Rockland — A re-entry house on Talbot Avenue to serve former prisoners with substance abuse disorders -- that created an uproar among neighbors when they realized it was being planned -- will be closing.
The developer of the Unity House said she is consolidating that facility with a house she purchased in Union. The Rockland re-entry house will close once the Talbot Avenue property is sold, Kathryn Matlack said Saturday, Nov. 7 in an email.
The house that was at the center of the controversy -- 215 Talbot Ave. -- is for sale by Matlack of Camden who purchased the property in June 2019 through Freedom Path LLC.
Matlack said she bought a house in Union in January where there is more room. The house is located on 45 acres on the Appleton Road.
Neighbors in Rockland challenged the Talbot Avenue facility but city officials ruled that it did not require municipal review. Neighbors appealed to the Zoning Board of Appeals which sided with the code enforcement officer in July 2019.
The board voted 5-0 that the Unity House at 215 Talbot Ave. met the definition of a single-family dwelling, and thus was allowed in the residential zone and did not need a review by the Planning Board.
The Zoning Board members agreed that the Unity House was not a business, and that the city did not have the right to ask who would be staying there.
Matlack said last year Unity House would be a recovery house for people who have substance abuse disorders. She said the residents may not necessarily be former prisoners, but those would be the likely tenants. The house has a house manager.
