On November 3, the Austrian authorities imposed the second lockdown of the country since the start of the Coronavirus pandemic back in late winter this year.
The lockdown, which is set to last until the end of the month at least, has worried many, in particular those who were planning to travel to the country, after months of postponing their plans, whatever they were.
The number of people who can currently enter Austria, with or without restrictions, is very limited. Below, we have explained who can enter Austria amid the second wave of the pandemic.
The list has been established by the Federal Ministry of Social Affairs, Health, Care and Consumer Protection, and the Ministry of Federal Ministry of Climate Action, Environment, Energy, Mobility, Innovation and Technology. It is maintained and updated, according to the need, by both Ministries.
The list has been effective since October 10, and will remain into force until the very last day of this year, while further developments will be observed in the meantime.
Who Can Enter Austria Restriction-Free?
The only travellers who are permitted to enter the territory of Austria without any restrictions, no requirement of quarantine or testing, are passengers who arrive from one of the following countries, and have been to no other country or region in the last ten days before their arrival, except for the ones listed below:
- Australia
- Belgium (except for the regions Brussels Capital Region, Wallonia)
- Bulgaria (except for the regions Blagoevgrad, Burgas, Dobrich, Gabrovo, Jambol, Kardzhali, Montana, Plovdiv, Razgrad, Shumen, Sliven, Smolyan, Sofia, Stara Zagora, Targovishte, Varna)
- Canada
- Croatia (only the regions Brod-Posavina, Istria, Koprivnica-Križevci, Osijek-Baranja, Šibenik-Knin, Varaždin, Zadar)
- Cyprus
- Denmark
- Estonia
- Finland
- France (except for the regions Ile-de-France and Provence- Alpes-Cote d’Azur)
- Germany
- Greece
- Hungary
- Iceland
- Ireland
- Italy
- Japan
- Latvia
- Liechtenstein
- Lithuania
- Luxembourg
- Malta
- Monaco
- Netherlands
- New Zealand
- Norway
- Poland

Can Citizens of Third-Countries Enter Austria Amid the Pandemic?
According to the list above, the only third-country nationals who can enter Austria are the residents of Australia, Canada, Japan, Republic of Korea and Uruguay, who enter Austria from their country of residence or one of the countries listed above and haven’t been in a high-risk region in the last ten days prior to their arrival in Austria.
Other third-country nationals that can enter Austria are those listed below in the list of persons exempted from the entry ban.
Who Is Exempt From the Entry Ban – With Restrictions?
As per those who reach Austria from other countries not listed above, they will be able to enter only if they belong to one of the categories listed below:
- Nationals of Austria, the EU Member States, the United Kingdom, Switzerland as well as persons living in the same household with them
- Members of diplomatic missions and persons living in the same household with them
- The staff of international organizations as well as persons living in the same household with them
- Passengers travelling on business
- Humanitarian workers
- Those travelling for particularly important reasons in the family circle (e.g. weddings, baptisms, birthday parties or visiting a life-partner)
- Foreigners holding a national (D) visa issued by the Austrian authorities, a document issued under the Foreign Policy Act, a document of the right of residence under the Settlement and Residence Act or the Asylum Act
- A person accompanying an ill person receiving treatment at an Austrian hospital
Upon arrival, these persons will need to present a health certificate not older than 72 hours, which confirms that the traveller has taken a molecular biological SARS-CoV-2-test and resulted negative, or can undergo a 10-days quarantine.
The requirements of a health certificate and quarantine will apply only to those reaching Austria from the following countries and regions:
- Albania
- Andorra
- Argentina
- Bahrain
- Bangladesh
- Belarus,
- Belgium (Brussels Capital Region, Wallonia)
- Bosnia and Herzegovina
- Brazil
- Bulgaria (only regions Blagoevgrad, Burgas, Dobrich, Gabrovo, Jambol, Kardzhali, Montana, Plovdiv, Razgrad, Shumen, Sliven, Smolyan, Sofia, Stara Zagora, Targovishte, Varna)
- Chile
- Costa Rica
- Croatia (except regions Brod-Posavina, Istria, Koprivnica-Križevci, Osijek-Baranja, Šibenik-Knin, Varaždin, Zadar)
- Czech Republic
- Ecuador
- Egypt

Those who do not hold a health certificate will need to take a molecular biological SARS-CoV-2-test within 48 hours upon the arrival.
Who Is Exempt From the General Entry Ban – Without Restrictions?
In addition to the exemptions listed above, there is also a list of other exempted persons, who can enter Austria without any restrictions, no matter what their country of origin is, and where they are coming from. The only requirement they need to meet is to prove the purpose of their entry.
These are:
- Those maintaining goods and passenger transport (crews)
- Persons in a repatriation drive/flight (crews)
- Persons travelling for particularly important unpredictable reasons in the family circle in individual cases (e.g. serious illnesses, deaths, funerals, births and the care of people in need of support in emergencies)
- Those travelling to Austria to take care of animals
- Persons who are part of the implementation of a transit drive/flight (crews)
- Transit passengers provided that immediate departure is ensured
- Persons reaching the country for the imperative interest of the Republic of Austria
- Austrian citizens and persons subject to health insurance in Austria or those who have confirmation of treatment issued by an Austrian hospital for medical reasons worth considering
- residents of Austria re-entering after the use of essential medical services abroad
- cross-border workers (except care workers)
- pupils and students
The exemption from the entry ban does not release passenger/crew from foreign immigration entry regulations (i.e. visa).
