The Hellenic Civil Aviation Authority (CAA) has announced that travellers from Mexico can now enter Greece for non-essential purposes like tourism and business, even if they are not vaccinated, thus expanding the list of third countries, the nationals of which can enter the territory of Greece to 43.
The move to include Mexico in the list of safe countries was revealed on Friday, December 3.
“In relation to the pre-existing flight instructions abroad, Mexico was added to the number of countries allowed to enter Greece, with the additional condition that all passengers (regardless of their vaccination status) at the airport must be tested (PCR or rapid) before entering the country,” the CAA explains regarding the rules of entry that now apply to Mexican travellers.
The country has recently marked a drop in the number of COVID-19 cases compared to the rest of the world. Data by the World Health Organization (WHO) show that Mexico, which is home to a population of 128.9 million, has recorded only 3,345 new cases in the last 24 hours. This means that the country has a way lower rate of infections compared to countries in the European Union.
Thus, as of December 3, the list of safe third countries, travellers from which can enter Greece for non-essential purposes consists of Australia, Albania, Andorra, Armenia, Azerbaijan, Argentina, Bahrain, Belarus, Bosnia and Herzegovina, Brunei, Canada, China, Chile, Chinese Taipei, Israel, India, Japan, Jordan, Kosovo, Kuwait, Lebanon, Moldova, Monaco, Montenegro, Mexico, New Zealand, North Macedonia, Oman, Qatar, Russia, San Marino, Saudi Arabia, Serbia, South Korea, Singapore, Turkey, Ukraine, the United Arab Emirates, the United Kingdom, the United States of America, Uruguay, and the Vatican.
Eligible to enter the country are also all EU and Schengen Area nationals, their spouses, and their minor children.
All of the travellers from the countries mentioned above, as well as categories permitted to enter from other countries, are obliged to fill in the electronic form PLF (Passenger Locator Form) before their flight to Greece. They should then carry with the PLF confirmation with them when they reach Greece.
Proof of vaccination, recovery or negative COVID-10 test results in order to be eligible to enter the territory of Greece is mandatory for all.
Moreover, all travellers will be obliged to perform a rapid test upon arrival. If the test results are positive, the traveller is obliged to undergo quarantine for ten days. Vaccinated travellers can leave quarantine after seven days. A PCR test is mandatory on the last day of quarantine in both cases.

The CAA has also announced that the restrictions for travellers from nine African countries – South Africa, Botswana, Namibia, Lesotho, Zimbabwe, Mozambique, Eswatini, Zambia and Malawi – will remain effective at least until December 10, due to the spread of the Omicron virus variant.
Since there are no direct flights from these African countries to Greece, the authorities are tracking down travellers that may have been there through the PLF protocol.
