Posted: 15 Nov 2020 10:42 PM PST The Reds have been hit by a raft of injuries and it appears another player will be under a question mark England boss Gareth Southgate has revealed Jordan Henderson was substituted during the Nations League clash against Belgium because of 'tightness' as Liverpool's horror run of injuries worsened. The Reds skipper was withdrawn at half-time and replaced by Tottenham midfielder Harry Winks as the Three Lions were dumped out of Nations League contention in a 2-0 loss to Belgium at Den Dreef on Sunday. In his post-match press conference, Southgate confirmed Henderson failed to play the second half because of a fitness issue - but he was not sure of its severity. "Jordan had a bit of tightness at half time and felt he couldn't carry on," Southgate said. Goal 50 Revealed: The best 50 players in the world "We'll have to assess him when we get back." Losing Henderson would be a big blow to injury-hit Liverpool, who were already reeling from news earlier in the day that Andy Robertson had picked up a hamstring injury in Scotland's win against Serbia on Thursday. With Henderson missing a significant chunk of Liverpool's pre-season, Jurgen Klopp had carefully managed his captain's game time, even withdrawing him at half-time during last month's Champions League match against Ajax to limit his workload. The Reds are already missing central defensive pairing Virgil van Dijk and Joe Gomez to knee injuries, and with Trent Alexander-Arnold already sidelined and doubts over Robertson, Liverpool are facing the prospect of taking on Leicester City after the international break without any of their first-choice back line. Star attacker Mohamed Salah's coronavirus diagnosis will also rule him out of Sunday's clash against Brendan Rodgers' side - with the Egyptian required to quarantine despite not suffering any symptoms from the illness. Thiago Alcantara and Alex Oxlade-Chamberlain are still likely to be absent from Liverpool's midfield, but their engine room is likely to be boosted by the return of Fabinho after the international break. The Reds are currently sitting third on the Premier League table - one point behind leaders Leicester ahead of this weekend's top-of-the-table clash at Anfield. Despite sitting in touching distance of first position, Liverpool's 16 conceded goals is the second-most in the division - behind only Leeds and West Brom (17) - with the 7-2 loss to Aston Villa doing significant early damage to their goal difference. SpaceX, NASA launch Crew-1 mission on historic journey to the ISS - CNET Posted: 15 Nov 2020 09:08 PM PST Resilience is on the way to the International Space Station. At exactly 7:27 p.m. ET, a SpaceX Falcon 9 booster burst to life at Launch Complex 39A, its engines lighting up the Florida coast. The picture-perfect launch of the gumdrop-shaped Crew Dragon spacecraft -- given the nickname Resilience -- marks a historic moment in American spaceflight history. "By working together through these difficult times, you've inspired the nation, the world, and in no small part, the name of this incredible vehicle, Resilience," said Michael Hopkins, spacecraft commander of Crew-1 prior to launch. Resilience is a theme of the launch. Not since the end of the Space Shuttle program in 2011 has NASA sent humans to orbit from American soil in an operational mission. The launch for this particular mission has been delayed, pushed back and postponed multiple times -- the original timeline included a launch date of November 2016. Four years and a few technical stumbles later, Resilience is in flight. The Crew Dragon contains an international assembly of astronauts: Hopkins, Victor Glover and Shannon Walker of NASA, plus Soichi Noguchi of Japanese space agency JAXA. The team is expected to spend the next six months on the International Space Station. "This is a great day for the United States of America and a great day for Japan," said Jim Bridenstine, NASA administrator, at a post-launch conference. "The big milestone here is that we are now moving away from development and tests and into operational flights." "I am looking forward to enjoy the new era and going together for the future," said Hiroshi Sasaki, Vice President at JAXA. Just under 10 minutes after launch, the first stage Falcon 9 booster landed safely on the Just Read The Instructions droneship stationed in the Atlantic. It was the first time the reusable rocket was utilized in a mission and the plan is for it to be reused on the next operational flight of the SpaceX's Crew Dragon, Crew-2. The launch of Crew-2 is slated to occur in March, 2021 and will again carry four astronauts. It will reuse the Crew Dragon Endeavour, which was first used in the SpaceX Demo-2 mission in May. Shortly after, at around 12 minutes, Resilience separated from the second stage and headed on its way. The spacecraft will now chase down the ISS and dock with the station on Nov. 16 around 11 p.m. ET. It's not the first time a Falcon 9 rocket has delivered a Crew Dragon spacecraft to space. In May, NASA astronauts Bob Behnken and Doug Hurley were the first two humans to be carried to orbit via SpaceX's workhorse rocket. But that was a test mission, the final box to be ticked before operations officially begin for NASA's Commercial Crew Program. Crew-1 signals the return of operational flights to US soil and the first flight in the CCP. Until today, NASA was purchasing flights on the Russian Soyuz spacecraft. Flying SpaceX, NASA will save around $25 million per seat. NASA has also contracted Boeing to deliver astronauts to the ISS, but the company's crewed spacecraft, Starliner, ran into technical issues during its first uncrewed demonstration launch. You can watch the replay of the launch below. Lionel Messi's dog: What breed it is, name and pictures - Goal.com Posted: 15 Nov 2020 08:42 PM PST The six-time Ballon d'Or winner's house is guarded by a gigantic pet hound - Goal has all the details Dog is a man's best friend, as the old saying goes, and Barcelona legend Lionel Messi certainly has a favourite four-legged companion. Messi is not the only high profile footballer with a famous furry friend, withNeymar, Alexis Sanchez, Mario Balotelli and more all sharing snaps of their pets on social media. However, the Argentine's dog might be the most famous of them all. So, what type of dog does Messi have and what is its name? Goal brings you all you need to know about the Argentine's hound. Goal 50 Revealed: The best 50 players in the world ContentsWhat breed is Lionel Messi's dog?Lionel Messi's dog is a Dogue de Bordeaux. Also known as a Bordeaux Mastiff or French Mastiff, the breed is known for its size and strength. Dogues de Bordeaux are short-haired dog breeds, with large heads and their coats are usually a distinctive red fawn colour. Historically, Dogues de Bordeaux have been used as guard dogs, protecting homes and livestock, as well as being working dogs, pulling cargo. The breed was notably used in the 1989 'buddy cop' movie Turner and Hooch, starring Tom Hanks alongside Dogue de Bordeaux 'Beasley'. What is Lionel Messi's dog's name?Lionel Messi's dog is called Hulk (sometimes Senor Hulk) and it is definitely a fitting name considering the sheer size of the animal. A video shared on Instagram by Messi's wife Antonela Roccuzzo in 2018 gave fans an idea of how big Hulk was - and he was only around two years old at that point. Messi himself provides the scale in the video as he playfully knocks a ball over the dog's head, confirming, in the process, that the Argentine's skills can embarrass more than just humans.
Before Hulk joined the equation at Casa Messi, the Barca star and Antonela's main pet dog was Toby, who looks to be a Bichon Frise or miniature Poodle. Pictures of Lionel Messi's dogSenor Hulk first arrived on the scene in January 2016 as Messi announced that a "new member of the family" had joined the Messi clan. Hulk quickly grew big and it wasn't long before the hound started to make Messi look even smaller! 'A coup for China': Analysts react to the world's largest trade deal that excludes the U.S. - CNBC Posted: 15 Nov 2020 08:08 PM PST Vietnam's Prime Minister Nguyen Xuan Phuc is pictured on the screen (R) as he addresses his counterparts during the 4th Regional Comprehensive Economic Partnership (RCEP) Summit held online on Nov. 15, 2020. Nhac Nguyen | AFP | Getty Images SINGAPORE — China and 14 other Asia-Pacific countries signed the world's largest trade agreement on Sunday — a move that analysts said will further elevate China's political and economic influence in the region. The signing cemented the Regional Comprehensive Economic Partnership (RCEP) as the largest trading bloc globally, covering a market of 2.2 billion people and $26.2 trillion of global output. That accounts for about 30% of the population worldwide, as well as the global economy. It is also larger than what's covered under the United States-Mexico-Canada Agreement (USMCA) and the European Union. Analysts said economic benefits of RCEP are modest and would take years to materialize. But the deal is a geopolitical victory for China at a time when the U.S. appears to be retreating from Asia-Pacific given President Donald Trump's "America First" foreign policy, they added. It's also not clear whether the U.S. will negotiate any mega trade deals with economies in the region under President-elect Joe Biden, the analysts said. The diplomatic messaging of RCEP may be just as important as the economics — a coup for China. Citi Research The 10-member Association of Southeast Asian Nations signed the mega deal with the region's top trading partners China, Japan, South Korea, Australia and New Zealand. ASEAN is made up of Indonesia, Thailand, Singapore, Malaysia, the Philippines, Vietnam, Brunei, Cambodia, Myanmar — formerly Burma, and Laos. "The diplomatic messaging of RCEP may be just as important as the economics — a coup for China," analysts from Citi Research wrote in a Sunday report. They explained that the mega deal achieves several things against the backdrop of rising U.S.-China tensions and worries about de-globalization:
RCEP benefitsRCEP was launched in November 2012 at a time when talks for another major trade pact, the Trans-Pacific Partnership (TPP) led by the Obama administration, were underway. Given China's absence in the TPP, many observers considered RCEP as Beijing's counter to American influence in Asia-Pacific — even though RCEP negotiations were led by ASEAN. But Trump pulled the U.S. out of the TPP in 2017 and proceeded to slap punitive tariffs on several American trading partners for what he said were unfair trade practices. The remaining 11 countries in the TPP went on to renegotiate the pact and signed the Comprehensive and Progressive Agreement for Trans-Pacific Partnership (CPTPP) in 2018. Analysts said RCEP is a weaker trade deal compared to the CPTPP. Tariffs among many RCEP member countries are already low given existing bilateral or smaller multilateral trade deals among them, so the direct economic benefits are limited, they said. For example, more than 70% of trade among the 10 ASEAN countries are conducted with zero tariffs, noted Gareth Leather, senior Asia economist at consultancy Capital Economics. Additional tariff reductions under RCEP "will only come into force gradually, and it will be years before the treaty is fully operational," Leather said in a report on Thursday. But the mega deal lays the foundation for deeper cooperation among member countries in the future, especially between those that don't have existing bilateral trade deals, said Simon Baptist, global chief economist at consultancy The Economist Intelligence Unit. Possible bilateral "pairings" include China and Japan, the world's second- and third-largest economies, as well as Japan and South Korea, which are entangled in a bilateral trade dispute, Baptist told CNBC's "Squawk Box Asia" on Monday. "While at the moment the amount of liberalization that's going to happen is going to be pretty limited, it does now mean that this framework is in place so that in the future there will be opportunity to build on this should attitude towards trade, or should bilateral relations move in the right direction," he said. Will India return?India, which was involved in RCEP negotiations from the start, pulled out of the pact last year. Among the country's concerns are that the deal would result in a flood of cheap Chinese imports that would hurt Indian manufacturers. The RCEP deal signed over the weekend has kept the door open for a potential return by India. Some member countries, such as Japan, considered India's presence important to counter China's economic weight, said Leather of Capital Economics. But "clashes in the Himalayas since then make signing a deal that involves China even harder," Leather said. He was referring to skirmishes over the India-China border that reportedly killed at least 20 Indian soldiers and at least 40 Chinese solders. Analysts from Citi Research said India is one of the biggest losers from RCEP. Citing an analysis from think tank Peterson Institute for International Economics, Citi said India could have gained 1.1 percentage points in real GDP by 2030 had it stayed in the pact. "But its exclusion will likely make India less attractive as an alternative production base versus ASEAN," the Citi analysts said. Even if India doesn't return to the deal, the current 15 RCEP participating economies will grow to account for 50% of global output by 2030, according to a HSBC report on Sunday. "From a global perspective, the RCEP agreement, even if a littler shallower than other 'mega-deals', signals that Asia keeps pushing ahead with trade liberalization even as other regions have become more sceptical," HSBC economists said. "As such, it may reinforce a trend that's been already underway for decades: that the global centre of economic gravity keeps pushing relentlessly to the East." SpaceX successfully launches second crew to space on first operational mission - The Verge Posted: 15 Nov 2020 08:08 PM PST SpaceX successfully launched its second crew of astronauts to orbit this evening inside the company's Crew Dragon spacecraft. The flight, called Crew-1, marks the first operational mission of the Crew Dragon, as SpaceX embarks on a new era of regularly sending people to and from the International Space Station for NASA. The Crew Dragon took off at 7:27PM ET on top of SpaceX's Falcon 9 rocket, launching from NASA's Kennedy Space Center in Florida. Flying inside the capsule are three NASA astronauts — Mike Hopkins, Victor Glover, and Shannon Walker — as well as Soichi Noguchi, from the Japanese Aerospace Exploration Agency, or JAXA. Now in orbit, the crew will spend the next more than a day in space before docking with the ISS on Monday at around 11PM ET. The Crew Dragon is designed to automatically dock to the space station, without needing input from the crew inside. After takeoff, the Falcon 9 booster successfully landed on the drone ship "Just Read the Instructions" in the Atlantic Ocean. The plan is for the booster to be re-used on SpaceX's next crewed mission, Crew-2. While this is SpaceX's second crewed flight to space, it's the first true long-duration mission of SpaceX's new Crew Dragon spacecraft. The Crew Dragon's first crewed flight to space in May lasted just two months from start to finish. That flight was a test — meant to demonstrate that the vehicle can safely transport people to the space station and bring them back home again. It succeeded, and now the Crew Dragon is the first vehicle that NASA has certified to carry humans since the Space Shuttle — and the first private spacecraft ever to receive that designation. This particular Crew Dragon capsule is named Resilience. Minutes before launch, Hopkins addressed the astronauts' colleagues at NASA and SpaceX. "By working together through these difficult times, you've inspired the nation, the world, and in no small part, the name of this incredible vehicle, Resilience," Hopkins said. "Now it's time for us to do our part." Moving forward, crewed flights of the Crew Dragon will look a lot like the one that launched today. A few times a year, the capsule will launch to the ISS, carrying a mix of NASA astronauts and astronauts from other international space programs partnered with the United States. That routine launch schedule has been hoped for since 2014, when NASA tasked SpaceX with creating a vehicle that could ferry astronauts to and from the space station every six months, as part of the agency's Commercial Crew Program. Now the company is finally making good on that promise. Despite reaching this important milestone, some NASA officials are hesitant to describe the Crew Dragon as fully operational just yet. The losses of two Space Shuttles — Challenger and Columbia — still weigh on the agency, and NASA engineers don't want to get into the mindset that their work is finished. "I think what makes us nervous at NASA is that we don't want to ever just declare victory and say we were done learning and get complacent," Phil McAlister, director of commercial spaceflight at NASA, said during a press briefing with reporters ahead of the flight. "I think there's a feeling that if we start just referring to these as operational that we won't stay hungry — we won't remain vigilant." Today's flight is still a critical moment for NASA, as it ensures that the space agency has a way to launch its own astronauts to the International Space Station from the US. After the last flight of the Space Shuttle took place in 2011, NASA had to rely on Russia to get the agency's astronauts to the ISS. NASA had to pay roughly $80 million per seat on Russia's Soyuz rocket. Now, NASA has another option for sending its astronauts into space on the Crew Dragon, where the price of a seat is roughly as low as $55 million, according to a government audit. Soon, NASA could have even more options for flying its astronauts, as SpaceX is just one of two companies challenged with creating a taxi for people to travel to the space station. The other company, Boeing, has been developing its own capsule called the CST-100 Starliner. That vehicle is still in development after its first uncrewed flight to the International Space Station didn't go exactly to plan. During a test last year, the Starliner suffered multiple software glitches, preventing the capsule from reaching the space station and prompting Boeing to bring the vehicle back to Earth early. The company plans to do a second uncrewed flight test sometime early next year. That means SpaceX will be NASA's primary launch provider for now, with the Crew Dragon helping to increase the amount of people living on board the ISS. During the Soyuz era, the space station typically housed crews of six for months at a time, since the Soyuz capsule can only carry crews of three to space. But with four seats on the Crew Dragon, the space station will soon have seven members living on board for the first time. The crew of four on board the Crew Dragon will meet up with NASA astronaut Kate Rubins and Russian cosmonauts Sergey Ryzhikov and Sergey Kud-Sverchkov, who arrived at the ISS in a Soyuz in October. It's such a large cast of people that astronaut Mike Hopkins noted he may have to sleep in the Crew Dragon for a while, since there aren't enough sleeping quarters for everyone on board. With so many astronauts on board, the crew expects to get a lot done during their six-month stay. "It's going to be exciting to see how much work we're going to be able to get done where we're there," Hopkins said during an interview ahead of the flight, adding that there wasn't a lot of free time in their schedule during the first week of their stay. New Saliva-Based COVID Antibody Test Is Highly Accurate, Johns Hopkins Study Says - CBS Baltimore Posted: 15 Nov 2020 07:08 PM PST BALTIMORE (WJZ) — A new saliva-based COVID-19 antibody test is highly accurate, according to an initial study by the Johns Hopkins Bloomberg School of Public Health. The test detects the presence of antibodies to SARS-CoV-2, the virus that causes COVID-19, from small samples of saliva. Results can be obtained in a matter of hours and could be an alternative to blood-sample antibody tests. "If our saliva-based assay's accuracy is borne out in larger studies, this noninvasive approach could make it easier to identify, at a population level, who has already had a SARS-CoV-2 infection and where gaps in seropositivity remain heading into the winter and beyond," said study senior author Christopher D. Heaney, PhD, MS, an associate professor with appointments in the departments of Environmental Health and Engineering, Epidemiology, and International Health at the Bloomberg School. "This could inform targeted vaccination efforts and, after vaccines start to roll out, help figure out how long vaccine-induced antibodies last—all without repeated, invasive blood draws," Heaney added. CORONAVIRUS RESOURCES: Here's how the test works according to Hopkins:
The study appeared online in the Journal of Clinical Microbiology. Read more about the test here. For the latest information on coronavirus go to the Maryland Health Department's website or call 211.
CSUB switches to Bank Mobile disbursement system - The Runner Online Posted: 15 Nov 2020 06:44 PM PST CSU Bakersfield decided to switch to Bank Mobile to disburse financial aid and loans for CSUB students as of Nov. 2. Bank Mobile allows for the disbursement process to be more comfortable for students because it does not have the frustrating process of creating a bank account like the previous form of disbursement. The former way of disbursement was reliable for some with two-day refunds. But, some students dealt with issues of getting returns after the semester had begun. These issues left students unable to pay for classes, purchase books or parking passes for the semester until the refund is received. A poll by The Runner showed that 32% of students have experienced difficulty with the previous forms of disbursements. However, not all students are unfamiliar with Bank Mobile. Students who are familiar with the Bank Mobile system transferred likely transferred from community colleges like Antelope Valley, Bakersfield College, and Cerro Coso. Julie Oberlies, an Associate Controller of Student Financial Services, said that "Many students will get their refunds quicker through Bank Mobile." Students continuing at CSUB in the Spring of 2021 should update their disbursement form to receive their refund. Bank Mobile's account is a reasonably straightforward process to follow. All a student needs to do is log onto their myCSUB and then go to the Manage Your Refunds link in the Finances Section. "It is easy and only takes a few minutes," Oberlies said. Then the student will need to follow the directions on the Bank Mobile page. From there, the student can either deposit into an existing account, create an account with Bank Mobile, or get mailed a check. Bank Mobile also offers a few features that could be beneficial to students, such as a downloadable app that allows for mobile check cashing and mobile bill payments. Passport, part of Bank Mobile's Student Success Program, is a reward system for students that make smart money management, academic achievement, and good financial behavior by collecting virtual stamps. The stamps give entry into the Student Success Sweepstakes for a chance to win up to $10,000 to pay off student loan debt. Students who would like to know more about Bank Mobile can visit their website "bankmobilevibe.com" for additional information. Elon Musk's SpaceX launches Crew-1 mission, beginning a new era of NASA human spaceflight - CNBC Posted: 15 Nov 2020 06:08 PM PST Joel Kowsky / NASA CAPE CANAVERAL, Florida — SpaceX's Falcon 9 rocket crackled through the sky Sunday evening, carrying the company's Crew Dragon spacecraft "Resilience" to orbit and marking the beginning of a new era of human spaceflight for NASA. The Crew-1 mission features the first SpaceX launch with a full crew, as NASA this week certified Elon Musk's venture as the first private company with an operational system to launch astronauts to-and-from space. It's a historic milestone for SpaceX, coming after years of work to develop and test its spacecraft to fly people regularly to orbit. "To the Falcon 9 team, well done. That was one heck of a ride; there was a lot of smiles," NASA astronaut and Resilience commander Mike Hopkins said from space. "But also to the SpaceX recovery and launch teams, and all of the NASA teams and [Department of Defense] teams, we wouldn't be up here in [low Earth orbit] without your support." "Making history is definitely hard and you guys all made it look easy," Hopkins added. Musk tweeted a single heart emoji shortly after Resilience reached orbit. Crew Dragon Resilience is carrying NASA astronauts Mike Hopkins, Victor Glover, Shannon Walker and Japanese astronaut Soichi Noguchi. The astronauts are headed for the International Space Station, expected to dock with the space station on Monday evening. They will spend the next six months on board the ISS, spending time conducting microgravity studies and other scientific research. NASA astronauts (right to left) Victor Glover, Shannon Walker, Mike Hopkins and JAXA astronaut Soichi Noguchi in their SpaceX spacesuits during Crew-1 pre-launch preparations. NASA Crew-1 also comes less than six months after the company's historic final demonstration mission, which launched a pair of astronauts on a test flight in May and represented the company's first launch with people on board. SpaceX's Crew Dragon capsule is an evolved version of its Cargo Dragon spacecraft, which has launched to the space station 20 times. Just as Cargo Dragon was the first privately developed spacecraft to bring supplies to the ISS, so Crew Dragon is the first privately developed spacecraft to bring people. The company developed Crew Dragon under NASA's Commercial Crew program, which which provided the company with more than $3 billion to develop the system and launch six operational missions. Crew-1 represents the first of those six missions for SpaceX, with NASA now benefiting from the investment it made in the company's spacecraft development. Commercial Crew is a competitive program, as NASA also awarded Boeing with $4.8 billion in contracts to develop its Starliner spacecraft — but that competing capsule remains in development due to an uncrewed flight test that experienced significant challenges nearly a year ago. Congratulations for SpaceX and NASA came in across social media, including from Apollo astronaut Buzz Aldrin and President-elect Joe Biden. President Donald Trump tweeted that it was "a great launch." He also said "NASA was a closed up disaster when we took over," although the Commercial Crew program was funded under the administration of President Barack Obama. Beyond flying missions for NASA, SpaceX also plans to use Crew Dragon spacecraft for other missions. Those include space tourism, as the company has so far unveiled two deals to fly privately paying people to space on Crew Dragon as early as next year. Asia banks on RCEP trade megadeal for early COVID relief - Nikkei Asian Review Posted: 15 Nov 2020 05:08 PM PST SINGAPORE -- Fifteen countries spanning the Asia-Pacific region on Sunday signed the Regional Comprehensive Economic Partnership agreement, creating the world's largest trading bloc that promises to help speed up the members' post-pandemic growth. The 15 countries are China, Japan, South Korea, Australia and New Zealand, along with the 10 members of the Association of Southeast Asian Nations. Together, they account for around 30% of the world's gross domestic product and population. This marks the first time China enters a nonbilateral free trade agreement of this scale. Coming at a time when the U.S. is less enthusiastic about joining global trade deals and talks on a post-Brexit trade deal between the European Union and the U.K. stall, Asia looks to take the lead in shaping the new global trade architecture. The newly signed free trade framework extends beyond trade to set common rules and standards for a range of economic activitiy. RCEP will take effect after at least six ASEAN countries and three non-ASEAN countries ratify it. Sunday's signing ceremony was held online, hosted by this year's ASEAN chair Vietnam. With national leaders looking on, economic ministers from the 10 members of the Southeast Asian bloc signed in alphabetical order, followed by the five other countries. They held up their documents for the other participants to see over the video feed, each drawing applause from an audience in Hanoi. "I am confident that RCEP will soon be ratified and come into force, further bolstering our post-pandemic economic recovery and delivering shared prosperity to the people and businesses of all participating countries," Vietnamese Prime Minister Nguyen Xuan Phuc said after all countries signed. RCEP was officially proposed in 2012, and the talks had dragged on since 2013. Progress was especially slow in the early years, but the discussions gained momentum after Donald Trump became the U.S. president in 2017. Amid a growing trend of protectionism, the participating governments became more motivated to promote free trade. An exception was India, which was initially involved in the negotiations but withdrew last year, as it was reluctant to open up its agricultural and other key sectors. The agreement, which the members described as "modern, comprehensive, high quality, and mutually beneficial," includes 20 chapters of rules covering everything from trade in goods, investment and e-commerce to intellectual property and government procurement. The deal will eliminate tariffs on a wider range of goods flowing between the participants, while ceilings on foreign shareholdings will rise in more service industries, such as professional services and telecommunications. The e-commerce chapter aims to enhance consumer protection and safeguard personal information, as well as promote acceptance of electronic signatures. This marks the second big multilateral trade deal for Asia, following the Comprehensive and Progressive Agreement for Trans-Pacific Partnership, or CPTPP -- the 11-member version of the TPP, forged after Trump pulled the U.S. out. Seven of the 15 RCEP members belong to the CPTPP as well. Some members are also already linked by bilateral free trade pacts, such as the one between ASEAN and China. RCEP can thus be seen as a framework joining together existing deals. But in some respects, the pact also brings historic breakthroughs. For China and Japan -- Asia's largest and second-largest economies -- RCEP is the first free trade agreement to connect them. Tariffs on 86% of Japanese goods exported to China will be eliminated, up from the current 8%. This promises big benefits for Japanese manufacturers, such as automobile parts suppliers. The global health crisis only adds to the gravity of the moment. The signing came as the world economy continues to suffer from the chilling effects of COVID-19. While China, South Korea and Vietnam have shown quicker recoveries, many Asian countries continued to record economic contractions in the July-September quarter. So on Sunday, members expressed hope that RCEP would play a key role in the region's long-term recovery and prosperity. "The signing of the RCEP agreement is a timely boost to the long-term prospects of the region," Singapore's Trade and Industry Minister Chan Chun Sing told reporters on Sunday. "It will be a bright spot that points to the direction ahead." He said Singapore will ratify it "very soon, in the next few months." Malaysia's International Trade and Industry Minister Azmin Ali said in a statement: "Undoubtedly, it represents a significant and imperative milestone in the integration and revitalization of economies of the 15 parties." Philippine Trade Secretary Ramon Lopez told reporters on Saturday that RCEP "offers wider market opportunities for our exporters and service providers." He added that RCEP countries account for more than 50% of the Philippines' export market. An analyst who spoke with Nikkei Asia agreed that the deal is significant -- particularly given the prolonged impact of COVID-19 and the uncertain aftermath of the U.S. presidential election. "Trade is an important driver of growth for RCEP members," said Cassey Lee, a senior fellow at Singapore-based think tank ISEAS-Yusof Ishak Institute. While economic recoveries will be slow for many countries, he said, the deal will give signatories more trade and investment opportunities. "This will put these countries in a good position to leverage and mutually reinforce their economic recovery together in the future," Lee said. For China, RCEP aligns with President Xi Jinping's new economic strategy of "dual circulation" -- refocusing on domestic demand while taking advantage of trade and foreign investment. Chinese officials have been pushing for multilateral deals in the past few months, illustrated by a number of high-level meetings, both physical and virtual. Beijing has also vowed to further open up trade and investment as it aims to become a "high-income country" by 2025 and a moderately developed economy by 2035. "We will continue to reduce the negative list that bars foreign investment access," Qian Keming, China vice minister of commerce, told a forum on Thursday. He went on to say that multinational companies will be encouraged to participate in high-tech sectors and development projects in China's less-developed central and western regions. Beijing also hopes RCEP will provide an impetus for other multilateral deals currently in the works, including a China-European Union investment treaty and a China-Japan-South Korea free trade agreement. Without India, China is the biggest RCEP participant by far, both in terms of GDP and population. It looks poised to wield plenty of clout in the bloc as a result -- a factor that apparently made some governments reluctant to go ahead if New Delhi could not be enticed. "Japan at first said it didn't want to sign if India is not there because RCEP becomes too China-dominant without India," one ASEAN diplomatic source said on condition of anonymity. "But now it said yes, because there is no choice." The 15 members formally left the door open for India to join later. Japanese Prime Minister Yoshihide Suga said at Sunday's RCEP meeting that Japan will take a leading role in working to bring the South Asian country into the fold. Indonesian President Joko Widodo said that the signing was only the beginning, adding that the members still have to make efforts to implement the deal. "This also requires political commitment at the highest level," Widodo said. "For Indonesia, we still open opportunities for countries in the region to join this RCEP." Yet, the odds of India ever joining are hard to gauge. "As far as India is concerned, we did not join RCEP as it does not address the outstanding issues and concerns of India," Riva Ganguly Das, a secretary in the Ministry of External Affairs, said during a virtual media briefing on Thursday. "However, we remain committed to deepening our trade relations with ASEAN," she added without elaborating. Separately, former Indian Foreign Secretary Kanwal Sibal tweeted on Saturday that the RCEP signing is "most inopportune." He said this "Signals countries not only can't delink themselves from China but [are] ready to deepen [economic] links" with it.
