OROVILLE — Butte County announced it has opened a center to assist survivors of the North Complex fires in completing forms for debris removal on properties that were damaged or destroyed in the fire.

Property owners whose homes or other structures burned in the fire are required to sign up for Phase II Debris Removal. They can either sign up for the government program by completing a right-of-entry form by Dec. 15, or if property owners opt to hire a private contractor and consultant, they must sign up for the Alternative Fire Debris Removal Program by completing an application and submitting a work plan to Butte County Environmental Health.

The North Complex Fire Recovery ROE Center, as the county is calling it, is located 78 Table Mountain Blvd. in Oroville and will be open Monday through Friday from 8 a.m. to 5 p.m. Property owners can also call the center directly at 530-552-3210.

According to a press release, Butte County is working with Governor’s Office of Emergency Service and other state and federal agencies to coordinate the removal and handling of household hazardous waste, known as “Phase I,” and the removal of other fire-caused debris, called “Phase II.”

Though Phase I doesn’t require registration from property owners, completion of Phase II entails signing up for one of the two options, either completing the ROE form or signing up for the private Alternative Fire Debris Removal Program.

Completion of the ROE form allows access to private property for debris removal.

The ROE form can be found online at www.buttecountyrecovers.org/ncf-debris-removal-phase-ii/ or at the ROE center or Butte County Library, Oroville Branch, located at 1820 Mitchell Ave. in Oroville. Information on the alternative program can also be found on the aforementioned website.
