US says foreign students must leave if classes go fully online - The Indian Express

International students will be forced to leave the U.S. or transfer to another college if their schools offer classes entirely online this fall, under new guidelines issued Monday by federal immigration authorities.

The guidelines, issued by U.S. Immigration and Customs Enforcement, provide additional pressure for universities to reopen even amid growing concerns about the recent spread of COVID-19 among young adults. Colleges received the guidance the same day that some institutions, including Harvard University, announced that all instruction will be offered remotely.

President Donald Trump has insisted that schools and colleges return to in-person instruction as soon as possible. Soon after the guidance was released, Trump repeated on Twitter that schools must reopen this fall, adding that Democrats want to keep schools closed "for political reasons, not for health reasons."

"They think it will help them in November. Wrong, the people get it!" Trump wrote.

Under the updated rules, international students must take at least some of their classes in person. New visas will not be issued to students at schools or programs that are entirely online. And even at colleges offering a mix of in-person and online courses this fall, international students will be barred from taking all their classes online.

It creates an urgent dilemma for thousands of international students who became stranded in the U.S. last spring after the coronavirus forced their schools to move online. Those attending schools that are staying online must "depart the country or take other measures, such as transferring to a school with in-person instruction," according to the guidance.

The American Council on Education, which represents university presidents, said the guidelines are "horrifying" and will result in confusion as schools look for ways to reopen safely.

Of particular concern is a stipulation saying students won't be exempt from the rules even if an outbreak forces their schools online during the fall term. It's unclear what would happen if a student ended up in that scenario but faced travel restrictions from their home country, said Terry Hartle, the council's senior vice president.

"It's going to cause enormous confusion and uncertainty," Hartle said. "ICE is clearly creating an incentive for institutions to reopen, regardless of whether or not the circumstances of the pandemic warrant it."

The international education group NAFSA blasted the rules and said schools should be given the authority to make decisions that are right for their own campuses. It said the guidance "is harmful to international students and puts their health and well-being and that of the entire higher education community at risk."

Nearly 400,000 foreigners received student visas in the 12-month period that ended Sept. 30, down more than 40% from four years earlier. School administrations partly blame visa processing delay.

Colleges across the U.S. were already expecting sharp decreases in international enrollment this fall, but losing all international students could be disastrous for some. Many depend on tuition revenue from international students, who typically pay higher tuition rates. Last year, universities in the U.S. attracted nearly 1.1 million students from abroad.

Trump's critics were quick to attack the new guidelines. Sen. Bernie Sanders, the Vermont independent, said the "cruelty of this White House knows no bounds."

"Foreign students are being threatened with a choice: risk your life going to class in-person or get deported," Sanders said in a tweet. "We must stand up to Trump's bigotry. We must keep all our students safe."

International students will be barred from taking all their classes online.

Dozens of colleges have said they plan to offer at least some classes in person this fall, but some say it's too risky. The University of Southern California last week reversed course on a plan to bring students to campus, saying classes will be hosted primarily or exclusively online. Harvard on Monday said it will invite first-year students to live on campus, but classes will stay online.

Immigration authorities suspended certain requirements for international students early in the pandemic, but colleges were awaiting guidance on what would happen this fall. ICE notified schools of the changes Monday and said a formal rule would be forthcoming.

The announcement was the Trump administration's latest pandemic-related strike against legal immigration. Last month, authorities extended a ban on new green cards to many people outside the United States and expanded the freeze to include many on temporary work permits, including at high-tech companies, multinational corporations and seasonal employers.

The administration has long sought deep cuts to legal immigration, but the goal was elusive before the coronavirus.

Australian officials are closing the border between Australia's two most populous states from Tuesday for an indefinite period as they scramble to contain an outbreak of the coronavirus in the city of Melbourne.

The decision announced on Monday marks the first time the border between Victoria and New South Wales has been shut in 100 years. Officials last blocked movement between the two states in 1919 during the Spanish flu pandemic.

The number of COVID-19 cases in Melbourne, Victoria's capital, has surged in recent days, prompting authorities to enforce strict social-distancing orders in 30 suburbs and put nine public housing towers into complete lockdown.

The state reported 127 new COVID-19 infections overnight, its biggest one-day spike since the pandemic began. It also reported one death, the first nationally in more than two weeks, taking the country's total tally to 105.

"It is the smart call, the right call at this time, given the significant challenges we face in containing this virus," Victoria Premier Daniel Andrews told reporters in Melbourne as he announced the border closure, effective from 11.59 p.m. local time on Tuesday.

The move will, however, likely be a blow to Australia's economic recovery as it heads into its first recession in nearly three decades.

Victoria's only other internal border, with South Australia state, is already closed.

NSW Premier Gladys Berejiklian said there was no timetable for reopening the border, which will be patrolled by the military to prevent illegal crossings.

The state line is highly porous, with 55 roads, wilderness parks and rivers. Some businesses straddle both sides and several workers commute daily.

Lyn McKenzie, who runs a paddle steamer business along the Murray River from Mildura, a border city of 30,000 people, is waiting for more detail to gauge the full impact on her business.

McKenzie lives on the NSW side of the river, the boats pick up passengers from the Victoria side and the river itself is classified as part of NSW.

"The Mildura wharf … is where we pick people up from (but) they've got to cross the border technically to go on the boat," McKenzie said by telephone. "I'm seeing this as possibly needing to shut down again, but it's a bit early for me, not knowing the exact details."

Berejiklian said people would be able to apply for daily permits to cross the border, but added there would be delays of around three days in issuing the passes.

NSW Police Commissioner Mick Fuller said he has requested military assistance to enforce the order.

"There will be aerial and other surveillance 24/7 right across the border," Fuller told reporters in Sydney.

MELBOURNE RESTRICTIONS

Australia has fared better than many countries in the coronavirus pandemic, with just short of 8,500 cases so far, but the Melbourne outbreak has raised alarm bells.

The country has reported an average of 109 cases daily over the past week, compared with an average of just 9 cases daily over the first week of June.

Although authorities have said the border closure will prevent the latest outbreak from spreading interstate, Melbourne locals are concerned that renewed social distancing measures have not been implemented uniformly across the city.

"Without a full Melbourne lockdown, I am not super confident this is going to be contained," Jack Bell, a lifeguard who lives in Victorian suburb of Kensington, told Reuters.

Kensington is one of the 30 suburbs that have reimposed social distancing measures. The nine public housing blocks that have been subjected to a complete lockdown, Australia's first, are in neighbouring North Melbourne and Flemington.

"I think people have very much forgotten about social distancing," Bell said.

Jimmy John's fires workers seen in viral clip with apparent noose made of dough | TheHill - The Hill

Restaurant chain Jimmy John's says it has fired workers who were seen in a viral clip laughing and playing with what appeared to be a noose shaped from dough at one its stores in Georgia over the weekend.

The tweet came in response to a video that had been posted on Twitter earlier on Sunday that showed a Jimmy John's worker laughing as another helped him try on the apparent noose. Another worker could also be seen standing off to the side in the store, filming the incident.

The clip also features a "Happy 4th of July" message at the bottom. 

According to The Telegraph in Macon, Ga., the incident occurred at a Jimmy John's restaurant in Woodstock. Four workers in total were reportedly fired over the incident, which has drawn swift backlash on social media.

The fast food brand addressed the incident in an updated statement on Twitter later Monday. 

"The actions seen in the video are absolutely unacceptable and do not represent the Jimmy John's brand or the local franchise ownership team. As soon as we were alerted to the video, we notified our franchisee, who quickly investigated and terminated all employees involved," the chain said.

"The franchisee is also meeting with their team to conduct training to help prevent anything like this from ever happening again," it added.

CAMBRIDGE, Mass. (AP) — Harvard University's freshman class will be invited to live on campus this fall, while most other undergraduates will be required to learn remotely from home.

University officials announced Monday that only 40% of undergraduates will be invited to campus in an effort to reduce density and prevent the spread of COVID-19.

All freshmen will be invited, along with some other students who face challenges learning from afar. All classes will be taught online, however, regardless of where students live.

In deciding which students to invite, Harvard President Lawrence Bacow said he "could not help but recognize the unique position that first-year students find themselves in, making the transition to college in these strange times."

Two Dogs vs A Huge Monitor Lizard In This Viral Video From Uttarakhand

Two dogs were filmed attacking a monitor lizard in Uttarakhand.

In a shocking video that is going viral on social media, a monitor lizard was seen trying to fend off a relentless attack from two dogs. The video, filmed recently in Uttarakhand's Pauri district, shows the huge reptile trying to climb a tree as two dogs appeared at the scene. The bizarre clip has gone viral on social media, eliciting a number of shocked responses from viewers. 

The video shows one of the dogs grabbing the monitor lizard's tail and trying to drag it down from the pine tree it was trying to climb in a forested area in Adalikhal, Uttarakhand. After the canine successfully managed to drag it down, the monitor lizard attempted to run up the tree again. This time, its attempt to do so was thwarted by the second dog, who grabbed hold of it and began to tug at its tail. The dog eventually succeeded in pulling it down from the tree trunk. 

The struggle, which lasted for more than three minutes, ended in favour of the monitor lizard as the people filming the scene managed to drive the dogs away. Take a look at the video below:

The lizard reportedly escaped from the harrowing encounter unhurt, thanks to the intervention of the people filming the unusual scene. It was filmed scurrying to safety after the dogs were shooed away - though some on social media criticised the intervention for interfering in the natural food chain. 

Monitor lizards are large lizards native to Africa, Asia, and Oceania. Around 80 species of monitor lizards are recognised, with the Bengal monitor (also known as common Indian monitor) being most widely distributed in the Indian subcontinent.

The Supreme Court ruled Monday that a 2015 law allowing federal debt collectors to make robocalls violates the Constitution. That's because those debt collectors were allowed to make automated calls while other groups weren't given the same treatment.

Congress generally isn't allowed to favor certain speech over others, but that's precisely what Congress did, wrote Justice Brett Kavanaugh for the six-member majority. "A robocall that says, 'Please pay your government debt' is legal," Kavanaugh wrote. "A robocall that says, 'Please donate to our political campaign' is illegal. That is about as content-based as it gets.

"Congress has impermissibly favored debt-collection speech over political and other speech, in violation of the First Amendment," Kavanaugh wrote. Political groups "still may not make political robocalls to cell phones, but their speech is now treated equally with debt-collection speech."

For nearly 30 years, robocalls have generally been prohibited under the Telephone Consumer Protection Act. But in 2015, Congress passed the Bipartisan Budget Act, amending the law to let debt collectors make automated calls to collect money owed to the federal government, including many student loan and mortgage debts.

The Supreme Court challenge was brought by political advocacy groups who didn't think it was fair that only those debt collectors could make robocalls to cellphones. The groups, including the American Association of Political Consultants, wanted to make robocalls to discuss candidates and issues, solicit donations, and encourage voter participation. So they tried to argue that the entire robocall ban was invalid, a suppression of otherwise permissible speech.

The court allowed the general robocall ban to stand. But the 2015 exception for debt collectors was a violation of the First Amendment, the court said.

"Although collecting government debt is no doubt a worthy goal, the Government concedes that it has not sufficiently justified the differentiation between government-debt collection speech and other important categories of robocall speech, such as political speech, charitable fundraising, issue advocacy, commercial advertising, and the like," Kavanaugh wrote.

Justices Stephen Breyer, Ruth Bader Ginsburg and Elena Kagan dissented, saying they thought the government had justified special treatment for federal debt collectors. "The speech-related harm at issue here — and any related effect on the marketplace of ideas — is modest," Breyer wrote for the dissenters.

FCC Chairman Ajit Pai commended the court's ruling. "Thanks to the Supreme Court, the carve-out is no more," he said in a statement. "Today, the Court found that the last Administration's attempt to create a special exemption for favored debt collectors was not only bad policy but unconstitutional. I am glad to hear that Americans, who are sick and tired of unwanted robocalls, will now get the relief from federal-debt-collector robocalls they have long deserved."

Magnitude 6.6 earthquake rocks Indonesia; tsunami unlikely - Yahoo News

JAKARTA, Indonesia (AP) — A deep undersea earthquake hit off the coast of Indonesia's main island of Java on Tuesday, but no injuries or serious damage were reported.

The U.S. Geological Survey said the earthquake measured 6.6 magnitude and was centered about 94 kilometers (58 miles) north of Batang, a coastal town in Central Java province. It was about 528 kilometers (328.5 miles) deep.

The Indonesian Meteorology, Climatology and Geophysics Agency said the temblor was 6.1 magnitude and did not cause a tsunami.

Daryono, an agency's official who goes by a single name, said people felt mild shaking as far as Bali island as the epicenter was very deep.

Indonesia is prone to earthquakes and volcanic eruptions. A powerful Indian Ocean quake and tsunami in 2004 killed a total of 230,000 people in a dozen countries, most of them in Indonesia.

Days of Our Lives is currently planning to return to production on September 1, coronavirus quarantine guidelines-willing, but at least one cast member won't be. According to Deadline, actress Kristian Alfonso, who has portrayed Hope Williams Brady on the long-running NBC soap opera since 1983, has decided to leave the series. "I feel blessed and honored to have been invited into people's homes for over three decades. However, it is now time for me to write my next chapter," she said in a statement. "I will not be returning to Days when it resumes production in September. I've already filmed my last episode several months ago."

In her 37 years on the show, Alfonso's Hope has been through a lot, ever since the actress landed the role following recasting; the character had been played by four different performers in the past. One half of soap opera couple Bo and Hope, across from Peter Reckell, the character's many storylines found her parenting children Shawn-Douglas, Zack and Ciara; rising through the ranks of the Salem police department to become commissioner; and, of course, being presumed dead in a cave explosion, only to return as an amnesiac named Gina due to the microchip installed in her brain containing the personality of Princess Gina Von Amberg, the infamous (and very much alive) art thief, all of which was a nefarious scheme by the evil Stefano DiMera, whom Hope eventually killed.

Alfonso initially portrayed Hope from 1983 to 1987, returned for several months in 1990, then rejoined the cast in May 1994 until this year. "Days of Our Lives has been a vital part of both my personal and professional journey," says Alfonso, thanking the show's late co-creator. "I am forever grateful to NBC and the late Betty Corday, who took a chance on me years ago and changed my life."

Lampard: Abraham's form not affected by Chelsea contract situation - Goal

Frank Lampard has insisted that Tammy Abraham's goal drought isn't a result of his current contract situation, with his deal now having less than two years left to run.

The 22-year-old is on a nine-game goal drought and is the only homegrown player not to sign a new deal recently, having seen the likes of Mason Mount, Ruben Loftus-Cheek, Callum Hudson-Odoi, Fikayo Tomori and Reece James all penning new terms this season.

Abraham remains Chelsea's top scorer this season with 15 goals but the majority of those came earlier in the season, with Olivier Giroud now often selected ahead of him.

The England international has had an ankle injury that disrupted his run in the team and Lampard has told his No.9 to ignore talk around his contract and to focus on training well to score again.

"I think on Tammy's contract we're not at a critical level with it and I'll leave that between him and the club to discuss that side of it," Lampard told reporters on Zoom. "I don't think it's something in his mind now. It certainly shouldn't be.

"What needs to be in his mind now is these games we have coming up and how much he can give us on the pitch, whether he's coming on as a sub or starting games. He has had a really good season.

"He hasn't scored so much in the second half of the season and as a young player, it's always clear that when you have those periods there's only one way out of it and that's work and repetition in training and trying to make the most out of every moment you get.

"I just think that's where Tammy's at. The contract will hopefully look after itself. It's between him and the club. He just needs to focus on giving us that Tammy that we had earlier in the season, which was giving defenders so much of a problem in games and scoring regularly.

"It all came from how he was training and working through the week. You could see it through his demeanour in the week, which meant he could perform on the matchday. That's what he has to sustain all the time.

"Not just Tammy. It's a general rule. We get very excited with young talent - and rightly so. We've seen it this season and that's why I've tried to stay pretty grounded when I get asked a lot about the youth, particularly earlier in the season, because I felt it coming.

"It's really hard to come into the Premier League, at the level it's at, and sustain performances or be in the side all the time. There's competition, games are hard.

"Whether it's Tammy, whether it's Mason, whether it's Fikayo, whether it's Reece, they've all had periods of real input and playing regularly and periods where it's maybe not quite so much, in their own different ways.

"That's something we all have to be a bit calm with from the outside and expect that.

"The main thing from working behind the scenes is that they understand that and that they will have those little moments and not lose confidence. I'm always there to support them on that. But also they need to continue the work.

Google Plus, the company's failed social network, is officially gone as of today. After Google Plus personal accounts were shut down last year, Google announced that it would be replacing the social network for enterprise users with Google Currents. Currents is generally available starting today, and the Google Plus Android and iOS apps have been rebranded to Google Currents to reflect the change (via 9to5Google).

Currents, given its enterprise focus, is designed to help people within organizations communicate with each other. Users can post and comment on discussions and can see content in a News Feed-like "home stream," which can be ranked by relevance or chronologically, according to Google. G Suite admins can also moderate discussions if needed.

In 2018, Google began a multiphase process to shut down Google Plus, in part because it had "low usage and engagement." But the company also identified security vulnerabilities that factored into its decision to shut it down (one of which accelerated the shutdown plans by four months). Google started to shut down and delete consumer accounts on Google Plus in April 2019, and it launched Currents in beta shortly after.

This actually isn't the first Google product named Currents; the company offered a magazine app under that name until 2013. That year, Google rebranded that app as Google Play Newsstand, which was eventually replaced by Google News.

Tottenham manager Jose Mourinho says the physical altercation between team-mates Hugo Lloris and Heung-min Son during the 1-0 win against Everton on Monday was 'beautiful'.

Despite Spurs leading by a single goal as half-time started, Lloris and Son had to be separated by team-mates Giovani Lo Celso and Harry Winks as the France goalkeeper aggressively confronted the South Korean attacker.

The duo solved their differences during the half-time break as Spurs went on to win the match with Michael Keane's 24th-minute own goal the only score of the match.

Lloris admitted post-match that his anger was sparked by a lack of pressing from his team-mates, with Mourinho suggesting post-match that the disagreement between his players was born out of the team's recent poor performances.

When asked about his view on the incident, Mourinho said: "Beautiful.

"It's probably the consequence of our meetings. If you want to blame somebody for that, it's me. I was critical of my boys because they are not, in my opinion, critical enough of themselves or each other.

"I've asked them to be more demanding. I've asked them to demand more from others. I asked them to put their colleagues and the pressure of that team spirit that you have to give everything for everybody.

"It was a situation at the end of the first half where an amazing kid that everybody loves like Sonny, a team boy, but in that situation the captain thought he had to do more for the team, you have to give a different effort than you gave.

"A couple of bad words, I'm not sure if there was a push or not, but it's something very important for the team to grow up because for a team to grow up you need to demand from each other, you need to be strong personalities.

"I was really pleased. At half-time I told them, when you had this reaction that I had no doubts that you would stick together until the end."

Spurs have dropped to eighth on the Premier League table, having won only two of their four matches since the competition restart last month - leaving the side 10 points adrift of Chelsea in fourth position.

Mourinho believes the negative reaction between his two players shows the level of investment and frustration within the playing group at their own recent performances.

"It tells me that they care," Mourinho said. "It tells me that they were really upset, frustrated and probably blaming each other for the last performance in the last result [against Sheffield United]. 

"I could be very protective of my team and my players and put all the blame in [referee] Michael Oliver, lots of people did it and rightfully so. But inside closed doors I was going in another direction – forget Michael Oliver and focus on our performance."

Tottenham's next league match will be on the road at relegation battlers Bournemouth on Thursday night.

 以前はエイマックス・インターナショナルとして知られていた香港のセンチュリー・エンターテインメント・インターナショナル・ホールディングスは、カジノ所有者である同社会長が移転することを明かしたことを受けて、カンボジアのシアヌークビルで運営するゲーミングテーブルを新しい場所へと移転する方向で動いている。

 月曜の報告書の中で、センチュリー・エンターテインメントの呉文新(Ng Man Sun)会長兼CEOは、最近の新型コロナウイルスによる休業の後のリース規約改定に合意できなかった結果として、会社に対して、カンボジアのカジノ事業を、シアヌークビルのサンシャインベイホテル内の現在の場所から移すことを通知した。

 代わりに、呉氏が完全所有するライオンキング・エンターテインメント・カンパニーの元で営業する同カジノは、新たにオープンしたMing Guan Hotelに移転する。この動きは、センチュリー・エンターテインメントが、ライオンキングとの間で5年間の契約に署名し、その下で同社に総額1億2,000万香港ドル(約16億6,477万円)で5年間のゲーミングテーブル営業権(Gaming Table Business Rights)が割り当てられてからたった数カ月後のこととなる。

In AsiaOne's latest E-Junkies episode, we tested Baey Yam Keng on some Gen Z lingo and learnt some interesting fun facts – he taught Prime Minister Lee Hsien Loong how to take selfies!

But it looks like there's more to know about Baey.

The Tampines GRC candidate uploaded a video to his Facebook page last night (July 6), which showed him playing a game of This or That, in between house visits.

In less than a minute, we learnt that Baey prefers dancing over singing, rice over noodles, and coffee over tea.

He revealed that his favourite social media platform is Instagram, as compared to Facebook. No surprise here though, since he is famous for his Instagram selfies and fitness posts.

And it looked like we're not the only ones having trouble deciding which Korean drama is our favourite.

When asked, "Descendants of the Sun or Crash Landing on You?", Baey hesitated, admitting it was a "tough one" to answer.

His final answer? Crash Landing on You, which was undoubtedly one of the most popular K-dramas this year.

Even though Baey was recently pictured cycling on his campaign trail, you may want to know that running is still his favourite activity.

Arteta wants Ceballos stay & says Arsenal swap deals possible amid links to Atletico Madrid's Partey - Goal

Mikel Arteta says he would be open to keeping Dani Ceballos at Arsenal but says the situation is not in the Gunners' hands.

The Spain international arrived on loan from Real Madrid last summer and is due to return to the Spanish capital at the end of the season.

Arsenal do not have an option to turn his move permanent and the expectation has been that Ceballos would only spend the one season in the Premier League before heading back to his homeland.

But Arteta has now raised the prospect of bringing the midfielder back to the Emirates at the end of his loan, if another deal with Madrid can be done.

"We are talking to the club," said Arsenal's head coach. "Obviously we don't own the player, he's not in our hands, so the clubs will need to have a communication and see what we can do."

Having had to battle for his place in the starting XI after Arteta's arrival in December, Ceballos has become an increasingly influential player for Arsenal under the Spaniard. 

He has started seven of Arsenal's last eight games in the Premier League and has formed an encouraging partnership alongside Granit Xhaka in the heart of the midfield.

"I'm really happy with him," Arteta said ahead of Tuesday night's home game against Leicester. "The way he's evolving and I love how much he likes to play football – the passion he puts into every training session, and in every game, you just have to see his celebrations.

"Whether he's on the pitch or on the bench, the way he celebrates [shows] how much he puts into it. Again, I'm really happy with him, I think he's evolving in the right way and he's becoming a really important player for us."

Meanwhile, Arteta says Arsenal would be 'open' to potentially swapping players during the forthcoming transfer window in a bid to land key targets.

With money expected to be limited due to the ongoing coronavirus pandemic as well as what looks set to be another season outside of the Champions League, Arteta is aware that transfer funds will be tight.

There have been suggestions that Arsenal could be willing to offer Alexandre Lacazette or Matteo Guendouzi as a sweetener for targets such as Thomas Partey at Atletico Madrid.

And although he wouldn't be drawn on any specific names, Arteta admits swap deals are likely once the window opens.

"We have to be open to different situations," he said. "I think the market will give us the opportunity to do certain deals like this but at the moment I cannot comment on any of that."

International students may need to leave US if their universities transition to online-only learning - CNN

The move may affect thousands of foreign students who come to the United States to attend universities or participate in training programs, as well as non-academic or vocational studies.
Universities nationwide are beginning to make the decision to transition to online courses as a result of the coronavirus pandemic. At Harvard, for example, all course instruction will be delivered online, including for students living on campus. For international students, that opens the door to them having to leave the US.
"There's so much uncertainty. It's very frustrating," said Valeria Mendiola, 26, a graduate student at Harvard's Kennedy School of Government. "If I have to go back to Mexico, I am able to go back, but many international students just can't."
In a news release Monday, ICE said that students who fall under certain visas "may not take a full online course load and remain in the United States," adding, "The U.S. Department of State will not issue visas to students enrolled in schools and/or programs that are fully online for the fall semester nor will U.S. Customs and Border Protection permit these students to enter the United States."
The agency suggested that students currently enrolled in the US consider other measures, like transferring to schools with in-person instruction. There's an exception for universities using a hybrid model, such as a mix of online and in-person classes.
Brad Farnsworth, vice president of the American Council on Education, said the announcement caught him and many others by surprise.
"We think this is going to create more confusion and more uncertainty," said Farnsworth, whose organization represents about 1,800 colleges and universities. "What we were hoping to see was more appreciation for all the different possible nuances that campuses will be exploring."
One concern with the new guidance, Farnsworth said, is what would happen if the public health situation deteriorates in the fall and universities that had been offering in-person classes feel they have to shift all courses online to stay safe.
Visa requirements for students have always been strict and coming to the US to take online-only courses has been prohibited.
"These are not some fly-by-night universities, these aren't scams, these are legit universities who would normally have in-person curricula but for coronavirus," said Theresa Cardinal Brown, director of immigration and cross-border policy at the Bipartisan Policy Center. 
"The bigger issue is some of these countries have travel restrictions on and they can't go home, so what do they do then?" she added. "It's a conundrum for a lot of students."
The Trump administration has made a litany of changes to the US immigration system, citing the coronavirus pandemic, that have resulted in barring swaths of immigrants from coming to the country.
Last month, the White House issued an immigration proclamation dramatically curtailing legal immigration to the US sending hundreds of people and businesses into a scramble to understand whether their future plans are derailed.
In the proclamation, the administration argued that the "extraordinary circumstances" posed by coronavirus called for the suspension of employment-based visas. But immigrant advocates, industries and experts say the administration is taking advantage of the pandemic to make sweeping immigration changes and advance its agenda to slash legal immigration.
Monday's announcement, like the changes that preceded it, could similarly result in many foreign students who often pay high tuition to have to return to their home country.
According to the Migration Policy Institute, a think tank based in Washington, DC, about 1.2 million students who fall under the affected visas were enrolled and registered at more than 8,700 schools nationwide as of March 2018.
Farnsworth said he sees the announcement as part of a larger pattern of moves by the administration that "have not set the right tone."
"This is going to create I think more anxiety on the part of international students, and for those who are still thinking about where they're going to go in the fall, I think this may push them in the direction of attending a university in another country," he said.
While students might have the option to transfer to a college or university offering in-person courses, it might be difficult to come by amid continued concerns over coronavirus. Some schools have announced plans to bring students back but shorten semesters, as well as cancel nearly all in-person classes through the semester.

What would Kanye West have to do to launch a late White House bid? - CNA

WASHINGTON: If Kanye West is serious about running for president, the American rapper and fashion designer will face major obstacles to mount a serious campaign less than four months before the Nov 3 US presidential election.

West, who said in a Jul 4 Twitter post that he was running, would have to work fast to get his name on the ballot alongside President Donald Trump, a Republican, and the presumptive Democratic nominee Joe Biden, in all 50 states plus the District of Columbia.

One of Trump's celebrity supporters, West would have two routes to doing so. He could try secure the backing of a smaller political party, said James McCann, a political scientist at Purdue University in West Lafayette, Indiana.

Without a party helping him get on the ballot, another option would be to try to appear as an independent candidate.

But deadlines for registering that way have already passed in a handful of states, including New Mexico and key battleground North Carolina.

Getting on the ballot as an independent would also require hiring staff or recruiting volunteers to quickly gather many tens of thousands of signatures across the nation before other registration periods close in August and September, a task currently made more difficult by the coronavirus pandemic.

"It's hard to see Kanye West having a field operation," said McCann, adding that another option would be for West to ask supporters to write his name on the ballot.

It is unclear if West, who is also known for his marriage to reality TV star Kim Kardashian West, has filed any official paperwork to appear on state election ballots. Reuters was unable to reach West's publicist for comment.

West, a celebrity highly skilled in grabbing the spotlight, has previously announced plans to run for president without doing so. Last week he entered a 10-year deal with Gap to create a line of clothing carrying the "Yeezy" brand name.

He made headlines during a visit to the White House in Oct 2018 when he delivered a rambling, profanity-laden speech in which he discussed alternative universes and his diagnosis of bipolar disorder.

Three weeks later, he said he was distancing himself from politics and that he believed he had been used to spread messages he did not believe in.

Even with a serious campaign, West would be unlikely to draw more than a few percentage points of the vote, peeling away similar numbers of votes from Trump and Biden, said Larry Sabato, director of the University of Virginia's Centre for Politics.

"He's got a long way to go even to convince us that he's serious," said Sabato.

The most recent candidate to put significant effort into launching a presidential campaign a few months before the election was Evan McMullin, a former Central Intelligence Agency (CIA) operative who announced his bid in August 2016. McMullin only appeared on the ballot in 11 states, receiving 0.53 per cent of the popular vote.

"There's a way to run as an outsider but it's hard and expensive, and I think West, or anyone else, has missed their window of opportunity to have a meaningful impact," said Nathan Gonzales, editor of Inside Elections, which provides nonpartisan analysis of campaigns.

株式会社イドエンターテインメント所属アーティストであるback number、あゆみくりかまき、Uru、ザ・モアイズユー、ファンキー加藤らが、日本のライヴ・エンターテイメント産業を担う事業者/スタッフの現在とその未来を支援する基金"Music Cross Aid"に2,000万円を寄付した。
 
"Music Cross Aidは、一般社団法人 日本音楽事業者協会、一般社団法人 日本音楽制作者連盟、一般社団法人 コンサートプロモーターズ協会の音楽業界3団体が6月11日に立ち上げた基金。創設より約1ヶ月が経った現在、数多くの方から寄付が集まっているが、このたび、株式会社イドエンターテインメントに所属する以下アーティストより、コンサートやアーティスト・グッズの収益の一部が寄付されたとのこと。
