In the 'Love Yourself' series – their most explicit way of doing that so far – they encouraged fans to begin their own journey of self-acceptance and embracing who they are, flaws and all. In older songs like 'Lost', 'You Never Walk Alone' and many more, they reflected the concerns and issues facing listeners in Korea and beyond, giving them tracks to feel seen and understood in. It goes without saying that this moment right now is an unprecedented time of global upheaval that has left many struggling physically, mentally and economically. While their past releases don't make it BTS' duty to spread cheer in times like these, it feels natural that this group are trying to "share some positive energy" and says a lot about their character that it is their first impulse to do so. With 'Dynamite' – their first all-English song not released in conjunction with another artist (like Steve Aoki's 'Waste It On Me' and 'Mic Drop' remix) – they've given us both the song of the summer in a season that feels uncharacteristically bleak and the perfect pick-me-up that's strong enough to defeat even the unstoppable onslaught of 2020. Advertisement 'Dynamite' mines the bright, infectious sounds of disco to get its joyful energy across, sticking to the genre's tradition of serving as a form of escapism when life gets hard. There are snapping handclaps that urge you to join in and hip-swaying rhythms ready-made for the dancefloor. As the song enters its second third, a guitar line worthy of Nile Rodgers' acclaimed back catalogue enters, later joined by vibrant brass as Jin takes us "shining through the city with a little funk and soul". Together, it becomes a giddily glorious salve to block out the world's darkness. "Ladies and gentlemen, I got the medicine/So you should keep your eyes on the ball," RM declares at one point. There are many who would sneer at the idea that a simple pop song could provide a remedy for life's ills, be they in the coronavirus era or before, but 'Dynamite' is proof that music can give us at least a temporary reprieve from it all. Life might not be as "sweet as honey" as BTS sing right now but, on this song, they take you to a place where that feeling is viscerally, dazzlingly real. PM announces further $171 million for aged care sector - Sky News Australia Posted: 21 Aug 2020 12:08 AM PDT Prime Minister Scott Morrison has announced an additional $171 million in aged care funding, taking the total spent on the sector throughout the coronavirus pandemic to more than $1 billion. "The government will be providing $9.1 million to support further operations of the Victorian aged care response centre," Mr Morrison said. He also announced $103.4 million will go towards extra aged care preparedness measures, which includes workforce measures and covering quarantine costs for interstate staff deployed. Additionally, $50.6 million will go towards the aged care worker retention payment, due to be paid in September. A further $9 million will also go to the aged care regulator. Posted: 20 Aug 2020 11:47 PM PDT A white Georgia police officer is under investigation by his department after his tasing of a Black woman led to a viral video that's been viewed over 18 million times, generating social media outrage. Video posted to TikTok and shared by local media outlets shows an officer arguing on Tuesday with a group of women on the porch of a home. "You're on our property," a woman in the video says. "We did not call you." In the video, the officer, after asking if the woman wants to go to jail for obstructing his investigation, asks the woman to turn around and she refuses. He grabs for her and she avoids him, stepping behind another woman at the scene. There's a brief scuffle between the woman and the officer, who then draws his Taser after the woman steps away from him. He tells the woman to "get on the (expletive) ground" before deploying his Taser. Before the scuffle, a person can be heard saying "Black lives matter" multiple times. Florida Walmart: Man arrested after pulling gun during mask argument "All use of force cases are administratively reviewed through the chain of command. An investigation into this incident is being conducted," Gwinnett County police Cpl. Collin Flynn said in a statement. "The officer has been placed in an administrative role pending the outcome of the internal investigation." The Gwinnett County Police Department on Thursday responded to the video, which has been viewed more than 18 million times, across its social media channels. According to a police report sent to USA TODAY by the police department, the officer, identified as Michael Oxford, was responding to a property damage call. A woman said her neighbors "pulled up in a vehicle in front of her home" and yelled at her before throwing a bottle at her car and getting "some type of liquid all over her vehicle," Oxford wrote in his report. Oxford added he was shown security video of the incident, which captured a woman wearing all white "picking up an object off the ground and what looked to be the female shouting and yelling." The person who called police also said one of the people in the car that threw the bottle "threatened to kick her son in the head," Oxford wrote. The woman told Oxford that the woman wearing all white was "across the street at another house," according to the report. Georgia police: Investigated after officer opened fire at car with 5 children Oxford went to the house and found a woman wearing "a white tank top and white pants which matched the description of the female in the security camera video." According to his report, when Oxford approached the house, multiple people began shouting at him. The woman in the video, identified as Kyndesia Smith, kept shouting at Oxford, despite his efforts to quiet the group down, Oxford wrote in his report. According to Oxford's report, Smith resisted Oxford's attempts to handcuff her after she was hit with the Taser and he didn't successfully handcuff her until after another officer arrived. A second video shows Smith repeatedly telling Oxford she can't turn over and telling Oxford not to touch her. Nashville chief orders investigation: Officers knock in innocent family's door While Oxford tried to get Smith in his patrol car, Smith, "Kicked her legs towards me, striking me in the head, face and shoulder areas several times," Oxford wrote. Smith on Tuesday was arrested on a felony obstruction charge and a misdemeanor charge of simple battery against a police officer, according to jail records. She was released on bond Wednesday. The woman in white is not facing charges as of Thursday evening, Gwinnett County police confirmed to USA TODAY. Oxford has been with the Gwinnett County Police department for "under two years," Flynn said. The incident in Georgia is the last to spark controversy amid nationwide protests against police brutality and racial inequality in the aftermath of the death of George Floyd in Minneapolis. Russian President Vladimir Putin had announced that his country has developed the world's first vaccine against COVID-19, which works "quite effectively" and forms a "stable immunity" against the disease. Sputnik V has been developed by the Gamaleya Research Institute of Epidemiology and Microbiology, along with the RDIF. The vaccine has not been tested in Phase 3 or larger clinical trials. Addressing an online press briefing, Dmitriev said several nations are interested in the production of the vaccine from countries in Latin America, Asia and the Middle East. "The production of the vaccine is a very important issue. Currently, we are looking for a partnership with India. We believe that they are capable of producing the Gamaleya vaccine and it is very important to say that those partnerships to produce the vaccine will enable us to cover the demand that we have," he said. Dmitriev said Russia is looking forward to international cooperation. "We are going to do clinical trials not just in Russia but also in the UAE, Saudi Arabia, probably in Brazil and India. We are planning to produce the vaccine in more than five countries and there is a very high demand from Asia, Latin America, Italy and other parts of the world regarding the delivery of the vaccine," he said. Alexander Gintsburg, the director of the Gamaleya Research Institute of Epidemiology and Microbiology and an academician at the Russian Academy of Sciences, said more than 20,000 people have taken part in the clinical trials of vaccines and drugs, based on human adenoviruses or human adenoviral vectors. "Vaccines do not contain live human adenoviruses, but human adenovirus vectors, that is, human viruses that cannot multiply in the body and are completely safe," he said. The Sputnik V vaccine consists of two shots that use different versions of adenoviruses — virus types, some of which cause the common cold — that the manufacturers have engineered to carry the gene for the surface protein of SARS-CoV-2 that causes COVID-19. "I have been fairly candid and open with the states and territories that where there is a need for further subsidies ... as a consequence of state borders, then obviously we would be [asking] states to share that load," Mr Morrison said. He nominated jobs as the No.1 economic issue for Australia in the pandemic, saying the nation would be focusing on three economic responses: income support, infrastructure programs and capital works, and "greater ease" for business and investment. "We stay open, we keep people in jobs and we keep investing in the things that can enable us to go forward," he said. Hotspots and interstate travelThe next national cabinet meeting will involve Australian Health Protection Principal Committee advice on what constitutes a hotspot as well as the creation of a code to allow agricultural workers to travel interstate. Speaking on the idea of a national standard for hotspot classification – pertinent for situations such as the Queensland border, which bans all ACT residents despite the territory not having recorded a case in weeks – Mr Morrison said although the classification would possibly not be mandatory it would be "odd" for a leader to make rules different to it. "If people were operating outside of it, it would be very clear," he said, adding that the term needed a "clear medical and scientific definition". An agricultural workers code, similar to the existing freight code, will also be developed for the next national cabinet meeting in response to border frustrations expressed by the sector. Flight capsHowever, there would be no changes to Australia's international flight caps, despite thousands of expats being unable to come home unless they pay business class. "I want to stress that 4000 Australians are still returning every week, every single week," Mr Morrison said. The caps would continue to be reviewed fortnightly, and he hoped that, with declining case numbers in Victoria, the state would soon be able to take people into its hotel quarantine system again, relieving pressure on other states and possibly allowing for an increase. 'Simply magnificent'Mr Morrison said this week's national cabinet meeting was buoyed by plans to secure potential vaccines and lower case numbers across all states. Victoria logged 179 new cases in the past 24 hours and nine deaths, its lowest case figure since July 13, while NSW reported only one new case. Mr Morrison praised NSW's public health response to the pandemic as "simply magnificent" and confirmed the national cabinet's support of a suppression strategy. "That's the position of my government and that's the position of the national cabinet," he said. Pictures and video of the weekend electronic music party in Wuhan -- where COVID-19 first emerged in December 2019 -- have gone viral, attracting a huge negative response in places where lockdowns are still in effect. The headline "Life's a beach in Wuhan as world pays virus price" -- splashed across the front page of Australia's Daily Telegraph -- was typical of some mainstream news headlines, while comments on social media sites were more colorfully frank. China's nationalist Global Times newspaper hit back against what it called "sour grapes" abroad. AFP's video of the event has been viewed more than 16 million times since it was posted. One Twitter user called the event "incredibly irresponsible", while another suggested there was "no way" it would not lead to more cases of coronavirus. Under fire But China said Thursday the pool party showed the city's "strategic victory" against the outbreak, and said the images were proof the country's approach to controlling the virus had been successful. AT&T, T-Mobile fight speed tests that could prove their coverage maps wrong - Ars Technica Posted: 20 Aug 2020 09:44 PM PDT AT&T and T-Mobile are fighting a Federal Communications Commission plan to require drive tests that would verify whether the mobile carriers' coverage claims are accurate. The carriers' objections came in response to the FCC seeking comment on a plan to improve the nation's inadequate broadband maps. Besides submitting more accurate coverage maps, the FCC plan would require carriers to do a statistically significant amount of drive testing. "In order to help verify the accuracy of mobile providers' submitted coverage maps, we propose that carriers submit evidence of network performance based on a sample of on-the-ground tests that is statistically appropriate for the area tested," the FCC proposal issued in July 2020 said. This could prevent repeats of cases in which carriers exaggerated their coverage in FCC filings, which can result in government broadband funding not going to the areas where it is needed most. Small carriers that compete against the big three in rural areas previously had to conduct drive tests at their own expense in order to prove that the large carriers didn't serve the areas they claimed to serve. FCC Chairman Ajit Pai did not punish Verizon, T-Mobile, and US Cellular after finding that the carriers exaggerated their 4G coverage in official filings. But Pai is moving ahead with plans to require more accurate maps as mandated by Congress. Instead of drive testing, AT&T suggested that the FCC could "collect certain confidential tower site location information, which would be a better verification tool compared to drive testing." T-Mobile raised similar objections in a filing submitted Monday:
Verizon had objected to the possibility of a nationwide drive-test requirement in a September 2019 filing, saying that "Verizon conducts drive tests in a more targeted manner to calibrate its propagation model and to confirm the accuracy of the model." With the FCC deciding to require only a statistically significant sample, Verizon's more recent filings either didn't mention drive testing or merely sought clarification on the FCC drive-test plan. Calif. agency pushes for drive testingExtensive drive testing is supported by the California Public Utilities Commission, which told the FCC in February that "the data and mapping outputs of propagation-based models will not result in accurate representation of actual wireless coverage." The CPUC said that, based on its experience, "drive tests are required to capture fully accurate data for mobile wireless service areas." In another filing in September 2019, the CPUC included a graphic showing how the agency's own drive tests in California revealed that the map submitted by one unnamed national carrier dramatically overstated coverage: "We have found such overstatement of [mobile] providers' submitted coverage footprints to be the case for all providers in all years we conducted tests, not just for the anonymized single example shown above," the CPUC told the FCC. "Inaccurate data resulting from propagation modeling will have serious impacts on infrastructure grant programs aimed at eliminating the digital divide. We have no reason to believe that the technical and statistical parameters for propagation modeling on which the [FCC] seeks comments will produce more accurate propagation results." A Vermont state official conducted speed tests while driving more than 6,000 miles in the fall of 2018, and found "wide disparities" between actual coverage and the coverage reported by carriers. The FCC said its tentative plan for carrier-submitted speed tests would at a minimum require "that the speed tests include downlink, uplink, latency, and signal strength measurements and that they be performed using an end-user application that measures performance between the mobile device and specified test servers." The FCC also proposed "that speed tests must be taken outdoors" and in a "combination of mobile and stationary tests to accurately verify the coverage speed maps." The FCC could change its plan after evaluating comments, and it said it would use input from the public to help develop a methodology that carriers would have to follow in testing. Among other things, the FCC's request for comments said it is trying to determine how the tests should be distributed between urban and rural areas, how to "ensure that the speed test measurements represent the typical user case for the area covered," and how to "prevent providers from performing their tests close to their towers where signal strength is greatest." The FCC is also considering whether to "specify the types of equipment that providers can use, including the handsets and any other special equipment necessary for the testing." Last year, AT&T and other carriers tried to convince the FCC to avoid requiring 5G maps. But the FCC's current plan proposes requiring submission of 5G maps in addition to maps of 3G and 4G networks. But the information from those agencies was fluid in nature, and often contradictory. So Artis decided it needed a more uniform approach that went beyond the guidance from those agencies, President and Chief Executive Officer Don Feltman told Senior Housing News. Last month, Artis announced the launch of the Artis Safety Council, a partnership with Johns Hopkins physicians and a cross-discipline group of Artis associates and healthcare leaders to focus on maximizing the safety and well-being of residents, associates and families. It will base its guidance on the latest science of dealing with the virus, along with proactively looking ahead at other potential community health issues that could arise, to have an industry-leading approach to safety and resident care. "It's unprecedented — we don't have a lot of textbooks to refer back to, in terms of what was needed," he said. Based in McLean, Virginia, Artis, Artis was founded in 2012 as a standalone memory care provider, and has since expanded to include mixed memory care and assisted living. Its portfolio consists of 13 communities in operation, as well as a robust development pipeline including 20 sites under consideration for development or undergoing entitlement processes. Feltman is an assisted living veteran with over 40 years experience. He started his career at skilled nursing giant ManorCare and worked for hotelier Marriott when that company had a senior living concern. It was at ManorCare where his relationship with Johns Hopkins began, and where the foundation for the Arden Court brand, and the modern dementia care model, was laid. In this interview, Feltman shares more insight on the Artis Safety Council, how the Bainums are responding to the virus, how assisted living and memory care have changed over the decades and if the pandemic will create an opportunity for a more affordable assisted living model. This interview has been edited for length and clarity. Popular ReportsAdvertisement Can you share some more details behind the Advancing Safe Living Initiative?Like a lot of senior living providers, it was a mad scramble for us when the virus showed up. It's unprecedented — we don't have a lot of textbooks to refer back to, in terms of what was needed. We were following the guidance of CDC, CMS, local and state health departments and sometimes [guidance] would be conflicting and difficult to follow. We made the decision that we really needed some experts, and we reached out to Johns Hopkins University and were able, fortunately, to line up to physicians who are on the front lines, are experts in the field, and also very compassionate gerontologists, clinical specialists and infectious disease specialists. The three of them ultimately agreed to come on board the safety council that we formed, to focus on best practices, as well as a real time study of what we should be doing that we were not. We've been engaged with them for quite a while and have regular meetings with them. We had one this morning, and we go over questions that are sourced by ourselves, get the latest on the vaccine front, latest in terms of what our protocol should be, which has been revised numerous times with their guidance since inception. Their focus is very current, and they bring the latest in research coming out of Hopkins, the oldest epidemiology program in the world. To what extent was Artis hit with positive coronavirus cases, and how has the initiative with Johns Hopkins helped in that regard?Some of the communities got hit worse than others, but it tended to be a limited duration. What we're seeing at the present time is we're down to about one-tenth of 1% of infections among our residents, and less than 1% among our associates. One of the things that physicians helped us focus on is when there's a resurgence in a [market], when it crosses a certain threshold, we should start testing our associates on a seven-day rotating basis, until such time as the there is either a positive case or there is a drop of the prevalence in the greater area below that [threshold]. From the very beginning, we tried to make sure we had enough PPE; we're now at a point where we have a substantial supply. We also have gone to not only masks, but face fields, as well for our staff. That suggestion came out of Hopkins. We think that diligence is important, with the projections that this virus isn't going away for quite some time. I would say also, Artis has three sources of test kits, and a majority of our tests now could be turned around and we could have the results in 24 to 48 hours. That is helpful, to have made progress in that regard. Ongoing, one of the biggest challenges we have is to make sure that our associates are adhering to best practices. And it's kind of interesting that the physicians from Hopkins are focused on the simple things. We are making changes in future construction of buildings that will include significantly better filtering of air, while their primary focus is washing hands frequently. Making sure you're wearing a mask and face shield. Those are the most important things that they look at to prevent the spread. Which is pretty basic, pretty simple. But if everybody did it, we could end this life cycle a lot sooner than what we're seeing out there with a lot of people who are not being careful. What other design changes is coronavirus dictating in Artis' communities that are under construction?Our communities are designed from the inside out. They tend to have four residential neighborhoods, which is helpful if you need to quarantine or isolate. It gets a little easier if you have a fairly new building, or you may have a neighborhood that's empty. Three-fourths of our buildings tend to be fenced on the outside, which allows us to have secured freedom. Throughout the [pandemic], we've never closed our outdoor areas to our residents. They've had the ability on a nice day to go out, enjoy the sunshine, the flowers, the birds. We're also fortunate and thankful that a number of states now have opened up to allow for outdoor visitation with family members. We're tightly controlled in regards to the protocol. It's a great thing because we can bring family members through the gate on the front of the building, without coming through the building, and have our residents escorted out. It's been heartwarming, some of the stories that have occurred from that. Most of our buildings have private rooms and private showers. We have some small cases where there may be a shared shower. If so, that area is disinfected after one person uses it, and prepared for the next person. One of things we are encouraged by our Hopkins physicians is to increase the frequency of [cleaning] high touch areas. We've done that; we use eco lab products. The air filtering [changes] that we're doing can help in flu season, as well. Once Covid-19 is over, it's probably not the last virus we'll see. And we have a flu season every year. We have a standing committee that is looking at our building designs, as we go forward, and this is an element that is a part of their focus. When you're dealing with dementia care residents, it's difficult for them to avoid touching things and that's why good old-fashioned [disinfection] is one of the best ways to deal with it. There is some technology that we've charged our folks to look at, with our design and construction team in particular. Your relationship with the Bainum family spans close to 40 years. How have they responded to the outbreak?They've put in a sizable infusion of equity in response to rising operating costs — I can't disclose a dollar amount, per se, but it is sizable. The Bainums tend to be long-term investors. They measure more in generations in years, in terms of their vision and focus. They, as well as our senior team, are looking ahead for the future. Our most senior executive team on average has over 25 years experience dealing with seniors. So we're fortunate to have a seasoned team with a lot of experience across the [care] spectrum. We're also fortunate that we've been able to line up financing with lenders who are taking a longer term view, while we're minding the store and our people. We have quite a few lenders, as well as a credit line with Wells Fargo, which is helpful. Part of our focus as a company is there could be a vaccine by the end of the calendar year, but [more realistically] sometime mid to late spring which may be widely dispersed and utilized. There's a lot of uncertainty, but we're also looking well beyond that. How has occupancy held up?I'd say it's been a mixed result, and it varies by community. We essentially shut off all new admissions for quite some time. And we have quite a few active deposits. And so part of it is, when are they going to move in? We have some communities where it's flat or it's a down census. One of our newer communities, they've got six planned move ins this month. So, it varies completely by the location. How is Artis reviewing new development opportunities, as this looks to be a protracted outbreak?We have two communities that are waiting for state inspection for licensure, which would put us at 22. We have another five under construction that we anticipate by the end of next year will be open and operational. And we control a number of very select sites beyond that, some of which are in the process of obtaining entitlement approval. On the acquisition front, our doors have always been open to consider them, as with every company I've been involved with, with the Bainums. In the past, we've done some acquisitions. As of the moment, we just have not seen anything that makes economic sense, or the physical plant or location doesn't meet our criteria. That's something we're also open to, as we go forward. Is there a possibility that the coronavirus will open opportunities for a more affordable model of assisted living?Private pay assisted living was born out of the fact that private pay nursing homes had certain elements of fixed costs. They were required by law to have minimum staffing patterns, which drove up the costs, which created an opportunity for lower care individuals to have a more hospitable model, that being assisted living. As assisted living gets more expensive, then you look at other options for a more modest-priced product. And there are a lot of models out there — Holiday tried a model, and it worked for quite a while. At the end of the day, if it's a model that allows people to age in place and their care levels go up, that's going to cost more. I think you have to look at the various cost elements, and there have to be incentives such as tax breaks and bond issues for developing land. Interest rates are now very low, so that's attractive. And I think that they're going to remain low for quite a while. My primary focus is what we're dealing with right now. But in my heart of hearts, [middle market] is something I've always had a passion for because Middle America is huge. If you can put the puzzle together to help solve that equation, the opportunity is huge. How has assisted living and memory care changed over the decades?The acuity [level] has increased, as has the overall staffing and the model itself. One of the things that we have found over the years is that there are some people who are very good at operating memory care, and they have a passion like we do. But there are others that are not successful and it may be because of the design, staffing or [quality of] care. One of the things our team did a few years ago was create a new position: Director of Artis Experience. Each one of our communities has this position. The position is to support each department at each of our residences to ensure that the Artis Way is being lived. DNC The fourth and final night of the Democratic National Convention culminated Thursday with Joe Biden accepting the party's presidential nomination. In his address, Biden not only eviscerated President Donald Trump's handling of his first term but also portrayed himself as the best candidate to combat overlapping economic and health-care crises. During a period of reckoning over entrenched racism and economic injustice in America, the former vice president promised to "draw on the best of us, not the worst" and "be an ally of the light, not the darkness." Outside of the main event, the night featured testimonials from Biden's family members, former primary opponents and strangers he has met over the course of his career. The event continued another theme of the week in former Republicans switching their allegiance to Biden. Here are some of the highlights from the fourth night of the Democratic convention. Bloomberg picks apart TrumpMore of the ex-rivals Biden defeated in a jammed Democratic presidential primary spoke on his behalf Thursday. Former New York City Mayor Mike Bloomberg reserved the most venom for Trump. "When confronted with the biggest calamity any president has faced in the modern era, Donald Trump spent the year downplaying the threat, ignoring science, and recommending quack cures, which let COVID-19 spread much faster than it should've, leaving hundreds of thousands needlessly sick or dead. He has failed the American people, catastrophically," said Bloomberg, who noted he has at points in his life been a Republican, Democrat and independent. "Four years ago, I came before this very convention and said New Yorkers know a con when we see one. But tonight, I'm not asking you to vote against Trump because he's a bad guy. I'm urging you to vote against him because he's done a bad job," he continued. Bloomberg got the president's attention. Shortly after he spoke, Trump responded to his remarks in a tweet. He contended Bloomberg "is trying to make a comeback by begging the Democrats for relevance." "They treated him like a dog — and always will. Before politics, he said GREAT things about me!" Trump wrote. Two other 2020 Democratic primary candidates gave remarks to lift Biden, and several others discussed the party's presidential nominee on a video call. Charlotte Kirk: The actress' role in the fall of Ron Meyer - Los Angeles Times Posted: 20 Aug 2020 07:48 PM PDT How does a 28-year-old woman from Kent, England, with a thin résumé of bit parts in a few movies play a major role in the fall of two Hollywood moguls? That's the question that has riveted if not rocked the industry this week after NBCUniversal executive Ron Meyer acknowledged paying hush-money to actress Charlotte Kirk to cover up a years-old affair that spiraled into an alleged extortion plot, leading to his ouster from his longtime perch at the studio. Meyer was the second mogul embroiled in a sex scandal with Kirk to be toppled in less than two years. Last year, former Warner Bros. studio head Kevin Tsujihara resigned after text messages suggesting he would find film roles for Kirk, with whom he had a sexual relationship, became public. Tsujihara denied having a direct role in securing her roles. The end began nine years ago in 2011 when Meyer, then 66, attended a film premiere in London hosted by members of the Hollywood Foreign Press Assn., where he was introduced to Kirk, an aspiring actress. She was 19 at the time. Upon their meeting, Kirk told Meyer that she was going to be in Los Angeles. He responded that she should give him a call when she was in town. The pair began talking. A year after they first met, they became sexually involved. The relationship was brief — two encounters during a two-week period, according to someone with knowledge of the relationship who was not authorized to comment publicly. While the extramarital affair ended, Kirk continued to reach out to Meyer, vice chairman of NBCUniversal, seeking his advice on the industry and acting roles. Last year, Meyer agreed to pay Kirk $2 million in four installments and, in exchange, she signed a nondisclosure agreement, according to three sources familiar with the matter who were not authorized to comment. At least one payment in the amount of $500,000 was made, the three sources said. Kirk did not respond to requests for comment. Rather than put an end to the matter, things escalated. Meyer found himself in a dispute with Kirk's associates. Joshua Newton, Kirk's former boyfriend who directed her in the in the low-budget film "Nicole & O.J.," and her current boyfriend, director Neil Marshall, who directed 2019's "Hellboy" and episodes of HBO's "Game of Thrones," became aware of Kirk's affair with Meyer and the subsequent settlement. According to three sources familiar with the matter, over the last year the two directors ratcheted up pressure on Meyer, threatening to expose the affair and bring the information to Comcast, the parent company of NBCUniversal, if Meyer did not assist with their projects. Late last week, Meyer divulged his secret settlement to NBCUniversal. By Monday night, there were plans for him to part ways with the company. "I made this disclosure because other parties learned of the settlement and have continuously attempted to extort me into paying them money or else they intended to falsely implicate NBCUniversal, which had nothing to do with this matter, and to publish false allegations about me," Meyer said in a statement. Newton could not be reached for comment. Marshall and his representatives did not respond to requests for comment. In a statement to Deadline, Marshall denied he attempted to extort Meyer, saying the claims were "nothing but lies based on falsehoods" and that his fiancée, Kirk, was the victim of a "witch hunt" that was "perpetrated by overprivileged men in positions of power." Larry Caldwell, a Woodland Hills lawyer said to be representing Newton, declined to confirm that Newton was his client. Caldwell did call Meyer's characterization of extortion a "false narrative." As the alleged pressure campaign mounted, representatives of Meyer's contacted the FBI. A spokesperson for the FBI said, "While the FBI cannot confirm or deny the existence of an investigation, it will investigate any allegation of extortion to determine if federal law has been violated." After studying acting in London, at 19, Kirk moved to the U.S. She's had parts in the 2015 thriller "Vice" and the 2018 film "Ulysses: A Dark Odyssey." Kirk's latest role is in the horror film "The Reckoning," directed by Marshall. The film was set to screen Thursday during Montreal's virtual Fantasia Festival in an event showcasing new genre films. Kirk and Marshall were scheduled to participate in a Q&A about the film, but a spokeswoman for the festival told The Times in an email that while the film will screen there will be no Q&A as originally planned. Despite the notoriety Kirk has attracted, those who have worked with her speak positively of the actress. Two independent filmmakers who worked on projects featuring Kirk described her as professional and easy to deal with. Craig Williams, a director, producer and composer, cast her in his 2016 pilot, "The Demo," a dark comedy in which a woman takes revenge for casting couch abuses in Hollywood. "Charlotte is a unique woman," he said in a telephone interview. " When it all came out, we chuckled and said, 'It's kind of like the film.'" Italian director Federico Alotto cast Kirk as Kaly (a modern version of the goddess Calypso) in his first feature, "Ulysses: A Dark Odyssey," after meeting her at the Beverly Hills Film Festival in 2014. "I chose Charlotte because, the first time I saw her, she was blond, she had this angel face, she was perfect," he said, adding that he found her "really professional with me and my actors." A third filmmaker, who declined to be named out of fear of reprisals, noted that when Kirk went after roles, it was apparent that she had high-profile relationships throughout the industry. But he had no idea about the scandals that would soon envelop her. "She was one of those people we hoped would blow up in a positive way," this person said. "There was a sense that she was going places." It was Kirk's relationship with Tsujihara and other notable Hollywood men, however, that thrust her name into the limelight. Kirk appeared in minor roles in two Warner Bros. movies: the 2018 caper film "Ocean's 8" and the 2016 New Line Cinema romantic comedy "How to Be Single." The text messages, first revealed in a Hollywood Reporter article detailing her relationship with Tsujihara, also chronicled what appeared to be a campaign to get her meetings and auditions. They also disclosed that Kirk had a relationship with Australian billionaire James Packer, who introduced Kirk to Tsujihara. Packer had a business partnership with director Brett Ratner, and together they secured a $450-million deal with Warner Bros. Among the text messages, Kirk texted Ratner and suggested she was "used as icing on the cake" for the deal between Warner Bros. and Ratner's company. In an interview with DailyMailTV last year, Kirk said that she didn't consider herself a victim. "I wasn't forced into anything, and I did what I wanted to do — good or bad," but added that she would make different choices now. "I regret doing that." In a separate interview with the Daily Mail, her mother defended her daughter and said was diagnosed with Asperger syndrome as a young girl. Several reports have suggested that Meyer advised Kirk when she was pursuing a settlement with Tsujihara. Meyer's exit marked a stunning end to a long career. He became president of Universal Studios 25 years ago and previously was in charge of the theme parks and movie-studio operations until he took on a more advisory role in 2013. Meyer is known for his tight relationships with industry insiders, including Steven Spielberg. He's beloved for his penchant for calling friends to check in with them and his ability to soothe fragile Hollywood egos. He also was known for having a high-stakes gambling habit for many years. Last year, Meyer filed a $10-million lawsuit against two art dealers, claiming they sold him a forged Mark Rothko painting in 2001. In May 2018, Meyer and his wife Kelly Chapman separated after 25 years of marriage. The following year, he listed his compound on Pacific Coast Highway for a jaw-dropping $125 million. Meyer sold the property that sits on a three-plus-acre bluff overlooking the ocean, for $100 million in September, $25 million less than the asking price. Meyer had taken out multiple mortgage loans on the property since 2014, in excess of $100 million, including more than $84 million from Hankey Capital, the investment company headed by local billionaire Don Hankey, The Times reported at the time. Feature China | Barcroft Media via Getty Images The Indonesian rupiah is the worst-performing Asian currency so far this year — and that weakness stems from the government's decision to have the central bank partly fund its expanding budget deficit. The "debt burden sharing" arrangement between the government and the central bank, Bank Indonesia, involves the latter buying 397.6 trillion Indonesian rupiah ($26.97 billion) worth of bonds. That debt, issued by the government, will help to finance a larger budget deficit resulting from increased spending to fight the coronavirus. Such a program, also known as debt monetization, is likened to an unconventional tool called quantitative easing that, until recently, has only been used by major central banks in developed economies such as the U.S. and Europe. While BI has purchased Indonesian government bonds in the past, such an explicit and transparent reference to future debt monetization and collaboration between the government and the central bank is quite surprising for an emerging market. Pierre Chartres M&G Investments But an increasing number of central banks in emerging markets — including Indonesia, the Philippines and South Africa — have adopted some form of quantitative easing or QE after their economies were hit hard in the pandemic. Since Indonesia announced its version of the program last month, the rupiah has lost more than 2% of its value against the U.S. dollar as investors became worried that the move would expand the monetary base and eventually result in a weaker currency. So far this year, the Indonesian rupiah has weakened by around 6% against the greenback — the worst performing currency in Asia. "The authorities have indicated the debt monetization will be a one-off measure this year. At the same time, it does raise some questions about Indonesia's policy approach over the medium term," Thomas Rookmaaker, director and lead analyst for Indonesia at Fitch Ratings, said in a podcast this week "If it were to occur repeatedly beyond this year, it would raise the potential for government interference in monetary policy making and could undermine investor confidence," he added. Indonesia's 'surprising' QEIndonesia's version differs in several ways from how the U.S. Federal Reserve buys assets under its quantitative easing program. In particular, the Fed's purchases are mostly done via the open market, while Bank Indonesia buys the agreed government-issued debt through private placement and won't receive interest on those bonds. In addition, the Indonesian central bank will be a standby buyer and help pay the interest rate for another 177 trillion rupiah ($11.9 billion) of government bonds that will be sold in auctions. If it were to occur repeatedly beyond this year, it would raise the potential for government interference in monetary policy making and could undermine investor confidence. Outlook for rupiahThe weakness in the rupiah also comes as Indonesia — Southeast Asia's largest economy — is struggling to contain its coronavirus outbreak. The country has reported more than 147,200 confirmed coronavirus cases — the second-highest in Southeast Asia behind the Philippines, but its death toll of at least 6,418 is the region's largest, according to data compiled by Johns Hopkins University. The extent of Indonesia's outbreak could be a lot worse given the country's lack of testing for the virus, reported Reuters. Indonesia's economy has suffered. It shrank by 5.3% in the second quarter from a year ago — the country's first economic contraction in more than two decades. The central bank still has room to cut interest rates to boost the economy, but it left rates unchanged during its latest meeting on Wednesday in part to prevent its currency from sliding further, analysts said. Bank Indonesia, in a statement, said the rupiah is now "fundamentally undervalued" and could appreciate from current levels. But analysts said the future of the debt monetization program will affect the currency's trajectory. HSBC economist Joseph Incalcaterra said Indonesian President Joko Widodo had suggested that the government will finance next year's budget "in cooperation with the central bank" — indicating that the debt monetization program could continue beyond 2020. "Fortunately, conventional metrics suggest the outlook for the rupiah is otherwise strong," Incalcaterra wrote in a Wednesday note after the central bank decision to hold rates steady. "In the meantime, we await further communication from BI outlining conditions pertaining to an exit policy from its QE program, as well as any possible limits on direct government financing next year. Such communication will likely help ease market concerns about the future direction of the rupiah." Dark since March, Mobile’s Crescent Theater sets reopening date - AL.com Posted: 20 Aug 2020 05:44 PM PDT For months, the marquee of Mobile's independent Crescent Theater has said "We love you Mobile stay safe." Now it's been changed to show a coming attraction. That'll be "The Personal History of David Copperfield," opening Aug. 28. According to the theater's website, the film is "a fresh and distinctive take on Charles Dickens' semi-autobiographical masterpiece," with Dev Patel in the titular role. Directed by Armando Iannucci, its cast includes Fisayo Akinade, Nikki Amuka-Bird, Peter Capaldi, Hugh Laurie, Ben Whishaw, Tilda Swinton and Benedict Wong. Tickets will be on sale "soon" via the Crescent website. While hardly the largest attraction in Mobile's Dauphin Street entertainment district, the independent Crescent has been a significant feature thanks to a slate of independent and foreign films. It has one screen and seats about 100 people, aside from COVID capacity reductions that presumably will apply to its reopening. According to the Downtown Mobile Alliance, the Crescent has been closed since March. Other new reopenings announced by the Alliance include Roosters restaurant at 211 Dauphin St., which reopened Monday, and T.P. Crockmier's at 250 Dauphin St., which reopened Thursday. Hunt threatens welfare over virus vaccine - Warrnambool Standard Posted: 20 Aug 2020 05:08 PM PDT Federal Health Minister Greg Hunt is not ruling out stripping welfare payments from people who refuse coronavirus vaccines, once a cure is available. Mr Hunt has suggested adopting the "No Jab, No Play" model, which requires children to be fully vaccinated unless they have a medical exemption before enrolling in child care or kindergarten. He is also considering linking the jabs to welfare payments. "Our first goal is to encourage as many Australians as possible. I'm confident that a very, very large numbers of Australians will take it up," Mr Hunt told the Seven Network on Thursday. "But we reserve the right, subject to medical advice, to take steps that might assist." Prime Minister Scott Morrison said he would like to make the vaccine "as mandatory as possible" but has ruled out making it compulsory.
