Most of NSW's east coast is under severe or very high fire danger ratings on Tuesday as almost 50 blazes burn across the state, with more than half of those uncontained. Watch the video above Hot and dry conditions and a lack of rain means the smoke is likely to linger. The density of the smoke in the city has been deemed poor, meaning it poses a risk to people with heart or lung conditions.  Health warning"Everyone, especially people with heart or lung disease should avoid outdoor exertion and stay inside as much as possible," the environment department advises. "If you have symptoms rest and use your reliever medicine. If symptoms persist, seek medical advice." Six lives and 530 homes have been lost since the NSW bushfire season hit some weeks ago, with more than 420 homes destroyed in the past fortnight alone. Parts of the state under severe fire danger on Tuesday are Greater Sydney, Greater Hunter, Illawarra-Shoalhaven, Southern Ranges and Central Ranges fire regions. These regions, along with the Northern Slopes and North Western regions, are also under a total fire ban. On Monday night there were 51 grass and bush fires burning around NSW, all at "advice" level, with 28 yet to be contained, the RFS posted on Twitter. "More than 1300 firefighters continue work on these fires tonight, ahead of forecast hot, dry and windy conditions tomorrow," the agency said. | China says Hong Kong courts have no power to rule on face mask ban - The Straits Times Posted: 18 Nov 2019 06:23 PM PST  SHANGHAI (REUTERS) - China's top legislature said Hong Kong courts have no power to rule on the constitutionality of legislation under the city's Basic Law, which includes a proposed ban on face masks, state news agency Xinhua reported on Tuesday (Nov 19). The statement came a day after Hong Kong's High Court ruled that a ban on wearing face masks during public demonstrations that have rocked the financial hub for more than five months was unconstitutional. "Whether the laws of the Hong Kong Special Administrative Region comply with the Basic Law of Hong Kong can only be judged and decided by the Standing Committee of the National People's Congress," Yan Tanwei, a spokesman for the Legislative Affairs Commission of the Standing Committee of the National People's Congress, said in a statement. "No other authority has the right to make judgments and decisions," the statement said. The Hong Kong government invoked a colonial-era emergency law in October banning faced masks commonly used by protesters. Hong Kong and Macau Affairs Office spokesman Yang Guang also said the High Court's ruling challenges the authority of China's Standing Committee of the National People's Congress and the governing power of Chief Executive Carrie Lam, the official Xinhua News Agency reported. He added that the court ruling will have a severe negative social and political impact. Protesters had been using masks to hide their identities in public. The proposal was widely criticised by supporters of the anti-government movement, who saw it as posing a risk to demonstrators. | Apple launches a dedicated mobile app for its developer community - TechCrunch Posted: 18 Nov 2019 05:53 PM PST Apple today is introducing a new resource for the over 23 million registered members of its developer community, with the launch of a dedicated Apple Developer mobile app. The new app is an expansion on the existing WWDC app for Apple's Worldwide Developer Conference, which it will now replace. Instead of only including information about the developer event itself, the app will expand to include other relevant resources — like technical and design articles, developer news and updates, videos and more. It also will offer a way for developers to enroll in the Apple Developer program and maintain their membership. Today, developer information is spread out across Apple's website, and elsewhere. It even arrives in developers' inbox in the form of email updates from various product teams. Now it will be available in a single, streamlined mobile app experience.
At launch, the Apple Developer app may not have everything you could otherwise find on Apple's Developer website, but its offerings will grow over time. For example, today you'll find technical information and more than 600 videos, but you won't find things like the Apple Developer Forums or a way to connect a local Apple Developer program — like Apple's App Accelerators, Design Labs or Developer Academies. Instead, the app's content is organized across four main sections: Discover, for finding developer information, news and updates; Videos, where you'll find the videos the WWDC app once hosted; WWDC, for event attendees; and Account, where developers can manage their account and program membership. Apple's goal is to use the app to get relevant content in front of developers in a timely fashion and to point them to things they may not even realize exist on the Apple Developer website, or even at Apple, overall. And in some cases, the app will include more mobile-friendly content — like articles that attempt to educate in a more digestible, short-form manner.
In other words, it may be the same content as found online in technical papers, but packaged in a slightly different way. Later, the app will also expand to address some of the things that Apple hasn't yet documented — a topic of increasing concern among developers as of late. (One developer even built a website called "No Overview Available" that helps you find out if an Apple API is missing documentation.) Elsewhere in the app, developers will continue to be able to watch WWDC session videos and review the WWDC schedule, when available. They'll also be able to sign up for or renew an Apple Developer program membership, then pay for it using Apple Pay or other payment methods.
The app's launch comes at a time when Apple has been focused on growing its international community of developers through investments in local developer academies and accelerators — efforts that have been paying off. For example, over the past year, the developer community in Indonesia grew its membership by 60% after the opening of two Developer Academy facilities in 2019. In Brazil, the original location for an Apple Developer Academy, the community grew by 50% this year. In India, the location of Apple's first accelerator lab, the community grew by 45%. Other areas that grew their developer base this year included the U.K. (up 40%), France (30%), Italy (28%) and China (17%). The Apple Developer app is being soft-launched today in all worldwide markets, but Apple Developer program membership management tools are U.S.-only for now. Since the day it was released, the 2017 DC superhero film Justice League has been an object of fascination for superhero movie fans. Director Zack Snyder, whose other contributions to the DC Extended Universe include Man of Steel and Batman v Superman: Dawn of Justice, had to step away from the project in the middle of production after a family tragedy. Joss Whedon, normally more of a Marvel guy, stepped in to oversee major rewrites and finish the movie. Whedon had two jobs: cutting the film's runtime to 120 minutes or less, and adding humor after the lackluster reception of Batman v Superman: Dawn of Justice. Both decisions required major rewrites and plot changes, and making the MCU more like Marvel was anathema to DC partisans anyway,. So even before they knew whether or not a Zack Snyder cut of the film existed, DC fans began lobbying Warner Bros. to "release the Snyder cut." As it turned out, Snyder did cut some sort of version of the film together before leaving the project, but it seems to have been more in the nature of a workprint than a director's cut, with unfinished effects shots and unmixed audio. Since completing Zack Snyder's version would reportedly involve spending millions of dollars more on a movie that lost money the first time around, no one expected Warner Bros. to release it. On Sunday, however, Justice League star Gal Gadot joined the chorus: Shortly afterwards, fellow Justice League actor Ray Fisher expressed a similar sentiment: And Ben Affleck joined in, although he seems to have forgotten to attach a black and white photo of himself playing Batman: Zack Snyder quote-tweeted both Gadot and Affleck, writing, "This ancient Amazonian can't be wrong," and "Neither can Batman." (So far, he has left Ray Fisher hanging.) Coordinated tweets from three of the film's stars and its director, all of whom have easier ways to get in touch with Warner Bros. than social media hashtag campaigns, can only mean one thing: The legendary Snyder Cut, in some form or another, is definitely on its way soon, at some point in the future. Probably. So because there's still no release date or confirmation from Warner Bros. yet, Slate has taken the liberty of cutting together a new version of Justice League ourselves, just to tide people over. A few caveats: We didn't have access to the original actors or the sets or the scripts or the unused footage or the used footage or brand new actors or any actors at all, and also we didn't have a budget for CGI or practical effects or lighting or sound or photography. Fortunately, we were able to fill in most of the gaps using public domain footage. If the Snyder Cut ever sees the light of day, it will undoubtedly be truer to the spirit of the DC Extended Universe, but given the challenges our production faced—on, like, basic competence levels—we think the Slate Cut of Justice League is a pretty good action adventure film in its own right.
