U.S. International Travel Ban To End; New Entry Requirements - Forbes

While Americans are flying to most corners of the world again, the United States international travel ban is keeping most foreign visitors out. However, by satisfying these travel guidelines, residents from over 30 countries can begin flying to the United States again starting November 8, 2021.

New United States Entry Requirements

Starting November 8, 2021, it will be easier for foreign travelers to enter the United States for non-essential travel, like tourism and visiting family. The Biden Administration announced the upcoming easing of travel restrictions in September. This gave the 33 countries currently subject to the travel ban and the travel industry time to prepare.

An October 25, 2021 Presidential Proclamation goes into more detail about what it takes to travel to the United States.

Proof of Vaccination Is Necessary

Instead of the current country-by-country approach, the United States is implementing a vaccine mandate for international visitors. Foreign travelers 18 years or older must be fully vaccinated with a World Health Organization-approved vaccine. There isn’t an option to self-quarantine instead.

At this time, minors below the age of 18 do not need to be vaccinated as vaccine availability is still limited in many countries. However, as the vaccine becomes widely available to minors, U.S. officials may lower the minimum age and require teenagers to be fully vaccinated too.

Age-eligible travelers that have a qualifying vaccine exemption (i.e., recent recovery from Covid-19) may be able to enter but will need to provide proof of exemption. They will also need to submit a negative test result within 24 hours of departing. 

Airlines are responsible for verifying that the arriving passengers have their final approved dose at least 14 days prior to entering the United States. The carrier will deny boarding privileges without sufficient proof of vaccination or a valid exemption.

Negative Entry Test

All incoming visitors or returning U.S. residents must have a negative pre-travel test result. The test must occur no sooner than 72 hours before arriving into the United States. Airlines will also gather the test results and are likely to deny a passenger to board without sufficient proof of vaccination and diagnostic testing. 

This universal entry requirement has been active since January 26, 2021 and doesn’t appear to be expiring soon. 

Travel Health Forms

Even in pre-pandemic times, international visitors filled out an entry form to complete the customs process. Now, the form can include the traveler’s lodging details and contact information. Airlines and government health officials may use this data to contact a traveler if they have been potentially exposed to a positive case.

In addition to the federal forms, some states may also require visitors to complete an additional traveler health form. 

Unvaccinated Americans Can Still Fly Abroad

This policy change only affects non-United States citizens and permanent residents. Unvaccinated and partially vaccinated Americans can continue traveling abroad and return to the United States with a negative re-entry test. 

However, any American must follow the entry requirements and travel restrictions of the destination. As most nations now require tourists to be fully vaccinated to enter restriction-free, the entry requirements are similar to the new United States policy. For example, Americans must be fully vaccinated to travel to Canada, Europe and select Caribbean destinations.

Summary

This travel easement helps return international travel to its pre-pandemic norm while protecting the health of Americans and foreign visitors. November 8, 2021, can also help United States tourist destinations see an increase in guests that have been unable to come for almost two years.
