Vincent Kalut | Photonews | Getty Images The country's first Covid vaccine could be authorized for emergency use as soon as Thursday. If Pfizer and BioNTech get the green light, distribution is set to begin within days. But as difficult as the research, development and distribution stages have been, some experts argue the hardest part of fighting the virus is actually what comes next: convincing the U.S. population to take the vaccine. Roughly four in ten Americans say they would "definitely" or "probably" not get a vaccine, according to a recent survey by the Pew Research Center. While this is higher than it was two months ago, to achieve herd immunity, experts say that about 70% of the population needs to be vaccinated or have natural antibodies. Employers, however, may not be taking "no" for an answer.
"A couple of my corporate clients are leaning toward making the Covid vaccine mandatory," said Rogge Dunn, a Dallas labor and employment attorney. His clients range from companies in manufacturing to food and beverage — industries that have been battered for months due to the pandemic and government-mandated lockdowns. A vaccine promises employers a return to some form of normal, which is desperately needed as businesses look to recover profits. Mandating the vaccine in the workplaceOne of Dunn's clients in the restaurant sector thinks a compulsory inoculation requirement could be a game changer for business. "They think it gives them a competitive advantage," explained Dunn. "They could say to their customers, 'Hey, our restaurant is safe. All of our employees have been vaccinated.'" It may be, in part, a PR tactic, but Dunn said it is totally within an employer's rights to implement this kind of requirement. "Under the law, an employer can force an employee to get vaccinated, and if they don't take it, fire them," said Dunn. Dorit Reiss, a professor at the University of California Hastings College of Law, said that private businesses have pretty extensive rights. "Requiring a vaccine is a health and safety work rule, and employers can do that," said Reiss. Take the health-care system. Dr. Hana El Sahly, who oversees a clinical trial for Moderna's vaccine candidate, believes hospitals could eventually make Covid inoculation a condition of employment, similar to how the annual influenza vaccine is required of all medical staff. "We all have to demonstrate that we took our flu shot before we go out and see our patients on the wards," said El Sahly. "When we are sick, we cannot deliver vital functions to the community." A few exceptionsThere are, however, a few notable exceptions to this kind of blanket requirement. If a work force is unionized, the collective bargaining agreement may require negotiating with the union before mandating a vaccine. Anti-discrimination laws also provide some protections. Under the Americans with Disabilities Act, workers who don't want to be vaccinated for medical reasons are eligible to request an exemption. In this case, an employer would have to provide reasonable accommodation, such as allowing the employee to work remotely. Under Title VII of the Civil Rights Act of 1964, if taking the vaccine is a violation of a "sincerely held" religious belief, they, too, would potentially be able to opt out. How soon could this happen?When the FDA meets this week, they will decide whether to grant an emergency use authorization, or an EUA, to Pfizer and BioNTech. It may seem like semantics, but an EUA is not the same thing as full approval. "An emergency use authorization is not a license," said Reiss. "There's a legal question as to whether you can mandate an emergency observation. The language in the act is somewhat unclear on that." Mandatory vaccination protocols, therefore, may have to wait until the FDA completes the entire approval process for the Pfizer-BioNTech vaccine. What is clear, however, is that if an employer does choose to mandate the Covid vaccine, a company is not liable should an employee develop side effects from a vaccine. Instead, experts say that any claims would be routed through worker's compensation programs and treated as an on-the-job injury. Rewarding vaccinationFor now, Dunn is advising his clients to wait three months until after a significant number of the population has been vaccinated. In the meantime, some of the businesses Dunn represents are considering incentives instead. There are a few carrots that employers could offer. "One option is that if you get the vaccine, you don't have to have your temperature taken every day, or you don't have to wear the same level of PPE," Reiss said. There's also talk of offering financial perks to employees who opt in to taking the vaccine. Dunn said some of his clients, including a restaurant and one company in the manufacturing sector, are seriously considering giving a cash bonus to employees who get inoculated. And for those who still refuse? Rather than firing them, Reiss said employers could require that they complete an educational course that delves into trial efficacy data and the experience of participants. Yasir Batalvi, a 24-year-old living in the Boston area, was one of 30,000 people who joined the trial for the Moderna vaccine. Despite initial concerns about the potential side effects, he said he's no longer worried. "I'm not too concerned about actual long-term effects," said Batalvi. "We know from most vaccination trials that any adverse events show up in the first couple of months." Ultimately, the U.S. is still in the midst of an employment crisis. Record unemployment numbers have put immense pressure on the labor market, especially in service-based industries, where workers are most at risk. That is a big part of why the Centers for Disease Control and Prevention has advised prioritizing frontline employees in the queue for inoculation. So workers may not have much of a choice if they want to keep a job. Lloyd Austin, a Mobile native and former head of U.S. Central Command, has been tapped by President-elect Joe Biden to lead the Pentagon as secretary of defense, according to reports published Monday night. Austin, selected to be Biden's chief military and national security adviser as defense secretary, would be the first Black person to hold that post if confirmed by the Senate. He would also be the second consecutive Alabama native to serve in a presidential administration; former Sen. Jeff Sessions -- who lives in the Mobile area -- served as President Trump's first U.S. attorney general. The Mobile native would need a waiver to serve as defense secretary since seven years have yet to pass since he retired from the military. While no public announcement has been made by Biden, three people with knowledge of discussions of the president-elect's defense secretary pick said he has chosen Austin, according to Politico. CNN also confirmed that report. Former Obama Secretary of Defense Ash Carter called Austin, at his 2016 retirement, a "soldier's soldier," while Obama said he "relied on his wise judgment and steadfast leadership." "General Austin's character and competence exemplify what America demands of its military leaders," Obama said, according to a 2016 profile in Military.com. A 2014 profile of Austin in The New York Times referred to him as an "invisible general." "He shuns the limelight, largely avoids engaging in politics and seldom speaks to the press, often declining interviews. In an age when many generals tweet and blog, he most certainly does not. Prince Charles, 72, and the Duchess of Cornwall, 73, today braved chilly weather and donned colourful masks as they attended a morning church service at Salisbury Cathedral to mark the 800th anniversary of its foundation in 1220. Wrapped up in winter coats, the royals appeared to be in good spirits as they received a warm welcome from members of the church. The Duchess of Cornwall opted for a navy ensemble and stylish hat adorned with faux fur details, while the Prince of Wales wore his trusted tan coat. Ray Dalio, the founder of Bridgewater Associates, has built a legendary reputation in financial circles, for taking his firm from a home business in his two-bedroom apartment to the international hedge fund giant, employing over 1,500 people and managing more than $138 billion in total assets. But when questioned on how he did it, or how today's investors can survive the ongoing pandemic crisis, his advice can sound downright ordinary.Dalio's advice for investing during the pandemic can be summed up easily enough. First, he says to diversify the portfolio. Diversification means spreading out the risk, which in turn will reduce your losses should one – or even several – investments turn south. Second, Dalio tells us not to bother trying to 'time the market.' Even the pros don't usually get this right, and Dalio says that simply buying into a stock you like, and holding it long term, is a better strategy then trying to buy in at the right time. The stock market is a risky place to put your money, and Dalio understands that. His tactics for mitigating that risk are age-old – and have arguably brought him great success. Bearing this in mind, we decided to look at Bridgewater's recent activity for inspiration. Running three stocks Dalio's fund picked up during Q3 through TipRanks' database, we found out that the analyst community is also on board, as each sports a "Strong Buy" consensus rating.Baxter International (BAX)We will start with Baxter International, a healthcare company based outside of Chicago. Baxter produces medical devices and other products for the treatment of acute and chronic conditions, particularly blood, immune, and kidney diseases. The company markets mainly to healthcare professionals and institutions, rather than the open market, and boasts over $11 billion in annual revenue.The company's revenues through 2020 have been stable, and in-line with historical values. Baxter ended 2019 with a $3 billion quarter; that slipped to $2.72 billion 1Q20, but had risen steadily to $2.97 billion by 3Q20. The company pays out a modest dividend for investors, which at 24.5 cents per common share gives a yield of 1.3%.Dalio's position in Baxter is a new one for him. His firm bought up 124,701 shares of the stock, a holding that is worth $9.73 million at current prices.5-star analyst Danielle Antalffy, of SVB Leerink, writes of Baxter, "[We] see BAX's underlying fundamentals -- accelerating sales growth, meaningful margin expansion -- as unchanged. One of the most meaningful datapoints in this quarter was 6% peritoneal dialysis patient growth… well ahead of the mid-single-digit long-term growth outlook for the Renal business that the Street is modeling. As the COVID pressures begin to lift, visibility into the long-term growth drivers should improve, and we would expect the shares to move meaningfully higher."In line with her bullish comments, Antalffy rates BAX shares an Outperform (i.e. Buy), and her $105 price target implies a 34% one-year upside potential. (See BAX stock analysis on TipRanks)CVS Health Corporation (CVS)The next stock is another healthcare company, but where Baxter, above, markets to the professional side of that sector, CVS aims squarely at the consumer healthcare market. This company is best known as the CVS pharmacy chain, and is a staple of the retail scene. CVS stores offer a range of home healthcare and hygiene products, along with basic groceries, pharmacy services, and some more specialized prescription medical equipment. The company has brought in more than $130 billion in annual revenues for the past three years.CVS' revenues showed a slight dip this year, during Q2, when economic conditions deteriorated, but quickly rebounded. The sequence of quarterly earnings in 2020, $66.7 billion, $65.3 billion, and $67.1 billion, show a steady sales base, to be expected from a retailer dealing in products mainly deemed essential during the shutdown policies. Q3 EPS came in at $1.66, well ahead of consensus expectations of $1.33.The dividend here is 50 cents per share, and has been held steady at that level for over three years now. The payment annualizes to $2, and gives a yield of 2.7%.Dalio's Bridgewater bought 320,039 shares of CVS stock last quarter, expanding a test position that the firm already held. The buy boosted the total holding dramatically, to 333,804 shares, which are now worth $24.87 million.Deutsche Bank analyst George Hill notes that CVS looks set for a 'peaceful transition of power' when the current CEO, Larry Merlo, steps down next year. "While we believe Ms. Lynch will likely consider executing upon CVS' vertically integrated care delivery strategy, we do expect her to take a fresh look at the business and have little fear of exploring new directions. We believe Mr. Merlo's legacy will be having the courage to try to reshape and better utilize the struggling retail pharmacy with the Aetna deal," Hill noted."CVS is in the early innings on delivering against its vision of a vertically integrated healthcare services company with outsized consumer engagement," the analyst concluded.To this end, Hill rates CVS shares as a Buy, and gives them a $101 price target, indicating his confidence in 35% growth potential over the next months. The average price target is $83.29, suggesting an 11% upside from the current share price of $74.50. Darling Ingredients recycles the waste products of the restaurant industry and the animal-processing industry – namely, oils, fats, and grease – and manufactures usable meat and bone meals, yellow grease, and tallow. The company's products are used in pet foods, animal feeds, bioenergy, and fertilizers. Darling has delivered strong performance through 2020. The company's quarterly earnings have held between $848 million and $852 million during the corona crisis, while earnings have been shown year-over-year gains in each quarter. The Q3 results included 61 cents EPS on $850 million in top line revenues. Mobile-based Gulf Distributing acquires Huntsville-based Supreme - AL.com Posted: 07 Dec 2020 06:44 PM PST Mobile-based Gulf Distributing has sealed a deal to acquire the operating assets of Huntsville-based Supreme Beverage Co., meaning the company will cover 62 of Alabama's 67 counties. Prior to the deal, Gulf Distributing served 44 counties and Supreme covered 18 in north Alabama. Gulf will now cover everything but a five-county region around Auburn. Its divisions handle a wide range of beers and related alcoholic beverages, as well as Red Bull and other non-alcoholic beverages. According an announcement made Monday by Gulf, Supreme Beverage will be operated as Gulf Distributing Company of Alabama, a wholly-owned subsidiary of Gulf Distributing Holdings. Michael, Joseph and Phillip Schilleci of Supreme "will become stakeholders in Gulf Distributing Holdings, with Michael assuming a position on Gulf Distributing Holdings' executive advisory committee," according to the announcement. "We are excited to expand our distribution footprint into the north part of Alabama," said Elliot B. Maisel, Chairman and CEO of Gulf Distributing Holdings. "Huntsville is a vibrant city with a rapidly growing economy and population. On behalf of the Maisel family, we are humbled by the trust the Schilleci family has placed in us, and extremely grateful for their partnership and for our families' friendship. The Bulldogs had a huge void to fill after Cameron Artis-Payne, a Harrisburg, Pennsylvania native, rushed for 2,000 yards and 25 touchdowns all on his own. Artis-Payne signed with Auburn University after two seasons with the Bulldogs. So who would coach Kris Dutra find to fill that hole left after Artis-Payne went on to play in the SEC? None other than Santa Maria High grad Joel Enriquez. Enriquez wasn't a stranger to picking up rushing yards, though he was 5-foot-9 and 179 pounds, a stark contrast from the 5-10, 220 pound Artis-Payne. Make no mistakes about it, Enriquez was quite an athlete himself. At Santa Maria High, he topped the 1,000-yard mark in his senior season, rushing for 1,071 yards on 195 carries with 11 touchdowns. He also had two 80-plus yard touchdown receptions and two long kick return TDs. So how did Enriquez do filling those big shoes left by Artis-Payne? Just fine. In the 2013 season, Enriquez led the Hancock rushing attack with 751 yards and four touchdowns in just eight games. Enriquez averaged over 93 yards per game that season, nearly doubling up the No. 2 rusher on the team. Artis-Payne went on to a productive career at Auburn, where he played in the the BCS national title game and was eventually drafted by the NFL's Carolina Panthers. He played four seasons with the Panthers, making it to the Super Bowl after the 2015 season. Though there was serious contrast between Enriquez and Artis-Payne, those who saw Enriquez play at Santa Maria High weren't surprised to see him excel at Hancock. Mike Regan was Enriquez's head coach with the Saints. Enriquez was a key player during his days at Santa Maria High, joined by Terrell and Mershad Dillon, who would also play at Hancock. (Mershad Dillon went on to play at Texas State). "Joel Enriquez was a player I was privileged to coach," Regan says. "Joel would do whatever was needed for the team. He put in the work to be the best he could be and played every play as if the game was on the line, regardless of the score." When the Santa Maria Times conducted its Player of the Decade contest for high school football last summer, this newspaper received several letters from readers asking if 8-man football players would be included. What do you think? Regan said, "As a coach, I wish every player had that inner will to compete. He was a team leader for that Saint team. I'll always remember Joel scoring the winning touchdown vs. Nipomo in the overtime game. That was also the first Los Padres League win for me as a head coach and for the Saints since 2005. "He ran that ball into the end zone with his hand raised in the air signaling that we won." Regan also noted the 200-yard game vs. Pioneer Valley and when Enriquez took a screen pass from quarterback David Wilkerson 80 yards for a touchdown to break a shutout attempt against Lompoc. "That's what you call heart," Regan said of the play. "That young man led his teammates by his strong will to give his all." Enriquez added two receiving touchdowns and two kickoff return touchdowns during his senior season. He had 461 total return yards and was named the team MVP and earned All-LPL honors. He, the Dillon brothers and Cameron Glasgow were also the LPL 4x100 relay champions three years in a row. Enriquez's career at Santa Maria is being highlighted as part of "The Other Guys" series, which aims to feature standout football players who narrowly missed out on a Player of the Decade nomination or were overlooked during their prep careers. Race-based data needed to make sound COVID vaccine, policy decisions: BC prof - Peace Arch News Posted: 07 Dec 2020 06:08 PM PST Deaths due to COVID-19 have been highest in neighbourhoods made up of at least 25 per cent visible minorities, according to a report from Statistics Canada. The data, released late last month, took a neighbourhood-by-neighbourhood look at pandemic deaths across the country between March and July. In that time period, there were 8,796 deaths in Canada, with the majority in Quebec with 5,806. Ontario was second with 2,550, B.C. third with 187 and Alberta fourth with 179. June Francis, an associate professor of marketing, business and society at the SFU Beedie School of Business, said the results are not surprising. "This data is very valuable, however, the data that should have been collected from the beginning, at an individual level, would have been the ideal data," Francis told Black Press Media by phone. B.C. health officials have been pushed over the months to begin collecting data on race, similarly as they do on age and gender, of people who are infected with and die as a result of COVID-19. However, as of early December, the twelfth month since the pandemic began to hit B.C., such data is not collected. In the Statistics Canada study, which is unaffiliated with the B.C. government, researchers divided neighbourhoods into different categories based how much of their population was made up of visible minorities: less than 1 per cent, from 1 per cent to less than 10 per cent, from 10 per cent to less than 25 per cent and 25 per cent and over. The data showed that neighbourhoods with more than 25 per cent visible minorities had a mortality rate of 34.5 per cent per 100,000, compared to 27.3 per 100,000 for neighbourhoods made up of 10 to 25 per cent of visible minorities, 12.7 per 100,000 for neighbourhoods between one and 10 cent visible minorities and 16.9 per 100,000 for less than one per cent. Francis said that all that was possible now was to infer conclusions from this neighbourhood level data. This data, she said "points to this alarming thing, that we suspected and now it's confirmed" and we've not paid attention to it. While B.C. health officials have cited the difficulties of collecting and cataloguing race-based data in their COVID-19 systems, Francis thinks that's not the only reason. "There's a tremendous resistance to acknowledging that Canada is not a 'colourblind society,'" she said. The first step she'd like to see is for public health to acknowledge this, in the same way officials acknowledge that age and sex can affect how disease strikes. "We collect data on people's age. Why? Because we know, and suspect, that for a variety of factors… age may be an important thing to know in order to know how to treat and prevent diseases among certain groups," Francis said. "We're resistant to the idea that race also contributes in this way because we have held onto this idea that systemic racism in health and other institutions does not exist." Statistics Canada found that although deaths in B.C. were lower overall when compared to Ontario and Quebec, the age-standardized mortality rate was more than 10 times higher in neighbourhoods with the highest proportions of visible minorities than in those with the lowest. The data released by the agency is not the first to point to higher mortality rates based on race and socioeconomic differences. Statistics Canada note that many visible minorities have "higher poverty rates and are over-represented in socio-economically disadvantaged neighbourhoods," as well as more likely to live in multi-generational households and to work at jobs that put them at higher risk. But Francis said that while the collection and interpretation of race-based data can save lives, it's important to do so correctly. She cited the history of the census, "the basic idea behind the data collection was to protect white lives." "Data was collected in a way that has for sure historically disadvantaged certain people," she said. "We would like, as racialized communities, to be part of the process to ensure, for example, how that data is asked." The monthly release of data by local health area does not make things better, Francis noted. Local health area data varies around the province, with Vancouver being divided up into six areas, while large swathes of less populated areas in northern B.C. are divided into few regions "We know this is likely to be the truth… and yet our government is releasing data in the most unhelpful way and of course we're all drawing inferences," she said, pointing to blame that has been cast at the South Asian community of Surrey for higher rates of the coronavirus in the area. "And yet, there is no public health initiative. It's like if they don't tell us, they won't have to do anything." As the world inches towards a COVID-19 vaccine, Francis said that it's more important than ever to look at how race affects a person's risk of dying from the virus. B.C. is expecting to begin vaccinating people in the first weeks of 2021 with the Pfizer and Moderna vaccines. In total, Canada is expected to receive an initial supply six million doses, although there is no word of how many B.C. will get. So far, provincial health officials have pointed to long-term care residents, staff and hospital workers as the first people who receive the vaccine. But who comes next? "How are they going to make that decision? Around 40,000 people will get two of the inoculations from one of the dedicated hubs, including the James Cook University Hospital. The first of the Pfizer vaccines will be given from Tuesday with a follow-up dose at the end of December. Further vaccinations will be rolled out from January. However those who have already had the coronavirus may be concerned over whether they will remain immune or if they need to be vaccinated. Professor Eleanor Riley, Professor of Immunology and Infectious Disease at the University of Edinburgh said it is important you still get vaccinated, reports the Mirror. She said: "People who have recovered from Covid-19 have varying levels of antibodies, with varying levels of neutralising activity, and thus may be protected for varying lengths of time into the future. Some people may be protected better than others after natural infection. "Those people who have had Covid-19 are at risk of encountering the virus again – they have encountered it once and will likely do so again. So, it is important that they are as well protected as possible." Professor Riley added that the vaccine will likely protect you for longer than the antibodies after Covid-19 infection. "The vaccines induce very high levels of neutralising antibodies which are thus likely to protect for longer," she explained. "So, the vaccine will likely protect for longer than infection in many people, especially people who had mild symptoms who tend to have lower concentrations of antibodies." She added: "It is impossible, logistically, to test everyone for antibodies, and measure the precise concentration and function of these antibodies, in order to decide whether they would benefit from vaccination or not. "It is simply easier, quicker, cheaper and much less risky for everyone to have the vaccine, whether or not they have had (or think they have had) the infection before." China prepares large-scale rollout of coronavirus vaccines : The Asahi Shimbun - Asahi Shimbun Posted: 07 Dec 2020 04:08 PM PST TAIPEI--Provincial governments across China are placing orders for experimental, domestically made coronavirus vaccines, though health officials have yet to say how well they work or how they may reach the country's 1.4 billion people. Developers are speeding up final testing, the Chinese foreign minister said during a U.N. meeting last week, as Britain approved emergency use of Pfizer Inc.'s vaccine candidate and providers scrambled to set up distribution. Even without final approval, more than 1 million health care workers and others in China who are deemed at high risk of infection have received experimental vaccines under emergency use permission. There has been no word on possible side effects. China's fledgling pharmaceutical industry has at least five vaccines from four producers being tested in more than a dozen countries including Russia, Egypt and Mexico. Health experts say even if they are successful, the certification process for the United States, Europe, Japan and other developed countries might be too complex for them to be used there. However, China said it will ensure the products are affordable for developing countries. One developer, China National Pharmaceutical Group, known as Sinopharm, said in November it applied for final market approval for use of its vaccine in China. Others have been approved for emergency use on people deemed at high risk of infection. "We must be prepared for large-scale production," said Vice Premier Sun Chunlan, who has overseen much of the country's response, during a visit Wednesday to developers, according to the official Xinhua News Agency. Sun visited one of Sinopharm's Beijing subsidiary companies; another producer, Sinovac, and a research lab under the National Medical Products Administration, a regulatory agency that approves medical products for public use. The government has yet to say how many people it plans to vaccinate. Sun said plans call for vaccinating border personnel and other high-risk populations this month. The companies are using more traditional techniques than Western developers. They say unlike Pfizer's vaccine, which must be kept frozen at temperatures as low as minus 70 degrees Celsius (minus 94 Fahrenheit), theirs can be stored at 2 to 8 C (36 to 46 F). The Chinese producers have yet to say how they might be distributed. Health experts question why China is using experimental vaccines on such a vast scale now that the outbreak is largely under control within its borders. Health officials previously said China will be able to manufacture 610 million doses by the end of this year and ramp up to 1 billion doses next year. The government of Jiangsu province, where the major city of Nanjing is located, issued a procurement notice for vaccines from Sinovac and Sinopharm on Wednesday for emergency use vaccinations. Authorities in Sichuan province in the west, which has about 85 million people, announced Monday they were already buying vaccines. An official newspaper in Anhui province, southeast of Beijing, said a local residential committee issued a notice asking whether residents want a vaccine. The Sichuan and Anhui announcements said the vaccine, given in two shots, would cost a total of 400 yuan ($60). Vaccines from Sinovac and Sinopharm were approved for emergency use in July. In October, Zhejiang province south of Shanghai offered the public vaccination under emergency use authorization. It said people considered high-risk would get priority. In November, the Communist Party secretary for Sinopharm said almost 1 million people had received its vaccine. In September, Sinovac's CEO said about 3,000 of its employees had taken their vaccine. He said the company provided tens of thousands of doses to the Beijing city government. Developers have yet to disclose how effective their vaccines are and possible side effects. Sinopharm has clinical trials under way in 10 countries including the United Arab Emirates, Egypt, Jordan, Peru and Argentina with nearly 60,000 volunteers. It has built two facilities in China capable of producing 200 million doses per year. Sinovac has trials in Brazil, Turkey and Indonesia. Its most recent publicized data, a study in the science journal the Lancet, showed its candidate produced lower levels of antibodies in people than those who had recovered from COVID-19. The company projects it will be able to produce a few hundred million doses of the vaccine by February or March of next year. Another producer, CanSino, is testing in Russia, Pakistan and Mexico and pursuing partnerships in Latin American countries. Its vaccine, which has been used on an emergency basis with the Chinese military, uses a harmless adenovirus to carry genes into human cells to generate an immune response. A fourth company, Anhui Zhifei Longcom Biologic Pharmacy Co., is conducting final stage trials across China.
