New COVID-19 measures are expected to be announced Tuesday morning after Alberta reported more than 1,500 cases for the second day in a row. The government also agreed to an emergency debate on COVID-19 in the house Monday evening. On Monday, the province reported 1,549 new cases of COVID-19, slightly less than Sunday's record of 1,584 cases which was the highest number reported by any province and surpassed Saturday's record by nearly 250. Monday's cases were higher than Quebec's 1,164 and just below Ontario's 1,589. Both provinces have significantly higher populations than Alberta. Alberta's chief medical officer of health Dr. Deena Hinshaw said she would be giving recommendations to the committee Monday afternoon, though she did not say what those would be. "This is like a snowball rolling down a hill, growing bigger and faster and it will continue unless we implement strong measures to stop," said Hinshaw at her Monday press conference. In question period, Health Minister Tyler Shandro said the government would impose public health measures that were narrow, targeted, and would avoid business disruption, urging Albertans to follow public health guidance. "I'm taking it very seriously — we all are around that table. We're going to be deliberating the situation, and we'll be listening to the advice of Dr. Deena Hinshaw," Shandro told reporters in the legislature before question period. Critics have accused Kenney of failing to show leadership throughout the crisis, with #WhereisKenney trending on Twitter in recent days. He is back at the legislature this week after mandatory self isolation as a result of a close contact testing positive for COVID-19. The premier did not make a statement over the weekend about the spike in cases, and last appeared at a briefing virtually 11 days ago when he announced temporary restrictions on group sports, fitness, amateur arts performances, and curfews on restaurant liquor sales and dine-in service. Those restrictions are set to be in effect until Friday. NDP Opposition Leader Rachel Notley, who has been calling for COVID-19 modelling, accused the government of hiding information and said it should at least consider the two-week circuit-breaker lockdown health-care workers have been asking for. "If the government's going to say no, they need to give us the data to say why not," she said. Edmonton Mayor Don Iveson said at a Monday news conference that he looks forward to seeing the province's new restrictions, however the city is also looking at simultaneous regional measures. The City of Edmonton has 4,701 active cases, representing a rate of 460.1 cases per 100,000 people. "We're increasingly hearing a desire from business for some decisive measures that will allow us to do what we need to do to contain the virus so that we can reopen again with confidence after that," said Iveson. On Sunday, more than 300 doctors from across the province signed a letter to Kenney, Hinshaw and Shandro, warning the health-care system has begun a slow collapse and that they see a second lockdown as the only way forward. Edmonton's Dr. Lana Myroniuk, who spearheaded the letter, didn't offer specifics on what she would want that lockdown to look like, but said more widespread restrictions, akin to what the government enacted in the spring, is necessary. "If we keep going at this rate, there's not going to be room for other patients," she said. Hinshaw said that no matter what restrictions are put in place on Tuesday, hospitalization rates will continue to rise. "We know that hospitalizations typically lag behind the rise in cases by about a week to 10 days. So we will absolutely expect to see a continuing rise in hospitalizations and ICU cases over the coming two to three weeks," said Hinshaw. As of Monday, 328 Albertans were in hospital, 18 more than on Sunday. Two additional patients were admitted to intensive care, bringing the total to 62. Almost half of the hospitalizations — 163 — are in the Edmonton Zone, which includes the city of Edmonton and surrounding municipalities. The region has 5,991 active cases. Five COVID-19 related deaths were announced Monday, including a 70-year-old man in the Edmonton Zone. His death is linked to an outbreak at Covenant Care Chateau Vitaline in Beaumont. The other deaths were in the North Zone, Calgary Zone and South Zone. Meanwhile, starting Tuesday contact tracers will not be contacting people who tested positive for COVID-19 more than 10 days ago for a full investigation into where they contracted the virus. Hinshaw said the measure is being enacted to clear the backlog of cases and help tracers focus on the most recent positive cases. Nearly 85 per cent of Alberta's 13,166 active cases had an unknown origin as of Monday afternoon. "The team has not been able to keep up with the current demand," said Hinshaw. "We are left with an incredibly difficult problem to solve. In order to maximize the effectiveness of the team, I have asked AHS to start with the most recently diagnosed cases and work backwards." She said everyone who has tested positive has been contacted, told to isolate and instructed to inform their close contacts of their diagnosis. "These individuals will receive a text message that will notify them to not expect a call and to provide them on guidance on if and when their isolation period has ended," said Hinshaw. Verizon, T-Mobile dominate 5G conversation, AT&T lags - FierceWireless Posted: 23 Nov 2020 08:44 PM PST Moffett Nathanson hosted a 5G event earlier this month, which wasn't open to media, but Craig Moffett posted a lengthy blog with the top takeaways. There were a few things that seemed particularly interesting. The first thing that jumped out was that AT&T chose not to participate. This isn't especially surprising given that AT&T has been largely missing in action from a lot of industry events this year. The carrier often gives the excuse that it's in the middle of various quiet periods, whether it's for its earnings reports, the CBRS auction or the upcoming C-Band auction. But T-Mobile and Verizon have these same quiet periods and still tout their 5G prowess. "We were struck by the degree to which the conversation was framed as a contest between Verizon, with an advantage in millimeter wave spectrum (branded "Ultra-Wideband") and T-Mobile, with an advantage in mid-band spectrum," wrote Moffett. "But what was equally striking was that AT&T's name barely came up. To be fair, AT&T chose not to participate in the Summit, so their own arguments for competitive advantage weren't heard. But it was hard not to conclude that all participants are beginning to see this as a two-horse race." T-Mobile's massive marketing machine has been promoting its "layer cake" strategy of low-band, mid-band and high-band spectrum. Meanwhile, AT&T doesn't have a strong and cohesive marketing message about its 5G. Verizon's fixed wireless access Both Verizon and T-Mobile are pouncing on the opportunity in fixed wireless access (FWA). They're deploying both 4G and 5G technologies for FWA. Verizon first rolled out its LTE Home Internet service in the summer and has quickly expanded it across the country. RELATED: Verizon's LTE fixed wireless access is now available in 48 states At the Moffett Nathanson event, Verizon SVP for Technology Strategy, Architecture and Planning Adam Koeppe said that every 5G node Verizon has deployed is capable of providing mobile and fixed service, and with 800 MHz or more of mmWave spectrum, it has ample capacity to serve both mobile and fixed customers. "Eventually, [Koeppe] expects all of Verizon's 5G Ultra-Wideband markets outside of their FiOS footprint to become 5G Home markets," wrote Moffett. Verizon's goal is to take share from the existing broadband providers, although it obviously won't compete against its own FiOS business. Meanwhile, T-Mobile is jumping on the FWA opportunity, as well. And the carrier has specifically targeted its LTE fixed wireless home internet to locations where AT&T is no longer taking new signups for its DSL service. T-Mobile in the enterprise Now that T-Mobile has acquired the assets of Sprint, the carrier is placing more emphasis on its enterprise aspirations. Wave7 Research analyst Jeff Moore said recently that T-Mobile has been "under-penetrated" in enterprise but the enterprise business from Sprint will give it a boost. "Sprint brings enterprises capabilities that T-Mobile didn't have before," said Moore. "Sprint had backup contracts with the vast majority of the Fortune 500. So I think that explains the initiative we're seeing." Report: Mobile fingerprinting a core tool in US deportations - Minneapolis Star Tribune Posted: 23 Nov 2020 08:44 PM PST BOSTON — A mobile fingerprinting app U.S. immigration agents use to run remote ID checks in the field has become a core tool in President Donald Trump's deportation crackdown, a pair of immigration rights groups say in a new report based on a Freedom of Information Act lawsuit. The 2,500 pages of documents obtained through the 2017 lawsuit show that the app, known as EDDIE, has helped Immigration and Customs Enforcement agents ramp up deportations of migrants not intentionally targeted for removal, the report states. Such people are often detained as "collaterals" picked up in operations aimed at others, the activists say in Monday's report. They say that field use of the app exacerbates racial profiling in immigrant communities. For instance, an internal agency newsletter released with the documents described immigration agents using the app during traffic stops in collaboration with local police in Escondido, California, in 2017. That report credited the operation with "333 illegal alien arrests" in a 12-month period, although it provided scant additional context. Used routinely by U.S. immigration and border agents, mobile fingerprinting figures in a biometric data collection scheme the Trump administration is seeking to broadly expand in its final weeks. A regulation proposed by the Department of Homeland Security on Sept. 11 would formalize the collection of face, iris and palm prints of non-citizens, as well as their DNA, in addition to the fingerprint data now collected. "EDDIE is a way to bypass oversight and accountability," said Paromita Shah of the nonprofit Just Futures Law, which produced the report with the immigrant rights group Mijente. "It allows agents to do the booking, to do the interrogations out of sight, out of the public's view," she said. "And in those places, abuse is most likely to occur." ICE spokesman Mike Alvarez rejected those allegations. He said field use of the mobile app, which is paired with Bluetooth-enabled fingerprint readers, does not replace detention booking at a local office. "There is no way to know" whether its use increases collateral arrests, he said, because the agency doesn't collect such data. The app allows field agents to remotely check fingerprints they collect against those registered in DHS and FBI databases. Courts have questioned federal databases' reliability when used as the sole basis for detention decisions. Under extraordinary pandemic-related powers beginning in March, Border Patrol agents have used mobile fingerprinting devices to assist in immediate expulsions to Mexico without giving migrants a chance to seek asylum. The FOIA lawsuit was brought by the National Immigration Project of the National Lawyers Guild and Mijente, who say the collection and sharing of biometric data by DHS leaves non-citizens vulnerable to both civil rights and data privacy abuses. The EDDIE app accesses a person's immigration history, any outstanding arrest warrants and previous encounters with U.S. law or immigration officers. It collects location data and time stamps and has been used in all U.S. immigration field offices as well as abroad, the documents show. Becca O'Neill, a Charlotte, N.C., immigration lawyer, said ICE agents routinely use the app when pulling over vehicles linked to deportation orders, trying to fingerprint everyone inside. Agents do the same at targeted homes, she said. O'Neill tells migrants they have a constitutional right not to submit to mobile fingerprinting. Alvarez, the ICE spokesman, said it is voluntary. But activists say immigration agents' behavior often contradicts that claim. Immigration officers cannot force their way into homes without a court-issued warrant, so they often use such deceptive tactics as identifying themselves only as "police," immigration activists say. Such behavior can be seen in the Netflix documentary miniseries "Immigration Nation," where EDDIE is seen being used on "collaterals." In its platform, the campaign of President-elect Joe Biden vowed to " undo the damage " of Trump's anti-immigration policies but did not address data-collection issues. Biden's transition team did not reply to requests for comment. Sarah Pierce of the nonpartisan Migration Policy Institute think tank is worried the Trump administration will rush into place the proposed expanded biometric collection rule prior to leaving office on Jan. 20. Developers pay $15M for Miami River mobile home park - The Real Deal Posted: 23 Nov 2020 05:44 PM PST ROVR Development and its partner paid $15 million for a mobile home park along the Miami River. A company affiliated with Raul and Michael Nunez sold the property at 2750 Northwest South River Drive. Raul Nunez is a manager of A+ Mini Storage, according to his LinkedIn account. A+ has 10 locations throughout South Florida. Michael Nunez, president of A+, died earlier this month, according to Inside Self-Storage. The Nunezes bought the property in 2000 for $1.6 million. A company tied to Coral Gables-based ROVR Development received a 66.6 percent interest in the property, while a trust for the Leviant family of New York received a 33.3 percent ownership. ROVR is run by Oscar Rodriguez and Ricardo Vadia. Leviant patriarch Jacques Leviant died at age 96 in 2018, according to an obituary. He founded the ICD Group of companies, what is now a global manufacturer and distributor of specialty materials. The trustees of the Leviant trust are William D. Zabel, founding partner of the firm Schulte Roth & Zabel, and Alexandre J. Leviant, CEO of ICD Group. ROVR and Zabel did not respond to requests for comment regarding plans for redevelopment. The mobile home park, called Paradise, battled with local officials last year, according to published reports. As of September 2019, the park housed 35 mobile homes, and faced code violations including illegal alterations and unsafe conditions. Earlier this year, a partnership involving ROVR closed on a $53 million loan for a high-rise rental tower in downtown Miami that counts retired baseball superstar Alex Rodriguez among its investors. ROVR is also a partner with the Related Group on The District at 225 North Miami Avenue in downtown Miami. More COVID-19 testing needed for senior home staff, B.C.’s advocate says - Mission City Record Posted: 23 Nov 2020 04:08 PM PST As coronavirus cases have risen in B.C. this fall, outbreaks in senior care homes have climbed along with them, with fatal consequences among frail elderly people. B.C.'s worst day so far was Nov. 12, when outbreaks were declared in five care facilities and one hospital, where the sickest residents have to be transferred for ventilation treatment. That brought the total of active outbreak protocols in the health care system to 35, as the rising death total approached 300. B.C.'s Seniors Advocate Isobel Mackenzie says investigation of the second surge of cases has found the weak spot seen in many workplaces, contact between staff members as they come to and from work or take breaks. Now staff are being tested only if they report symptoms, and as more is learned about COVID-19 transmission, another step is needed. "We thought the virus was coming in with staff, being transmitted to residents and then that was how it was being transmitted through the care home," Mackenzie told CFAX radio in Victoria Nov. 23. "What we're learning is that staff are transmitting it to each other as well. That we're great at personal protective equipment between us and our patients, and or the residents, but we're not so great at PPE between ourselves. We don't think of that as much, in the staff room or coming to work together in the same car, or having a chat in the foyer before we report to our different floors." Rapid saliva tests are being used in schools, and they give a result in 30 minutes or less, so they are practical to use every day to stop pre-symptomatic transmission. They are less sensitive than the standard nasal swab sent to a laboratory, but should be used as a first step, with positives kept out of the care home until the second test is complete. Mackenzie said the second surge of the virus is showing community transmission rates much higher than this spring, and levels in the Lower Mainland suggest better protection of the most vulnerable is needed. "If everybody comes on shift, nobody's showing any symptoms, they all think they're free of COVID, right now we're not doing any testing," Mackenzie said.
