Hong Kong Publisher Jimmy Lai Is Arrested Under National Security Law - The New York Times Posted: 09 Aug 2020 11:08 PM PDT HONG KONG — The Hong Kong police on Monday arrested seven people, including Jimmy Lai, the media tycoon and critic of the Chinese Communist Party, on charges of violating the territory's new national security law, making him the most high-profile target of the sweeping legislation imposed by Beijing. Mr. Lai's arrest highlighted concerns by activists and opposition figures that the new security law would be used to silence critical voices and curb the city's freewheeling press as part of a broader move against democracy advocates. Mr. Lai's company, Next Digital, publishes Apple Daily, a fiercely pro-democracy newspaper that regularly takes on the Hong Kong government and the Chinese leadership. He is often denounced by Chinese officials, pro-Beijing news outlets in Hong Kong and China's state-run news media. The newspaper livestreamed video footage of more than 100 police officers turning up in force and raiding Next Digital's headquarters on Monday morning. Officers were seen rifling through papers on journalists' desks as Mr. Lai and the company's chief executive, Cheung Kim-hung, were led through the offices in handcuffs. Officers cordoned off Mr. Lai's office and several reporters' cubicles for searches, photos shared on social media showed. Apple Daily reported that Mr. Lai, 72, was being investigated on charges of collusion with a foreign country or external elements. Mark Simon, a senior executive with Next Digital, said that Mr. Lai's two sons had also been arrested. They were being investigated for violations of the company business code. He noted that Mr. Lai's sons were not affiliated with Apple Daily, which suggests that the authorities were investigating Mr. Lai's private investments. A number of senior Next Digital employees were also being questioned at their homes, Mr. Simon said. When a reporter asked Mr. Lai about the arrest and the raid, he replied, "How should I think about it?" Radio Television Hong Kong, a government-funded broadcaster that has drawn fire for its aggressive coverage of the police, said on Monday that its reporters had been temporarily blocked from a police briefing at the scene. RTHK said it had been told by the authorities that news outlets that had obstructed the police in the past were not allowed to attend. The information could not be independently verified. Much of the area surrounding Apple Daily's headquarters were cordoned off and journalist access restricted. The police said in a statement on Facebook that officers had entered a building in Tseung Kwan O, the location of Apple Daily's headquarters, with a search warrant in order to investigate national security offenses. An Apple Daily reporter said that police officers had loaded bags of documents taken from the building onto a truck. Livestream footage also showed plainclothes officers at a different location, a restaurant in the Central district owned by one of Mr. Lai's sons. They removed a crate filled with electronic seized devices and loaded the crate into a private vehicle. They did not respond when reporters asked whether they were national security officers and whether they had search warrants. ![]() The new security law has left Hong Kong residents scrambling to erase their digital footprints of messages that previously expressed support for democracy in the territory. Stores and other businesses also pulled down posters backing the democracy movement. Last month, Hong Kong barred 12 pro-democracy candidates like Joshua Wong from an upcoming legislative election and postponed the election by a year, citing the coronavirus pandemic. Many in the opposition camp said the move was most likely made to prevent a defeat of pro-Beijing candidates. The crackdown in Hong Kong has spurred other governments to take action: Australia, Britain, Canada and New Zealand have suspended their extradition treaties with Hong Kong, citing concerns around the new security law. China has retaliated in kind. Australia, Canada, New Zealand, Britain and the United States said in a joint statement on Sunday that they were "gravely concerned by the Hong Kong government's unjust disqualification of candidates" and by the security law, which was "eroding the Hong Kong people's fundamental rights and liberties." On Friday, the Trump administration sanctioned Carrie Lam, Hong Kong's chief executive, and 10 other senior officials over their roles in suppressing dissent. Mr. Lai was previously arrested in February and accused of participating in an unauthorized protest last year. He faces charges for joining an unauthorized vigil on June 4 to mark the anniversary of the 1989 Tiananmen crackdown by Beijing. The police have also arrested about 15 people under the security law, including several who participated in protests and four activists accused of posting messages online. One person, a man who collided with the police while riding a motorcycle with a flag that read, "Liberate Hong Kong, Revolution of Our Times," was charged with inciting secession and terrorism. It was not immediately clear exactly what specific action by Mr. Lai led to his arrest. He traveled to Washington last year and met with Vice President Mike Pence, Secretary of State Mike Pompeo and Speaker Nancy Pelosi of California, among others. The national security law stipulates, however, that it can be applied only to activities that occur after it went into force, at the end of June. Mr. Lai previously said he believed the new law would be used against him. "I have always thought I might one day be sent to jail for my publications or for my calls for democracy in Hong Kong," he wrote in an Op-Ed article for The New York Times. "But for a few tweets, and because they are said to threaten the national security of mighty China? That's a new one, even for me." An application is also filed in a police station here for registration of FIR against Saba Qamar and actor Bilal Saeed for violating the sanctity of the mosque. "We have suspended two officers – a director and an assistant director – of the Auqaf Department for allegedly allowing the shooting of a dance video in Masjid Wazir Khan. An inquiry has been launched into the matter and those responsible will be punished," Punjab Minister for Auqaf and Religious Affairs Saeed Hassan Shah told reporters on Sunday. He said no one is allowed to violate the sanctity of mosques. Following strong criticism and even death threats to actress Saba Qamar on social media, she apologised for her act. "The BTS video that's been circulated on social media was just a circular movement to click stills for the poster of 'Qabool' depicting a happily married couple right after their Nikah. Despite this if we have unknowingly hurt anyone's sentiments. We apologise to you all with all our heart. Love & Peace," Qamar tweeted. She further said: "This is also the only sequence that was shot at the historical Wazir Khan Mosque. It's a prologue to the music video featuring a Nikah scene. It was neither shot with any sort of playback music nor has it been edited to the music track." Saba Qamar whose work in Bollywood movies received appreciation had also done a biopic of social media sensation Qandeel Baloch. Her shooting in mosque remained top trend on social media here and she was threatened (on social media) that she might face the fate of Qandeel Baloch who was killed by her brother in 2016 in the name of honour. An application was filed in Iqbal Town police station to register a case against Saba and Bilal for hurting the sentiments of Muslims by shooting a dancing video in a mosque. The police said that they are examining the legal aspects of the matter before deciding to register FIR against them. Meanwhile, the ruling coalition partner—Pakistan Muslim League-Quaid (PML-Q) – has demanded strict action against the government officials and the artists for violating the historical mosque's sanctity. 'œJimmy Lai is being arrested for collusion with foreign powers at this time,'� Mark Simon, an executive of Lai's media group and his aide, wrote on Twitter. Lai, masked and wearing a blue shirt and a light gray blazer, was led out of his mansion in Kowloon by police officers also wearing surgical masks and was taken away. Hong Kong police said seven people between 39 and 72 years old had been arrested on suspicion of violating the new security law, with offences including collusion with a foreign country, but the statement did not reveal the names of those arrested. The police did not rule out further arrests to be made. Lai, 71, owns popular tabloid Apple Daily and is an outspoken pro-democracy figure in Hong Kong who regularly criticizes China's authoritarian rule. Last year, Lai met Vice President of the United States Mike Pence and Secretary of State Mike Pompeo at the White House to discuss Hong Kong's controversial legislation - since withdrawn - that would have allowed suspects to be extradited to China to stand trial. The national security law came into effect June 30 and is widely seen as a means to curb dissent after anti-government protests rocked the semi-autonomous city for months last year. Simon said police searched both Lai's and his son's home, and detained several other members of media group Next Digital, which Lai founded. It was not immediately clear how Lai or others at the newspaper may have colluded with foreign forces since the law took effect. Over a hundred police also raided Next Digital's headquarters in Hong Kong, entering the newsroom and searching the desks. It was not clear what the police was looking for in the headquarters. Simon said in a tweet that the police were executing a search warrant. At times, officers appeared to get into heated exchanges with Next Digital staff present at the scene. Police also cordoned off the headquarters while the raid was being conducted. Next Digital operates the Apple Daily tabloid, which Lai founded in 1995, ahead of Britain's handover of Hong Kong to China. Like Lai, Apple Daily has a strong pro-democracy stance and often urged its readers to take part in pro-democracy protests. The security law outlaws secessionist, subversive and terrorist acts, as well as collusion with foreign forces in the city's internal affairs. The maximum punishment for serious offenders is life imprisonment. Last month, Chinese broadcaster CCTV said pro-democracy activist Nathan Law and five others were wanted under the law, although all six had fled overseas. Hong Kong pro-democracy media tycoon Jimmy Lai arrested under new national security law - CNN Posted: 09 Aug 2020 09:08 PM PDT The offense was created by a new national security law imposed on the city by Beijing last month. Jimmy Lai's business partner Mark Simon said the tycoon was arrested early Monday. Seven men in all, aged between 39 and 72, were arrested, according to a police statement, on charges including collusion with foreign forces to endanger national security, and conspiracy to commit fraud. The statement did not name any individual, but a spokesman told CNN that Lai was among them and that he had been arrested on suspicion of collusion. The "police investigation is still underway, and we cannot rule out the possibility that more people will be arrested," it added. According to public broadcaster RTHK, those arrested include several top executives at Apple Daily — potentially a major blow to the newspaper's operations in the city. Later Monday morning, a livestream uploaded to Facebook by Apple Daily showed police searching the company's newsroom. A police spokesperson confirmed to CNN that the agency had a search warrant to enter Apple Daily's office. Under the new security law, which was imposed on the city by Beijing last month, the offense of colluding with foreign powers carries a maximum penalty of life imprisonment. Lai has strong ties to Washington and has lobbied for the United States to take a harder line on China. What he has done to contravene the law since it passed is unclear. This isn't Lai's first clash with Hong Kong authorities. He was arrested and faced charges earlier this year in connection with a protest march in August 2019. In June, Lai was charged with inciting people to take part in an unauthorized assembly over an annual candlelight vigil in remembrance of the 1989 Tiananmen Square massacre. The vigil was banned by police this year. Lai's latest arrest, though, is among the first since the security law was imposed on July 1. The law criminalized subversion, terrorism and collusion with foreign forces. Late last month, four members of a student-led pro-independence group were arrested for alleged secessionist offenses on social media. Ten people were also arrested during a protest on July 1. The Hong Kong government has defended the law as necessary to protect national security. It has been denounced by human rights groups, the European Union, and the United States as overly broad and restrictive of the city's civil liberties. On Friday, the US Consulate General in Hong Kong and Macao said in a statement that "we have repeatedly raised our grave concerns about the effect this ill-defined, vaguely worded, and far-reaching law would have on Hong Kong." Lai's arrest also comes as tensions between the United State and China over the national security law continue to escalate. Washington imposed sanctions Friday against Hong Kong leader Carrie Lam and 10 other Chinese and Hong Kong officials for undermining the city's autonomy. Newspaper mogulA former clothing magnate, Lai founded Hong Kong's Apple Daily newspaper in 1995 -- two years before Hong Kong was handed over from British to Chinese control. Modeled visually on USA Today, the paper caused a minor revolution in the city's media landscape, sparking a price war and drastically changing how rivals operated as they struggled to keep up with Lai's flashy tabloid sensibilities. While focusing on celebrity gossip and other tabloid fare, since the handover the paper has emerged as one of the fiercest critics of the local government and Beijing. It has openly supported the pro-democracy movement and anti-government protests, printing flyers and posters in its pages that people can cut out and take to marches. This drove the 71-year-old Lai to a place of prominence within the opposition movement, and made him a figure of loathing for pro-Beijing politicians and media in the city. Though his media influence has arguably waned in recent years, along with that of the traditional pro-democracy parties, his profile has if anything grown, courtesy of a campaign by Chinese state media to paint him as one of a "gang of four" behind anti-government protests which broke out last year. Lai's closeness to right-wing politicians in the United States — he met with Vice President Mike Pence, Secretary of State Mike Pompeo and then National Security Adviser John Bolton in July last year — has been used by Chinese state media to paint the entire protest movement, along with Apple Daily and similar media, as US-controlled. Denise Hawkins Over the summer, Dr. Roslyn Clark Artis, president of Benedict College, spent as much time urging students to stay home and take their classes remotely this fall as she did preparing to welcome those students who told her they "need" to live and learn on the Columbia, South Carolina campus. Monday, August 10, is the first day of classes at the private, historically Black college — and the start of a fall semester that Artis warned early and often "is not going to be normal. And it's not going to be the Benedict that you remember." Within days of re-opening Benedict, Artis decided to quickly pivot from offering a hybrid of in-person and virtual classes as the number of cases in the state climbed to an alarming high. So, for the first two weeks of the new semester, she said, classes, even for those living on campus, will be virtual. About now, the small, southern campus that has been on pause since the COVID-19 pandemic drove students home in March would have been bustling with the excitement of a fall start. And it would have been filled with the lightness of students back together again and standing close. Instead, campus leaders must now assume the role of public health watchdogs. With nearly every space on the campus "marked off and measured, from elevators to stairwells, dorm rooms and class rooms," they will need to keep their students physically distant; make sure that they're wearing face masks at all times, on campus; and move orderly through the COVID-19 testing and temperature check lines set up on campus. Ahead of students' arrival came box loads of personal protective equipment or PPE and test kits, and there were aggressive cleaning protocols that followed. "As you can imagine, we are going over every surface," Artis told Diverse. "I feel incredibly confident. The Department of Health and Environmental Control has reviewed our plan and told us that it was one of the most thorough they've seen, and it should be a model for other institutions. I'm confident that we've done everything within our power to protect our students, faculty and staff." But even with about half of Benedict's 1,800 students returning to campus, keeping them safe against a deadly virus will be difficult. "The risk of contracting the coronavirus is extraordinary," and on a college campus, "the risk of spread is high," said Dr. Jean Chin, an associate clinical professor of medicine at the University of Georgia, who is also chairing the American College Health Association's COVID-19 task force. Still, Artis said she is willing to own the "tremendous risk" that comes "with opening the campus in the middle of a COVID-19 pandemic," and in South Carolina where positive cases of the virus neared 100,000 in early August. In her view are those students with the greatest need — about 900. With 50% fewer students on campus this semester, Benedict will face a financial hit, she said, but a campus home is where they belong. "As we think about risks, there is an inherent risk in my not opening [the campus]," said Artis of those Benedict students who don't have laptops and other devices of their own (nearly 35%); who don't have access to Wi-Fi (12%); who live in crowded, multi-generational households where they can be exposed to the coronavirus; or who are experiencing homelessness and hunger. When she looks outside the campus gates, Artis sees what she can't control — a city and state on fire. Black people in South Carolina account for just under a third of the population but nearly 50% of COVID-19 deaths, according to a data brief that the South Carolina Institute of Medicine and Public Health and the S.C.
