CHARLESTON, W.Va. — The West Virginia Department of Education is gathering feedback from school leaders, students and community members on how counties should re-enter school in the fall.
State education leaders launched surveys of planning, adult education and community to get public opinion on how to handle next school year with the COVID-19 pandemic.
“We are asking how did remote learning work when we had to close due to the pandemic,” Michelle Blatt, Deputy Superintendent of Schools said.
“Then we are also asking questions about some of the proposed scenarios for our students starting back in the fall.”
In early June, the WVDE laid out three scenarios for re-entry that included a “Safer at Home/Safer at School” plan with in-person classes happening four days a week aimed at circumstances of elementary school children and cleaning happening the fifth day. The second scenario is a “blended learning delivery model” balancing in-person and online learning for five days a week.
The third outline would be for a second wave of COVID-19 with no in-person courses.
The state Department of Education (WVDE) will then give the results to each individual county and county school systems will create their own plan. Participants in the survey are asked what county they are from and in one survey, what school they are associated with.
Blatt told MetroNews that everything will be up to the counties in the fall.
“I think we will see a lot of similarities because there will be some requirements that come out from the department and from DHHR. There will be a variety as well, based on their particular population and the size of schools,” Blatt said of the potential re-entry plans.

Data from the surveys will be released on July 17 after they closes on July 10. Blatt said in less than 24 hours after it launched on June 24, it had 47,000 participants. The three different surveys are formatted in different ways.
Blatt said most counties are already doing their own surveys but believe this additional data will help.
“They’ll be able to look to see what their community members, their students and teachers believe is the best scenario for that community,” she said. “Then they’ll be able to use those as they craft their back to school re-entry plans.”
Blatt said she expects students back in the physical classrooms after all schools closed in March due to the pandemic. She said a traditional five-day schedule is in question, though.
She believes the structure of getting back to the classroom is important, which includes services of child nutrition, social/emotional services and speech therapy.
Blatt said the top concern for the fall among officials is student safety.
“Parents, teachers and our superintendents, the most important thing has been that we are doing everything we can to make the school as safe as possible when kids come back into the building,” Blatt said.
The WVSSAC will determine if sports and other activities may occur in the fall.
