President Donald Trump groused on Tuesday about medical expert Anthony Fauci's high approval ratings and joked that "nobody likes me" as he struggles to improve his standing with voters for his handling of the coronavirus pandemic. "It can only be my personality," said Trump.

Fauci, an infectious disease expert who is on Trump's coronavirus task force, is one of the most trusted people in government and many Americans listen to his advice diligently on how to protect themselves from infection.

Trump, on the other hand, has drawn criticism over his handling of the pandemic, putting him in jeopardy of losing the Nov. 3 presidential election to Democrat Joe Biden.

The subject of Fauci came up at a news conference where Trump defended his support for malaria drug hydroxychloroquine as a hedge against the virus. Trump said he felt the drug worked "in the early stages."

Most public health experts say hydroxychloroquine should not be used to treat the coronavirus because it could lead to heart and other problems.

The US Food and Drug Administration last month revoked its emergency-use authorization for hydroxychloroquine to treat COVID-19 after several studies cast doubt on its effectiveness.

Trump said he and others in his administration deserved plaudits for their handling of the virus, not just Fauci and another prominent member of the task force, Deborah Birx.

"He's working with our administration and for the most part we have done pretty much what he and others, Dr. Birx and others, who are terrific, recommended. And he's got this high approval rating. So why don't I have a high approval rating and the administration with respect to the virus? We should have a very high (approval rating)," Trump said. "So it sort of is curious, a man works for us, and yet they're highly thought of and nobody likes me. It can only be my personality," he said.

The recent rise in US deaths and infections has dampened early hopes that the country was past the worst of a crisis that has decimated businesses and put millions of Americans out of work. Four US states in the South and West reported one-day records of coronavirus deaths on Tuesday. The national death toll is almost 150,000.

Fauci has been a subject of debate within the White House for months because he is quite frank in saying where he agrees and disagrees with the president.

Trump has said repeatedly that Fauci advised him he did not have to close down travel with China, where the outbreak originated, early this year when the scope of the pandemic was not yet clear, and that he did not accept the advice.

White House chief of staff Mark Meadows publicly chided Trump trade adviser Peter Navarro for writing an opinion article attacking Fauci.

OAKLAND, Calif./SEOUL (Reuters) - Samsung Electronics Co Ltd is considering dropping its Bixby virtual assistant and Galaxy Apps Store from its mobile devices as part of a new global revenue-sharing deal with Alphabet Inc's Google, according to correspondence seen by Reuters on Tuesday.

Google has tried for years to get Samsung, the world's leading mobile device maker by units sold, to drop its own services and give greater prominence to Google's search, Assistant and Play Store apps, according to a person previously involved in the relationship.

The search giant, whose Android software powers phones from Samsung and dozens of other companies, sometimes as an incentive gives manufacturers a portion of ad revenue generated from Google apps featured on their devices.

But Samsung has clung to efforts to promote its own apps, from which it can collect all the revenue, despite years of glitches and tepid user interest.

The strategy has been challenged in recent months, though, as the novel coronavirus pandemic and a slowdown in phone upgrades have hurt sales and prompted many companies to shutter costly projects and search for new revenue.

Exact financial details under negotiation between the companies could not be determined. But Google is dangling more lucrative terms for Samsung than in previous deals if it retreats from its app strategy, according to a source familiar with the talks. The companies are aiming to finalize terms by Friday, the source added.

Samsung said in a statement that it is committed to its own services, but that at the same time it "closely works with Google and other partners to offer the best mobile experiences."

Google said in a statement that it regularly discusses ways to improve the user experience with partners and that Samsung remains free to create its own app store and digital assistant.

Bloomberg first reported on Tuesday that the companies were negotiating a new deal.

Oakland City Council OKs task force — with goal of defunding police by 50% - East Bay Times

OAKLAND — The Oakland City Council unanimously agreed Tuesday night to form a task force that will work on a plan to reconstruct public safety in Oakland — with the goal of reducing the police department budget by 50% over the next two years.

The City Council's 8-0 vote came one week after Oakland Mayor Libby Schaaf rejected two attempts by the council to slash additional funds from the police department in its current budget.

The council created the Reimagining Public Safety Task Force to overhaul public safety in Oakland with the goal of increasing community safety through alternatives to 911 calls, and reallocating police funds in programs having to do with housing, health services, jobs and homelessness.

"I want to underscore that the goal of this task force, as you've heard already, is reallocating our resources so that we can improve safety for all our residents by investing in our communities," said Council member Nikki Fortunato Bas, who with Council member Loren Taylor, authored the task force plan.

Bas quoted some statistics from the Center for Popular Democracy that compared the percentage of police departments' share of general fund budgets from several cities. Bas said that the OPD makes up 44% of Oakland's general fund budget.

By comparison, Bas said, that percentage is 26% in Baltimore; 30% in Detroit; 21% in Nashville; and 30% in Atlanta. The Center for Popular Democracy is a nonprofit advocacy group that promotes progressive politics.

"I've really been moved by the hundreds, maybe thousands, of public comments — not just during our City Council meetings but also at police commission meetings since the murder of George Floyd," Bas said. "And the public has overwhelmingly urged us as a City Council, as the city of Oakland, to reevaluate our public safety priorities and reallocate our precious public resources toward the root causes of violence."

Council member Lynette Gibson McElhaney, who voiced support for the task force, noted past efforts in the city to bring about police reform and racial equity.

"I am deeply touched by the power of this moment, and I'm really, really, really tremendously grateful for what's in front of us — and our collective role in securing a more just and safe future for our city," she said.

McElhaney proposed that the 17-member task force not include a mayoral appointment, but others disagreed. Vice Mayor Larry Reid said that Schaaf, as the city's top elected official, has the right to name someone to the panel.

The task force would include appointees from each of the eight City Council members. It would also be made up of formerly incarcerated individuals, victims of violent crime and their family members, immigrants, city labor unions, law enforcement, young residents, and those impacted by police violence. In addition, it would include representatives from the city's community policing advisory board, the public safety services oversight commission, the police commission, the budget advisory commission, and the youth advisory commission.

According to Bas and Taylor, the timeline would be as follows: the task force would be introduced to the public on Sept. 29. Its draft of recommendations would be presented to the City Council by Dec. 31, and the final task force recommendations would be given to the council on March 31, 2021. The City Council would implement the task force recommendations in its budget adoption on June 30, 2021.

A week ago, Schaaf cast the tie-breaking vote to prevent a plan that would have made further cuts in the police department budget. She stepped in to reject a proposal by Council members Dan Kalb and Sheng Thao to cut $2.75 million from the police budget.

Another, separate proposal by Bas and Council President Rebecca Kaplan that would have reallocated $10.4 million from the police budget was also defeated at the July 21 meeting. Last month, the council approved a 2020-21 fiscal year budget that slashed $14.6 million from the police department.

As Florida and other southern states continue to report record numbers of coronavirus cases, Dr. Anthony Fauci said his concern has shifted to states in the Midwest. He called out Ohio, Kentucky, Indiana and Tennessee specifically, saying they are showing an "early indication" that cases of COVID-19 are going up.

Fauci, the director of the National Institute of Allergy and Infectious Diseases, said those states should carefully follow guidelines as they open back up during an interview on ABC's "Good Morning America" on Tuesday.

Some states like Florida, Texas, Arizona and California had a major surge in coronavirus cases, he said, but it looks like cases may be cresting and coming back down.

"What I'm concerned about is … that some of the other states, the Ohios, Indianas, Tennessees, Kentuckys that are starting to have that very early indication that the percent of cases regarding the number of tests that you have, that it's going up," Fauci said. "That can be a surefire sign you've got to really be careful and you've got to — if you are trying to open up, please do it in a way that's in accordance with the guidelines."

In April, President Donald Trump rolled out a three-phase plan to ease restrictions that depend on meeting specific case count and hospital capacity thresholds.

"If you do that carefully … I think we can prevent the surges that we've seen in the southern states because we just can't afford yet again another surge," Fauci said.

Fauci's comments come a day after Gov. Andy Beshear ordered all Kentucky bars to close for two weeks. Kentucky reported its second-highest daily total Saturday with 836 more positive cases of the virus and a daily record of 979 confirmed cases on July 19.

Ohio's Gov. Mike DeWine made masks mandatory on Thursday, and Indiana's Gov. Eric Holcomb did the same on Monday.

(Reuters) - In a fast-changing global pandemic, this was not the turn U.S. Federal Reserve officials hoped for in early June, when their forecasts showed guarded optimism for a sharpish early economic rebound and steady slow growth to follow.

In the ensuing seven weeks, much has gone downhill.

The coronavirus pandemic has intensified and prompted new economic restrictions. Data has pointed to a possible slowdown in business and hiring. And so-far stalled talks in Washington about further government relief have pushed the country to the brink of a spending cliff.

The risks to the U.S. recovery, in short, have grown substantially, and the new Fed policy statement to be released Wednesday afternoon will show just how seriously U.S. central bankers assess them. On Tuesday the Fed already made one nod to the outlook, extending from Sept. 30 to Dec. 31 the availability of the emergency credit programs it set up early in the pandemic when hopes of a quick "V" shaped recovery were still strong.

Fed officials "always feared a rushed reopening would lead to a virus resurgence that would cap the recovery," said Krishna Guha, vice chairman of Evercore ISI. Now that the disease has raced back over the summer, the Fed "is grappling with whether this is a short-term or longer-range setback and what the implications are for its policy."

The policy statement will be released at 2 pm EDT (1800 GMT) and Fed chair Jerome Powell is scheduled to hold a press conference a half hour later. No new economic projections will be issued at this meeting.

Nor is the Fed expected to announce any major policy decisions on Wednesday. Officials may point to a pending shift this fall in how it views its inflation target, or begin setting explicit goals for the jobless rate or inflation to be met before it considers raising interest rates from the current near-zero level.

That goal-based guidance seemed to be favored by policymakers according to minutes of the June Fed meeting, and several Fed analysts have said they expect it to be announced at the September Federal Open Market Committee session.

But with a dozen new programs rolled out since March to fight the economic fallout from the pandemic, the Fed is now watching to see how the economy and events evolve.

Those measures were meant largely as emergency support for an economy that likely registered a historic nosedive in the April through June quarter. First estimates of growth in gross domestic product for that period will be issued Thursday, and the median estimate of economists polled by Reuters is for an annualized decline of 34%.

In addition recent data suggest the hoped-for rebound, which started with an unexpected round of hiring in May and June, may have plateaued - a motivation for the Fed's extending its emergency programs at least through the end of the year.

The official jobless rate fell from 14.7% in April to 11.1% in June, for example, but a survey by the Dallas Federal Reserve since then, as well as a new employment forecast by the St. Louis Federal Reserve, both suggest employment dipped this month. Last week new claims for unemployment insurance rose for the first time since March.

"The spike in virus cases is indeed sucking the oxygen out of the robust economic recovery" that seemed to be taking shape in May and June, wrote Bank of the West chief economist Scott Anderson in a July 24 analysis.

Also of concern, several of the key measures approved at the start of the pandemic to try to bolster families and businesses are coming to an end, perhaps most notably the $600 a week addition to unemployment insurance benefits. Members of Congress are debating a possible extension, but the benefit expires this week - a sign in general that the pandemic is on a different timetable than that envisioned by elected leaders when they approved the initial pandemic relief package.

The unemployment benefits are currently being received by around 30 million people, pumping $18 billion of disposable income into the economy each week. Along with the $520 billion loaned to small businesses under the Paycheck Protection Program, many firms and families were able to sustain spending, make rent and mortgage payments, and hold off what would have been a far worse economic shock

As the Fed meets the outcome of congressional negotiations over further relief remains uncertain - another risk, this one under human control - to the economic landscape.

"If these programs aren't extended, layoffs could rise and job growth could weaken further. While the recession was abrupt, the labor market recovery is expected to be a long, uneven slog," Anderson said.

Consumers may already be poised to buckle. The Conference Board's index of consumer expectations dropped sharply in July. Major states like Florida, Texas and California saw large declines, which were "no doubt a result of the resurgence of COVID-19," survey director Lynn Franco said on Tuesday.

"Looking ahead, consumers have grown less optimistic about the short-term outlook for the economy and labor market and remain subdued about their financial prospects. Such uncertainty about the short-term future does not bode well for the recovery, nor for consumer spending," she said.

USDA Investigates Packages of Unsolicited Seeds from China - USDA.gov

USDA is aware that people across the country have received suspicious, unsolicited packages of seed that appear to be coming from China. USDA's Animal and Plant Health Inspection Service (APHIS) is working closely with the Department of Homeland Security's Customs and Border Protection, other federal agencies, and State departments of agriculture to investigate the situation.

USDA urges anyone who receives an unsolicited package of seeds to immediately contact their State plant regulatory official or APHIS State plant health director. Please hold onto the seeds and packaging, including the mailing label, until someone from your State department of agriculture or APHIS contacts you with further instructions. Do not plant seeds from unknown origins.

At this time, we don't have any evidence indicating this is something other than a "brushing scam" where people receive unsolicited items from a seller who then posts false customer reviews to boost sales. USDA is currently collecting seed packages from recipients and will test their contents and determine if they contain anything that could be of concern to U.S. agriculture or the environment.

USDA is committed to preventing the unlawful entry of prohibited seeds and protecting U.S. agriculture from invasive pests and noxious weeds. Visit the APHIS' website to learn more about USDA's efforts to stop agricultural smuggling and promote trade compliance.

Inter could not afford Lionel Messi and any suggestion of them signing the Barcelona superstar is "utopian", according to chief executive Giuseppe Marotta.

There was a stir in Milan and beyond on Tuesday when a picture of Messi projected onto the city's cathedral circulated on social media.

Italian media said Inter's majority owners, Suning, used the image to publicise the televising of Inter's game against Napoli in China. It is not the first time there has been speculation they could be interested in signing Messi.

Midwest Could See Surge In COVID-19 Cases Unless States Are More Careful, Fauci Warns - Prairie Public Broadcasting

The Midwest could be the next area to see a big surge in coronavirus cases, the top U.S. infectious disease specialist warned Tuesday. But there's still time to stop the upswing, he said, if states follow the national guidelines on reopening safely.

While the Southern United States has been seeing the fastest rise in cases, that now appears to be on the downswing, Fauci told George Stephanopoulos on ABC's Good Morning America.

Fauci's concern is that states including Ohio, Indiana and Kentucky are showing signs of impending danger.

Based on the number of positive coronavirus tests in those states, they "are starting to have that very early indication" of a surge, he said. "That's a surefire sign that you've got to be really careful."

Farther south, Fauci noted, Tennessee is also at risk. The state is seeing one of the fastest per-capita increases in COVID-19 cases, with an average of 2,391 cases per day — up about 26% from the average two weeks ago. The numbers in Ohio, Indiana and Kentucky aren't as dire, but that could quickly change, Fauci warned.

Fauci reiterated the health suggestions he's been making for months, including the importance of hand-washing, wearing masks and keeping social distance. He also said states should continue to follow the guidelines laid out by the federal government in the spring, in which states open up the economy in stages, only after infections are down and show no signs of rebound.

If states follow that national strategy, "I think we can prevent the surges we've seen in other states," Fauci said. "Because we just can't afford, yet again, another surge."

On Monday, Tennessee's Republican Gov. Bill Lee said he wouldn't close bars or limit indoor dining options, despite a warning from White House coronavirus response coordinator Dr. Deborah Birx that Tennessee could be on the brink of a major uptick in new cases.

"Tennessee is at that inflection point," Birx said Monday at a press conference with Lee. "The virus is there. You may not see it today because it may still be in young people. But it's spreading."

Lee said he appreciated a recommendation by Birx to close bars and public dining but said the state wouldn't be following it. "We are not going to close the economy back down," he said.

But sticking to the national guidelines works, Fauci said.

"Some states are not doing that," he said. "We would hope that they all now rethink what happens when you don't adhere to that. We've seen it in plain sight in the Southern states that surged. So we've got to get back to a very prudent advance from one stage to another."

Fauci also responded to recent retweets by the president of claims accusing him of misleading the public.

"I don't know how to address that," Fauci said. "I'm just going to certainly continue doing my job. I don't tweet. I don't even read them. So I don't really want to go there."

"This is what I do," Fauci added. "This is what I've been trained for my entire professional life, and I'll continue to do it. I have not been misleading the American public under any circumstances."

Minneapolis Police Reportedly Identify Viral 'Umbrella Man' As White Supremacist - NPR

Police say the masked, umbrella-wielding man who smashed windows at a Minneapolis auto parts store two days after George Floyd's death has ties to a white supremacist group and specifically sought to inflame racial tensions.

According to the Minneapolis Star Tribune, Minneapolis police arson investigator Erika Christensen wrote in a search warrant affidavit filed this week that the man's actions created a hostile atmosphere and sparked a series of events that turned previously peaceful protests chaotic. She said she believed his "sole aim was to incite violence."

Minneapolis police spokesperson John Elder told NPR he is unable to comment on the investigation, which is "open and active." NPR has not seen the affidavit and is not naming the man because he has not been charged with a crime.

Video of the individual breaking the windows of an AutoZone with a sledgehammer went viral this spring, prompting speculation about the identity of the so-called "Umbrella Man."

The Star Tribune reported that the man had also spray painted "free (expletive) for everyone zone" on the doors of the store, which was later burned to the ground.

In the Twin Cities of Minneapolis and St. Paul, roughly 500 businesses were damaged or looted, with nearly 70 of them burned to the ground.

"This was the first fire that set off a string of fires and looting throughout the precinct and the rest of the city," Christensen wrote in the affidavit, according to reports. "Until the actions of the person your affiant has been calling 'Umbrella Man,' the protests had been relatively peaceful."

She also wrote that she had watched "innumerable hours" of social media videos in her search for the suspect, which was unsuccessful until a tip arrived in the police department's inbox last week.

The tipster identified the man as a Hell's Angels member, and said he "wanted to sow discord and racial unrest by breaking out the windows and writing what he did on the double red doors," reported the Star Tribune.

According to Minnesota Public Radio, community members have long suspected that outside extremists were trying to inflame tensions at demonstrations against racism and police brutality in the wake of Floyd's death, with some Twin Cities residents reporting seeing "white supremacist and other far-right imagery on vehicles that came into their neighborhoods during the protests."

While the man's face was obscured by a gas mask in the video, Christensen reportedly wrote in the affidavit that his height lines up with the video, and noted a "striking resemblance in the eye, nose bridge and brow area."

Multiple news outlets report that police also linked the man to an incident that took place in Stillwater, Minn., in June, when a group of men wearing white supremacist garb allegedly harassed a Muslim woman who was at a malt shop with her 4-year-old daughter.

The reports also say police link "Umbrella Man" and the Stillwater incident with the Aryan Cowboy Brotherhood, a small white supremacist prison and street gang primarily based in Minnesota and Kentucky.

Demba Ba has recalled how former manager Jose Mourinho blocked a move to join Arsenal during his time with Chelsea.

The 35-year-old, now at Istanbul Basaksehir, joined Chelsea in January 2013 from Newcastle after impressing during his two-year stay with the Magpies, where he scored 29 Premier League goals in 54 games.

The Senegal international, however, wanted to leave the Blues in the summer as the arrival of Cameroon and Barcelona legend Samuel Eto'o was expected to limit his playing time.  

Ba remembered how he was close to teaming up with Arsene Wenger's Arsenal on transfer deadline day before the deal was scuttled by the Portuguese tactician.

"I was really close [to joining Arsenal]. I was at my house in Paris, having a day off, when I got a phone call from Arsene Wenger – he asked if I'd come back to London for a medical," Ba told FourFourTwo"I woke up at 9am on transfer deadline day, jumped on a train, got to London, but then it never happened.

"Arsenal made a couple of signings on the same day [Mesut Ozil and Emiliano Viviano] and Mourinho chose to block the deal, as he didn't want to help make one of Chelsea's competitors stronger."

Ba only started five Premier League games in the 2013-14 season but made key impacts for the Blues coming off the bench.

The striker recalled one of his most eye-catching performances for Chelsea against Paris Saint-Germain when he scored the match winner in their Champions League quarter-final.

"Being a young kid from the hood in Paris, growing up in poverty and then scoring the goal that took Chelsea to the Champions League semi-finals, that felt like a great achievement," he continued.

"I had to find a way of dealing with not starting matches, but when you don't play and you're surrounded by players who do, the negativity comes.

"Near the end of that season, I decided to stop moaning, work hard until the season was done, then move on. When I stopped complaining, I started to score and play more.

"I remember having a chat with Mourinho once the season was finished when he asked me to stay for another year, but I had already decided to go."

Ba left Chelsea in 2014 to join Turkish side Besiktas before moving to China to team up with Shanghai Shenhua.

The forward, who has also previously featured for Goztepe, recently helped Istanbul Basaksehir to win the 2019-20 Super Lig title.

The centre-forward has made 22 appearances for Senegal, scoring four goals but was not part of the side that finished as runner-up in the 2019 Africa Cup of Nations in Egypt.

"I don't even read them, so I don't really want to go there. I just will continue to do my job no matter what comes out," Fauci said when asked about the tweet on ABC's "Good Morning America." "Because I think it's very important. We are in the middle of a crisis with regard to an epidemic, a pandemic. This is what I do. This is what I've been trained for my entire professional life and I'll continue to do it."
He added, "I have not been misleading the American public under any circumstances."
In a series of tweets Monday night, Trump retweeted false claims, including one suggesting hydroxychloroquine was a cure for coronavirus and a tweet that called Fauci a "fraud." Twitter took action on Tuesday and removed several tweets that were also retweeted by Donald Trump Jr., his son, and restricted the younger Trump's account.
The Food and Drug Administration has revoked emergency use authorization for hydroxychloroquine and chloroquine for the treatment of Covid-19, saying they do not meet "the statutory criteria" for emergency use authorization as they are unlikely to be effective in treating the virus based on the latest scientific evidence.
Although Trump has maintained that he has a good relationship with Fauci, he has often sought to downplay his warnings against reopening the country too rapidly. The President has called Fauci "a little bit of an alarmist" and the White House has pushed comments made by Fauci early in the pandemic in a bid to discredit him.
Fauci has typically brushed off Trump's criticisms and has said he gets along with the President.
"Well, I mean people have their opinion about my reaction to things. I consider myself more a realist than an alarmist," Fauci told CNN's Jake Tapper on "The Lead" last week. "But, you know, people do have their opinions other than that. I've always thought of myself as a realist when it comes to this."

Challenge Accepted: Latest viral challenge aims to promote female empowerment - WABC-TV

NEW YORK (WABC) -- There's a powerful message taking over social media that is showing up in the form of black and white photos of women.

Claire Sulmers, founder of Fashion Bomb Daily and a social media influencer, is one of millions of women around the world taking part in the latest challenge sweeping social media to empower women.

"It was a wonderful nice note in my in box unexpected," Sulmers said.


Here's how it works: post a single black and white photo of yourself with the hashtag #ChallengeAccepted and then nominate another lady to do the same.

Instagram says roughly 3 million pictures have been uploaded. Facebook users are also involved.

"I do think it's signaling a trend of women supporting women and supporting entrepreneurs, those who are ambitious, those who we admire and not being afraid or ashamed to proclaim that in a social setting," Sulmers said.

Back in 2016 a similar campaign unfolded for cancer awareness.

This round, there was a flood of photos after New York Rep. Alexandria Ocasio-Cortez recently gave a passionate speech on the floor about sexism after a male colleague was accused of calling her a derogatory name.

Lance Ulenoff is a technology expert and says this challenge is doing exact what social media is set up to do: spread information fast and with ease.


"Viral challenges like these, social media challenges like these, is a connection to a broader conversation outside of your home, outside of the space you've been living in for months, you get to feel like you're part of something bigger," Ulenoff said.

As far as what's next, some point out it could be what ignites a much bigger movement offline, but others worry, like so many other challenges in the past, it will fizzle and fade away.

"When the ice bucket challenge was happening, suddenly everyone was doing it, in a way that kind of, it was exciting because it did generate a lot of money for ALS, but it also kind of was no longer special," Ulenoff said.

PECO Placing Mobile Transformer In Falls Twp. - LevittownNow.com

A mobile transformer will be placed temporary in Falls Township.

The township said the unit will be placed by PECO in the area of Elderberry Drive and Mill Creek Parkway in the Levittown section.

The mobile transformer will be on a trailer and fenced in for security. Landscape mats will be used to prevent damage to the ground.

PECO will use their right of way to place the mobile transformer below power lines, the township said.

PECO will be performing maintenance work in the area and the mobile transformer will be in place for two to three weeks, according to the township.
