democrat Peter DeFazio, cut him off.

2) Boeing Knew Its Assumptions About Pilot Reactions To MCAS Could Be Wrong

Boeing developed MCAS around the assumption that if the system activated erroneously, pilots would recognize that in four seconds, and would know how to cut off the system, even though the company never told pilots the system existed. Boeing persuaded the FAA that the system was relatively benign, running only in the background, and therefore didn't need be included in training and flight deck manuals.

"I've talked to a lot of pissed off pilots," Transportation Committee Chair Peter DeFazio (D-Oregon) told Boeing CEO Muilenburg at the hearing Wednesday. "They said, 'We were the backup system? How can we be back up if we don't know something's going to take over our plane'."

Now there is evidence that several months before the first 737 Max plane crash, Boeing knew that some pilots would need 10 seconds or longer to figure out what was happening, and taking that much time to react could have "catastrophic" results.

DeFazio released a document showing that in June of 2018, after airlines had begun flying the new 737 Max planes, but months before the Lion Air crash, Boeing employees were raising concerns about how much time it would take for pilots to react to a potential MCAS failure. The document, called a "coordination sheet" and dated June 11, 2018, suggested some pilots would take more time than four seconds to react, and "A slow reaction time scenario, (greater than) 10 seconds, found the failure to be catastrophic."

Family members brought photos of those lost in Ethiopian Airlines Flight 302 and Lion Air Flight 610 to the hearings, and met with Muilenburg afterward. Andrew Harnik/AP hide caption

toggle caption
Andrew Harnik/AP

A recent NTSB report found that Boeing was wrong its assumptions and underestimated how long it would take pilots to react to such a failure in the cockpit, especially since the flight crew would be bombarded with multiple alerts blaring, lights flashing and the control stick shaking.

Muilenburg told lawmakers he could not speak to that specific document but admitted "we made some mistakes on MCAS," and the company is now "revisiting these decades-long industry standards" on reaction time assumptions.

3) After First Crash, Boeing Knew Of Internal MCAS Concerns But Refused To Ground Max Planes

In one of the most explosive exchanges during the two days of hearings, Muilenburg acknowledged that after the first crash and before the second, he knew about internal messages between technical pilots at the company from 2016 that discussed "egregious" problems with the MCAS system. But he told lawmakers he didn't fully read the messages. He turned them over to company lawyers and only recently became fully aware of their content.

In Tuesday's Senate hearing, Republican Ted Cruz of Texas was livid.

"You're the CEO, the buck stops with you," Cruz shouted. "How did your team not put in front of you, run in with their hair on fire sayin' 'we've got a real problem here.' How did that not happen and what does that say about the culture at Boeing? How did you not, in February, set out a nine-alarm fire to say, we need to figure out exactly what happened?"

Wisconsin Republican Ron Johnson also pressed Muilenburg on why they didn't agree to ground the plane after the first crash in Indonesia, when the company knew the MCAS system played a significant role in bringing the plane down.

"The fact that it took another tragedy to actually ground the airplane..." Johnson scolded, adding, "Why didn't we react (after the first crash)? Why didn't we ground that aircraft a lot sooner so that another tragedy wouldn't happen?

"Senator, I think about that the decision over and over, every day," a somber Muilenburg responded. "If we knew everything back then that we know now, we would have made a different decision."

But evidence uncovered at the two hearings suggests the company did know enough to at least question the safety of continuing to fly the 737 Max, and had Boeing made a different decision and grounded the plane, the second crash in Ethiopia would never have happened, saving 157 lives.

Asean Summit: PM Lee Hsien Loong urges closer Asean cooperation amid global slowdown - The Straits Times

Posted: 02 Nov 2019 06:12 PM PDT

BANGKOK - With the global economy facing strengthening headwinds, and as support for multilateralism weakens, it has become ever more important for Asean nations to work closely to meet these challenges, said Prime Minister Lee Hsien Loong on Saturday.

"Each Asean member state has our own domestic preoccupations," he said.

"But this global backdrop has made it more urgent than ever for Asean to come together, to deepen cooperation among ourselves, in order to counter these unfavourable external trends, and to speak on the issues that concern us with one voice."

Addressing fellow leaders of South-east Asian nations at the start of the 35th Asean Summit, PM Lee noted that the global economy is forecast to grow by 3 per cent this year, the slowest since the global financial crisis a decade ago. The risk of a US recession is also on the rise.

At the same time, populism is gaining ground around the world, leading to a weakening of support for globalisation and multilateralism.

With this as backdrop, PM Lee touched on three areas that the 10-member bloc had to tackle together - the economy, the environment, and security.

On the economic front, PM Lee said Asean needed to intensify its efforts to uphold a free, open and rules-based multilateral trading system.

"Internally, we have established the Asean Community in 2015, now, we should take the next step, to fully implement the Asean Economic Blueprint 2025, in order to complete the unfinished agenda," he said.

"Externally, we should widen our economic links with Asean's partners, and further liberalise trade with them."

He noted that as Asean works towards advancing negotiations on the Regional Comprehensive Economic Partnership (RCEP), it could also concurrently explore new areas for economic cooperation.

One example is the Asean Smart Cities Network (ASCN), which was launched last yearto facilitate member states to share information and explore funding for smart city initiatives.

"The ASCN will enhance Asean's proposition as a single digital market and generate new growth for our countries," he said. "As the ASCN Shepherd, Singapore will work with member states to develop the network further, including of course with the next chairman, Vietnam."

On the environment, PM Lee said that Singapore supports multilateral solutions to challenges like climate change, and transboundary pollution, such as haze pollution. He urged Asean states to fully implement its agreement on transboundary haze pollution so they can deal with the problem more effectively.

In order to meet the challenges of economic and environmental changes, peace and security in the region was vital, he said, as he welcomed progress made in agreeing a code of conduct in the South China Sea.

Asean and China have completed the first reading of the Single Draft Negotiating Text for a South China Sea Code of Conduct (COC), and he said that as Asean moves forward in the negotiations, it should continue to reiterate its shared principles of respect for the freedom of navigation and overflight, self-restraint including non-militarisation, and peaceful resolution of disputes in accordance with international law.

PM Lee also raised concerns about the situation in Myanmar's Rakhine State, calling it a "complex problem with both humanitarian and security dimensions".

Over 700,000 Rohingya refugees from Rakhine State fled to Bangladesh to seek refuge following a military crackdown in 2017.

"Asean should continue to support efforts by all parties, including the Myanmar government, to work towards a comprehensive and durable solution," he said.

"Commencement of repatriation on a safe, voluntary, and dignified basis should remain an immediate priority."

PM Lee and other Asean leaders are scheduled to hold discussions with key partners like China, Japan, India and the United States during the summit, which ends on Monday.

McGrath's golden goal to lift No. 21 Durango boys soccer over No. 12 TCA - CHSAA Now

Posted: 02 Nov 2019 05:09 PM PDT

(Dan Mohrmann/CHSAANow.com)

COLORADO SPRINGS — In the distance, the roar of a jet engine could be heard over the grounds of the United States Air Force Academy. The Durango boys soccer team briefly looked back in awe, appreciating the fighter jets screaming through the air.

Not long after, Demons keeper Caleb McGrath was setting up a soccer ball for its own flight. There was no jet engine involved as the ball only moved as strong as McGrath's leg could will it. But the flight was every bit as impressive as the fighter jets that had flown by just minutes earlier.

The resulting goal was golden and gave No. 21 Durango a 3-2 come from behind win over No. 12 The Classical Academy in the first round of the Class 4A boys soccer state tournament.

"It was the best kick of my life," McGrath said.

And it was a fitting end to a game in which the Demons (12-5 overall) had to battle back from a two-goal halftime deficit.

They had plenty of opportunities in the first half to be sure, but while their shots were slamming off the post or veering wide of the net, TCA (11-6) was converting and jumping out to an early lead.

In the 16th minute, Jackson Hoosier leapt at a perfectly placed corner kick and headed the ball to the right side of the Durango net, catching McGrath off-balance. Just three minutes later, Durango forward Sayer Frontella's free kick hit the post and as the Titans again pushed forward, they put another goal on the board, this one courtesy of Samuel Grotelueschen, who was standing in front of a wide-open net.

(Dan Mohrmann/CHSAANow.com)

Something had to change if Durango was going to get back into the game.

"We made a couple of tactical changes and I don't think Classical ever adjusted to it in the second half," coach Aaron Champenoy said.

Among the changes was stacking his midfield with five players as the Titans had been winning that battle through the first 40 minutes of the game.

It paid off in the 51st minute as Ryan Bell found freshman Cedar Newman right in front of the net. Newman's header shot right past TCA keeper Jack Carpenter, finally putting a goal on the board and alleviating some of the pressure off the Demons.

"That was awesome," Newman said. "I was happy that could get some momentum for the team and get us going a little more. I came into the game pretty confident. We all thought we could win, we just had to put the effort out there."

Still trailing by a goal, the Demons continued to press offensively and try to create as many scoring chances as possible.

With just under 15 minutes left on the clock, Moritz Rosik let loose a hard shot that carried just above Carpenter's outstretched fingers and in a flash, the game was tied.

"Once he hit it, I thought it was in," Champenoy said. "That was an absolute banger of a goal."

At the end of regulation, a game that early on looked to be well in hand for TCA was headed to extra time.

"I don't think we got complacent, necessarily," TCA coach Blake Gavin said. "But we just panicked a little bit and played like now we're up two goals, we can't lose now. Instead of moving forward and playing to win, we panicked."

If there was panic, it seemingly carried over into the extra period. A TCA foul and yellow card set up free kick from about 65 yards away from the net. McGrath set the ball up and the plan was to get it on frame and hope the sun could play a factor as Carpenter was facing south.

That turned out to be the case.

"I was going for the back post," McGrath said. "We had more guys going there in case in of a deflection or rebound."

Not necessary.

The shot was every good as it looked while traveling through the air. And just like the sound of the jets heard earlier in the game, Durango's 2019 playoff run is taking flight.

ASEAN meet spotlights advances in trade, sea pact, and rifts - Manistee News Advocate

Posted: 02 Nov 2019 03:12 AM PDT

Updated

NONTHABURI, Thailand (AP) — Southeast Asian leaders are making last-minute efforts with wealthier neighbors led by China to conclude negotiations on one of the world's largest free-trade accords and will praise progress in talks on a nonaggression pact in disputed waters when they meet for a summit in Thailand.

But intractable differences, often hidden behind handshakes and ceremonial photo-ops, have stymied those efforts by the 10-member Association of Southeast Asian Nations.

President Donald Trump is skipping the flurry of meetings in a Bangkok suburb this weekend in a palpable absence that could be viewed in the region as a snub. He is sending national security adviser Robert O'Brien, who is not a member of his Cabinet, and Commerce Secretary Wilbur Ross.

"President Trump is dealing with immense political troubles at home and that also plays into concerns over American wherewithal and commitment to this part of the world," Manila-based political analyst Richard Heydarian said.

Such an absence "helps China to portray the United States as an unreliable regional hegemon" and establish a much more "China-centric" order in the region, he said.

A major development is the possible announcement of a conclusion to seven years of negotiations for a free-trade pact called the Regional Comprehensive Economic Partnership. China is among those leading the negotiations along with ASEAN members and their dialogue partners Japan, South Korea, Australia, India and New Zealand.

The U.S., which prefers bilateral trade deals, is not included. A successful deal would boost free trade in a time of protectionism and further integrate China with many of Asia's most vibrant economies.

The talks were progressing toward a conclusion last month when new issues cropped up, which may again delay the signing to next year, Philippine Trade Secretary Ramon Lopez told reporters.

"It can still happen ... if we decide on a way forward," Lopez said, without elaborating on the disagreements, which concern technical details and rules on market access, competition and investment.

Some countries such as India have expressed concern that the deal could flood their markets with cheap Chinese goods and undermine local manufacturers.

RCEP will be one of the biggest regional trade blocs if all 16 nations join, covering some 45% of the world's population and about a third of global GDP, with projected trade of more than $10.3 trillion, or nearly 30% of the world total.

ASEAN leaders will welcome the completion in July of the first of three rounds of discussions on a proposed "code of conduct" that aims to restrain aggressive actions in the disputed South China Sea. Territorial rifts involving China, Taiwan and ASEAN members Brunei, Malaysia, the Philippines and Vietnam have emerged as the most divisive issue in recent years.

China and its ASEAN allies led by Cambodia have steadfastly refused attempts to use the annual summits as an arena to rebuke Beijing's increasingly assertive actions, including the construction of seven islands on disputed reefs that U.S. officials say could serve as military platforms to intimidate rival claimants.

China claims virtually the entire sea, a vital waterway for global commerce, and has opposed naval and aerial patrols by the U.S. and its allies as American interference in an Asian problem. Beijing also regards the U.S. concept of a free and open Indo-Pacific region as a strategy to contain China.

"We emphasized the need to maintain an environment conducive to the COC (code of conduct) negotiations, and, thus, welcomed practical measures that could reduce tensions and the risk of accidents, misunderstandings and miscalculation," said a draft of a summit communique, a copy of which was seen by The Associated Press.

Two Southeast Asian diplomats told the AP that Vietnam wanted the inclusion of a phrase reflecting China's encroachments into waters where Vietnam has exclusive rights to exploit resources. China, through Cambodia, opposed any such move.

Vietnamese diplomats questioned progress on the code of conduct when China continues to intrude into its waters.

A Chinese diplomat replied by saying Vietnam should not be allowed by ASEAN "to hijack the COC process," said one of the two Southeast Asian diplomats, who both spoke on condition of anonymity because they were not authorized to speak publicly about the issue.

David Stilwell, the U.S. assistant secretary of state for East Asia and the Pacific who will be attending the meetings as part of the U.S. delegation, urged ASEAN to follow the example of Vietnam and put up a stiffer resistance to China's militarization of the area.

He told a forum in Malaysia on Thursday that the concept of a free and open Indo-Pacific region was not a move to expand U.S. domination but reflected Washington's "enduring engagement" to make the area prosperous.

"This is your turf, this is your place. Vietnam has done a good job of pushing back. I would think that regarding ASEAN centrality ... (the grouping) would join Vietnam to resist actions that are destabilizing and effecting security," he said.

Former Philippine Foreign Secretary Albert del Rosario, who spearheaded the filing of a complaint against China at an international tribunal that in 2016 ruled against Beijing's territorial claims, said ASEAN should insist on making that ruling a core of the code of conduct. Such a move would surely be opposed by China and its allies, although they generally express support for the rule of law.

Ryan Getzlaf's goal, John Gibson's 39 saves send Ducks past Canucks - Los Angeles Times

Posted: 02 Nov 2019 01:14 AM PDT

Troy Terry circled his net with the puck and looked up at the two Vancouver Canucks between him and Ryan Getzlaf way down at the far blue line.

"My instinct was to pass to him, but I thought, `Is that the smartest thing?"' the rookie said. "So I just ripped it to him, and he's Ryan Getzlaf, so of course he made a play."

Terry's long aerial pass eluded both Canucks and hit Getzlaf in the glove. The Ducks' longtime captain settled the puck and sent Anaheim to another thrilling home win.

Getzlaf scored a breakaway goal 2:30 into overtime, and John Gibson made 39 saves in the Ducks' 2-1 victory over Vancouver on Friday night.

In the 999th game of a career spent entirely with Anaheim, Getzlaf ended it with his seventh goal of the young season after that remarkable pass from Terry.

"Troy made a great play from behind the net," Getzlaf said. "He showed great patience. Showed what he can do with the puck."

While his passing acumen is well known, Getzlaf has one of the Ducks' best shots when he deigns to use it — and he has used it lately, scoring in four consecutive games.

He only needed to tap in his winner, however: Markstrom charged out of his net in a desperate attempt to disrupt Getzlaf's chance, but Getzlaf sidestepped the goalie and finished it.

"His first touch wasn't the best, and I thought I had him beat," Markstrom said. "And I didn't. That's the read I had. Obviously it's easy to say now I should have stayed in (net), but I didn't. Tough loss when we played such a good game."

Both of these young clubs look like playoff contenders so far: The Ducks' victory left Anaheim and Vancouver even on 18 points apiece in second place in the Pacific Division.

Jakob Silfverberg scored a short-handed goal in the first period for the Ducks, who improved to 6-1-0 at Honda Center this season with their second straight victory to open a seven-game homestand.

Adam Gaudette got credit for Vancouver's tying goal with 6:18 to play when his apparent pass toward a driving Brandon Sutter deflected in off the skate of Anaheim defenseman Korbinian Holzer.

The goal came on the Canucks' 38th shot during a frustrating evening against Gibson, who came close to his 19th career shutout in a phenomenal performance. Vancouver also went scoreless on five power plays.

"I thought our team was pretty good tonight," Vancouver coach Travis Green said. "I don't know how many shots we had, but almost 70 attempts is pretty good. Their goalie played well. The big thing is when you play a really good game, you want to get a point out of it. You're going to play good some nights and lose. At least we got a point."

Five-game point streaks ended for both Elias Pettersson and Bo Horvat, as did Brock Boeser's three-game goal streak.

Markstrom stopped 27 shots for the Canucks, who have earned a point in six consecutive games. Vancouver lost for only the third time in 11 games, and fell to 0-3-1 when scoring fewer than three goals.

The Ducks scored during their second penalty kill when Rickard Rakell got the puck to Silfverberg alone in front of Markstrom, his teammate for several seasons at the start of their pro careers in Sweden. Silfverberg made a nifty deke and scored his seventh goal of the season on the forehand.

The goal also put Silfverberg at a plus-12, tying teammate Adam Henrique's NHL-leading mark entering the evening.

Vancouver had a 32-11 shots advantage late in the second period, but couldn't beat Gibson until the waning minutes of the third.

ASEAN meeting grapples with trade war, territorial disputes - Manistee News Advocate

Posted: 02 Nov 2019 12:27 AM PDT

Updated

NONTHABURI, Thailand (AP) — Southeast Asia should use the sway of its shared market of 650 million people and speak with "one voice" to ensure it is treated fairly in an age of protectionism, Malaysian Prime Minister Mahathir Mohamad said Saturday as leaders gathered for a regional summit.

Mahathir told business leaders attending meetings of the 10-member Association of Southeast Asian Nations that they should unite in fighting back if countries try to shut them out of their markets.

The image of unity ASEAN strives to project has been clouded by wrangling over a long-delayed agreement on a free trade bloc. The 10-nation association is also divided over handling of territorial disputes with China.

But the trade war between Beijing and Washington and President Donald Trump's "America first" stance have many countries sharing a common goal of protecting their access to wealthy Western markets.

"ASEAN is quite a big market for the whole world. We don't want to go into a trade war," Mahathir said. He described campaigns against exports of palm oil from Malaysia and Indonesia over concerns regarding labor and environmental issues as "sabotage."

"If they do things that are not nice to us, we have to be not nice to them," he said. "If you cut back some imports of palm oil from Malaysia, we can cut back our imports from them."

"We should have one voice," he said. "If you go it alone, you will be bullied."

Trump opted not to attend the ASEAN and other regional meetings outside Thailand's capital, Bangkok, that begin later Saturday and run through Monday. Many other regional leaders are attending, including Chinese Premier Li Keqiang, Japan's Prime Minister Shinzo Abe and Indian Prime Minister Narendra Modi. Trump and Vice President Mike Pence are said to be busy with campaigning on behalf of fellow Republicans.

Mahathir, who is 94 and known for not mincing his words, had some harsh things to say about the U.S. leader and his policies, describing Trump as "not a very nice man."

Arin Jira, who chaired the meeting as head of ASEAN's Business Advisory Council, said the gathering should call for "world economic peace" against trade wars that are causing havoc.

"The result of war is only destruction," he said.

While ASEAN members may share a common goal in boosting their trade within and outside the region, they struggle how to address tensions over China's encroachment into the disputed waters of the South China Sea.

Vietnam wanted a communique to be issued by ASEAN leaders that would mention Chinese movements into waters where its southern neighbor has exclusive rights to exploit energy resources, and other aggressive acts off the Philippines and Malaysia in recent months.

China, through its ASEAN ally Cambodia, has opposed any such move, two Southeast Asian diplomats told The Associated Press.

After weeks of wrangling, senior diplomats hammered out a compromise phrase that expresses concern over "serious incidents in the area, which have eroded trust and confidence, increased tensions and may undermine peace, security and stability in the region," one of the diplomats said.

The phrase would not name China or mention other details, the diplomat said. Both officials spoke to AP on condition of anonymity for lack of authority to discuss the issue publicly.

China and its ASEAN allies have steadfastly refused attempts to use the annual summits as an arena to rebuke Beijing for its actions, which include building seven islands on disputed reefs that U.S. officials say could serve as military platforms to intimidate rival claimants.

China claims virtually the entire South China Sea, a vital waterway for global commerce and has opposed naval and aerial patrols by the U.S. and its allies as American interference in an Asian problem. Beijing also regards the U.S. concept of a free and open Indo-Pacific region as a strategy to contain China.

ASEAN members and others in Asia, meanwhile, look to the U.S. to help counter China's growing reach and power. Trump's absence is a disappointment to some in the region and may undermine the U.S. assertion that it puts a high priority on trade and other ties with the region.

Seniors in mobile home park get skyrocketing water bills, lawmakers investigating - The Denver Channel

FEDERAL HEIGHTS, Colo. -- At 77 years old, Ginger Derrick did not think she would have to go back to work, just to pay the skyrocketing lot rent and utility bills from her mobile home park.

But now, she is working an overnight shift for UPS, just to make ends meet, after her recent water bill was seven times higher than the same billing period last year.

"It went from $6 on November 1st of 2018 to $42 this year with no explanation," she said, showing the bills from her mobile home park she carefully files away.

Contact7 first heard about issues with lot rent increasing at Holiday Hills mobile home park in Federal Heights this summer, when a large group of seniors came together to talk about their struggles to make ends me.

Meanwhile, new fees for "usage", "meter" and "efficiency" have also been added in the last year.

For some people, including 89-year-old Sherry Broderick, it has meant tough choices. She was hit with a $91 water bill in August (compared to an $18 bill in August of 2018.)

"What did it mean to me? That was part of my groceries for the rest of the month," said Broderick, who is now going to a food bank to supplement her groceries. "It was either pay the rent or buy groceries."

In a statement from the park's owners, Equity Lifestyle Properties, a spokeswoman said they are aware of "a particular resident" and are "working to address the matter."

The statement said: "Actions taken include documenting daily meter readings for the home to track usage and having our maintenance technician visit the home to look for plumbing leaks and running toilets. Next, we will be scheduling a licensed plumber to conduct an additional courtesy check for leaks."

However, Rep. Kyle Mullica, D-Northglenn, said this issue is far larger than one resident or even one mobile home park.

"There's no transparency, and we are trying to figure out how this is happening," said Mullica, who said town halls lately are filled with complaints from people concerned about arbitrary utility billing by mobile home parks, which may not be tied to how much the parks are charged by the city-owned utilities. "Why are my constituents being gouged on a public utility? And no one has been able to really give me that answer."

He said lawmakers are working on proposals for the next legislative session to beef up Colorado's Mobile Home Park Act, including requiring more transparency in utility billing and meter audits to make sure large companies that own mobile home parks aren't profiting from the most vulnerable.

Meanwhile, Derrick said she is working five nights a week to make ends meet and hoping someone will stop the skyrocketing utilities and lot rent that may force her out of her home.

"They want to force us out, so we have to leave them the homes for a low price, and they can sell them for more," she said. "I just pray a lot. I just think things will change."
