Jewish immigrants who for months now have been unable to enter Germany due to the EU-wide entry ban on third-country nationals introduced amid the Coronavirus outbreak, will now be permitted to travel to the country under the travel ban exemption for humanitarian reasons.
On September 2, the Federal Minister of the Interior, Building and Home Affairs Host Seehofer decided to remove entry restrictions for Jewish immigrants, who mainly come from Ukraine and Russia, enabling them to enter with the requirement of quarantine upon arrival, SchengenVisaInfo.com reports.
“So far, based on the recommendation of the EU Council of June 30, 2020, Jewish immigrants, who mainly come from Ukraine and Russia, have not been able to enter the country. Despite the continued critical infection situation in these countries, the federal government has agreed to extend the exemption for immigrants for humanitarian reasons to include Jewish immigrants,” a press release of the Ministry reads.
It also points out that the decision has been taken due to the importance of the admission procedure, which arose against the background of historical responsibility for the crimes of National Socialism.
The decision has been welcomed by the Central Council of Jews in Germany, which the point of contact for politics at the federal and state level for all issues that affect the Jewish community.
According to Josef Schuster, the President of the Council, many Jews from the Ukraine and Russia have asked the Council to notify the Federal Government of Germany on the difficulties they were facing to enter Germany, despite having taken all necessary steps to obtain the required visa.
“We are very relieved that the federal government reacted quickly and did not let the Jewish immigrants stand in front of the closed door,” President Cobbler said regarding the decision of the Ministry.
Since Germany started easing entry requirements for non-Germans and non-EU citizens, only a narrow list of categories of third-country citizens can enter the country, as follows:
- Residents of Australia, Canada, Georgia, New Zealand, Thailand, Tunisia, Uruguay
- German & EU passport holders
- Third-country nationals who hold a German residence permit
- Foreign students whose studies cannot be carried out entirely from abroad
- Foreign family members arriving by family reunification and visiting trips for urgent family reasons
- Health personnel, researchers and geriatric nursing staff
- Foreign specialists and highly qualified employees, whose employment cannot be postponed or can be carried out abroad
- Transport personnel, including in goods transport
- Agricultural seasonal workers
- Seafarers
- Persons in need of international protection and other humanitarian reasons
- Diplomats, international organizations personnel, military personnel and humanitarian workers in the course of their duties
- Late repatriates
- Passengers in transit traffic
Germany’s exemption of travellers from the entry ban may be similar to the exemption of some countries as Austria, Finland, Switzerland etc. However other countries as Hungary and Norway, have way stricter entry rules in place. That is why the German Presidency of the European Union Council has only recently called on the Member States to apply common cross-border travel restrictions.
Last week, Commission approved a proposal for a Council Recommendation on a coordinated approach to the restriction of free movement, in a bid to unify the EU Member States and the Schengen Area countries in the fight against the pandemic.
