US officials made the announcement just hours before Washington's deadline for Beijing to shutter its consulate in Houston, a move that triggered China to retaliate Friday by demanding the US close its consulate in Chengdu. Prosecutors earlier this week said that Tang concealed her connection to China's military in order to enter the US, lied to federal investigators about those links and subsequently tried to avoid arrest by taking refuge in the San Francisco consulate. During an interview with FBI agents on June 20, "Tang denied serving in the Chinese military, claimed she did not know the meaning of the insignia on her uniform, and that wearing a military uniform was required for attendance at FMMU because it was a military school," attorneys wrote in a July 20 court filing. But in a search of her home and electronic media, FBI investigators "discovered photographs of her in the uniform of the Civilian Cadre of the Chinese People's Liberation Army (PLA)" and that she had been employed as a researcher at the Fourth Military Medical University. She was charged with one count of visa fraud on June 26. The US officials also said Friday that China's Houston consulate was implicated in a fraud investigation at a Texas research institution. They charged that consulate officials "were directly involved in communications with researchers and guided them on what information to collect." The idea to close the Houston consulate emerged this spring after China interfered when US officials returned to the consulate in Wuhan, closed due to the coronavirus pandemic, to retrieve diplomatic materials, a senior State Department official told CNN. Chinese authorities refused to let the US officials leave Wuhan with the pouches, saying they had to search them before leaving, an aggressive move that violates the Vienna Convention, which governs diplomatic relations. This official said that the US has seen a 1,300% increase "in cases related to economic espionage and China over the last 10 years." A lot of that increase is due to "enhanced communication and understanding of the threat," rather than a marked increase in Chinese activity, this official said. "China has always been doing this," the intelligence official said, but noted that the US had only begun to fully understand the breadth and depth of some of the recruitment efforts in the last three years or so. The senior intelligence official said the FBI has "about 2,000 active counterintelligence investigations tied to China, and we open a new case about every 10 hours." The senior Justice Department official told reporters that "of all the cases we've brought over time alleging the theft of trade secrets, about 60% of those cases have some connection to China." China accused US consular personnel in Chengdu of interfering in China's internal affairs and harming its national security interests. US personnel at the consulate "engaged in activities inconsistent with their identities, they interfered in China's internal affairs, and harmed China's national security interest," said Wang Wenbin, a spokesperson for China's Foreign Ministry. 30 days to get outWang added that China's move against the Chengdu consulate was a "legitimate and necessary response" to the US demand that China's Houston consulate be shut. Washington Post Settles Lawsuit With Student in Viral Protest Video - The New York Times Posted: 24 Jul 2020 07:47 PM PDT The Washington Post settled a defamation lawsuit filed by the parents of a Kentucky teenager over the paper's coverage of his encounter with a Native American protester in Washington last year, an event that set off a national debate. The newspaper said on Friday that it had reached the settlement, but did not disclose the terms. "We are pleased that we have been able to reach a mutually agreeable resolution of the remaining claims in this lawsuit," said Kristine Coratti Kelly, a spokeswoman for The Post. The parents of Nicholas Sandmann, a student at Covington Catholic High School in Covington, Ky., had sued the paper for $250 million, claiming that The Post had "targeted and bullied" him in its coverage of the incident. Singaporean man pleads guilty to spying for China in the US - CNN Posted: 24 Jul 2020 07:08 PM PDT Jun Wei Yeo, also known as Dickson Yeo, worked for Chinese intelligence for four or five years, recruiting Americans with access to sensitive information over the internet and commissioning them to write reports, which he then passed on to Beijing. "The Chinese Government uses an array of duplicity to obtain sensitive information from unsuspecting Americans," United States Assistant Attorney General John Demers said in a statement. "Yeo was central to one such scheme, using career networking sites and a false consulting firm to lure Americans who might be of interest to the Chinese government. This is yet another example of the Chinese government's exploitation of the openness of American society." His guilty plea comes amid an ongoing crackdown on Chinese operatives in the US. On Friday, a Chinese military-linked scientist who had been hiding out in the country's San Francisco consulate surrendered to US authorities. Her arrest followed the shuttering of the Chinese consulate in Houston, which Washington has linked to espionage operations and Intellectual Property theft. That move sparked a major backlash from Beijing, which has ordered the closure of the US consulate in Chengdu, which it also accuses of being a hub of spying operations. Fake consultancyAccording to prosecutors, Yeo was recruited by Chinese intelligence during a trip to Beijing around 2015, when he was studying for a doctorate from the National University of Singapore. He was offered money in exchange for political reports and information, and later asked to sign a contract with China's military, the People's Liberation Army (PLA). While he did not sign the contract, Yeo continued to work with Chinese intelligence operatives, who increasingly requested he focus on obtaining "non-public information" from the US, related to issues such as artificial intelligence and the ongoing US-China trade war. Yeo met with his intelligence handlers dozens of times, and when he traveled to China for these meetings he was regularly taken out of the customs lines and brought into a separate office for admission into the country, which he told prosecutors was intended to "conceal his identity when he traveled into China." As he increasingly targeted the US, Yeo set up a fake consultancy website and began soliciting resumes, receiving hundreds, including many from US military and government personnel with security clearances, which he would pass on to his Chinese handlers. This person, who has not been identified by prosecutors, was having financial problems, and Yeo commissioned them to write a report for him. Yeo moved to the US around January 2019, after which his handlers told him not to communicate with them for fear of interception. When he had to get in touch, Yeo was told to do so from a local coffee shop. It's unclear how and when Yeo was arrested, but he was charged this year with acting as an "illegal agent of a foreign power without first notifying the Attorney General," and subsequently pleaded guilty. He is due to be sentenced in October, and faces up to 10 years in prison. US agents enter Chinese consulate compound in Houston after deadline for closure passes - CNN Posted: 24 Jul 2020 06:08 PM PDT A series of black SUVs, trucks, two white vans and a locksmith's van entered the property as a crowd of observers and news cameras observed from the edge of the diplomatic compound. US officials speaking to reporters Friday said the consulate had been implicated in a fraud investigation at a Texas research institution and that Chinese consulate officials, "were directly involved in communications with researchers and guided them on what information to collect." The activities of consulate officials in Houston "are a microcosm, we believe, of a broader network of individuals in more than 25 cities that network is supported through the consulates here," a US Justice Department official said Friday. "Consulates have been giving individuals in that network guidance on how to evade [and] obstruct our investigation. And you can infer from that the ability to task that [a] network of associates nationwide." The complicated legal history of the case against Amy Locane includes three sentences imposed by two judges, as well as numerous appeals. It stems from a crash in March 2010 that killed Helene Seeman and seriously injured her husband, Fred, as they turned into their driveway in Montgomery Township in central New Jersey. Locane's case has bounced around the New Jersey court system for several years as prosecutors have sought a longer sentence than the one initially imposed by a judge in 2013. This week, an appeals court ruled that a different judge incorrectly resentenced her last year, and sent the case back for another sentencing. The ruling issued Wednesday also rejected Locane's argument that sentencing her again violates double jeopardy protections since she's already completed her sentence and parole term. James Wronko, Locane's attorney, said Friday he would appeal to the state Supreme Court, a process that could take several months to play out. She was convicted on several counts including vehicular manslaughter, and faced a sentencing range of five to 10 years on the most serious count. The state sought a seven-year sentence, but the trial judge sentenced her to three years. An appeals court ruled he misapplied the law, but at a resentencing, the same judge declined to give Locane additional time. This week's ruling criticized state Superior Court Judge Kevin Shanahan, who resentenced Locane last year to five years, for employing "a methodology all his own" and ignoring an earlier appeals court's instructions on how he should weigh mitigating and aggravating factors in the case. The appeals court also held that Locane waived double jeopardy protections when she voluntarily began serving her initial sentence while the state was still appealing it. The Kentucky teen was at the center of a national news story last year when his Covington Catholic High School group attended the annual anti-abortion March for Life rally at the Lincoln Memorial in Washington. A first video that went viral showed Sandmann, who was wearing a Make America Great Again hat, and his face-to-face encounter with Nathan Phillips, a Native American man who was attending the Indigenous Peoples March on the same day. Philips, who was chanting and beating a drum, said the high school students blocked his path and accused them of ridiculing him. A later video provided additional context for the encounter that included a group of men from a group called Black Hebrew Israelites who were seen taunting the students from Sandmann's school. The Post said Sandman's family accused the paper of casting the episode in political terms, saying it had "targeted and bullied" the teenager to embarrass U.S. President Donald Trump. The paper has maintained that its reporting of the incident was accurate and fair. It said it was entitled to report Phillips' view of the encounter and said it also reported Sandmann's account once it was available. Last July, a federal judge in Kentucky dismissed the Sandmanns' suit against the Post, but later reinstated the lawsuit while limiting its scope. "We are pleased that we have been able to reach a mutually agreeable resolution of the remaining claims of the lawsuit," said Post spokesperson Kris Coratti.
