Joe Biden's Administration Has Been Officially Allowed To Start Transition Period - LADbible Posted: 24 Nov 2020 10:08 PM PST The General Services Administration (GSA) has officially allowed Joe Biden and his team to begin the transition period following the US election. This is a formality granted to all incoming US Presidents and is one of the biggest official steps towards a change of leader. Donald Trump has still refused to concede defeat in the 2020 US Election, however he has tried to say the GSA's decision to begin the transition period was his idea. He wrote on Twitter: "I want to thank Emily Murphy at GSA for her steadfast dedication and loyalty to our Country. "She has been harassed, threatened, and abused - and I do not want to see this happen to her, her family, or employees of GSA. Our case STRONGLY continues, we will keep up the good fight, and I believe we will prevail! "Nevertheless, in the best interest of our Country, I am recommending that Emily and her team do what needs to be done with regard to initial protocols, and have told my team to do the same." Joe Biden's team has complained that because the transition period didn't start sooner, they were left out of crucial meetings related to homeland security and the government's response to the coronavirus. However, now that GSA has formally greenlit the process, the Biden-Harris team are hopeful they will be able to hit the ground running when the President-elect assumes the White House. Yohannes Abraham, Biden-Harris Transition executive director, said in a statement: "This final [GSA] decision is a definitive administrative action to formally begin the transition process with federal agencies. "In the days ahead, transition officials will begin meeting with federal officials to discuss the pandemic response, have a full accounting of our national security interests, and gain complete understanding of the Trump administration's efforts to hollow out government agencies." GSA's head, Emily Murphy, has been under intense public scrutiny over the past few weeks for not outlining where the government stood on the US Election. Despite cries from the Biden camp, Murphy hit back saying the Presidential Transition Act of 1963 didn't have clear guidelines for what to do in an election where the loser is refusing to concede defeat and vote recounts and legal challenges had been launched. In his first interview since being declared winner in the 2020 election and one day after the General Services Administrator finally signed off on the process of shifting administrations, Biden on Tuesday gave NBC Nightly News with Lester Holt a glimpse of how things are going. "Immediately we've gotten outreach from the National Security shop," Biden told Holt in an interview filmed earlier today in Wilmington, DE. Beyond a quip or two from the doorway to the chauffeured curb, Biden has had only brief interactions with the media in the past few weeks. As he was leaving the NBC interview taping Tuesday, the ex-VP was asked if he would meet with Donald Trump. "Of course I would, if he asked," Biden responded before chatting a bit about the status of borders between Ireland and the UK's Northern Ireland now that Britain is leaving the European Union next year. The just-released NBC News clip is an initial look at the exclusive interview to air on the Comcast-owned network, with more of the sit-down to be shown Wednesday on Today and MSNBC, NBC News has said. Former Tampa Mayor Pam Iorio announced she will retire from leading Big Brothers Big Sisters of America. Iorio, who served two terms as mayor of Tampa, has been the president and CEO of BBBSA for nearly seven years. "Pam was instrumental in establishing a 5-year strategic plan focused on innovative technology solutions, new funding opportunities and brand transformation," Board Chair Ken Burdick said in a release. "As we look to the future, we know Artis has the expertise – and passion – to lead this organization and defend the potential of youth across the country." Former Tampa mayor Bob Buckhorn tweeted his congratulations for Iorio, saying he "couldn't be prouder of my friend." According to the Tampa Bay Times, during her first year with the organization, Iorio convinced BBBSA to move its headquarters to Tampa from Dallas. BBBSA also announced that Artis Stevens will succeed Iorio as the next president and CEO. He'll be the first Black CEO to lead BBBSA in its 116-year history. Stevens will take over the role in January. Stevens brings 25 years of experience in the "positive youth development sector," according to a release. Since 2014, he's been the senior vice president and chief marketing officer of the National 4-H Council. There, he had doubled fundraising streams and grown the organization's digital platform to reach more than a million alumni and supporters. "I've grown up in youth development and know first-hand the life-changing impact mentorship can have on one's life and I have dedicated my career to bringing these types of experiences to all young people," Stevens said. "I am grateful for the opportunity to lead this amazing organization and continue the work of Big Brothers Big Sisters of America." Pfizer | via Reuters Texas is preparing to start administering the first Covid-19 immunization shots in less than three weeks — as soon as the U.S. Food and Drug Administration grants emergency approval to distribute Pfizer's or Moderna's vaccine. It's a gargantuan task for the second-most populated state in the nation. The coronavirus has swept across the Lone Star State after it reopened its economy in May. It has confirmed more Covid-19 cases than any other state at roughly 1.2 million and has seen the second-most deaths behind New York, losing more than 21,000 Texans to the virus so far, according to data compiled by Johns Hopkins University. Hospitals in border cities like El Paso have been overwhelmed with cases, even bringing in extra morgue trucks to store the dead. The state rolled out its vaccine allocation plan Monday, outlining who will get it first. Top priority is going to hospital employees and nursing home staff, EMTs, home health-care workers and the state's most vulnerable residents. Gov. Greg Abbott said the state is prepared to distribute the vaccine as early as Dec. 12. "We have known months in advance that the vials of the vaccine are already in place," Abbott told CNBC. "And those vials are ready to be sent to us the day after the emergency use authorization is provided." Every state across the U.S. has submitted plans to the U.S. Centers for Disease Control and Prevention covering how they will store and distribute a coronavirus vaccine. However, the vaccine won't be shipped until it wins approval from the FDA for emergency use. Pfizer submitted its application for emergency clearance on Friday, and the FDA is expected to review it when the agency's Vaccines and Related Biological Products Advisory Committee next meets on Dec. 10. Moderna is expected to submit its application any day. So both vaccines could potentially get reviewed at the same time. 'We'll be ready'The University of Texas at Austin is preparing to receive doses of a Covid vaccine as early as this week — just in case, UT Health Austin's chief clinical officer, Dr. Amy Young, told staff Friday, according to an email obtained by CNBC. "I didn't expect to get vaccine so soon, frankly," Young said in an interview. "It's just about agility right now, frankly, and we may not get our vaccine until later, but we'll be ready for it whenever we get it." The institution cannot receive or begin immunizing health-care workers until the FDA clears the vaccine, Young said Saturday in a phone interview with CNBC. She's helping lead the University of Texas' vaccine distribution effort as vice dean of professional practice at the Dell Medical School in Austin. "We anticipate that the vaccine that we will be administering will be from Pfizer and that we could receive vaccine as early as the end of next week, but more likely after Thanksgiving," she said in the email sent Friday to medical school staff and students. "If all goes well, we could be distributing vaccine soon after Dec. 10," Azar said at a press briefing Tuesday. "We believe we can distribute vaccine to all 64 jurisdictions within 24 hours of FDA authorization. Then we hope administration can begin as soon as the product arrives." Pilot programPfizer is working with Texas, New Mexico, Tennessee and Rhode Island on a pilot delivery program for its vaccine, which requires ultra-cold storage. The pilot program, which was announced last week, is designed to work out kinks in the company's distribution system by transporting vials filled with saline solution before it starts shipping the actual vaccine, said company spokeswoman Kim Bencker. "No actual vaccine is being released until the FDA issues an authorization or approval (beyond what we have been shipping for clinical trial use)," she told CNBC in an email. Lara Anton, a spokeswoman for the Texas Department of State Health Services, also said the timing of the vaccine shipments will depend on how quickly the FDA grants an emergency use authorization. "Our understanding of the EUA process is that the FDA needs to get input from the Vaccines and Related Biological Products Advisory Committee (VRBPAC) prior to issuing an EUA," she said in a statement. That's the meeting scheduled for Dec. 10. The U.S. federal government is running some test shipments of its coronavirus vaccine distribution networks this week, but the vials won't contain any actual vaccine, Azar said. Ultra-cold freezersYoung said the details of its vaccine distribution program at the school are also still being hammered out. Both Pfizer's and Moderna's vaccines require two doses per person. Young said the university learned last week that it will initially receive an allotment of the first doses, with the second allotment of booster shots to follow. Because the medical school is a research institution, it already has the ultra-cold freezers needed for Pfizer's vaccine, which needs to be stored at minus 94 degrees Fahrenheit, Young said. While it's still being finalized, Young said the university will likely only have one immunization site at the UT Health Austin facilities to make it as simple as possible. That could change as the university receives more doses for a broader part of the population, she said. It's unclear how many doses the university will receive for phase one of the vaccination plan, she said, and as such, the university is still figuring out exactly who should be vaccinated first. She said between 2,500 to 5,000 doses "would be what we need in our area, but we'll see what we get." Who gets it firstEmergency care physicians who are treating Covid-19 patients daily and the staff that tests patients for the virus will likely get it first, she said. The FDA, through its vaccine advisory committee, is charged with reviewing and approving the vaccines for safety and effectiveness while the CDC's Advisory Committee on Immunization Practices determines who gets the vaccine and in what order since there will be limited supply in the beginning months. The CDC has recommended in interim guidelines to vaccinate health-care workers first, followed by the elderly, people with underlying health conditions and other essential workers. Young said the university will follow the CDC's plan once those details are finalized. Young, who has also treated Covid-19 patients, still isn't sure when she'll get the vaccine. She said it depends on how many doses the university receives. "We won't know all of the ins and outs about eligibility etc., so we're waiting for that information, as well, but we want to be poised and ready to administer fairly quickly, as soon as we get the vaccine," she said. "What we hope to do is take the lessons learned from this first phase of health-care providers to inform our processes across campus as we bring on other phases." Back-to-Back Earthquakes Are a Reminder: Massachusetts Is on Shaky Ground - Boston magazine Posted: 24 Nov 2020 04:08 PM PST Quakes like the 3.6 magnitude one outside New Bedford can, and will, happen again. Maybe soon. If you're the average Massachusetts resident, earthquakes are probably about the millionth thing on your mind—especially, you know, right now. But after a pair of them shook the South Shore this month—first, a rumbly 3.6 magnitude quake on November 8, followed by a gentler one registering a 2.0 on the Richter scale on Sunday—experts on the geological phenomena hope Bay Staters will take some time to acknowledge the truth: We are not immune to earthquakes up here in the Northeast, we never have been, and another, possibly more powerful one, could always be around the corner. The first earthquake was something of an anomaly. Traced to a spot under Buzzards Bay, it rattled homes in New Bedford, displaced 20 people, and could be felt as far away as Long Island. No one was injured, and property damage was minimal, according to the Massachusetts Emergency Management Agency, which says it documented just a few broken chimneys. But it was among the most powerful quakes ever recorded in the state, and the biggest one seen in the region in a decade, since a magnitude 4.0 quake in Maine in 2010. It may not be the last. "It's just another reminder that we do have the potential for earthquakes here in Eastern Massachusetts," says Dr. John Ebel, seismologist and senior research scientist at Boston College's Weston Observatory. "And any place that you have small earthquakes, there's a potential that a large earthquake could occur." For example, Ebel points to the precedent set in Quebec in 1988, when a 4.7 magnitude quake preceded a much more powerful 5.9 magnitude one a few days later. But before you start conjuring new reasons to panic buy groceries this year, he says it's pretty unlikely we'd see something similar here, and described this month's most recent quake as a fairly run-of-the-mill aftershock that is more or less to be expected. Still, there's always the potential for stronger movement below our feet, and history proves it. Back in the early 1700s, Massachusetts saw two fairly severe earthquakes. The first, in 1727, is believed to have been roughly a magnitude 5.6 and centered around Newburyport and Amesbury. And then in 1755, there was what, by regional standards, could be described as The Big One: a serious quake that's estimated to have been about a magnitude 6.3. Dubbed the Cape Ann Earthquake due to its origin 20 miles off the coast of the North Shore, the incident caused widespread damage to chimneys in Boston, sent piles of bricks clattering onto the streets, and badly deformed the tower atop Faneuil Hall, says Ebel, who in 2019 wrote a book on the region's geological history called New England Earthquakes: The Surprising History of Seismic Activity in the Northeast. We can still hear echoes of that history in our state's building codes, which since 1975 have required that new buildings be constructed to withstand a 6.3 quake. In fact, contractors in the state spend a lot more time thinking about earthquakes than you'd think, and Ebel regularly gives seminars to them about the ramifications of more quakes. Which very much could occur: Earthquakes over the past several decades have been recorded in communities surrounding Boston, such as Littleton, Acton, Chelmsford, and Lowell. There's no reason to believe those areas couldn't see a big quake at some point in the future, and every reason to believe they will. Interestingly, Ebel says that much of the city's wood-built housing (think, the three-deckers emblematic of many Boston neighborhoods) would do particularly well if another Cape Ann Earthquake struck. That's because wood bends and sways in earthquakes. Except in extreme circumstances, or due to other structural flaws like a faulty foundation, they tend not to collapse. Despite all that reassurance, Ebel and other experts say they hope the pair of shaky mornings experienced in New Bedford are a reminder that we should all spend some time preparing for the dangers associated with an earthquake, like, say, heavy objects clattering off of shelves or crummy roofs buckling in the sway. They've been pushing Massachusetts schools to add earthquake readiness to their periodic lesson plans, alongside fire drills, and encourage participation in earthquake awareness campaigns. One example is the annual International Shakeout Day in October, which encourages people to play out an imaginary earthquake scenario in their own homes and identify the safest places to wait out the shaking, such as under a sturdy table. State officials quietly prepare for the worst-case scenario, too. While MEMA does not plan specifically for earthquakes, it includes them among possible incidents in its "hazard planning" protocols, meaning it knows how to set up responses to events that cause widespread damage to homes, like fires or serious storms, according to agency spokesman Chris Besse. He says the state is not on higher alert after this month's quakes, but is ready to respond just as it is for any unforeseeable catastrophe. The state also maintains a list of earthquake safety tips on its website, with advice on what to do before, during, and after an earthquake. Massachusetts, of course, isn't under nearly the same threat as our neighbors out west, particularly in California, where quakes at 3.6 magnitude or above happen every few days. But while Californians are well-versed in earthquake preparedness, we tend not to be. That may be the wrong attitude to have, says Don Blakeman, Colorado-based geophysicist with the U.S. Geological Survey. "These kinds of earthquakes can happen pretty much anywhere at any time," Blakeman says. "I know that a 3.6 is a little larger than what you typically see in Southern New England, but it's not all that unusual seismically." Overall, New England quakes remain sort of a mystery. Scientists have yet to pinpoint the fault lines that might be fueling the region's shaky grounds, even as events like we just saw in New Bedford provide new data to study. And experts certainly can't give us a heads up about when they might happen. So the least we can do is be at least somewhat aware of the threat, however remote it might be. "I can't predict earthquakes any more than anyone else can," Ebel says. "It's a really hard problem, and no seismologist that I know of anywhere in the world has really made much progress. There's been some progress made, but not much. I'm jealous of the weather people. They can look up in the sky, they see the clouds coming in and can say, 'OK, there's a chance of rain.' We can't see down into the earth. We can't see the cracks come. We can't see the earthquakes coming."
