NEW YORK, N.Y. -- Mayor Bill de Blasio will decide this week whether New York City can move into Phase 4 reopenings as the city continues to bounce back from the coronavirus pandemic.
De Blasio said Wednesday Phase 4 would be more “complicated” to navigate because some Phase 4 industries had already been determined like sports teams reopening with no audiences and some colleges and universities already announcing they would not hold in-person classes.
But he said he was currently in talks with the state about a way forward on Phase 4 and would make an announcement before the end of the week.
“This one’s a little different from the other ones in that a number of pieces have already been determined, but at the same time, there’s still a substantial amount of activity that needs to be adjudicated, and I know the state is looking at this the same way we are,” he told reporters during a press conference Wednesday.
“We’re looking at this national reality of the uptick and looking at it very soberly. How many states are going through a horrible uptick right now? And we all agreed on the concept in Phase 3 of holding back the indoor dining, so we’ve gotta decide about how we feel about the different pieces of Phase 4, and if we really are ready for Monday or a different approach or a different timeline,” he continued.
New York City is the only region in the state that has not moved into Phase 4 reopening.
Phase 4 industries include the reopening of malls, “low risk” indoor and outdoor arts and entertainment like outdoor zoos, botanical gardens, nature parks, outdoor museums as well as indoor museums, historical sites and aquariums, the reopening of colleges and Pre-K through 12 schools.
De Blasio also indicated it was possible that not all industries would reopen right away in Phase 4.
New York City had been on track to bring back indoor dining this month, but decided to postpone indoor dining after states across the country had seen a spike in coronavirus cases tied to early reopenings and indoor dining.
“These phases I think are thoughtful, but they weren’t handed down on stone tablets on a mountain top, they’re based on what we’re experiencing and we make adjustments as we go along,” de Blasio said.
" … The indoor dining, that’s on hold until a point that we feel is acceptable, we have not put a timeline to that, so we may say for Phase 4, some things are going to float while we figure out what makes sense, but it’s going to be specific to each of the pieces,” he said.
On Wednesday de Blasio also announced that the city would start to bring back its Uniform Land Use Review Procedure (ULURP) and that the city’s Planning Commission would hold remote hearings with the public in August.
The ULURP and city planning process had been suspended since March as the city grappled with the coronavirus pandemic.
