Remdesivir treatment study shows 62% reduction in COVID-19 deaths - danvillesanramon.com

Posted: 16 Jul 2020 12:08 AM PDT

The experimental antiviral drug remdesivir reduced the mortality rate in severely ill COVID-19 patients by 62%, Foster City-based manufacturer Gilead Sciences announced Friday.

The drug received emergency-use authorization on May 1 for experimental and compassionate-use treatment for COVID-19 by the U.S. Food and Drug Administration. The results are promising news in the management of the deadly disease, which has killed 578,000 people worldwide and sickened 13.3 million as of July 14.

The study also found remdesivir is equally effective in patients who are from traditionally marginalized racial and ethnic backgrounds — groups that have seen a higher rate of complications and death due to the prevalence of pre-existing conditions and health care disparities.

Gilead presented its findings during the July 10-11 Virtual COVID-19 Conference as part of the 23rd International AIDS Conference. The mortality and demographic research was part of a larger phase 3 study, which examined the safety and efficacy of remdesivir in severely ill COVID-19 patients receiving five-day and 10-day intravenous doses in hospitals. The preliminary results of the larger study were published in The New England Journal of Medicine in May.

Gilead's comparative analysis in mortality and the larger phase 3 studies reinforces the findings in the National Institute of Allergy and Infectious Diseases' study in hospitalized COVID-19 patients, which showed remdesivir shortened recovery time by an average of four days compared to a placebo. In the NIAID study, patients taking remdesivir trended toward lower mortality compared with the placebo group, but the results did not reach statistical significance (7.1% versus 11.9%), Gilead noted.

The news was also promising for patients of traditionally marginalized races and ethnic backgrounds. In a subgroup study along with the mortality findings, 84% of African American patients, 75% of Hispanic white patients, 67% of Asian patients, 67% of non-Hispanic white patients and 63% of patients who did not identify with any of these groups showed clinical improvements by day 14 during treatment with remdesivir, according to Gilead.

Another study looked at the use of remdesivir and hydroxychloroquine, the anti-malarial drug touted by President Donald Trump. Patients who were treated simultaneously with both drugs fared worse than those treated with remdesivir alone. The recovery rates were 57% for those who received both drugs versus 69% for those who only received remdesivir. The analysis also showed that patients in the hydroxychloroquine-remdesivir group experienced overall higher rates of adverse effects, the study noted.

During the July 10 virtual COVID-19 conference, Gilead also presented analyses of its "compassionate use" program, which provides the drug in hospital settings to select groups of patients. The data showed that 83% of pediatric patients and 92% of pregnant and postpartum women with a wide range of COVID-19 severity recovered by day 28.

Among pediatric patients and pregnant and postpartum women in the compassionate-use group, the vast majority of those who were on supplemental oxygen improved by day 28, with 73% discharged from the hospital; 12% that remained hospitalized but no longer needed extra oxygen and 4% that died.

Drilling down deeper, of the 39 pediatric patients who required mechanical ventilators, 80% of these critically ill patients recovered; of the 38 pediatric patients not requiring invasive ventilation, 87% recovered.

Among the 86 pregnant and postpartum women treated with remdesivir in the compassionate use program, 96% of pregnant and 89% of postpartum women achieved improvement in their oxygen-support levels. Pregnant and postpartum women who had more severe illness achieved similarly high rates of recovery, at 93% and 89%, respectively.

Gilead also announced on July 8 that the company is working on developing an inhaled solution of remdesivir for outpatient treatment.

YouTube is bringing HD video quality back in India on mobile - The Next Web

Posted: 15 Jul 2020 11:44 PM PDT

When the coronavirus pandemic started, a bunch of streaming platforms in India started to restrict their video quality to a maximum resolution of 480p on mobile devices, as a way to reduce network congestion when other crucial services might need more bandwidth. YouTube was probably the biggest platform of those who did so.

Now, thankfully, the platform has restored the ability to watch videos in 1080p on mobile in India. My colleague Abhimanyu and I tested this on a couple of Android and iOS devices, and we can confirm that HD video quality is indeed back.

At the moment, you can access these videos in HD through your Wi-Fi connection. However, YouTube seems to be restricting video quality to 480p on mobile data.

HD video quality option on YouTube mobile app in India

Abhimanyu said that some older videos weren't available in HD quality on his device. It's possible that Youtube's just rolling this out slowly.

We've reached out to Google for more details, and we'll update the story if we hear back.

A report from Medianama published suggested that while Netflix India lifted its bitrate limits last month.

Ivanka Trump defends Goya post that watchdogs call unethical - KSAT San Antonio

Posted: 15 Jul 2020 11:08 PM PDT

WASHINGTON – Ivanka Trump on Wednesday defended tweeting a photo of herself holding up a can of Goya beans to buck up a Hispanic-owned business that she says has been unfairly treated, arguing that she has "every right" to publicly express her support.

Government watchdogs countered that President Donald Trump's daughter and senior adviser doesn't have the right to violate ethics rules that bar government officials from using their public office to endorse specific products or groups.

These groups contend Ivanka Trump's action also highlights broader concerns about how the president and those around him often blur the line between politics and governing. The White House would be responsible for disciplining Ivanka Trump for any ethics violation but chose not to in a similar case involving White House counselor Kellyanne Conway in 2017.

White House chief of staff Mark Meadows told reporters accompanying the president to Atlanta on Wednesday that he doubted Ivanka Trump would face any repercussions.

Goya became the target of a consumer boycott after CEO Robert Unanue praised the president at a Hispanic event at the White House last Thursday.

Trump tweeted the next day about his "love" for Goya, and his daughter followed up late Tuesday by tweeting the photo of herself holding a can of Goya black beans with a caption that read, "If it's Goya, it has to be good," in English and Spanish.

Almost immediately, government watchdogs and social media commentators accused Ivanka Trump of violating ethics rules — an issue that was not addressed in a White House response statement that blamed the news media and the culture of boycotting certain views.

"Only the media and the cancel culture movement would criticize Ivanka for showing her personal support for a company that has been unfairly mocked, boycotted and ridiculed for supporting this administration — one that has consistently fought for and delivered for the Hispanic community," White House spokesperson Carolina Hurley said in an emailed statement.

"Ivanka is proud of this strong, Hispanic-owned business with deep roots in the U.S. and has every right to express her personal support," Hurley said.

Ivanka Trump sent the tweet from a personal Twitter account that does double duty chronicling her work on various White House initiatives.

Trump himself appeared to back up his daughter Wednesday by posting a photo on his Instagram account showing him in the Oval Office in front of various Goya products arrayed on his desk. As president, Trump is exempt from many of the rules that federal workers must follow.

Walter Shaub, former director of the Office of Government Ethics, said on Twitter that the tweets and photos amounted to "an official campaign by the Trump administration to support Goya, making it all the more clear that Ivanka's tweet was a violation of the misuse of position regulations."

Shaub left government in 2017 after clashing with the Trump administration over ethics rules.

Citizens for Responsibility and Ethics in Washington said the rules are clear.

"The ethics rules for executive branch employees say that you can't use your official position to promote a private business," said Noah Bookbinder, executive director of CREW. "It's pretty clear that the context in which this came out is that Goya had been supportive of the Trump administration and the Trump administration was being supportive of Goya."

Craig Holman, the Capitol Hill lobbyist for Public Citizen, said the episode was reminiscent of a 2017 incident when, during a nationally broadcast cable TV interview, Conway urged Trump supporters to buy Ivanka Trump's clothing and accessories after Nordstrom dropped the fashion line. The White House later said Conway had been "counseled" about her comments.

Holman argued that Ivanka Trump's action was less of a mistake given the Conway incident.

"They decided to violate federal law thinking that it will benefit them politically," he said. Trump is looking to improve his standing with Latino voters before November's election. He won the votes of about 3 in 10 Latino voters in 2016.

Meadows defended Ivanka Trump. "I don't know from my standpoint I see this as a huge promotion of Goya Foods as much as it is expressing appreciation for someone who is willing to show great political courage," the White House chief of staff said.

The president often blurs the lines between politics and governing.

Trump used a speech Wednesday at a UPS facility in Atlanta on environmental permitting to rail against allowing mail-in voting for the November election and against Democratic rival Joe Biden. He also used a Tuesday news conference in the White House Rose Garden, where presidents traditionally have refrained from politics, to lash out at Biden.

Last year, Trump floated the idea of hosting a 2020 summit of world leaders at his private, for-profit golf club near Miami, but backed down after a bipartisan outcry over the conflict of interest.

Separately Wednesday, CREW filed a complaint with the Office of Special Counsel, an independent federal investigative and prosecutorial agency, against Meadows. The group alleges that Meadows violated the Hatch Act during recent television interviews in which he advocated for Trump and against Biden. The Hatch Act prohibits government officials from using their positions to influence political campaigns.

The Office of Special Counsel said it could not comment beyond acknowledging receipt of the complaint. The White House did not respond to a request for comment.

WATCH: Rocket goal for El Tri’s Jimenez is 17th of Premier League season - ProSoccerTalk

Posted: 15 Jul 2020 10:42 PM PDT

Mexican star Raul Jimenez scored his 17th goal of the Premier League season in emphatic fashion.

His venomous volley gave Wolves a lead in their 1-1 draw with Burnley at the Molineux Stadium on Wednesday.

[ MORE: Premier League stats ]

Jimenez, 29, was quick on and off his feet to capitalize on a loose ball.

Matt Doherty's speculative shot bounded off the leg of James Tarkowski and onto the path of Jimenez, who tore into a volley from inside the 18.

Jimenez now has 26 goals in 52 appearances this season across all competitions, adding 10 assists in what is one of the finest performances from an El Tri player in club history.

Up until the recent rise in forms of Christian Pulisic and Alphonso Davies, Jimenez has unequivocally been the best North American player in the world. He's still got that going for him for now, which is nice.

It's not insane to call Arsenal's latest triumph a bit of an "oops" win.

Arsenal beat Liverpool 2-1 on Wednesday at the Emirates while seemingly utilizing a second-choice lineup while preparing for Saturday's FA Cup semifinal versus Manchester City.

Alexandre Lacazette and Reiss Nelson starred in a first-half sequence that gave Arteta a very nice win for his Arsenal managerial resume, coming back from Sadio Mane's early goal in North London.

ARSENAL – LIVERPOOL FULL MATCH REPLAY

"I was worried after 1-0 how we would react," Arteta said after the game. "We were able to pick one moment and believe again. … The gap between the two teams today is enormous. We can not improve it in two months, but the accountability, the fight is now equal and I am very proud of that. The rest will take some time."

[ MORE: Premier League summer schedule ]

Arteta was clearly happy with the result despite Liverpool's continued pressure on the Gunners' goal (Goalkeeper Emiliano Martinez had a wonderful day).

You could call it the perfect tonic for a North London Derby loss.

"In terms of energy and happiness in the dressing room before the semi-final, it's a good medicine," he said. "To beat this team you have to have moments in the game when you take your chances, defend and have a bit of luck."

Virgil van Dijk doesn't want to hear the easy excuses after rare mistakes from Alisson Becker and Van Dijk helped Arsenal beat Liverpool 2-1 to stop the Reds' dreams of a 100-point season.

Liverpool was controlling the early stages at the Emirates Stadium and led on a Sadio Mane goal when Van Dijk flubbed a back pass to set Alexandre Lacazette on his way to an equalizer.

[ MORE: Premier League stats ]

Moments later, Lacazette darted into the right flank to steal a blind Alisson pass. The Frenchman found Reiss Nelson for a 2-1 lead that went the distance.

"Until then there was nothing wrong, we played very well. So it's easy to blame us having the title but until I made the mistake there was nothing wrong."

It is an easy excuse but it also likely holds a lot of truth. Teams that clinch the PL title early have historically struggled down the stretch, aside from Pep Guardiola's 2017-18 juggernaut that set the league record for points with 100.

Liverpool could've caught or passed that City team had it managed a draw or win on Wednesday. Klopp and Van Dijk would love to believe their team is above the historical flaws of other great teams but that's just illogical.

Klopp puts it down to mistakes and an inability to finish any number of chances on a day Arsenal keeper made eight saves including an incredible palm stop in injury time.

"Twice, a massive lack of concentration, we took a break after 1-0, especially in the first half before the goal, we were just brilliant, we had 24-3 shots, that's incredible but these two moments killed the game for us. … We were constantly dominant. It was a good game. Arsenal, they were there in two situations, I am not sure they forced them but they were there and they used them."

Liverpool can now max out at 99 points if it beats Chelsea and Newcastle United to finish the season.

The Premier League is back a three month suspension due to the coronavirus pandemic. Below you will find a reminder of the Premier League standings as we get back to business.

[ MORE: Latest PL TV schedule ]

With three matchweeks remaining in the 2019-20 Premier League season, there is plenty to play for up and down the league and the standings are extremely tight.

Liverpool have wrapped up the Premier League in stunning fashion over Man City, with the reigning champions and current second-place side eager to focus on cup competitions.

Three of the top four should stay there unless Leicester City's form dips considerably, but the race for fourth and fifth should be fierce. We now know that fifth is NOT a Champions League place after Man City's appeal over its European ban was successful That makes things even tighter.

[ VIDEO: Premier League highlights

There are still so many teams fighting for the Champions League and Europa League spot, with plenty of Premier League clubs still have their European hopes in the balance.

The action is going to come fast and often, with the league putting together a staggered schedule of kickoff times that will make matches even more of an all-weekend affair.

Below are the Premier League standings in full, as we will updated them throughout the remainder of the 2019-20 season.

Fact check: Peter Navarro's claims about Dr. Anthony Fauci are misleading, lack context - USA TODAY

Posted: 15 Jul 2020 10:08 PM PDT

WASHINGTON – Peter Navarro, a senior trade adviser to President Donald Trump, has taken aim at Anthony Fauci, the nation's top infectious disease expert and a member of the president's coronavirus task force.

Navarro wrote an opinion piece in USA TODAY that was initially published Tuesday night – and then the next morning in print – as an "opposing view" to a newspaper editorial that hailed Fauci a "national treasure" and that said efforts by President Donald Trump or his team to muzzle Fauci would be hazardous.

Bill Sternberg, USA TODAY's editorial page editor, said editors approached Navarro about writing the opposing view. The newspaper has a tradition of offering opposing views to its editorials. Some of the comments Navarro made echoed ones he had made earlier about Fauci.

The White House, which had not repudiated Navarro's earlier comments, sought to distance itself from Navarro's opinion piece, with director of strategic communications Alyssa Farah writing on Twitter that it was "the opinion of Peter alone." Trump has insisted he has a "very good relationship" with Fauci but has also criticized him. However, on Wednesday Trump said of the Navarro piece, "he shouldn't be doing that."

More: All of USA TODAY's fact checks

The following is a fact check by USA TODAY on what was written by Navarro, who directs the White House Office of Trade and Manufacturing Policy.

NAVARRO CLAIM: Dr. Anthony Fauci has a good bedside manner with the public, but he has been wrong about everything I have interacted with him on.

In late January, when I was making the case on behalf of the president to take down the flights from China, Fauci fought against the president's courageous decision – which might well have saved hundreds of thousands of American lives.

FACTS: Trump and his supporters have touted the restrictions on travel from China as a travel ban but the move stopped short of that. As Health and Human Services Secretary Alex Azar told reporters Jan. 31, the country was denying entry to foreign nationals, "other than immediate family of U.S. citizens and permanent residents, who have traveled in China within the last 14 days."

In addition, experts said there isn't enough data to conclude the restrictions made a significant difference. A study in the Journal Science found the various travel limitations across the globe helped slow the spread of the pandemic but more was needed to contain it.

In fact, on Jan. 24, a week before the implementation of travel restrictions, the first two COVID-19 cases were confirmed in the U.S. from travelers who had returned from Wuhan, China, where the outbreak is suspected of originating. Although Fauci and other public health officials were initially skeptical of travel bans because of concerns that they might limit the movement of health professionals, he later backed the decision.

COVID-19: How the South and Southwest became the global epicenter of the pandemic

NAVARRO CLAIM: When I warned in late January in a memo of a possibly deadly pandemic, the director of the National Institute of Allergy and Infectious Diseases was telling the news media not to worry.

When I was working feverishly on behalf of the president in February to help engineer the fastest industrial mobilization of the health care sector in our history, Fauci was still telling the public the China virus was low risk.

FACTS: There's no evidence of a large-scale effort by the Trump administration to mobilize supplies for the pandemic as early as February, although experts contend that a forceful response then would likely have limited the spread and saved lives.

Trump said little in public about the virus during that time period and downplayed the threat. On Feb. 10, he predicted that the coronavirus would be gone by April when the weather gets warmer and said the virus will "miraculously" go away.Congress passed the first meaningful spending bill to address the crisis March 4 – an $8.3 billion package to ramp up testing that was more than triple the amount the White House initially requested.

And it wasn't until March 13 that Trump declared a national emergency.

In a meeting with the USA TODAY editorial board on Feb. 17, Fauci did say the risk for Americans appeared "relatively low" but he warned that could change and officials needed to be prepared.

"As of today, on the 17th of February, the risk is really relatively low," he said. "But we, the public health officials, have to take this seriously enough to be prepared for it changing and there being a pandemic."

More: Attacks on Fauci reflect Trump's problem of what to do about high-profile adviser with a penchant for straight talk

NAVARRO CLAIM: When we were building new mask capacity in record time, Fauci was flip-flopping on the use of masks.

FACTS: From the outset, Fauci said people who were contagious should wear masks but, like others and consistent with the  Centers for Disease Control and Prevention and the World Health Organization, did not say everyone should wear masks, even if they didn't have symptoms. On Feb. 17, weeks before the coronavirus was declared a pandemic, Fauci told USA TODAY that "in the United States, there is absolutely no reason whatsoever to wear a mask."

At the time, testing was almost non-existent and the nature of the virus was still being determined. Fauci has since said that part of the reason for his position was to tamp down a public rush that would have further exacerbated a shortage of masks. On Feb. 29, Surgeon General Jerome Adams tweeted that people should "STOP BUYING MASKS" because they had not been shown to be effective in preventing the general public from getting the virus and a rush to buy them was leaving healthcare providers without them.

More recently, Fauci and other public health experts have been urging mask-wearing as a means to help prevent the spread of the virus – while continuing to urge frequent hand washing and social distancing..

More: Wearing a mask doesn't just protect others from COVID-19, it protects you from infection, perhaps serious illness, too

NAVARRO CLAIM: And when Fauci was telling the White House Coronavirus Task Force that there was only anecdotal evidence in support of hydroxychloroquine to fight the virus, I confronted him with scientific studies providing evidence of safety and efficacy. A recent Detroit hospital study showed a 50% reduction in the mortality rate when the medicine is used in early treatment.

FACTS: Most medical studies have shown hydroxychloroquine, an anti-malarial drug, not only to be generally ineffective against COVID-19 but to also pose harmful side effects.  The Food and Drug Administration warns on its web site that those threats include serious heart rhythm problems and other safety issues, including blood and lymph system disorders, kidney injuries, and liver problems and failure.

The Henry Ford study Navarro refers to has been criticized by a number of medical experts because patients who benefited also were given a steroid known to help those suffering from the infection and because the study was observational..

NAVARRO CLAIM: Now Fauci says a falling mortality rate doesn't matter when it is the single most important statistic to help guide the pace of our economic reopening. The lower the mortality rate, the faster and more we can open.

FACTS: In a July 8 press conference with Sen. Doug Jones, D-Ala., Fauci described the declining death rate as a "false narrative  (because) there's so many other things that are very dangerous and bad about this virus. Don't get yourself into false complacency."

The death rate began declining in mid-April but has been ticking up again recently, a result of a surge in cases across Sun Belt states such as Florida, Texas and Arizona – an increase Fauci and other medical experts cited as a risk.

In addition, while treatments have helped lower the death rate, doctors are finding that the virus carries long-term complications for a significant percentage of patients, especially those with underlying conditions.

MoneyLion Launches RoarMoney Account With Contactless Mobile Wallet - pymnts.com

Posted: 15 Jul 2020 09:44 PM PDT

MoneyLion, the New York-based mobile bank, announced the launch of RoarMoneySM, a demand deposit account powered by MetaBank N.A. with Mastercard as its exclusive card network.

RoarMoney promises faster access to customer funds and secure contactless payment options. It features two-day early paydays, mobile wallet capabilities, funding options, near real-time transaction alerts and advanced cybersecurity, the company said in a Wednesday (July 15) press release.

In addition, RoarMoney users also get access to zero-percent instant cash advances up to $250, and personal finance tools, including MoneyLion's Financial Heartbeat, a weekly spending report.

RoarMoney is priced at $1 a month, with no account minimums and no hidden fees, according to the release.

Mastercard is collaborating with MoneyLion to offer contactless payments, identity theft protection and price Protection, which allows customers to receive a refund of the difference of up to $250 if they find a lower price within 90 days of an eligible purchase.

"With RoarMoney, we've completely reimagined the mobile banking experience by going above and beyond what consumers expect from their banks," MoneyLion CEO Dee Choubey said in the announcement. "While RoarMoney can be used as a standalone bank account, it's designed to be its most powerful when used in conjunction with our lending and investing products."

Customers can set up recurring transfers from their RoarMoney account into their MoneyLion Investment account, which offers investment portfolios with no minimums or asset-based management fees, Choubey added.

"MoneyLion shares our mission of providing consumers with greater financial access, making our partnership a natural fit," Mastercard Executive Vice President, Digital Partnerships Sherri Haymond said in a statement. "We value MoneyLion's commitment to providing its members with powerful tools to help them take control of their financial lives, and we're excited to build upon our partnership to deliver top-of-the-line financial services."

In an interview with PYMNTS earlier this year, Choubey said the FinTech traces its roots to providing financial access to 90 million Americans. Among the digital banking membership's offerings are fee-free checking accounts, cash advances, fully managed investment accounts and help for consumers in building their credit profiles.

Last month's edition of the Next-Gen Debit Tracker outlined how financial services providers are paying attention to consumers' changing needs so that they can best support them.

This includes offering many services digitally that they may have conducted in person to avoid potentially spreading or catching the coronavirus.

In addition, it means adjusting offerings to help consumers who are coping with job losses and supporting those seeking to build up financial buffers against potential future crises, according to Tim Hong, chief product officer at digital banking and investment services at MoneyLion.

New PYMNTS Study: Subscription Commerce Conversion Index – July 2020

Staying home 24/7 has consumers turning to subscription services for both entertainment and their day-to-day needs. While that's a great opportunity for providers, it also presents a challenge — 27.4 million consumers are looking to cancel their subscriptions because of friction and cost concerns. In the latest Subscription Commerce Conversion Index, PYMNTS reveals the five key features that can help companies keep subscribers loyal despite today's challenging economic times.

疫情下外賣快餐的建議- 有營人生NUTRILICIOUS - AM730

疫情下外賣快餐的建議

news-images

Trump is running out of time to craft an economic agenda for reelection as Biden gains ground - CNBC

WASHINGTON — There is one outlier amid all the gloom of President Donald Trump's cratering poll numbers this summer: Public approval of his handling of the economy.

According to Real Clear Politics' polling average, voters currently disapprove by double digits of Trump's response to the coronavirus pandemic, his handling of foreign policy and the general direction of the country. When it comes to the economy, though, even in the midst of a historically rapid recession and an unemployment rate of 11%, Trump remains above water.

But even that edge is disappearing, with just under four months until Election Day. New polling released Wednesday by CNBC/Change Research found that only 46% of likely voters approved of Trump's handling of the economy, versus 54% who disapproved.

The poll also showed a dramatic shift over the past two weeks in how independent voters grade the president's handling of the economy. In late June, the same poll showed Trump's economic approval ratings underwater by eight points with independents. Two weeks later, that deficit had swelled to a 28-point deficit, with 64% of independents telling pollsters they disapprove of how Trump is handling the economy.

Biden and his campaign strategists know the economy is Trump's traditional strong suit. So they're moving quickly to do something about it, by releasing a series of plans. The first is a "buy American" platform that takes the fight to Trump's economic nationalist turf. The second, released on Tuesday, is a green jobs plan.

So far, Trump has struggled to respond to them. After the buy American plan was released last week, Trump claimed that Biden's proposal ripped off his own policies while also going too far left. Following Biden's Tuesday event, Trump convened the White House press and spent more than an hour reading a list of Biden's proposals aloud, inadvertently drawing more attention to his opponent's agenda than his own.

Trump's mixed-up messages are not isolated examples of the president getting caught flat-footed. Instead, they reflect a broader failure throughout Trump's political universe to craft an economic platform for the president to run for reelection on.

Such a plan could come from Trump himself, much like the bulk of his 2016 campaign economic platform did. Alternatively, it could be spearheaded by top White House economic advisors, like the massive 2017 Trump tax cut bill was.

The third option is that an economic platform for Trump could come out of his reelection campaign itself. As recently as late May of this year, top strategists for Trump's campaign were reportedly working with the White House on an overhaul of the GOP's official platform to better fit Trump's priorities.

"As a Republican, economic messaging is your bread and butter," said Christine Matthews, a Republican pollster who has closely studied what messages resonate most with moderate Republicans and independent voters.

Republicans "might not always have the best answers on, say, the environment, but the economy is where they run the tables," Matthews said. Given that the public still gives Trump relatively high marks on economic policy, "why would you not embrace that, and run into that?"

But with just over 100 days to go before Nov. 3, time is running out for Trump to chart an economic course for his reelection effort.

Trump prefers culture wars

Trump has always approached economic policies not as part of a grand vision, but as a way to deliver on specific campaign promises he made to his supporters in 2016: Tax cuts, trade wars and deregulation. Taken together, these tactics came to define Trump's first-term economic agenda.

This time around, Trump is furious that, as he sees it, the coronavirus pandemic "stole" the prosperous economy that was his surest path to reelection. Determined to move on from the pandemic, Trump insists he and his administration have "done a great job," despite the current explosion of daily infections.

The closest Trump has come in recent months to laying out a second-term economic agenda was part of a response he gave earlier this month to his friend and Fox News host Sean Hannity.

"What's your second-term agenda?" Hannity asked Trump in a phone interview.

After first pledging to "defeat the invisible enemy," one of the terms he uses for coronavirus, Trump said: "We are going to rebuild the economy, we're going to bring back jobs from all of these foreign lands that have stolen our jobs on horrible trade deals. We are going to continue to make great trade deals." At that point, Trump pivoted from the economy to the border wall.

Given exchanges like that one, it's easy to see why Trump might prefer to focus on culture-war issues such as the Black Lives Matter protests and the removal of Confederate monuments.

"Our nation is witnessing a merciless campaign to wipe out our history, defame our heroes, erase our values, and indoctrinate our children," Trump said in a speech at Mount Rushmore over the Fourth of July that offered a preview of how he plans to frame the election.

Earlier this month, Trump attacked a recent decision by NASCAR to ban the Confederate flag at races, and he demanded that Bubba Wallace, the league's only full-time Black driver, apologize after NASCAR officials investigated a noose found in Wallace's garage.

Trump has hosted official White House events featuring police officers, called racial justice protesters "thugs" and encouraged violent responses to peaceful demonstrations. He signed an executive order increasing the penalty for vandalizing federal monuments in response to the toppling of statues featuring slave owners and Confederate generals.

On Tuesday night, Trump tweeted: "You & your children won't be SAFE in Biden's America, and neither will anyone else!"

For Trump, this is all part of a wide-ranging effort to style himself as the candidate of "law and order," and Democrats as the party of lawlessness, crime and mayhem. Yet several Republican donors and strategists say Trump's pivot to law and order is a mistake, one that risks alienating voters the party needs if it hopes to build a winning coalition in November.

"Trump's a businessman first and foremost, and focusing on the economy is a pillar of Trump's success, along with judicial appointments and his America First agenda," said Dan Eberhart, a Texas-based Republican political donor and a Trump supporter.

"This recent pivot to law and order and culture wars is ill-conceived and will ultimately not convince the pursuable centrist voters Trump needs to defeat Biden," Eberhart told CNBC. "Though it was just launched, it's already time for a U-turn."

"The voters Trump is losing right now are white, college-educated men, the ones who actually respond best to economic messaging," said Matthews, the Republican pollster.

She explained that for the past four years, white college-educated men have been able to justify supporting Trump by ignoring his divisive and racist rhetoric in favor of pointing out how great his economic policies are.

"They'll say, 'Well, he tweets too much,' or 'I don't really agree with some of the things he says,' but then they always come back around to, 'Well, he's great on my taxes and my 401(k)s and my investments,'" she said.

"But now, by doubling down on this culture-war stuff and refusing to provide an economic road map for a second term, Trump is making it so that these same white, college-educated men can't claim anymore that they support Trump because they like his economic plans," she added. "He's forcing them out of his coalition by leaving them nothing to hold up as a reason to vote for him. "It's 'you're either with me for the culture wars, or there's nothing here for you.'"

Any potential Trump campaign U-turn would also be made more complicated by the president's ongoing refusal to fully address the deadly threat posed by the coronavirus.

"Trump can't really have a positive economic message until he gets a handle on the pandemic. But he lives in his own thought bubble, with magical thinking like that the virus is going to just disappear on its own, or that parents shouldn't worry about their kids getting sick," Matthews said.

"Out here in the real world, no one wants to do magical thinking about their kids and their health and their family's health," she added.

Confusion and division

Another potential source of ideas for Trump's economic platform is his economic team at the White House, which has taken the lead on implementing Trump's first-term economic priorities.

But there are problems here, too.

There is an exodus underway among key members of Trump's economic team. In the past month alone, a half-dozen staffers have either left their positions or announced plans to leave. The most high-profile departure was that of Kevin Hassett, a former chairman of the White House Council of Economic Advisors who had returned to help oversee the coronavirus economic recovery plans.

Another significant departure was that of Bimal Patel, who served as assistant treasury secretary for financial institutions until the end of June. Most recently, Patel was the chief liaison between the Treasury Department and the thousands of banks and credit unions that made individual Paycheck Protection Program loans to small businesses. Should there be a second round of PPP loans later this summer, Patel will no longer be there to oversee the lending side of the massive program.

The rise in White House departures "reflects a great deal of confusion about the path going forward by the Republican economists there and the terrible situation we find ourselves in," said Bill Hoagland, a senior VP at the Bipartisan Policy Center, to the Washington Post. "It's a high level of frustration, especially at the career staff level."

Biden's rollout last week of his "buy American" plan highlighted some of the tensions inside the White House economic team. Specifically, the plan revived speculation about the fate of a proposed executive order to shift pharmaceutical and medical supply production back into the United States. Drafted several months ago by hawkish White House trade advisor Peter Navarro, the executive order stalled after it encountered opposition from the more laissez-faire faction within Trump's economic team.

It didn't help that Steve Bannon, Trump's former advisor, publicly praised the Biden plan, noting that the vice president "has very smart people around him, particularly on the economic side."

Another symptom of the dysfunction within the White House economic team is the failure so far to lay out a comprehensive plan, or even a set of consistent principles, to guide the federal response to the economic devastation wreaked by the coronavirus pandemic. Instead, the administration has reacted to historic job losses and business closures with a series of ad hoc recovery bills, the fourth of which will be debated in Washington this month.

With a week or so left before negotiations begin in earnest, it remains unclear where the president stands on key issues in the next round of funding, such as another round of small business loans. Congressional negotiators have also previously complained of conflicting messages coming from different White House advisors.

Trump has signaled that he favors more direct payments to individuals. Yet most experts chalk this up to election-year considerations, rather than to any specific idea that Trump has about how to address the pandemic's ongoing economic fallout.

With the White House focused on more immediate problems, the task of crafting a cohesive economic message for the president would typically fall to the campaign, whose leaders bear responsibility for making sure that the issues important to voters don't get lost amid the daily news cycles.

But so far Trump's campaign team has not produced a forward-looking economic plan.

No movement from the campaign

Given the Trump campaign's well-known emphasis on digital fundraising, data and organizing, one might think staffers would also prioritize keeping the Trump campaign reelection website up-to-date.

On the contrary, it looks as if it's been at least a year since the Trump campaign updated the bullet points on its "Economy and Jobs" issue page. Other Trump issue pages, including those for hot-button issues such as "Law and Justice" and "Health Care," are equally skimpy and out of date.

CNBC reached out to the Trump campaign to ask whether there was somewhere else on the website that had a more up-to-date list of Trump's accomplishments or maybe even a second-term agenda.

In response, deputy national press secretary Ken Farnaso emailed CNBC a boilerplate statement the campaign had previously given to other news outlets when they asked about Trump's campaign agenda.

The statement read, in part: "The best is yet to come. Whether it be keeping taxes low for Americans, renegotiating failed trade deals like NAFTA, protecting and enforcing immigration laws, creating an economic renaissance with record low unemployment rates, or strengthening our military, 'Promises Made, Promises Kept' isn't just a motto, it's a bold track record of success."

Democratic U.S. presidential candidate and former Vice President Joe Biden speaks about the U.S. economy during a campaign event at McGregor Industries, a metal works plant that manufactures stairs and stair railings, in Dunmore, Pennsylvania, July 9, 2020.

CNBC also reached out to the Biden campaign for this story. Trump's "presidency has thrown American manufacturing into a recession, killed tens of millions of jobs, and sent the strong economy he inherited from the Obama-Biden Administration into a full-on meltdown," said Biden's director of rapid response, Andrew Bates. "Joe Biden's vision for reinvigorating American industry, building our economy back better, and restoring the middle class is the antithesis of Donald Trump's failures."

One reason the Trump campaign's lack of an economic message is particularly galling, say Republicans, is because it would be so easy to put one together.

"Even though the economy is struggling, there's still room for a positive economic message this year," said Matthews, the founder of Bellwether Research and Consulting in Alexandria, Virginia. Unlike 2008, she said, when the housing collapse tore through middle-class communities, "many white-collar workers are doing OK, and their jobs are not in jeopardy."

Matthews also pointed out that the stories behind the trillions of dollars in coronavirus recovery funds Republicans have already distributed this year basically amount to ready-made campaign ads for GOP candidates.

Eberhart, who is CEO of Canary LLC, one of the nation's largest oilfield services providers, said much the same thing as Matthews.

"I wish Karl Rove would tap [Trump campaign manager] Brad Parscale on the shoulder and tell him to highlight the businesses that have been helped by the PPP," he said.

Right now, he added, "You've practically got to use a magnifying glass to find 'feel good' stories of jobs the PPP has helped save."

A message about how the GOP is helping small businesses would also transfer easily to down-ballot races, where it could benefit vulnerable Senate incumbents.

"There's no message better for an incumbent than what they're doing to help their constituents economically," said Matthews.

Ivanka Trump tweets support for Goya Foods amid boycott campaign - Reuters India

Posted: 15 Jul 2020 09:08 PM PDT

July 15 (Reuters) - U.S. presidential adviser Ivanka Trump took to Twitter on Tuesday to support Goya Foods after the largest Hispanic-owned U.S. food company became the target of a social media boycott campaign sparked by its CEO's effusive praise for President Donald Trump.

"If it's Goya, it has to be good," Ivanka, daughter of Donald Trump, tweeted the company's slogan in English and then repeated it in Spanish on Tuesday night.

Ivanka's tweet, in which she is seen holding a can of Goya's black beans, garnered over 35,000 retweets and 62,000 likes in little over 4 hours.

However, her comments could violate government ethics rules prohibiting the use of public office to endorse products or advance personal business gains. The U.S. Office of Government Ethics did not immediately respond to Reuters' request for comment.

White House adviser Kellyanne Conway was criticized in 2017 after she appeared to break similar federal ethics rules when she said on television that Americans should "go buy Ivanka's stuff."

The White House did not take any disciplinary action against Conway even after calls from the ethics watchdog.

In an interview with Fox News last week, Conway decried the Goya Foods controversy. "It's just a shame that people make everything so politicized, including food," she said.

The hashtags #Goyaway and #BoycottGoya trended on Twitter after Robert Unanue, chief executive officer of the New Jersey-based company, appeared with Trump at the White House on Thursday for the signing of an executive order creating an advisory panel aimed at spurring Hispanic prosperity.

"We're all truly blessed at the same time to have a leader like President Trump who is a builder, and that's what my grandfather did," Unanue, who is the third generation of his family to run the business, had said.

Trump himself weighed in on the dispute late on Friday, writing on Twitter simply: "I LOVE @GoyaFoods!" (Reporting by Shubham Kalia in Bengaluru; Editing by Simon Cameron-Moore)

State Dept. Official: US Will Oppose Chinese 'Gangster Tactics' in South China Sea - USNI News

Posted: 15 Jul 2020 06:08 PM PDT

The U.S. will no longer remain on the sidelines when China uses "gangster tactics" to get its way in territorial disputes in the South China Sea, a senior State Department official said on Tuesday.

Speaking at an online forum at the Center for Strategic and International Studies, David Stilwell, assistant secretary of state for East Asia and the Pacific, said if Beijing continues to block Philippine access to fishing waters in Scarborough Shoal or militarize outcroppings there, the United States would regard those as "a dangerous move."

Four years ago, an international arbitration panel ruled against China and said Scarborough Shoals belonged to the Philippines. Beijing ignored the ruling, calling it "a piece of paper," Stilwell said.

"We're no longer going to say we're neutral" in these matters, the retired Air Force brigadier general said.

In a statement Monday, Secretary of State Mike Pompeo said, "Beijing has failed to put forth a lawful, coherent maritime claim in the South China Sea." He added that means Washington only accepts Beijing's territorial claims to 12 nautical miles from its coast or natural islands it controls. The United States "will not let China claim the South China Sea as its own," Stilwell said in his Zoom appearance.

China asserts it has territorial control of a wide swath of the South China Sea, bounded by what it calls the Nine-Dash Line and enforced by quasi-military installations built on artificial islands.

To back up the American insistence that China abide by existing law, "there are physical demonstrations of support," Stilwell said, including naval freedom of navigation transits, presence patrols by carrier strike groups and strategic aircraft over-flights.

The same day the State Department announced the new stance, USS Ralph Johnson (DDG-114) conducted a freedom of navigation operation past Chinese holding in the Spratly Islands.

"This freedom of navigation operation upheld the rights, freedoms, and lawful uses of the sea recognized in international law by challenging the restrictions on innocent passage imposed by China, Vietnam and Taiwan," reads a statement from the Navy.
"Unlawful and sweeping maritime claims in the South China Sea pose a serious threat to the freedom of the seas, including the freedoms of navigation and overflight, free trade and unimpeded commerce, and freedom of economic opportunity for South China Sea littoral nations."

There is also the "gathering of the like-minded" in the Indo-Pacific and Europe to demonstrate "we're making [the Chinese] words and deeds match," Stilwell said during the event.

Unlike other nations in territorial disputes with China, the United States and the Philippines have a mutual defense treaty, which raises the stakes if there is a military confrontation.

Stilwell singled out the Association of Southeast Asian Nations (ASEAN) for "taking a more positive approach" in standing up to Chinese bullying and coercion and demanding Beijing comply with its code of conduct to resolve disputes peacefully.

"What we're doing [in this statement and the actions being taken] is enforcing existing law," he said. "This is housekeeping."

Stilwell added, "I can't see how they would take that in any other way" but as a response to China's "doubling down on 'might makes right.'"

Later in answer to another question, he said, "standing together will send a very clear message in Beijing" that "you just can't sign papers and walk away."

Although China's claims that the Nine-Dash Line, encompassing most of the South China Sea, is historically its territory, the international Permanent Court of Arbitration dismissed China's claims to outcroppings on Scarborough Shoal that the Philippines called its own in 2016. Using the U.N. Convention on the Law of the Sea as its guide, the court ruled Beijing had "no historical rights" to these islands and waters based on a Beijing map created in the 20th century during disputes with France and Great Britain.

Instead of complying with the unanimous ruling, Beijing moved aggressively in dredging sand to turn similar outcroppings into artificial islands that it has since militarized with airfields, ports and barracks to use as bases to bully the Philippines, Malaysia, Vietnam, Indonesia, Brunei and Taiwan.

Stilwell compared these actions to Great Britain's East India Company in the era of colonialism. Beijing "stakes claims, coerces and controls." Beijing often uses state-owned enterprises to dominate its neighbors and continue "its new imperial ways" globally, including through infrastructure and telecommunications projects.

The reclamation projects started two years before Philippine case ruling; but since then Beijing has used them "as bases for harassment" to threaten maritime commerce, others' national fishing rights and their mineral exploration for economic development.

As well as a critical region of maritime commercial traffic, the South China Sea is potentially rich in oil and natural gas, which adds another dimension to the Beijing's claims of sovereignty. In recent months, Chinese navy and coast guard vessels menaced Malaysia mineral exploration efforts in Malaysia's own waters. The U.S. Navy countered with presence patrols. The Chinese also have used armed fishing vessels to disrupt Vietnamese mineral surveying and exploration work.

"These resources are the inheritance of these people and their children," Stilwell said, referring to Vietnam, Malaysia and the Philippines.

China routinely warns American aircraft and naval vessels that they are violating its territory if they pass overhead or transit close-by waters. The U.S. Navy, as well as warships from France, the United Kingdom and other allies, routinely conducts freedom of navigation operations through the disputed territory.

Earlier Monday, China announced it was imposing sanctions on Sens. Marco Rubio (R-Fla.) and Ted Cruz (R-Texas), as well as Rep. Chris Smith, (R-N.J.) and Sam Brownback, ambassador-at-large for religious freedom. The move comes in response to new penalties the United States has imposed on Beijing for its treatment of the Muslim Uighur minority.
