| Activist investor targets Artis REIT - Winnipeg Free Press Posted: 02 Oct 2020 12:19 AM PDT Activist investor targets Artis REIT - Winnipeg Free Press Artis REIT (Real Estate Investment Trust) is under attack from an activist investor looking to replace the board and change the company's strategy. Sandpiper Group, a private equity firm based in Vancouver that owns at least five per cent of the equity in the Winnipeg-based REIT, has officially requested a special meeting of Artis unitholders with the intent of replacing five members of the seven-member board of trustees with its own slate. Particularly at issue for Sandpiper is Artis's plan, announced in early September, to spin-off a separate entity that would contain only Artis's portfolio of retail buildings, to be called Artis Retail REIT. The retail sector has been under pressure for some time from e-commerce and online shopping and has been dealt another blow by the restrictions caused by the COVID-19 pandemic. Artis CEO and founder, Armin Martens, was not available for comment on Thursday, but the company released a statement saying, "The board is reviewing and considering the requisition with its professional advisers. It will respond appropriately in due course. In the meantime, there is no need for unitholders of the REIT to take any action." The company's stated goal of spinning off the retail buildings — which currently represents about 17 per cent of its portfolio — was to unlock the value in the rest of its industrial and office portfolio. At the time Martens said in a statement, "We believe our high-quality, diversified commercial portfolio is being significantly undervalued by the market and that the proposed strategies (to create Artis Retail REIT) will serve to unlock value for our unitholders." But Sandpiper, which has undertaken similar manoeuvres with other REITs, disagrees. In an interview, Samir Manji, CEO of Sandpiper, said the plan is flawed on many levels. "If this were to be approved by unitholders it will leave unitholders saddled with an orphaned, externally managed, illiquid, out-of-favour asset class," he said. The plan that was proposed in early September called for unitholders of Artis REIT to receive the same proportionate ownership of Artis Retail REIT. The plan has also been rejected by an investment firm that controls a number of special preferred units that will not receive any securities in the retail REIT under the current proposal. But it is not just the retail spinoff that has motivated Sandpiper. "We have some other fundamental concerns from a governance and stewardship standpoint that we intend to communicate and provide more details around in the days ahead that are really at the centre of why we have asked for a special meeting to remove and replace five of the trustees," he said. Manji would not go into any details other than to say that he believes that management and stewardship of the assets by the board and management are no longer aligned with unitholders. "What we are doing on behalf of all unitholders big and small," Manji said. "This is about us trying to ensure that we can put the interests of the ultimate owners of the REIT at the forefront. It is our opinion for many years that has not necessarily been the case." Sandpiper's slate includes Manji, who would replace Martens, Edward Warkentin, (chairman of the board), Bruce Jack, Victor Thielmann and Wayne Townsend, all of whom are from Winnipeg. Manji contends that management and members of the board own about one per cent of the units of Artis. Artis owns 216 properties in Canada and the U.S. valued at about $5.4 billion. Its current asset class weighting is 47.5 per cent office, 35.3 per cent industrial and 17.2 per cent retail. Regardless of the spinoff, the company has stated that it's targeting by the end of next year to be at 10 per cent retail, 50 per cent industrial and 40 per cent office. About 63 per cent of its revenue now comes from U.S. holdings, and about half of that is in the state of Minnesota. It has long focused on Western Canadian assets where all of its retail assets are. One of the company's biggest development projects is the $165-million, 40-storey mixed-used residential tower at 300 Main St. in Winnipeg, where construction is well underway. It is not clear when the special meeting would be called. | Verizon, T-Mobile knock on smart home door - Light Reading Posted: 01 Oct 2020 08:44 PM PDT  Both Verizon and T-Mobile are putting a tentative toe into selling smart home services from other companies, though it's unclear whether the two mobile network operators have any major intentions in the area. The interest by Verizon and T-Mobile in the space is noteworthy considering AT&T at one point held grand smart home ambitions that it has since retired. Meantime, other telecom operators such as Comcast continue to doggedly chase the smart home space. T-Mobile's newfound interest in smart home service was first highlighted by Wave7 Research, a research and consulting firm that closely tracks pricing and promotions in the US wireless industry. The firm reported that T-Mobile has installed Vivint smart home displays in select T-Mobile stores in California. The effort – potentially a test to determine if a wider offering is worthwhile – comes several years after Sprint similarly tested sales of Vivint smart home services in a number of markets, according to Wave7. T-Mobile acquired Sprint earlier this year. T-Mobile officials did not respond to questions on the topic by Light Reading. T-Mobile's reported interest in smart home offerings comes amid Verizon's new allegiance with Amazon in the smart home arena. For example, Verizon is now offering a free Amazon "Smart Home Bundle" – which includes an Echo Show 5, Ring Stick Up Cam, Echo Dot and Amazon Smart Plug – with its 5G Home fixed wireless service. Verizon's pairing with Amazon on smart home services dovetails with the company's new corporate attitude toward high-level product partnerships. For example, in recent years Verizon has shifted from selling its own video offerings to instead bundling services like Disney+ and YouTube TV into its products. And for Amazon specifically, Verizon already has an extensive edge computing partnership with the company. The recent interest in smart home services by T-Mobile and Verizon contrasts with AT&T's exit from the space. After several years of hyping its own Digital Life smart home platform, including promises of international expansion, AT&T began backtracking from the business a few years ago. Of note, Reuters reported in 2017 that AT&T was exploring a sale of Digital Life, and Wave7 reported that the service disappeared from AT&T stores in 2018. However, based on the company's website, AT&T is still selling Digital Life services in "select areas," and is still providing support to existing customers. Trump's tweet came minutes after the White House disclosed his schedule for Friday, which includes White House meetings, a roundtable with supporters and an evening campaign rally in Florida. The White House didn't comment on whether the president's quarantine would result in events being canceled. After NBC News and other outlets reported on Hicks' positive test, Trump himself confirmed it Thursday night in an interview with Fox News' Sean Hannity. He also said that he and first lady Melania Trump had just been tested and were awaiting results to come either Thursday night or Friday. "She did test positive. She is a hard worker, a lot of masks, she wears masks a lot. She tested positive. I just went out with the test, we will see," Trump said. "We spend a lot of time, the first lady just went and got a test also. Whether we quarantine, whether we have, we don't know." He added: "We will see what happens. Who knows?" Priti Patel's allies have laid a flurry of embarrassing leaks disclosing brainstorming on asylum policy firmly at the door of the Foreign Office. The past week has seen several reports emerge describing extraordinary measures being mooted by the Home Office to get to grips with migration. One claimed that Ms Patel had instructed her department to weigh up the logistics of shipping migrants to islands and far-flung overseas territories for processing, including Ascension Island, 4,000 miles away in the south Atlantic. Others revealed proposals for a wave machine in the Channel to push back boats trying to make the crossing, and a plan to house those who do reach British waters on disused ferries. The slew of damaging briefings has infuriated the upper echelons of the Home Office, with Permanent Secretary Matthew Rycroft confirming an inquiry into the leaks. It risks exploding into an all-out Whitehall blame-war after supporters of Ms Patel hit back yesterday and pointed the finger at Foreign Office officials. But other government sources pointed to Number 10 chief adviser Dominic Cummings as the mastermind behind some of the more blue-sky thinking, such as the processing centres in British overseas territories. One told The Times: 'Priti is being used as a punchbag... People are so afraid of crossing Dom that they are pinning it on other departments.' The wheels of a Home Office probe into the leaks are already in motion to root out the source. Asked at the Public Accounts Committee (PAC) whether he thought the investigation will take account of the timing of the leaks and whether they were politically motivated, Mr Rycroft said: 'I'm sure they will look at all relevant factors.' The wave machine option plan was among 'blue sky' ideas looked at by officials to discourage migrants from trying to cross in small boats - although it was quickly rejected. An ally of the Home Secretary said 'offshoring' was being attacked by people who did not like it. 'It is a perfectly logical idea, but someone who doesn't like the whole concept said 'you can only do it if it happens 4,000 miles away' and leaked that,' they said. The Isle of Wight proposal is understood to have 'problems', but other islands around the UK - including off the coast of Scotland - and old ferries are being seriously looked at. 'This is still very early days,' one source said. Ms Sturgeon waded into the row yesterday, saying: 'They can rest assured that any proposal to treat human beings like cattle in a holding pen will be met with the strongest possible opposition from me.' Migrants could be processed on disused ferries moored off the coast under the plans being considered. Another option being considered is buying retired ferries and converting them into asylum-processing centres. Boris Johnson is keen to deter migrants from making dangerous crossings from France with the proposals. Meanwhile, The Times has been told that the Home Office held discussions about moving migrants to decommissioned oil platforms in the North Sea while their applications are processed. However, ministers decided that it was a 'no go' . According to the Financial Times, other 'blue sky' options discussed include laying booms, barriers or even small boats together in parts of the Channel to stop migrants reaching the shore. Another option was to have boats with pumps generating waves in a bid to force boats back into French waters. However, the possibility was rejected amid concerns migrants in already-overladen boats would be capsized. News of Hicks' positive test comes amid continued efforts by the Trump administration to blatantly disregard science and best public health practices during the pandemic, with West Wing staff actively eschewing masks and the President defying recommendations from his own coronavirus task force, proceeding with a busy schedule of packed campaign ralies. Trump and his key aides have shown little interest in changing practices of his staff to meet the needs of the moment. In one sign of that, the President himself is not quarantining, despite close proximity to Hicks. He traveled to New Jersey on Thursday A source close to Hicks told CNN that she is experiencing symptoms and is back in Washington. It is unclear how severe her symptoms are at this point. CNN has reached out to Hicks for comment. "The President takes the health and safety of himself and everyone who works in support of him and the American people very seriously," White House spokesman Judd Deere told CNN in a statement when asked about the level of contact between Hicks and Trump. The White House made no mention of Hicks by name, nor did it confirm she had tested positive. Long seen as a stabilizing force on a boss who likes chaos, Hicks joined the Trump Organization working in public relations with Ivanka Trump and moved to Trump's 2016 presidential campaign early in the race. She was one of the few aides to follow him from his political beginnings to the White House. Hicks maintained a close relationship not just with the President but also with members of his family, including White House advisers Ivanka Trump and her husband, Jared Kushner. She previously served as the White House communications director. Hicks' positive test underscores the unique challenge White House staffers face as they try to keep the pandemic out of the West Wing while the President pushes to reopen the country. | Planning Commission sets 100% affordable housing goal for Adeline plan - Berkeleyside Posted: 01 Oct 2020 06:42 PM PDT  The Adeline Corridor Specific Plan will move forward to the City Council with a goal of 100% affordable housing after fierce debate — and five years of legwork — surrounding housing possibilities at Ashby BART in South Berkeley. Extensive public comment from residents of the historically Black neighborhood, local housing advocates, business improvement districts and displaced residents carried the discussion over two meetings, one on Sept. 16 and another Wednesday night. The majority of speakers were in favor of affordable housing and a "right to return" for Black families pushed out of the area by gentrification and redlining, and the disastrous impact of Ashby BART's construction on this community in the late 1960's — both of which are addressed in the plan. The main disagreement came down to whether 100% affordable housing would be financially unrealistic and result in no housing at all, as suggested by South Berkeley Now, which favored high density and a number of total overall units over percentage. The original draft plan aimed for 50% affordable housing, in line with BART's memorandum of understanding (MOU) with the city last December.  Friends of Adeline and Healthy Black Families supported the commission's choice and maintained throughout the discussion that 100% affordable housing was the only way forward based on years of discussion with residents pushed out of South Berkeley. Commissioner Chris Schildt, who was also in the Adeline Plan subcommittee , supported this perspective and pushed for 100% affordable housing throughout. The staff recommendation ultimately adopted by the Planning Commission agreed to "strive for a goal of 100% affordable deed-restricted affordable housing, prioritizing extremely low and very low [income] affordable housing," but did not include a specific number. This will be determined through meetings of the Community Advisory Group (CAG), which is one of the processes agreed upon in the MOU. The CAG held its first meeting in June and is in the first stages of discussion, meaning the plan is far from having a developer, a design, or beginning construction. COVID-19 could impact the feasibility of affordable housing projectsThrough 2040, the Adeline Corridor Specific Plan has room for 1,450 residential units and 65,000 square feet of commercial space. This is not a development cap, but a "reasonably foreseeable maximum development" plan, Principal Planner Alisa Shen said. About half of the proposed units, whatever the number is determined to be, fall on BART property. Several people who opposed 100% affordable housing were concerned it would violate the 50% affordable housing MOU and force BART to build 100% affordable units. Mayor Jesse Arreguín and Councilmember Ben Bartlett, who oversees the Adeline Corridor, also sent a letter to the planning commission asking them to be cautious with any language that could violate the MOU. Commissioners maintained that the final recommendation was just a goal, however, and Chair Robb Kapla said ongoing discussions would make sure the planning commission wouldn't be agreeing to 100% affordable housing if the number of units was meaningless. South Berkeley Now additionally argued the plan amounted to illegal downzoning under state Sen. Nancy Skinner's SB330, but Shen said it was cleared by the city attorney and actually amounts to a "modest upzoning" in the proposed tier system. This system has four subareas, South Shattuck, North Adeline, Ashby and South Adeline, and sets density, height, floor area ratio, lot coverage, setback and open space requirements for each neighborhood. Shen said during the Sept. 16 meeting that the new density standard (120 units/acre for Tier 1) results in more affordable units because the existing zoning has no set numeric standard for maximum density.  Advocates with South Berkeley Now were not convinced by this argument, partly due to the feasibility of the other tiers, which allow for more density. They said market-rate housing is required to subsidize affordable housing, and 100% affordable housing is an obstacle if extensive public subsidies aren't in place. Rick Jacobus, an affordable housing consultant for the city with Street Level, said to the planning commission on Sept. 16 that "we have to make policy now a little bit in the dark" as markets are upturned by the COVID-19 pandemic. While increasing density boosts the value of the project, he said, it also makes it more expensive. Paired with rising construction costs, he said developers' willingness to pursue the more affordable tiers could be unpredictable. During their meeting on Wednesday, the planning commission also approved a set of "companion recommendations." They include the City Council setting aside at least $50 million in Measure O and Housing Trust funds for affordable housing. The CAG will be reviewing a financial feasibility study for the project and has its next meeting on Oct. 14. Surface Laptop Goは教育市場重視で、イメージでもティーンの利用を訴求している。 出典：マイクロソフト Surfaceには複数のモデルがあるが、｢Surface Laptop｣はもっともスタンダードなノートPCである｢クラムシェル型｣の製品だ。これまでは、13.5インチと15インチの2モデルが用意され、｢シンプルで美しいボディーに高解像度ディスプレイ｣が特徴だ。アルミボディーということで、アップルのMacBook Airと比較して語られることが多い。 今回登場したSurface Laptop Goは、Surface Laptopの弱みであった｢価格｣の問題を改善するものだ。 現行の｢Surface Laptop 3｣（2019年秋発表）のアメリカでの販売価格は967ドルから（日本では13万9480円から）。ライバルであるMacBook Airに近い価格帯であり、圧倒的に高いわけではないが、拡大している教育ニーズに適応するには少々高価だった。 特に現在は、教育市場向けにPCのニーズが高まっている。Windows PC同士だけでなく、iPadやChromebookとの競争もある。そうした製品の主戦場は｢300ドルから600ドル｣のレンジだ。今回Surface Laptop Goが狙うのもこのゾーン。だからマイクロソフトが提供する写真でも教育を意識したカットが多くなっている。 ｢教育向けSurface Laptop｣を仕切り直す
Surface Laptop Go。重要は約1.11kgと十分モバイルもできる軽量さだ。 出典：マイクロソフト 実は元々、Surface Laptopは教育市場を意識して開発されたシリーズだった。だが、教育以外の市場で支持され、良い品質のノートPCであることを求めた結果、価格がどうしても上振れしてしまった。 2017年に最初のモデルが出たときから、｢教育市場を意識している一方で、価格だけは似つかわしくない｣との声は大きかった。結局、2018年、2019年と刷新されていく中で、教育色は薄まっていったように思う。 一方で、マイクロソフトは教育市場向けに、タブレット型の｢Surface Go｣シリーズを販売している。現行製品の｢Surface Go 2｣は399.99ドルから（日本では6万5780円から）と、単体での価格はかなり安い。しかし一方でキーボードなどは別売りで、まとめると結局500ドル程度の価格になってしまう。 また、使っているCPUの性能も低い。Webやオフィスソフトを｢普通に使う｣には不満がないだろうが、性能に余裕があるわけでもない。 一般的なノートPCを求める場合には高くなり、低価格なものを求めるとSurface Go 2になる。それが、これまでのSurfaceシリーズにとって｢ラインナップの隙間｣と言えるものだった。 そこへきて、Surface Laptop Goの価格は549ドルから。Surface Laptop 3よりも400ドル以上安く、Surface Go 2より150ドル高いだけだ。価格的には見事に｢隙間を埋めてきた｣格好だ。 ただし、日本版は、Office Home and Business 2019が付属するなどの関係から、価格が高くなり8万4480円から。本来の位置付けがブレて感じられるのは残念だ。 CPUやマイクは妥協せず、バランスを取って価格引き下げ
Surface Laptop Goの日本版価格。オフィス｢なし｣版があれば、本来の位置付けを明確にできたところだが、オフィス付属を求める日本市場の特性ゆえの価格設定だ。 出典：マイクロソフト Surface Laptop Goは一見して、Surface Laptopの｢高級感があってシンプル｣という美点を引き継いでいるように見える。 とはいえ、価格を下げつつSurface Goシリーズよりも上を行く、というバランスを保つのは簡単なことではない。そのため、なかなか面白い工夫の見える製品になっている。 まず、12.4インチディスプレイ搭載になって、サイズが一回り小さくなった。このディスプレイが｢1536×1024ドット｣で縦横比3対2、というちょっと変わったものになっている。ほとんどのノートPCは1920×1080ドットのパネルを使っているので、縦横ともにちょっと狭いのだ。 残念な点とも言えるのだが、それでも｢縦横比3対2｣を維持するのがマイクロソフトらしい。その方がPCには向いている、というのが同社の一貫した主張でもある。 また、Surface Laptopといえばアルミボディーという印象が強いが、Surface Laptop Goでは天板こそアルミであるものの、ボディはグラスファイバー配合のポリカーボネートになっている。 Windows Helloによる顔認証にも対応していない。最廉価モデルの場合、指紋認証もない。ただ、上位モデルでは電源ボタンが指紋認証を兼ねる。ここもコスト優先だ。
上位モデルでは電源ボタンに指紋センサーが組み込まれている。 出典：マイクロソフト メインメモリーは4GBもしくは8GB、ストレージは64GBが標準で、128GB・256GBと選択可能な点はSurface Go 2と同じだ。メモリーは8GB以上を標準としてほしいところなのだが、これはしょうがない。 一方で、CPUは性能が高い。 インテルの第10世代Core i5（プロセッサーナンバーはi5-1035G1）を採用している。これはクアッドコアのプロセッサーで、ライバルであるMacBook AirのCore i5搭載モデルに近い。グラフィック性能では劣るが、一般的な処理ではさほど差が出ない可能性が高い。Surface Go 2よりかなり高性能だ。 また、搭載しているWi-Fiも｢Wi-Fi 6｣、マイクも音質に定評があるデュアルマイクだ。この辺は、自宅から利用することが多くなった今は特に重要なポイントだ。 詳しくは実機を触らないとわからないが、少なくともスペックを見る限り、単に安くしたのではなく｢今求められる性能は手堅く維持した｣バランスといえる。マイクロソフトが、この市場でどう戦うかに苦慮した形跡が感じられて興味深い。 Surface Pro Xリニューアルの裏で｢ARM版Windows｣が進化
あわせて発表になった、ARM版Windowsが動く戦略機種・新Surface Pro X。デザインは変更されていないが、｢プラチナム｣カラーの本体と、タイプカバーのカラーバリエーションが増加している。 出典：マイクロソフト 同時にマイクロソフトは、日本では年初に発売した｢Surface Pro X｣のリニューアルも発表した。名前やデザインは大きく変えないという、まるでアップルを思わせる製品ラインナップ変更だ。 サイズなどに一切変更はないが、ブラック1色だったラインナップに｢プラチナム｣カラーが追加となった。 Surface Pro Xは、プロセッサーにインテルやAMDの｢x86系｣ではなく｢ARM系｣を使っている。プロセッサーはクアルコムと共同開発した｢Micorosoft SQ｣。クアルコムのSnapdragon 8cxシリーズのカスタマイズ版だ。今回、既存の｢SQ1｣とともに、上位モデルでは性能が向上した｢SQ2｣が使われる。
Surface Pro X。｢SQ2｣搭載モデルが、最新チップを搭載したモデルになる。ARM版とはいえ、価格は20万円超で決して｢安価な入門機｣ではない。 出典：マイクロソフト しかし、重要なのはそこではない。 今回、ハードウエアには大きな変更が加わっていないと思われるのに、バッテリー動作時間は13時間から15時間に伸びている。理由は、WindowsのARMへの最適化が行われたためだ。 実働環境でどれだけ伸びるかは難しいところだが、それだけ｢ソフトの改善の余地が大きいプラットフォーム｣ということなのは間違いない。 そして、より大きなアナウンスが、｢ARMでのx64エミュレーションサポート計画の発表｣だ。 マイクロソフトのWindows+Device担当チーフ・プロダクト・オフィサーのパノス・パネイ氏は、Surface発表の前日（現地時間9月30日）に公式ブログを更新し、その中で｢ARMでのx64エミュレーションのサポートを、11月公開のWindows Insider Program（開発テスト版）より開始する｣と発表した。 ARM版のWindowsは一般的なWindows向けソフト（x86系CPU用のソフト）をエミュレーションで動かせるが、従来は｢32ビット版のソフト｣だけが対象だった。そのため、アドビのソフト群を含む、多くの最新のソフトが使えなかった。 実際に使えるようになるのはまだ先の話になるようだが、このアップデートはSurface Pro Xだけにとどまらず、｢ARMを使ったWindows PC全体の可能性｣に広がる大きなものになる。 Macでは一足先に｢x86からARMへ｣の動きがあったが、Windowsでもいよいよ｢x86かARMか｣という戦いが本格化する可能性がある。  （文・西田宗千佳） からの記事と詳細 https://ift.tt/34wtixJ ビジネス  | ||
